Mayor Van Dusen called the Regular Meeting of the Tukwila
City Council to order.

Richard Simpson, Cascade View area, stated he was
concerned about campaigning being done by police officers in
uniform and obviously on duty. They are campaigning against
the annexation of the Fire District #1 area. One officer came
to a citizen's home regarding a stolen car and spent more time
talking against the annexation than about the stolen car. They
have also been passing out flyers with incorrect statistics
on them. He asked if Tukwila has an interest in answering
the charges that have been levied against the City?
Mayor Van Dusen advised the statistics are incorrect. They
have taken the police budget and divided it by the population
of Tukwila (4,800) and then taken the County budget and divided
it by the population of the County which includes a part of
Tukwila. It is the intention of the City to put police officers
in the areawhen it is annexed. The union and the police
officers who are spreading the rumors are doing harm to them-
selves.
Nancy Taylor, Cascade View area, stated on January 7, 1989
someone attempted to steal her car. The next day her neighbor
had a car stolen. When the police officer came she spent
most of her time telling how angry the County police officers
were about the annexation and if they are called to help
service the area they would not give good service.
Police Chief Waldner stated since the controversy arose he
has answered these charges on at least three occasions to the
news media. The City's response to the criticism offered by
the County is that since the union is involved we cannot
debate the issue. We have answered with what the City's level
of service will be the same that is given to the citizens
of present Tukwila.
Several Councilmembers remarked the matter should be brought
to the attention of those responsible and the statistics
should be corrected.
Vern Meryhew, 4431 S. 148th, said there has been a statement
that Tukwila is looking for clout. That is to the City's
advantage. We need clout. We anticipate the same kind of

material will be distributed when the ballots for the Thorndyke,
Foster and Riverton annexations are sent out. We need the
City's help in combating this misinformation.
William Bogen, audience, suggested the City contact the King
County Council and register concern. He said he received a
letter from the City Council and the City apologizing for not
giving the citizens of the City the privilege of input on the
annexations. The City Council is elected by the people of
the City and not of the County.

City Attorney Colgrove read an ordinance of the City of
Tukwila, Washington, amending Section 18.26.020 of the Tukwila
Municipal Code to restrict residential uses in certain use
districts by title only.
MOVED BY BAUCH, SECONDED BY ROBERTSON, THAT ORDINANCE #1500
BE ADOPTED AS READ.
Councilmember Robertson stated the Council is going to plan
where restrictions on residential uses will be placed. The
south end of King County is filled with apartments. There
needs to be a balance. This is not intended to be anti apartment;
a vast majority of the citizens support the idea; the opponents
are in the minority. It is the desire of the Council to be
responsible planners. Cascade zoning can occur within the
R -1 area; in commercial you can build R -1 or R -2; you cannot
cascade high density in the commercial.

MOVED BY MORIWAKI, SECONDED BY DUFFIE, THAT THE COUNCIL APPROVE
THE GRANT APPLICATION FOR SOLID WASTE RECYCLING PHASE II.
City Administrator John McFarland said a full report will be
available on February 28. The City is still in Phase I. The
part time employee during Phase I will continue on in Phase II.

Mayor Van Dusen stated the proposed budget for Fire District #1
is contingent upon approval of the annexation in the February
7 election. He asked that the money be put in the contingency
fund. It will not be spent without the approval of the City
Council. It is not known what amount will be needed in the
future. There are some unknowns. There is need for 21.5
additional staff. The total amount for all departments is
proposed to be $1,636,300.
Councilmember Bauch stated there are some costs attributable
to Fire District #1 which do not belong to it.
Councilmember Moriwaki stated the one -step permit system
that has been promoted is not due to the annexation; also
the truck that is needed for Public Works Department. Many
of these things will benefit the entire City; the surface
water utility is one that would have been implemented whether
or not Fire District #1 comes into the City.
Alan Doerschel, Finance Director, stated there are some
costs in the package that will benefit the general City and
there are some costs that are one time costs.
Councilmember Bauch proposed if it is appropriate that a budget
request be on the agenda of the next Regular Meeting and it
include the immediate needs of Fire District #1 between now
and March 14. This will provide what is immediately needed.
The ordinance should be ready for the next Regular Meeting of
the Council.

Mayor Van Dusen read an ordinance of the City of Tukwila,
Washington, amending the 1989 budget, adopted by Ord. #1493, to
transfer estimated ending fund balance from the Arterial Street
Fund to the Land Acquisition, Building and Development Fund,
and provide additional funding for Fire Station #51 renovations
and establishing an effective date by title only.

ADOPTED AS READ. MOTION CARRIED.
MOVED BY MORIWAKI, SECONDED BY DUFFIE, THAT THE PROPOSED
ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED.
City Attorney Colgrove read by title only an ordinance of the
City of Tukwila, Washington, supplementing current provisions
of the TMC pertaining to abatement of illegal parking and /or
storage of vehicles on City streets and highways.

MOVED BY HERNANDEZ, SECONDED BY BAUCH, THAT COUNCIL AUTHORIZE
THE MAYOR TO SIGN THE AGREEMENT WITH METRO FOR USE OF ETS
WATER TO IRRIGATE THE GOLF COURSE.
Mayor Van Dusen explained the water has been treated and is
good for irrigation but not for drinking.

Mayor Van Dusen reported that due to the snowfall certain
streets were closed off for safety's sake and not for sledding.
The street crews worked long and hard trying to maintain the
streets in a safe manner.
Councilmember Joe Duffie stated he would like to see the City
observe Martin Luther King's birthday next year.
Councilmember Duffie reported there have been problems on 56th
and 57th Street with dogs. There have been reports that pit
bull dogs are in the City.
Council President Stoknes stated the Police and Public Works
Departments worked long and hard during the snow and ice
and assisted many people who had problems. The Council will
write letters of commendation to both departments. They made
plans and knew what to do,
The Council Retreat will be on the 22nd and 23rd of April.
Councilmember Bauch said the snow plows did an outstanding job
this year during the snow conditions.
Councilmember Moriwaki requested that personnel needs for the
City be placed in the minority publications.
City Attorney Colgrove said there are no pro and con statements
in the Voter's Pamphlet that has been mailed on the Fire District
#1 annexation vote. Information has been requested for the
three annexation elections that are coming up in March.
