PUBLIC HEARINGS Whether or not to prohibit residen- tial uses from being permitted in Office, Commercial Industrial Zones, thereby limiting single multiple family homes to the zoning districts specifically designed for residential uses. MOTION CARRIED. ©.2l/ City Hall Council Chambers Council President Stoknes called the Tukwila City Council Committee of the Whole meeting to order. MABEL J. HARRIS (COUNCIL PRESIDENT), JOE H. DUFFIE, EDGAR D. BAUCH, MARILYN G. STOKNES, JOAN HERNANDEZ, CLARENCE B. MORIWAKI. Mayor Van Dusen, Maxine Anderson (City Clerk), Rick Beeler (Planning Director), John Colgrove (City Attorney), Alan Doerschel (Finance Director), Ross Earnst (Public Works Director), Tom Keefe (Fire Chief), John McFarland (City Administrator), Ron Waldner (Police Chief), Don Williams (Parks and Recreation Director). Wendy Morgan, 15144 65th Avenue South, Tukwila, reported the Tukwila Historical Society has written and published a press release informing the public of a meeting on Thursday, January 12, at 7 p.m. at the Tukwila Library. The public is invited to furnish input. David Meyers, 14411 58th Avenue South, Tukwila, stated last year he complained about large trucks and recreation vehicles that were left parked on City streets to obstruct driver's view. He stated he was now requesting an ordinance as there are still many cars, trucks, boats, recreation vehicles left parked on the streets. Many of them are along 58th and in front of the apartments. Mayor Van Dusen assured Mr. Meyers his complaint would be referred to the proper department for action. Council President Stoknes opened the Public Hearing at 7:12 p.m. Planning Director Rick Beeler presented the Staff Report. He stated Option 1 would be to allow the cascading of residential uses from R -1 through RMH and the cascading of non residential uses from PO through M -2. While still allowing for flexibility within residential categories and non residential categories, this option recognizes the uniqueness of residential uses and prevents their locating in office, commercial or industrial districts. This option would achieve the desire to control the location of high density residential uses, as they will only be allowed in R -4 and RMH uses. Option 2 would vary the cascade system to allow uses to cascade differently from the system described above. Option 3 would create distinctive zones with no cascading of uses from other zones. Option 4 would reflect no change. It would allow the market to shape the community land use pattern because it currently allows a large degree of flexibility. The recommendation is that cascading be left as is and have a new professional office zone. Dick Chapin, 2100 Cole Center, Bellevue, appearing in behalf of Wells McCurdy and Harold Iverson, stated his clients are long -time property owners on the north side of 78th. He stated he would like Option 4 discussed by Planning Director Beeler. The removal of cascading would remove flexibility. There is need for multi- family housing. The annexation areas have interest in this and the decision may influence the vote. Mildred Saari, 13535 53rd Avenue South, stated she would not vote for annexation if the City does away with cascade zoning. Peter Thompson, 13450 51st Avenue South, stated he would like the cascading zone kept as it is at the present time. David Craig, 5306 South 137th, stated he wanted cascading zoning. He would accept C -1 along with P -0 zoning. Seattle is over- built with offices. Eva Painter, audience, stated she is with the rest of the property owners who want cascading. They do not want to be taxed out of their property. Terry Craig, 5306 South 137th, stated Option 4 is the way the zoning should be done. Flexibility is needed so if one wishes to sell their property it can be done. Wendy Morgan, 15144 65th Avenue South, stated she lives in multi family housing. BAR standards are loose. She said she looked at the river as an amenity to the City. She would like to see the mixed use along the river. When standards are loose quality loses. Developers should share in the cost of the impacts caused by development. A change in standards would be the best way to solve the problem. Harold Iverson, 5014 116th Avenue SE, Bellevue, stated the development of his property would be a benefit to Tukwila. Ron Lamb, 4251 South 139th Street, stated he has letters from 36 people who couldn't be at the meeting tonight. The elimination of cascading does not mean people cannot develop their property. We have a lot of high density residential. Bill Arthur, representing Segale, Inc., stated they supported the cascading zoning. He distributed a letter from Mr. Segale dated January 9, 1989 addressed to members of the Tukwila City Council. Norris Saari, 13535 53rd Avenue South, stated his property is impacted by apartments. It is no longer single family. He stated he is in favor of cascading. It allows more opportunity for development. Steve Lawrence, member of Thorndyke Annexation Committee, stated most people were in favor of single family. They compromised. In some areas we should allow apartments. Vern Meryhew, 4431 South 148th, stated he was a member of the Thorndyke Zoning Committee. They did not want to change the cascading zoning. They support Option 4. There being no further comments, Council President Stoknes CLOSED THE PUBLIC HEARING AT 8:03 P.M. She informed the audience that the issue will be discussed at the next meeting of the City Council. MOVED BY DUFFIE, SECONDED BY MORIWAKI, THAT THE COUNCIL RECESS FOR FIVE MINUTES. MOTION CARRIED. The Committee of the Whole Meeting was called back to order by Council President Stoknes, with Councilmembers present as previously listed. MOVED BY DUFFIE, SECONDED BY MORIWAKI, THAT COUNCIL MEET WITH THE ARTS COMMISSION AND THE PARK COMMISSION ON MONDAY, JANUARY 30, 1989. MOTION CARRIED. City Administrator John McFarland distributed a memorandum from the Mayor's office which identified anticipated service demands if the annexations are approved by the voters. Police Chief Waldron explained the need for additional police officers. He stated they talked to the City of Kirkland when they annexed an area. They under estimated the need for services. We can be in full position for services in June or July 1989. There is a recruiting team out now seeking experiened police officers. Council President Stoknes asked the Councilmembers to read the material that has been presented and it will be on the agenda of next week's meeting. Council President Stoknes presented the selection of Council members to be on the Council committees. Public Works Director Earnst reported WSDOT has asked that a portion of Southcenter Parkway be closed from Andover Park East to the bridge to accommodate construction. Planning Director Beeler stated the construction for Tukwila Pond will be reviewed by the Planning Commission this week. There is another building that will be built this year near the Doubletree Plaza. The Bon Marche is going to remodel this year. City Attorney Colgrove reported the Worldwide Video has applied for a business license. The City will not renew their license.
