Tukwila City Council to order and led the audience in the
Pledge of Allegiance.

City Attorney Colgrove read an ordinance of the City of
Tukwila, Wash., amending Ordinance No. 1462 and Chapter 16.52
of the Tukwila Municipal Code to meet regulations for flood
plain management and model flood damage prevention policies
as required of jurisdictions participating in the National
Flood Insurance Program.

Mayor Van Dusen explained that Council needs to discuss ser-
vice levels, what is acceptable and what are the impacts of
the pending annexations. In some cases, it may require modi-
fication of standing policies to meet these demands.
John McFarland, explained that Council has been provided a
planning schedule related to the preparations for assumption
of responsibilities for Fire District #1. We are now
bringing before Council the first of a series of issues which
is the assumption regarding revenues and whether they are
acceptable or not. In addition staff would like to address
service levels.
Alan Doerschel, Finance Director, addressed the question,
"Will it be a policy of the City to require that operating
expenses not exceed revenues in the newly annexed areas?
Mayor Van Dusen said we don't know what the impact of these
annexations will be. There is no way we are going to provide
the same level of service to the newly annexed areas on day
one. There will be a gradual increase in services.
Council Member Robertson suggested a transition period of 2
years to have the expenses exceed the revenues, however, this
only means Council will consider it. He wants to study staff
proposals and determine whether the request is necessary.
Council Member Bauch commented that he will look at the
justification for all requests. Some of the arguments used
before will not be valid now because the ratio of population
to business is changing. Whatever it costs us to do it, we
are going to to it and designate some funds later on.

Council President Harris said she doesn't like to hear it
said that we are going to have a reduced level of service.
We probably have a level of service that no one else has.
Sometimes we over -do. We can give the same level of service
for every part of town and still not lower the service of the
existing residences.
Alan Doerschel explained that the City has an ordinance that
designates the second half -cent sales tax to Capital only.
This is the way we have been doing it since 1983. The EIS
statements did not separate that money out; they put it in
the operating revenue. We need to decide whether this money
should be kept in the operating revenues for basic services
or should it be pulled out and restricted for Capital. We
need some guidance from Council.
Council Member Bauch proposed it be left the way it is until
we see how things are. We can take money out of this
reserve.
Council Member Moriwaki commented we are fortunate the City
has a strong retail base, a strong assessed valuation of pro-
perty and the revenue projections are always below the actual
revenue. We want good services for all citizens. We don't
want the needs for annexation to cover up a management
problem.
Council Member Bauch proposed that on Item 1 there is a con-
sensus of the Council that the City may exceed revenues in
1989. There is a consensus on Item 2 that there will be an
integrated budget.
Council President Harris commented that capital improvements
will be done as time and money permits.
Council Member Bauch continued, on Item 3 there is consensus
that the current policy will remain (restricted revenue allo-
cation) until it becomes necessary to make a change. And, on
Item 4, this Council has seldom questioned the revenue
forecasts.
John McFarland, City Administrator, explained that they will
be running a double accounting system to determine what the
operational costs are for the annexations the first year.
This will show trends for the long -range impact. Just
because we double the size of the City doesn't mean we double
the work force. We have gone into detail on the number of
new employees we need to do the job. It includes cost, when
we need them on board, why they are needed, the consequences
of not hiring them, and the alternative. We need Council to
look at this, approve of it or disapprove of it, so we can
move to the next step. On the 16th, we will start talking
about staffing levels and implementation plans.
Council reviewed the 1989 -1990 revenue projection schedule.
Fire District #1 projection is 1989 $1,356,000 and 1990
$2,262,000 Foster /Riverton /Thorndyke show 1989 $607,000
and 1990 $1,286,000.
Department Heads all attended this meeting to discuss pro-
posed service levels with Council.
Police Chief Waldner explained that the response time will
remain the same assuming a new patrol district is set up for
Fire District #1. Traffic is the most obvious problem they

will have in that area. There will be some theft in parking
lots, burglaries associated with commercial areas, and inter-
nal assaults and theft of property in the large businesses.
Tom Keefe, Fire Chief, noted they are already staffed for
Fire District #1 but will need to add additional people to
cover Foster, Thorndyke and Riverton. When Cascade View
comes on line, it would not be necessary to add more staff.
Council Member Hernandez said she is pleased that staff has
worked this out so well already. Council wants to provide a
high level of service to the newly annexed area.
Ross Earnst, Public Works Director, reported that they are
looking at a phase in process for personnel over the next two
budget cycles. We will double the number of signals as a
result of the annexations. We will still contract with the
County for signal maintenance. They have not proposed addi-
tional staff for the utilities; water and sewer will stay
with their current provider of service. This will need to be
looked at as time goes on. It may not make sense to have
five or six separate utilities providing water. We will have
a big job of inventorying traffic signs. There is a legal
requirement we have to meet.
Don Williams, Parks and Recreation Director, reported that he
has had a short telephone conversation with the County Park
Director. They want to continue to operate the Forward
Thrust Pool. There is a pea patch lot across the river also
at Earlingtonand There is park property; both of these are
leased out and until such time as the City feels it's
necessary, those will probably continue to be leased out.
There is Southgate Park near the Community Center that they
would like to turn over to the City. The County has a thirty
year lease on the Crestview School Park. This was not turned
over to the City at the time of annexation and they would
like to turn this over to the City also. We are planning to
handle park maintenance and recreation with the staff we
have. Take a look at it be the end of 1989.
It was noted that signs that are legal now would be grand-
fathered in. There are some 13 billboards in the annexation
area.
Council Member Robertson reviewed that basic services, as
they have been defined, would be implemented as fast as staff
can be employed and put on the job. There will be some peak
requests for service but then things should level out. We
are changing from a predominately retail area to heavy
industrial and residential. We expect staff to do the best
job they can in estimating what it will take. Basic
emergency services will have to be provided. In general,
when we are talking about service levels, they will be the
same across the City as fast as we can move in and do it.
John McFarland explained that the City can do this fast if
Council wants to dedicate the revenues. We hope to employ
people in the emergency service area and put them to work
immediately upon annexation and spread services across the
City on an equal basis. Council will receive these costs in
the next couple of weeks.

Council President Harris said she has been with the City for
26 years, and this has been one of the most exciting years to
be Council President. The new Council people did a fabulous
job; it was a challenge. She was proud to be Council
President.
Newly elected Council President Stoknes asked Council Members
to submit their preferences for Committee appointments.
