Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior 10 submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the yniform Building Code (current edition). No application shall be extended more than once. Rants, Mayor Mr. and Mrs. James Schmautz 14051 35th Avenue South Tukwila, Washington 98168 Dear Mr. and Mrs. Schmautz: This letter is to confirm our earlier discussions regarding the requirement for installation of a fire protection system in your planned residential development. I have reviewed the requirements of Ordinance 1626. You correctly described Section 3 of that ordinance as requiring all short plat developments to have a hydrant located within 300 feet with a minimum flow of 1000 gallons per minute (gpm) for fire protection purposes. The Fire Chief advised that this requirement was discussed during the passage of the ordinance in May 1992. The Council agreed to increase the hydrant spacing distance from 150 feet to the current 300 feet. They chose not to address the gpm requirement. The process for appealing this requirement is through the City Council. I would suggest a written request for reconsideration to the Council President. The appeal would take the form of an amendment to the ordinance to allow for exceptions, or a loosening of the gpm requirement. Another avenue is referral to the Board of Appeals. This board sits as a quasi-judicial body to hear appeals to the Uniform Building Codes and Uniform Fire. Code. There is no fee associated with this review. At our last meeting, I offered to attempt to give you my personal assessment on the likelihood of being successful with either approach. It is my opinion that neither the Council nor the Board of Appeals will grant any relief to the existing requirements of Ordinance 1626. The City has, been consistent in its application of fire protection requirements for many years. Only in instances of extreme hardship, or clear extenuating and /or mitigating circumstances, would a variance be granted. Moreover, the Fire Marshal indicated that the 1,000 gpm requirement is more or less an accepted minimum "industry standard" for residential development. I,wish I could provide you with more options, however, it appears that at this point they are.. somewhat limited. I don't want to discourage you from exercising any of the aforementioned avenues of appeal. The assessment of your chances was strictly my opinion and not that of either the Council or the Board of Appeals.
