APPLICATION SUBMITTAL In order to ensure that your application is accepted for plan review, please make sure to fill out the
application completely and follow the plan submittal checklist on the reverse side of this form. Handouts are available at
the Building counter which provide more detailed information on application and plan submittal requirements.
Application and plans must be complete in order to be accepted for plan review.
VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of
Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting
application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is
subject to possible revision by the Building Division to comply with current fee schedules.
BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor
licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this
permit application and obtain the permit will be required as part of this submittal.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall
expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition).
No application shall be extended more than once.

4.01 APPLICATION /INSTALLATION
A. Fleshings: General
1. Shall be applied as per manufacturer's specifi-
cations.
2 . Extend roofing membrane 2 inches or more above
all cants.
3, All vertical surfaces shall be canted.
4 , Nail to the deck.
13. Vertical Fleshings:.
1. Shall be minimum of 8 inches above roof mem-
brane. (See SMACNA detail 6113).
2. Provide for nailing to the lop surfaces of all curbs.
3. Install or mechanically fasten nailing surfaoes

1. Shall be installed at all vertical roof intersections.

4.02 PREPARATION & USE

1. The asphalt shall be heated in accordance with
EVT (Equtvlscous Temperature) standards and
applied within the temperature range
(EVT 2609.

4.05 WATER CUT-OFFS
A. Divide roof area into areas as specified,
B. At the end of each day's work, provide temporary
water out-offs at the edge of the InsulaUon. Remove
out -offs when work commences.
O. Water cut -offs shall be one layer of No. 501 base
sheet embedded In asolid uniform mopping of hot
steep asphalt applied at a rate of 30 lbs. per 100
square feet.
4.06 WET INSULATION
Not applicable for this system.
4.07 BASE SHEET APPLICATION
A. Specified base sheet shall be mechanically fastened
to deck as per design.
8. Shall bo lapped sowater flows over or parallel to, but
never against tho laps.
C. Shall be lapped 2 inches on sides and 8 inohes on
ends.
D. Shall be installed specific to the system.
4.08 PLY SHEET APPLICATION
A. Specified ply oheel (s)shallbe embedded into afluid,
continuous application or asphalt. The piles shall
be lapped specific to the system and mopped as
shown. The asphalt shall be applied In such a way
that In no place will felt touch fait, light "brooming"
Is advised to aid adhesion.
1. Ply eheete shall be shingled in, free of wrinkles
or Ilshmouthe.
2. Maybe applied by a mechanical fettiayerorrolled
into a hand mopping of asphalt.
3. Shall be applied so that the flow of water Is over
or parallel to, but never against the lap.
4. End laps shall beaminimumof4 inches and oft
set a minimum of 12 inches apart,
5. Embed the 1u11 30 inoh width of each ply In hot
asphalt applied at the nominal rate of 25 lbs. per
100 square feet.
6. " 0rooming in" Is recommended for both felt layer
and hand mopped applications.
7. When "Rolling in" by hand, the mopping asphalt
shall be kept within 5 feet of the roil,
8. Mop shall be kept full and Row asphalt on thereof.
Do not scrub with mop.
9. Donot "glaze in' ply sheet during thetnterimbe-
twaen surfacing.
10. On slopes greater than 2^ all ply sheets shall be
applied parallel with the roof slope.
► Provisions must be made for back nailing of fait.
► Provide wood nailer strips on non- nailablesub-
strates.
4.09 MODIFIED CAP SHEET APPLICATION
A. Roof surlaoe shall be clean, free of duet, dirt or molls,
tura when cap sheet Is sppited.
8, Light priming with asphaltio primer is required if any
surface oxidation has occurred on the installed base
sheets.
C. Shall be applied free of buckles, wrinkles, blisters,
fishrnouths or voids of any type between the sheet
and the mopping asphalt.

roofing and lapped, so that the flow of water ie over

place, "fbnsion shall be placed on the ends of cap

H. "Brooming in" Is recommended by the material man -
ufacturerto Insure adequate bonding of the cap sheet
to the asphalt during low temperature application.
1. Embed loose granules into over -run of hot asphalt
at side and end laps while asphalt Is still hot.
J. On slopes 2" or greater, the underlying shoot of all
cap sheet end laps shall be naffed with two rows of
nails, 3 inches apart, on 31nch centers staggered.
4.10 VALLEYS AND WATERWAYS
A. Shall receive an extra ply of No. 601 base sheet,
B. This extra ply shall be at least 35 Inches wide and
extend at feast 12 inches up the Inclines out of the
valley.
C. This extra ply shall be Laid prior to the application
of the roofing piles.
4.11 ROTARY DRUM -TYPE FELT LAYER
Not recommended by roofing manufacturer.
4.12 MECHANICAL FELT LAYER
A. Shall be multiple gate valve type that spread hot
asphalt on the roof surface just ahead of the roof•
Ing as It Is applied.
B. Equipment ehalt be clean, in good operating con-
dition and shalt hold sufficient asphalt to lay an ere•
the roll of ply felts.

General Notes
1. Contractor to verify all dimensions, appurtenances, and
site conditions. Notify concerned parties of any
conditions prior to bid which would effect the indicated
work. Failure to notify constitutes acceptance of the
conditions and indicated scope of work. Existing
conditions shall not be the basis for contract increases.
2. Contractor shall not scale drawings, as the drawings are
general; and are intended to indicate the location of the
proposed work.
3. Details are included in this package. For conditions not
detailed refer to the specifications /drawings, NRCA and
the manufacturers installation guidelines; which ever is
more stringent shall govern.
4. Connect new root drains to existing drainlines. All work
to be of like quality and to latest code requirements.
Work to be accomplished only by licensed and certified
journeymen plumber.
5. All roofing related debris shall be picked up on a daily
basis and legally disposed of offsite.
6. Contractor shall be responsible for any damage to the
premises as a result of the prosecution of the work.
Contractor shall verify the location of all new equipment
prior to startup of the work.

According to the situation that you described to Dave, the parapet height at the front of the building is
(8) inches above the adjacent roofing surface. The front roof drains have crickets that are (4) inches
higher than the low points. If a drain fails to function in an otherwise unloaded condition no snow
load), the water height would reach the top of the cricket before overflowing to the other roof drains.
This would result in a triangular loading on the roof trusses of 21 PSF at the wall tapering to 0 PSF
approximately (6) feet out from the wall. This loading condition does not exceed the design load for
the trusses.
In the unlikely event that • all of the drains fail to function at the front of the building in an
otherwise unloaded condition, the water would reach the top of the parapet. This would result in a
triangular loading on the roof trusses of 42 PSF at the wall tapering to 0 PSF approximately (12) feet
from the wall. Although this loading condition results in smaller reactions, web member forces, and
chord axial forces, it does exceed the design load condition for localized top chord bending in the first
panel of the truss. This loading condition, due to the accumulation of only rain water, is, in our
opinion, unlikely as all (5) drains along this side of the building would have to be obstructed.
No structural modifications are recommended to address the possible accumulation of rain water under
the more likely scenario of (1) one or more drains plugging.

This is an application for a re- roofing permit for the old Larry's
Market building now referred to as Riverton Heights Retail Center.
After our contractor did some basic work for structural upgrading it
was determined that the existing roof membrane could not be
repaired and needed to be replaced.
Per our phone conversation you said you needed some basic
information about what we are planning to do. It is as follows:
1) Remove existing roofing, perform necessary sheathing
repairs and related carpentry work.
2) Install a new built -up roof system consisting of a fiberglass
base sheet, 3/4 inch perlite mopped over the base sheet with hot
asphalt, three plies of fiberglass ply sheets, embedded in hot
asphalt, and one ply of fiberglass cap sheet embedded in hot asphalt.
3) Install new roof drains and crickets as noted on attached plan.
4) Provide new coping flashing as, necessary.
5) System to provide a class B fire rating.
I've also attached a schematic plan of the roof that shows the work
and gives clarity to the above. If you have any other questions
