COMMITTEE OF THE WHOLE MEETING Council Chambers
M I N U T E S
Council President Stoknes called the Committee of the Whole Meeting
to order at 7:10 p.m.
MABEL J. HARRIS, JOE H. DUFFIE, MARILYN G. STOKNES (COUNCIL
PRESIDENT), JOAN HERNANDEZ, DENNIS L. ROBERTSON, CLARENCE B.
MORIWAKI.
Mr. Paul Tolliver, Director of Transit for METRO, and Bob White,
Manager of METRO's Capital Improvement Programs, made a presentation
with the overhead projecter showing possibilities for future
transportation mode alternatives.
There was a question and answer period and the various projects
and costs that had been presented were discussed.
Marty Grisham, Tukwila Firefighter, was a member of the King
County Disaster Relief Team which was the first American team
allowed into the Soviet Union to assist in the earthquake's
aftermath. He showed his video tapes and explained the methods
of survival that were used by the rescue teams.
Councilmember Robertson introduced Bob Johnson, stating he is
interested in the preservation of fishing. Mr. Johnson stated
there are two bills in the legislature involving recreation fishing.
The bills establish certain salmon as recreation fish.
Councilmember Robertson stated if there is a consensus the Council
could pass a resolution supporting the presevation of salmon stocks
in the Green River and it could be on the agenda of the next meeting.
Mayor Van Dusen stated the Fire Station needs some modernization.
It will always be one of the City's main Fire Stations. If it
is delayed it will just cost more to do at another time.
Fire Chief Keefe stated the drawings reflect what is needed in
the building. The building does not meet building codes. The
roof is sub standard, it leaks and cannot be stopped. If we had
an earthquake such as they had in Armenia, it would be flattened
and many lives would be lost.
Councilmember Robertson suggested the City wait for three months
and see the outcome of the annexation elections. We don't know
the needs of the City at this time.
Chief Keefe said the repairs should be done at one time on one
bid with one contractor. Costs will be higher if we wait.
MOVED BY HERNANDEZ, SECONDED BY HARRIS, THAT THE AGREEMENT TO
CONTRACT FOR DESIGN AND CONSTRUCTION ENGINEERING FOR REMODEL OF
FIRE STATION #51 BE ON THE AGENDA OF THE NEXT REGULAR MEETING.
MOTION CARRIED, WITH ROBERTSON AND MORIWAKI VOTING NO.
Council President Stoknes stated the proposed ordinance would
be on the agenda of the next Regular Meeting of the Council.
Discuss Council Mayor Van Dusen stated Administration would like direction
Priority Proj. 1989. from the Council on priority projects for 1989. A scope of
work is needed.

Councilmember Robertson stated he would like to see a copy of
the ordinance the County is passing prohibiting construction on
slopes of 40
Council President Stoknes said within 30 days the Council will
discuss the matter again.
Council President Stoknes stated the Council Retreat will be
on April 22 and 23. The Council would like to invite the
Mayor and the City Administrator to meet with them on April 23.
Councilmember Robertson suggested the Retreat be held somewhere
within two hours travel time.
Councilmember Duffie suggested Lucy Lauterbach be the Retreat
Facilitator.
Mayor Van Dusen stated Administration is working on the Fire
District #1 budget. It will be discussed on February 6.
City Attorney Colgrove stated the cascading ordinance will
have to be considered and it will change the Comprehensive
Plan. The recommendation would be to go ahead and pass the
spot zoning and the fee could be waived.
MOVED BY ROBERTSON, SECONDED BY DUFFIE, THAT COUNCIL DIRECT THE
ADMINISTRATION TO CONSIDER THIS MATTER AND COME BACK TO THE
NEXT COUNCIL MEETING WITH A RECOMMENDATION. MOTION CARRIED.
City Attorney Colgrove said the Voter's Pamphlet will not have
a pro and con statement. If the city has suggestions someone
could write the pro and con statement for the Riverton, Thorndyke,
Foster annexations. The Task Force would be the logical people
to do this.
Council President Stoknes adjourned the Committee of the Whole
Meeting.
