M I N U T E S City Hall Council Chambers Mayor Van Dusen called the Special Meeting of the Tukwila City Council to order and led the audience and City Council in the Pledge of Allegiance. MABEL J. HARRIS (COUNCIL PRESIDENT), JOE H. DUFFIE, EDGAR D. BAUCH, MARILYN G. STOKNES, JOAN HERNANDEZ, DENNIS L. ROBERTSON, CLARENCE B. MORIWAKI. Maxine Anderson (City Clerk), John Colgrove (City Attorney), Rick Beeler (Planning Director), Alan Doerschel (Finance Director), Ross Earnst (Public Works Director), John McFarland (City Administrator). Wendy Morgan, representing the Tukwila Historical Society, stated the Historical Society voted to present a proposal for the Centennial year. They would like to publish a History of the City with the assistance of a professional historian. They would like the work done in two phases. The first phase would be comprised of an inventory of material that is available and would be supervised by the Historical Society with a student intern in archives doing the inventory. This phase will cost approximately $5,000. The work would be accomplished from January to March 1989. The second phase would be the written history by a professional historian. The City of Auburn has done a similar history and they allocated $18,000 for the work. A bid would be let for professional services with an advisory committee from the Historical Society. This work would be accomplished from March to November 1989 and the cost would be approximately $20,000. They are asking to have this additional amount put in the budget for the Centennial. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE CITY COUNCIL ACCEPT THIS PROJECT AS PUBLIC. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY HARRIS, THAT RESOLUTION #1095 BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Colgrove read a resolution of the City of Tukwila, Washington, approving the proposed Riverton annexation area election method annexation and requesting an election date by title only. MOVED BY DUFFIE, SECONDED BY HARRIS, THAT THE PROPOSED RESOLUTION BE ACCEPTED AS READ. MOVED BY MORIWAKI, SECONDED BY HERNANDEZ, THAT THE RESOLUTION BE AMENDED IN SECTION 1, FOURTH LINE, MONTH OF "SEPTEMBER" BE DELETED AND MONTH OF "DECEMBER" BE INSERTED. MOTION CARRIED. MOTION CARRIED, AS AMENDED. MOVED BY MORIWAKI, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Colgrove read a resolution of the City of Tukwila, Washington, approving the proposed Foster annexation area election method annexation and requesting an election date by title only. City Attorney Colgrove stated in Section 1, fourth line, the month of "September" would be deleted and the month of "December" would be inserted. City Attorney Colgrove read a resolution of the City of Tukwila, Washington, approving the proposed Thorndyke annexation area election method annexation and requesting an election date by title only. In Section 1, "September" will be changed to "December." MOVED BY DUFFIE, SECONDED BY HARRIS, THAT THE PROPOSED RESOLUTION #1097 BE APPROVED AS READ. MOVED BY MORIWAKI, SECONDED BY DUFFIE, THAT THE RESOLUTION BE AMENDED AND IN SECTION 1, THIRD LINE, THE WORD "MODIFIED" BE REPLACED WITH THE WORD "APPROVED." MOTION CARRIED.
