Council President Stoknes called the Committee of the Whole
Meeting to order.

Mayor Gary L. Van Dusen, Maxine Anderson (City Clerk), Rick

Keefe (Fire Chief), Lucy Lauterbach (Council Analyst), John
McFarland (City Administrator), Robert McQueen (Assistant Police
Chief), Steve Robinson (Assistant Police Chief), Ron Waldner
(Police Chief).
Swearing in of Police Mayor Van Dusen swore into office Daniel Ross as Police Officer.
Officer Daniel Ross Police Officer Ross was introduced to members of the City
Council.
Rick Beeler, Planning Director, presented the Staff Report on the
request of Don Crisp for an amendment of zoning code to allow
beauty /barber shops in the P -0 zone. The issue is whether or
not the City wants to begin to bring in these uses from the
C -1 zoning to P -0 zoning.
Don Crisp, applicant, 6291 South 153rd, objected to the procedure
that was used by the Planning Commission in recommending denial
of the request., He felt the main reason the Planning Commission
recommended disapproval was that it might open the door to others.
Each case should be judged separately. The traffic to each type
of business was compared with medical office buildings generating
55 trips per day and a barber /beauty shop generating 24 trips per
aay. Doctors and dentists perform personal services and so do
harber and beauty shops. These services are the same in a certain
sense. Since we are thinking and talking about buffer zones this
would be a good buffer between zones. Signs would not be the
issue.
Councilmembers discussed the issue. Councilmember Moriwaki asked
for a reverification of the traffic generated by medical offices
as compared to barber /beauty shops. Councilmember Robertson
stated this is a change to the zoning code and not a specific use.
Councilmember Bauch said if the zone change is made it would
start eliminating the P -0 zoning.
MOVED BY BAUCH, SECONDED BY ROBERTSON, THAT THE PROPOSED AMENDMENT
OF THE ZONING CODE TO ALLOW BEAUTY /BARBER SHOPS IN THE P -0 ZONE
BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL WITH
THE INTENT TO SUSTAIN THE PLANNING COMMISSION RECOMMENDATION.
MOTION CARRIED.
Discussion on F.D. #1 City Attorney Colgrove stated the vote by Fire District #1 to annex
Annexation. to the City passed; the vote to assume the bonded indebtedness of
of the City did not pass. The City Council must decided whether or
not to go forward with the annexation. This will require an
ordinance and the other issue will be the effective date for the
annexation to take place. The County Council will accept the
results of the vote during the day on February 21, 1989. The
County will make known the results to the City. It is possible
tnt City can take action on February 21 or wait until February 27.
Tho actual date of annexation could be March 1, 1989.
Mayor Van Dusen stated this is a big policy decision. We cannot
bring in new police officers and send them out in an unknown area
immediately. The City should discuss what is to be done.
The Councilmembers asked for the Mayor's recommendation. Mayor
Van Dusen stated the decision to annex Fire District #1 without
their assuming bonded indebtedness is up to the City Council.

Councilmember Robertson stated the Council has not adequately
discussed the budget that will be necessary with the annexation.
He proposed a work session during the week and also the recommendation
of administratin.
riayur Van Dusen stated some of the citizens of the City feel they
have not been able to offer input. He recommended a public hearing
might be needed. There are long range costs to be considered.
Some of it has never been addressed. When the EIS was done $20,000
was taken out to do the fiscal impact.
Stewart Garnett, 12252 47th Avenue South, stated he was president
of the Allentown Duwamish Improvement Club. He has worked hard on
the annexation. The assessed valuation of the area is 51% of
the total value of Tukwila. We have 900 people compared to the
4,800 in Tukwila. The area would not have 15% of the police and fire
calls. We have a lot of equipment and a new fire car; there is
a lot of building going on. The mail -in ballots used for voting
were not desirable and the distribution of anti annexation flyers
was bad.
Joanne McManus, audience, stated she has been working with the
people of Fire District #1 to have the same services that she enjoys.
These people will be bringing in money to the City.
Dwayne Traynor, 14910 58th Street, Tukwila, stated he was concerned
about the rejection vote to help assume the bonded indebtedness of
the City.
Councilmember Robertson stated Fire District #1 would contribute
$48,000 per year toward reducing the debt. It will be paid off in
1998. Fire District #1 will be bringing in $500,000 in cash. The
golf course indebtedness will be offset by the cash they are bringing
in. The ballot mailing did not explain it properly. The flyers
had misinformation in them.
Ruth Seavey, 11829 44th Place, stated she understood if the City
Council turns down the annexation it will be because Fire District
#1 did not vote to accept the bonded indebtedness of the City. She
said they have worked long and hard to get the annexation accepted.
Councilman Duffie stated everyone inside and outside the City has had
the opportunity to come and be heard at the public hearings that
have been held.
Councilmember Moriwaki stated Tukwila citizens have initiated a
petition against the annexation of Fire District #1. Why hasn't
the same thing been done against the Foster, Thorndyke
and Riverton annexations? The citizens should have the same concern
for them.
Mayor Van Dusen recommended that the Council make the effective date
of the annexation March 30, 1989. It will take some time to get
police officers acquainted with the area. If the necessary budget
is authorized the hiring plan can be put into immediate action.
We will be bringing in trained officers.
Councilmember Bauch stated the effective date of the annexation
can be inserted when the ordinance is considered next week.

Meeting back to order with Councilmembers present as previously
listed.

Fire District #1
Potential Transfer Don Williams, Parks and Recreation Director, explained the report
of Fort Dent Park Bridge
and agreement that has been negotiated with King County. It is
to Tukwila. about the same as the agreement negotiated last year except this
one will take effect on April 1, 1989. The plan calls for the
City to commit $1,085,000 in capital funding by January 1, 1992 and
complete all construction by January 1, 1993. The improvements
would include: volleyball and basketball courts; group picnic
shelter /areas with play area; softball cloverleaf rehabilitation;
river trails, access and interpretative site; road settlement
repair and bridge abutment. This work will be Phase I.
The plan for Phase II is different and the review will be done at
an appropriate time. Mr. Williams said he was told it is not the
County's intent to force the Ctiy to spend money on the park if
other vital City services are affected. It is true the only way the
County can reclaim ownership is if Tukwila does not meet the
conditions of the Quit Claim Deed, which basically contains the
same conditions as the transfer agreement. If the City has a
problem in meeting Phase I and Phase II requirements,change items
can be negotiated.
Councilmember Duffie expressed concern as to where the money will
come from if the City has to repair the 16th Avenue Bridge.
Councilmember Moriwaki stated the cost of the bridge repair has
been split down the middle.
Mayor Van Dusen stated the County does not have the money to
spend on Fort Dent and neither does the City of Tukwila. We are
discussing a Class A ball park. If the City takes over the park
we will want to make a showplace of it.
REPORTS

John McFarland, City Administrator, explained the budget ordinance
and identified costs associated with the annexation of Fire District
#1. Reductions /deferrals from the February 6, 1989 proposal amount
of $404,800 in accordance with the directions given by the City
Council have been made.
MOVED BY BAUCH, SECONDED BY ROBERTSON, THAT THE PROPOSED BUDGET
ORDINANCE BE ON THE AGENDA OF THE REGULAR MEETING OF THE CITY
COUNCIL ON FEBRUARY 21, 1989. MOTION CARRIED.
MOVED BY BAUCH, SECONDED BY HERNANDEZ, THAT THE POTENTIAL TRANSFER
OF FORT DENT PARK TO TUKWILA BE ON THE AGENDA OF THE NEXT REGULAR
MEETING OF THE COUNCIL. MOTION CARRIED, WITH DUFFIE VOTING NO.
Mayor Mayor Van Dusen reported the School Board has accepted the invitation
to attend a joint meeting on March 13, 1989. When the new high
school is finished they will vacate the library. Would the Council
be interested in putting the Tukwila Library in the school with an
outside door? We might also share in the auditorium; it will be
a large meeting room in the City.
City Council Councilmember Duffie reported there will be a public meeting about
the new design of the school. The meeting is at 7 p.m. at Foster
High School.
City Attorney City Attorney Colgrove stated the lights have been turned down at
Worldwide Video. The preassignment will be known soon.
Staff Rick Beeler, Planning Director, stated on February 3 a letter was
received that has dealt a blow to the project of Puget Western
Valley View.
In March the Bon Marche will start remodeling. The City will
impose stiff noise requirements.
