Mayor Mayor Van Dusen called the Regular Meeting of the
Tukwila City Council to order and led the audience in the
Pledge of Allegiance.

Darlene Crostick, 14406 58th Ave. So., presented Council a
petition signed by 91 citizens of Tukwila asking that the
ordinance annexing Fire District No. 1 be retracted; if not,
that the electorate of the City of Tukwila be allowed to vote
on this annexation. The people who live here are not happy
with some of the progress the City is making, and they are
very anxious how the Council is going to handle so much new
territory. They feel their tax base is going to be diluted
and street projects are not going to proceed. The City has
yet to address the issue such as low income housing and
senior housing. We are still looking for a new Community
Center. There is the problem of the 16th Avenue Bridge if
the area should come in. The people are very concerned on
what is going to happen to the citizens who already live
here. Among the signatures on this petition are 1 ex mayor,
9 ex council members, and 1 ex city clerk who are not happy
with this whole situation. The people feel they have not
been properly notified of this annexation. They have not had
enough input. The people like the City like it is; they like
the tax base.
Council Member Moriwaki asked why they are not protesting
Riverton, Foster and Thorndyke.
Mrs. Crostick explained that, in talking to the people, they
are not opposed to those. They are very anxious about
Highway 99 and how the Police protection will be handled.
The people in Riverton, Foster and Thorndyke are friends,
neighbors, relatives or are in the same school district, and
the Tukwila citizens would rather see their money spent in
these areas. A lot of people have felt for some time that it
would be a good idea to have the school district included in
the City. When you look at Fire District No. 1 there is a
tremendous industrial area with a lot of problems and a small
residential area. There are 144 employees in the City now;
if these areas are taken in, staff will have to be increased
by approximately 137 more people. Where are you going to get
the work space; how soon until this thing mushrooms beyond
the point of control?
Council Member Robertson said there have been quite a few
public hearings on this and it was discussed at an open
house. Council did make opportunities for citizens to speak
and this certainly has not happened fast. Fire District No.
1 is about the easiest annexation to absorb; the fire support

is already there. It has a small residential population and
has very little retail or businesses that would generate a
lot of problems. It is not a major police problem area, not
like Highway 99. Annexing it would provide less immediate
problems as far as growth. Long term wise it appears to pro-
vide a diversified business structure. This appears to be a
good move. It is true that there are two problems. The tax
base it has now barely covers it, and right now we are a City
made of just two neighborhoods -the McMicken Hill and Tukwila
Hill. This area provides a long term possibility that should
more than pay for itself.
Mayor Van Dusen agreed with Mrs. Crostick. The staff has put
out a lot of effort in telling the citizens of the annexation
areas about meetings, but we forgot to tell our own citizens.
Council Member Bauch called attention to the "Annexation
Policy -City of Tukwila" that was adopted on April 4, 1978.
On March 3, 1986, Council again adopted an annexation policy.
These are available to the public and they state that the
City is open to accepting any annexations. This is a
published policy of the City that has been in existence for
12 years. This City was established by annexations.
Council President Harris said it surprises her that Fire
District #1 is the target of this petition. Of all the
annexations Fire District #1 is the one that will pay for
itself. The others are going to cost us. It is business
that brings in the tax dollar. However, we need people; we
want to become unified so that the school district is all
within the City boundaries. We have passed the time where we
can live as an isolated group. We aren't a little City; we
have big City business; we have a big City population during
the day time; we have all the big City problems; and we have
all the big City expenses. We have to pay the same salaries
as the big cities to keep our employees. When something
involving money is voted in, we are assessed based on our
assessed evaluation; when we get money back it is always per
capita. We need to have more people to have more political
clout.
Skip Traynor, 14910 58th Ave. So., commented that if the only
benefit the citizens of Tukwila are getting from the annexa-
tions is clout, we should not be spending that kind of money.
Council Member Duffie expressed his appreciation to Mrs.
Crostick for coming before Council. No one has ever called
him to protest the annexations. When we look at our revenue,
we need to look for other sources. Today there are other
shopping centers to draw people from Southcenter. Our reve-
nues and expenses are changing. This Council is open to
listening to the people.
Council Member Moriwaki pointed out that to have a voting
representative on the Metro Council, we need to be a City of
15,000 or more. Metro impacts us every day, but we have no
vote. In terms of people we are a small City; in terms of
distribution of wealth, we are treated like a small City.
These are the issues we worry about. He agreed that Fire
District #1, with its heavy industrial base, has a higher
revenue base than the residential population. The public
safety problems in the residential annexations are greater
than in the Fire District #1 industrial area. A large com-
munity with a large subscription base can support a daily
newspaper. We need to look forward.

Council Member Hernandez commented she appreciates the com-
ments of the people. We need to educate the public more. We
have had good coverage from the Valley paper and I am
delighted with the Community Voice; we need a good paper. We
need more registered voters in our City so we can have a
little more control over our governing.
Skip Traynor, ex Council Member, commented that you never see
people at the Council Meetings. The only way the community
contacts Council is in this manner. If you ignore the peti-
tions, you ignore the citizens.

Council Member Stoknes reported that the Utility Committee is
recommending that Council pass an ordinance granting MCI a
franchise to install fiber optic cable in Tukwila. This is a
permit to use public rights -of -way.

City Attorney Colgrove read an ordinance of the City of
Tukwila, Wash., granting MCI Telecommunications Corporation,
a Delaware Corporation, the right, privilege, authority and
franchise to construct, operate, maintain, replace and remove
certain communications equipment under, along, across, and
through certain City streets for the purpose of operating as
a carrier of long distance telecommunications traffic.

Council Member Stoknes introduced a Developers Agreement with
Shamrock Development who would like to construct three
office /warehouse buildings on the northeast corner of So.
134th and 47th Ave. South, south of Farwest Paint. They have
all of the necessary City permits and are ready to enter into
the developers agreement.
Mr. Chin, Pacific Design Associates, explained that he is the
project architect. They have gone through all of the
required steps to obtain a building permit. During the SEPA
review, a Declaration of Nonsignificance was issued to this
project. This developers agreement was required by Public
Works. This will provide a 15' strip of right -of -way along
So. 134th and a 10' strip along 47th Avenue South.

AUTHORIZED TO ENTER INTO A DEVELOPERS AGREEMENT WITH SHAMROCK
DEVELOPMENT. MOTION CARRIED WITH DUFFIE VOTING NO.
Attorney Colgrove noted that the Planning Commission is
holding a public hearing and will make recommendations on
changes to the zoning code on Wednesday, the 21st. Council
will then hold a meeting to consider these recommendations.

SPECIAL MEETING ON THURSDAY, DECEMBER 22, 1988, TO CONSIDER
THE RECOMMENDATION MADE BY THE PLANNING COMMISSION ON CASCADE
ZONING AND DESIGN REVIEW. MOTION CARRIED.
Gene Jaeger, representing the Chamber of Commerce, commended
Council on their approval of a contract for survey of the
dike and approval of plans for design. The Chamber is very
interested in this.
