Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications forwhich no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. The approximate location of the proposed addition and the location of the two exploration pits performed for this study are presented on the attached Site and Exploration Plan, Figure 1. In the event that any changes in the nature or design of the project are planned, the conclusions and recommendations contained within this letter should be reviewed and modified, or verified as necessary. Tb aid in the completion of this study, a site plan with topographic information was provided by you to our firm. We understand that this plan was completed by you in May of 1993. The purpose of this study was to gather shallow subsurface soil and ground water data near the location of the proposed southern retaining wall cut for your new addition. Based on the retrieved data, we were requested to provide geotechnical recommendations concerning only two issues. These issues included an assessment of the stability of the proposed temporary cut slope and recommendations for a suitable temporary cut slope angle. Our findings, conclusions, and recommendations are outlined in the following sections of this letter. Site Description At the time of this study, the existing residence occupied the southeast ortion of the lot. From South 135th Street, the lot sloped upward toward the south, rising approximately 32 feet in a horizontal distance of approximately 120 feet. Most of this elevation change occurred in a low upward grade of the central portion of the lot and in two rockeries near the south side of the lot. The construction of the existing home resulted in an apparent cut in the southern portion of the slope to create a level building area. This two tiered cut was protected from erosion by two low rockeries. The rockery closest to the house was approximately 6 -7 feet high, and the next rockery to the south (near the south property line) was approximately 5 feet high. Tile upper rockery was set back approximately 15 feet from the 6 -7 foot high lower rockery. At the time of our arrival on the site, the lower rockery was being removed in preparation for excavating the area for the new addition. We understand that the cut would be made to within approximately 7 feet of the southernmost rockery. Project Description The plans provided for this project indicate that the addition will be a two story structure. The lower floor will be used for a garage /work area the and upper floor appears to be for living space. The southern wall of the lower floor will be below existing grade and necessitate the construction of a concrete retaining wall approximately 9 feet high. Tb construct the wall, an excavation into the southern slope will create an approximate 7 foot high z temporary cut slope as close as 7 feet from the southern rockery in some areas. These wall and cut height w estimates are based on sketches provided to our firm by you on July 25, 1993. M v Subsurface Conditions 00 �o We completed two backhoe exploration pits in the slope area where the new concrete retaining wall was to be placed. The enclosed logs provide detailed descriptions of the J ~ encountered materials and ground water conditions. In general, three soil units were encountered, as described below. w 0 L? The youngest soil unit encountered was found only in the uppermost portion of exploration pit 2. This unit, approximately two feet thick, interpreted = a was as fill soils and consisted of a loose, moist, brown mixture of silt, sand and gravel with some organics. w �-- _ ? The first natural soil unit encountered within exploration pit 1 (at the surface) and exploration pit 2 (directly below the fill) was interpreted to be UJ w glacial recessional silty sand. This unit was observed to be approximately four feet thick in both exploration D 0 ° pits. U o- Underlying the recessional silty sand was another glacial unit that consisted of a medium dense to dense, silty sand with gravel. This unit is interpreted to be Vashon age lodgement till that = w was deposited and consolidated by the last glacial advance into the Puget Sound region. The density of the till varied from medium dense �6 p within exploration pit 2 to dense within exploration pit 1. z v N Hydrology p z~ Light seeps were noted within both exploration pits atop the till unit, from the base of the recessional sand. This "perched" water condition is common and results from surface water infiltrating through the more permeable fill soils and recessional sand unit to become perched atop the less permeable till unit. This type of ground water seepage can vary seasonally and with variations in rainfall. Conclusions and Recommendations Based on the subsurface soil and ground water conditions encountered, our initial recommendation was that the proposed foundation cut should not be attempted without first establishing drainage of the perched water. Associated Earth Sciences, Inc. recommended that an interceptor drain be constructed along the south side of the proposed cut to collect the perched water and drain it away from the addition area. Drainage of the intercepted water would increase the stability of the proposed cut slope. We understand that the contractor completed the interceptor drain the same afternoon that we dug the two exploration pits. We further understand that, for several days, this drain discharged a fair quantity of water and then slowly, the rate of discharge has decreased to almost nothing. K Based on the success of the interceptor drain, the encountered soil conditions and the proposed maximum 7 foot high foundation excavation, we are of the opinion that the site is suitable for excavation and construction of the southern retaining wall. We recommend that the excavation for this wall be completed to create a near vertical face for the lower 3 to 4 feet of the cut in the medium dense to dense lodgement till and then slope the upper 3 to 4 feet of the cut no steeper than 45 degrees (1 Horizontal to 1 Vertical). As with all earthwork, field conditions may require that the cut geometry be altered from the above recommended maximum slopes. We therefore recommend that a representative of our firm observe the excavation during construction to offer additional recommendations should subsurface conditions differ from those encountered in our exploration pits. The cut slope should be kept covered with visqueen to protect the exposed soils from erosion and possible sloughing. Once the excavation for the wall is completed, we recommend that the retaining wall be constructed, cured, and backfilled as soon as possible. We trust that this letter addresses the concerns of the City of Tukwila and we are confident that the drainage work has created a more stable cut slope condition.
