TUKWILA CITY COUNCIL Special Meeting M I N U T E S Tukwila City Hall Council Chambers Council President Harris called the Special Meeting of the Tukwila City Council to order in the absence of Mayor Van Dusen. JOE H. DUFFIE; EDGAR D. BAUCH; MABEL J. HARRIS, Council President; MARILYN STOKNES; JOAN HERNANDEZ; CLARENCE MORIWAKI. MOVED BY DUFFIE, SECONDED BY ROBERTSON, THAT COUNCIL MEMBER MORIWAKI BE EXCUSED FROM THE MEETING. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE MAYOR PRO -TEM READ THE PROPOSED RESOLUTION IN ITS ENTIRETY. MOTION CARRIED. Mayor Pro Tem Harris read, in its entirety, a resolution of the City Council of the City of Tukwila, Wash., accepting the donation of certain real property to the City by Barnard 0. Wilcox, and authorizing the Mayor to accept the donation on behalf of the City. MOVED BY DUFFIE, SECONDED BY BAUCH, THAT RESOLUTION NO. 1101 BE ADOPTED AS READ. MOTION CARRIED. Mayor Pro Tem Harris thanked Mr. Wilcox for his donation to the City. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE SPECIAL MEETING CALLED BY THE TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED. Mayor Pro Tem Harris explained that the annexation areas will be voting on two propositions. (1) Shall the area known as King County Fire Protection District #1 be annexed to the City of Tukwila. (2) Shall all property within the area be assessed and taxed at the same rate and on the same basis as the property in the City of Tukwila. She asked if all Council Members are in favor of the new area having to accept the bonded indebtedness. Council Member Robertson said the Fire District has a large bank account and they have a certain amount of equipment they own. If you take the money and the equipment, it would pro- bably exceed their share of the indebtedness of the Golf Course. Fire District No. 1 is bringing items of con- siderable value to the City. The issue of bonded indebted- ness is so confusing to people they almost always vote not Mayor Pro -Tem Harris said that if Council is going to establish the policy that if the people do not accept the bonded indebtedness they will not become a part of the City; if so, the City needs to let the people know this. TUKWILA CITY COUNCIL, SPECIAL MEETING December 29,1988 Page 2 DISCUSSION Cont. Accepting Indebtedness Council Member Bauch explained that the bonded indebtedness (cont.) is on the ballot because the State Law says it will be. He agreed to go along with whatever goes regardless of whether they vote for or against it. Council Member Stoknes said she feels embarrassed that her area did not vote to pay their fair share of this. I think the people didn't know what it was. I think people should pay for this; they are going to enjoy the Golf Course, and it isn't much money. Again, Mayor Pro Tem Harris said that if there is a clear consensus that we will not accept them if they turn it down, we need to let the people know. She did not believe the people were told during the McMicken annexation. If the people want to become citizens, they should be willing to take on the debt to show they are a part of the city and are willing to pay for their share of the Golf Course. Council Member Hernandez said her first instinct is to say they should accept the indebtedness that the citizens of Tukwila have accepted. It is not fair to leave all the bur don with the citizens that live here. She would still like to feel Council has the opportunity to decide whether to accept it or not. Council Member Duffie said that the City has done all they can do; it is up to the people now because there will be a mail -in ballot. 5:45 p.m. The discussion ended; this is not a regularly scheduled meeting.
