The attached set of building plans have been reviewed by
The Fire Prevention Bureau and are acceptable with the
following concerns:
1. No point in a sprinklered building may be more than
200 feet from an exit, measured along the path of travel.
(UBC 3303(d))
Exit doors shall be openable from the inside without
the use of a key or any special knowledge or effort.
Exit doors shall not be locked, chained, bolted,
barred, latched or otherwise rendered unusable. All
locking devices shall be of an approved type. (UFC
12.106(c))
Obstructions, including storage, shall not be placed
in the required width of an exit, except projections
as permitted by the Building Code. Exits shall not,be
obstructed in any manner and shall remain free of any
material or matter where its presence would obstruct
or render the exit hazardous. (UFC 12.104(a))
Dead bolts are not allowed on auxiliary exit doors
unless the dead bolt is automatically retracted when
the door handle is engaged from'inside the tenant
space.
Exit hardware and marking shall meet the requirements
of the Uniform Fire Code. (UFC 12.106 - 12.111)
Internally illuminated exit signs shall have both
bulbs working at all times. (UBC 3314(c))

When two or more exits from a story are required, exit
signs shall be installed at the required exits and
where otherwise necessary to clearly indicate the
direction of egress. (UBC 3314(A))
The color and design of lettering, arrows and other
symbols on exit signs shall be in high contrast with
their background. Words on the sign shall be block
letters 6 inches in height with a stroke of not less
than 3/4 inch. (UBC 3314(b))
Aisles leading to required exits shall be provided
from all portions of buildings. The width and spacing
of aisles shall be maintained at all times. (UFC
12.104(b))
Exits shall be illuminated any time the building is
occupied with light having an intensity of not less
than 1 foot candle at floor level. Fixtures required
for exit illumination shall be supplied from separate'
sources of power for Group 1, Divisions 1.1 and 1.2
occupancies and for all other occupancies where the
exiting system serves an occupant load of 100 or more.
(UBC 3313 (a)(b))
When exit signs are required by The Building Code (see
U.B.C. section 3314(A)), additional approved low level
exit signs which are internally or externally
illuminted, or self - luminous, shall be provided in all
interior exit corridors serving guest rooms of hotels
in Group R, Division 1 occupancies. The bottom of the
sign shall not be less than 6 inches or more than 8
inches above the floor level. For exit doors, the
sign shall be on the door or adjacent to the door with
the closest edge of the sign within 4 inches of the
door frame. (UFC 12.111(e))
Exits shall not pass through kitchens, storerooms,
restrooms, closets or spaces used for similar
purposes. (UBC 3303(e))

2. All new sprinkler systems and all modifications to
existing sprinkler systems shall have fire department
review and approval of drawings prior to installation or
modification. New sprinkler systems and all modifications
to sprinkler systems involving more than 50 heads shall
have the written approval of the W,S.R.B., Factory Mutual,
Industrial Risk Insurers, Kemper or any other
representative designated and /or recognized by The City of
Tukwila, prior to submittal to the Tukwila Fire Prevention
Bureau. No sprinkler work shall commence without approved
drawings. (City Ordinance #1646)
Contact The Tukwila Fire Prevention Bureau to witness
all required inspections and tests. (UFC 10.503) (City
Ordinance #1646)
3. Required fire resistive construction, including
occupancy separations, area separation walls, exterior
walls due to location on property, fire resistive
requirements based on type of construction, draft stop
partitions and roof coverings shall be maintained as
specified in the Building Code and Fire Code and shall be
properly repaired, restored or replaced when damaged,
altered, breached, penetrated, removed or improperly
installed. (UFC 10.601)

special fire permits may be necessary depending on
detailed description of intended use.

Dear Mr. Griffin:
We are requesting authorization to open our retail store prior to completing the manufacturing portion. It was
our intent to open 100% of the building at the same time. However, due to delays caused by a boiler shipment,
conditioning rooms that shipped late and Washington Natural Gas not having a permit yet, it has caused delays
that have pushed our schedule past our completion date. This delays have created a situation whereby our Deli is
ready to open now, with the rest of the plant following shortly.
We have received an o.k. to occupy the space from the Health, Fire, Plumbing and Electrical Inspectors. In
doing so, we have all life safety conditions met; the corridors are not under any construction. The construction
zone can be completely closed off from the retail area. All of the remaining construction is being done in the
rear of the building.
We understand that we are asking for a variance on your current policy. We realize that we should have applied
for separate permits. However, it was always our intent to open both the retail and the manufacturing
simultaneously. Now that we have gotten this far, we have taken on the liability of some very valuable
employees and a good sized amount of perishable food in our inventory. We would very much like to not have
to lay off our current staff in light of this situation.
At no time will any guest be allowed in the construction area. Torino's Sausage Co. relieves the City of Tukwila
and or any other Government bodies of all liabilities created by this situation.
If possible, an on site visit will clear up any doubts that you may have about our intent to operate in a safe and
normal business atmosphere.

2. Unobstructed Floor Space, An unobstructed floor space shall be provided within
bathrooms, toilet rooms, bathing facilities, and showor rooms of sufficient size to
inscribe a circle with a diameter not Tess than 60 inches. Doors in any position may
encroach into this space by not more than 12 inches. The clear floor spaces at fixtures,
the accessible route of travel, and the unobstructed floor spaco may overlap.
3. Wheelchair Accessible Toilet Stalls. A. Dlmonsions. Wheelchair accessible
toilet stalls shall be at least 60 inches in width. Where wall -hung water closets are
installed, the depth of the stall shall be not less than 56 inches. Where floor - mounted
water closets are installed, the depth of the stall shall be not less than 59 Inches. Entry
to the compartment shall have a clear width of 32 Inches, Toilet stall doors sha4.not
swing into the clear floor space required for any fixture. Except for door swing, a clear
unobstructed access not less than 48 Inches In width shall be provided to toilet stalls.
EXCEPTION; Partitions may project not more than one inch, in the aggregate,
into the required width of the stall.
B. Toe Clearances. In any toilet stall, the front partition and at least one side partition
shall provide a too clearance of at least 9 inches above the floor.
EXCEPTION: Toe clearance is not required in a stall with a depth greater than I
60 inches.
C. Door Hardware. Doors of accessible toilet stalls shall comply with Section
3106 (c),
4. Ambulatory Accessible Toilet Stalls. Ambulatory accessible toilet stalls shall be
at leas) 36 Inches in width, with an outward swinging, self - closing door, Grab bars shall
be installed on each side of the toilet stall and shall comply with Sections 31061k) 5 C
' and 3106 (k) 11.
5. Water Closets. A. Clear Floor Space. The lateral distance from the center line of
the water closet to the nearest obstruction, excluding grab bars, shall be 18 inches on
one side and not loss than 42 inches on tho other side• In other than stalls, a clear
floor space of not less than 32 inches, measured perpendicular to the wall on which the
water closet Is mounted, shall be provided in front of the water closet.
EXCEPTION: A lavatory may be located within the clear floor space required
for a water closet provided that knee and toe clearances for the lavatory comply
with subsection 7, below, and:
A. In Type B dwelling units the edge of the lavatory shall be located not toss
than 15 Inches from the centerline of the water closet:
B. In all other occupancies the edge of the lavatory shall be located not loss
than ,16 Inches from tho centerline of the water closet.
B. Height. The height of water closets shall be a minimum of 17 inches and a,
maximum of 19 inches measured to the top of the seat. Seats shall not be sprung to,
return to a lifted position.
C. Grab Bars, Grab bars shall be installed at one side and at the back of tho water
closet. The top of grab bars shall be not less than 33 inches and not more than 36
inches above and parallel to the floor. Grab bars located at the side shall be a minimum

42 inches in length with the front end positioned not less than 18 Inches In front of tho
water closet. Grab bars located at the back shall be a minimum of 36 Inches In Iongth.
Grab bars shall be mounted not more than 9 Inches behind the water closet seat. Soo

D. Flush Controls. Flush controls shall be mounted for use from the wide side of the
water closet area and not more than 44 inches above the floor. Flush valves shall
comply with Section 3106(c).
E. Dispensers and Receptacles. Toilet paper and other dispensers or receptacles
shall be Installed within easy reach of the water closet, and shall not interfere with
unobstructed floor space or grab bar utilization.
6, Urinals. A clear floor space measuring 30 inches In width by 48 inches in depth
shall be provided in front of urinals to allow for forward approach. Urinal shields shall
have a clear space between them of not less than 29 inches and shall not extend
farther than the front edge of the urinal rim. Urinals shall be stall -type or wall -hung with
an elongated rim at a maximum of 17 inches above the floor. Flush controls shall be
mounted not more than 44 Inches above the floor. Flush valves shall comply with
Section 3106(c).
' 7. Lavatories and Sinks. A, Clear Floor Spaco. A clear floor space not less than 30
Inches in width by 48 Inches In depth shall be provided In front of lavatories and sinks
to allow a forward approach. The clear floor space may include knee and toe
clearances not to exceed 19 Inches extending under the lavatory or sink.
B. Height, Lavatories and sinks shall be mounted with the rim or counter surface no
higher than 34 inches above the finished floor.
C.'Knoo and Too Clearances. (I) Lavatories, The total depth of the clear space
beneath a lavatory shall be not less than 17 inches, of which toe clearance shall be not
more than 6 Inches of the total depth. Knoe clearance shall be not less than 29 inches
in height and 30 inches In width.
(ii) Sinks. Knee clearance not less than 27 inches in height, 30 inches in width, and
19 inches in depth shall be provided underneath sinks.
D. Exposed Pipes and Surfaces, Hot water and drain pipes exposed under
lavatories arid sinks shall be Insulated or otherwise covered. There shall be no sharp
or abrasive surfaces under lavatories or sinks.
E. Faucets. Faucet control handles shall bo loraled not more than 17 inches from
the front edge of the lavatory, sink or counter, and shall comply with Section 3106 (c),
Self- closing valves shall remain open for at least 10 seconds per operation.
F. Sink Depth. Sinks shall be not more than 6 -1 /2 inches In vertical depth.
8. Mirrors, Dispensers, and Other Fixtures, Mirrors or shelves shall be installed so
that the bottom of the mirror or the top of the shelf is within 40 Inches of the floor.
Drying equipment, towel or other dispensers, and disposal fixtures shall be mounted
so as to not exceed 40 inches above the finished floor to any rack, operating controls,
receptacle or dispenser,
