Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewsd and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is otherthan the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). We understand that the City of Tukwila is requesting you to have your storage racks inspected by a licensed engineer to evaluate the structural integrity. Attached is a copy of the racks and their respective layouts as given to us by you (see attatchnients). During our walk through of the storage area, we noted all the racks to exist as you describe them in your plan: We understand the racks are manufactured by "Anderson ". We have not performed an analysis on the racks themselves, as we assume that they have been designed by the manufacturer to sustain the loads as specified by the manufacturer. The racks appear to be of very sound design, structurally. We understand that the City of Tiukwila requires that you anchor all racks taller that 8' -0" in height to the foundation. We noted some rack locations where racks were taller than 8' -0 ". You indicated to us that you were in the process of lowering the storage at these locations in keeping with the lower. storage heights of 8' -0" or less. Should you have some storage kept higher than the 8' -0 ", then you would need to add 5/8" diameter expansion bolts to the base of the racks within the holes provided by the rack manufacturer. Given that the racks are approximately 4' -0" x 9' -0" in plan view, you would typically have a bolt on each side of the 4' -0" dimension and spaced 9' -0" o/c in the other direction. It should be noted that the storage loading is typically clothing material in cardboard boxes, and therefore the potential seismic loads generated would be relatively small. Again, we have not performed any structural engineering calculations, but have given you a general engineering assessment of how all the racks should be nominally attached to the slab on grade foundation to resist minimal seismic loading. We understand that the City of Tukwila is requesting you to have your storage racks inspected by a licensed engineer to evaluate the structural integrity. Attached is a copy of the racks and their respective layouts as given to us by you (see attatchnlents). During our walk through of the storage area, we noted all the racks to exist as you describe them in your plan. We understand the racks are manufactured by "Anderson ". We have not performed an analysis on the racks themselves, as we assume that they have been designed by the manufacturer to sustain the loads as specified by the manufacturer. The racks appear to be of very sound design, stnicturally. We understand that the City of Tukwila requires that you anchor all racks taller that 8' -0" in height to the foundation. We noted some rack locations where racks were taller than 8' -0". You indicated to us that you were in the process of lowering the storage at these locations in keeping with the lower storage heights of 8' -0" or less. Should you have some storage kept higher than the 8' -0 ", then you would need to add 5/8" diameter expansion bolts to the base of the racks within the holes provided by the rack manufacturer. Given that the racks are approximately 4' -0" x 9' -0" in plan view, you would typically have a bolt on each side of the 4' -0" dimension and spaced 9' -0" o/c in the other direction. It should be noted that the storage loading is typically clothing material in cardboard boxes, and therefore the potential seismic loads generated would be relatively small. Again, we have not performed any structural engineering calculations, but have given you a general engineering assessment of how all the racks should be nominally attached to the slab on grade foundation to resist minimal seismic loading, Please call should you have any questions. We understand that the City of Tukwila is requesting you to have your storage rack posts reduced in height to the 8' -0" maximum. This is their way of insuring that your company will not adjust your shelving to a higher level at some later date. The 8' -0" height Is the maximum allowed without anchor bolt connections: We called Dave Larson, of the City of Tukwila, and discussed the idea of posting the loading and height limits of each shelf to conform with UBC 2.304 (e). After discussing the matter further he requested that we show an overturning analysis for the racks, Please find enclosed a (1) page calculation to confirm that the racks may be loaded up to 12' -0" height without an over turning problem during a seismic event. This assumes that the loads do not exceed 50 PSF on each shelf level. We felt this was a very conservative loading given the product being stored on your shelves are light duty clothing in cardboard boxes. In summary, we feel that you may leave your racks placed as is to the 8' -0" height limits per the City, but the shelves would be stable against over turning in a seismic event to a height of 12' -0 ", Please call should you have any questions. sat.'.. I came up with the following: 1. Entered the Sierra system to see if there was a record of this company applying for a rack storage permit. Nothing in Sierra for this company name. 2. Called Penny Hansen and read her Gary Schenk's inspection report. Penny said she had no record of a business license or application for this company. 3.. Called Al Metzler at Fire Dept. He gave me the following information: a. He had gone to this address to make fire inspection and found that they did not have a Tukwila business license and that they had installed storage racks without a permit. He wrote this up on his correction report, and also notified Gary Schenk, who in turn went to the location and talked to G. Lacey, President (see Gary's report dated 6/16/93). b. Al said that they make follow up inspections to correction reports in 30 days from when the correction notice is issued. c. Al said he had discussed this with Mike Alderson who had told him that it would be Building Division responsibility to follow up and take action regarding the rack storage installation without benefit of a rack storage permit. d. Al then mentioned the owner had previously asked him about the rack storage requirements and Al had gone to look at them and told him they would be unsatisfactory in Tukwila, and that the owner would have to get a permit. 4. I then went and asked Denise if she was aware of any application for a rack storage permit for this business. She went into Sierra in more depth than I had but didn't find any evidence that a permit had been applied for. She did, however, discover that we did not have any record of that address in Sierra. She also found that the address is not shown in the King Co. assessor's book she has, and that that address was not on the Fire Dept address list that she has. 5. I called Al back and asked him if he knew anything about the accuracy of the address. He said: a. He had talked to Mike Alderson about the address because Al had discovered there was a discrepancy. b. The Fire Dept is /was aware of three different addresses that have been used on this tenent space: 4324 was first known address which was for J.C. Penny's Custom Draperies. 4322 was also used by J.C. Penny's before they moved out of the space. 4344 is the address High Five Sportswear is using. Al said when they discussed it with the owner they found that High Five had already had a couple thousand advertising brochures printed and had coordinated the address change with the post office. Al said he and Mike then decided to go with the 4344 . address and changed their records at the Fire Dept accordingly. 6. Al said he would be making his follow -up inspection in a couple weeks. I told him I would put this in a suspense file for a couple weeks and not take any further action until I hear from him. He said he would send me a copy of his follow -up inspection report.
