M I N U T E S
Mayor Van Dusen declared the Special Meeting of the Tukwila
City Council to order. This meeting is called to consider
the limiting and /or deletion of residential uses in commer-
cial zones and the increase of the area where design review
of new developments is required.

Rick Beeler, Planning Director, reported that approximately
550 public hearing notices were sent out for the Planning
Commission hearing to those people that would be affected by
these changes. During the annexation process, several issues
were raised. Council asked that the Planning Commission hold
public hearings on these issues.
Mr. Beeler reviewed the motions made by the Planning
Commission. In the first motion they decided not to recom-
mend any changes to the existing cascade zoning, but that the
City look into creating an office zone that does not include
residential. They felt it was better to address the issues
by a code amendment to the design review. They felt the
design standards need to be strengthened. They added the
definition of adjacent as being within 300 feet of the more
heavily zoned property. Also they added "any substantial
construction to the exterior of existing commercial develop-
ments in excess of 10,000 gross square feet in building floor
area in C2, CP and CM zoning districts." This was done be-
cause it was unclear in the existing language.
Council questioned the meaning of "substantial."
Mr. Beeler explained that it is something that staff would
review to determine. Also, if they are in doubt they will
take it to the Planning Commission.
The Planning Commission recommended no change to the existing
zoning other than that multiple family development would
require design review.
Attorney Colgrove introduced an ordinance that deals with
design review only.
Council reviewed the proposed ordinance. They asked to have
the word "substantial" defined and have it back to Council on
January 3.
Council agreed that all references to design review should be
stricken from this ordinance and be dealt with in a separate
ordinance.
Council Member Bauch said the Planning Commission did not
give a recommendation as Council thought they would on the
cascade zoning. He proposed that Council hold a public
hearing on January 9, 1989, to let the people come in and
give their testimony. Council can address the residential

density issue and the cascading issue for the whole of the
City; have it adopted by March 14 so the people in the
annexation areas know what is in affect. We need to hold
public hearings to listen to the people.
Council President Harris agreed. We need to have a public
hearing. We need time to look at this, let the people know
we are looking at it so everyone is aware of it. Then, we
need to listen to the people.
Council Members Duffie and Hernandez agreed.
The public hearing will be held on January 9, 1989, and
Council will vote on the issue on the 16th.
MOVED BY DUFFIE, SECONDED BY ROBERTSON, THAT THE REGULARLY
SCHEDULED MEETING OF THE DECEMBER 27 COMMITTEE OF THE WHOLE
BE CANCELLED. MOTION CARRIED.
8:30 p.m. There being no further discussion, the Special Meeting of the
Tukwila City Council adjourned.
