Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. Exit doors shall not be locked, chained, bolted, barred, latched or otherwise rendered unusable. All locking devices shall be of an approved type. Please address the following comments. 1. Provide detailed building analysis on a title sheet. The analysis should depict the 1991 edition of the Uniform Building Code for Occupancy group, Type of construction, Sprinklers, Occupant loads, etc. 2. Provide a lighting budget for new ceiling per the Washington State Energy Code Section 505,( watts per square foot, allowed and proposed ). 3. The proposed scope of work changes the occupancy use of approximately 7,000 square feet of warehouse to heated or cooled conditioned retail space. Plans and other documentation must demonstrate how this conditioned space will comply with the Washington State Energy Code. 4. The existing warehouse adjoining the retail area is so large that its occupant load exceeds 100 persons. All design must provide for the exit requirements of this warehouse, special attention given to the following. a) Distance of exits, U.B.C. The existing stairs exits for the existing mezzanine are consider to be existing non - complying. Any alteration that would increase the non - conformance of this exit will not be allowed. One example is the proposed electrical room #112 will interrupt the corridor with an intervening room and increase the length of this dead end cooridor, (see U.B.C. Section 3305). Propose an alternate design. 6. Because the new retail area has an occupant load of greater 500 person and requires 3 separate exit it is critical that the above subject stair exit complies to code. Additionally two of the three exits are required to be separated by one half the diagonal of that room and the proposed new side exit and the main entry do not meet the required separation. This would also require the existing stair corridor to be upgraded or an additional exit to be provided. 7. The Room Finish Schedule on sheet F -2 should be revised to show the men and women rest rooms to have vinyl flooring coved up the wall a minimum 5 inches per U.B.C. Section 510. 8. The rest room elevations on sheet A -6 shows a standard water closet tank. It should be noted that the flush controls must be mounted on the wide side of the water closet area per WAC 51- 20- 3106(k)5D. 9. Any saw cutting of the existing concrete walls must have an analyses of a structural engineer. All engineering calculation summaries or conclusions must be clear and reflected on architectural drawings. Engineering must be signed by a Washington State Licensed Engineer, qualified to • practice designated work. 10. All mechanical work requires a separate permit and it should be noted that it is required to demonstrate how the H.V.A.C. will meet the Washington State Ventilation and Indoor. Air Quality Code Section 304.1 and table 3 -4. To confirm you have received these comments contact this office and /or submit revisions within ten working days.
