Handouts are available at the Building counter which provide more detailed information on application and plan submittal requirements. Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. An approved automatic fire - extinguishing system is required for the spray booth. (UFC 45.209(a)) Local U.L. central station supervision is required. (City Ordinance #1646) 2. All new fire alarm systems or modifications to existing systems shall have the written approval of The Tukwila Fire Prevention Bureau. No work shall commence until a fire department permit has been obtained. Spray booths shall be substantially constructed of not less than .044 inch (18 gage) steel or approved non- - combustible materials. UFC 45.203 (a) . 2. The cumulative area of all spray booths shall not exceed 1,500 square feet and shall not exceed 10 % of the basic area permitted for the major use of the building as set forth in UBC Table 5-C. UFC 45.203 (b). 3. Interior surfacee of spray booth shall be smooth and continuous without edges and otherwise designed to prevent pocketing of residue. UFC 45.203 (c) . 4. Floors of spray booth shall be non - -combustible. UFC 45.203 (d). 5. Baffles, if installed shall be non - combustible, readily removable or accessible to facilitate cleaning. UFC 45.203 (e). 6. Booths having a frontal area of more than 9 square feet and not equipped with doors shall have a metal deflector or flame curtain not less than 4 1/2 inches deep installed at the upper outer edge of the booth. Spray booths that are equipped with a filter roll which is automatically advanced when air velocity is reduced to less than 100 lineal feet per minute shall be arranged to cause shut down of spraying operations if the filter roll fails to automatically advance. Visible gages or audible alarm devices shall be installed to indicate that the required air velocity is maintained in accordance with Section 45.206. UFC 45.204 (b). 2. Discarded filter pads will be removed to a sate, well - detached location or placed in a water- filled metal container. UFC 45.204 (c). 3. Articles being sprayed shall be positioned in a spray booth in a manner which does not obstruct collection of overspray. UFC 45.204 (d). 4. Spray booths using dry filters shall not be used for spraying materials which are known to be highly susceptible to spontaneous heating and ignition. Filters shall be changed prior to spraying materials which could react with other materials previously collected. Examples of potentially reactive combinations include lacquer when combined with varnishes, stains or primers. UFC 45.204 (e) . 5. Clean filters shall be non -- combustible or of an approved U.L. listed material. UFC 45.204 (f). tot Cog 1. Open -flame and spark - producing equipment shall not be located in spraying areas and shall not be located within 20 feet of spraying areas unless separated by a partition. Electrical wiring, motors and other equipment located outside, but within 20 feet of spraying area and not separated by a partition, shall be protected as required for a Class I, Division 2 hazardous locations. UFC 45.205 (c). 2. Electrical wiring and equipment is of an explosion -proof type approved for use in a Class I, Division 1 hazardous location. UFC 45.205 (c). 3. Metal parts of spray booths, exhaust ducts and piping systems conveying Class 1 or II liquids shall be electrically grounded in accordance with the National Electrical Code. UPC 45.205 (d). YENTUATIO 2 REM RQO US Al SPRAX/40 AREAs 1. Spraying areas shall be provided with mechanical ventilation adequate to prevent the dangerous accumulation of vapors. Mechanical ventilation shall be kept in operation at all tires while spraying operations are being conducted and for a sufficient time thereafter to allow vapors from drying coated articles and finishing material residue to be exhausted.. Spraying equipment shall be interlocked with the ventilation of the spraying area such that spraying operations cannot be conducted unless the ventilation system is in operation. Air exhausted from spraying operations shall not be recirculated. UFC 45.206 (a). 2. Ventilation systems shall be designed, installed and maintained such that the average air velocity over the open face of the booth, or booth cross section in the direction of airflow during spraying operations, shall not be less than 100 lineal feet per minute. UPC 45.206 (b). 3. Each spray booth shall have an independent exhaust duct system discharging to the building's exterior. UFC 45.206 (c). 4. Electric motors driving exhaust fans shall not be placed inside booths or ducts. Fan rotating elements shall be nonferrous or non - sparking or casings shall consist of or be lined with such material. Belts shall not enter ducts or booths unless belts and pulleys within a duct or booth are tightly enclosed. UFC 45.206 (d). 5. Exhaust ducts shall be constructed of steel having a thickness in accordance with Table 45.206-A. The point of discharge for exhaust ducts from spray booths shall not be less t.haa 6 feet from adjoining combustible construction and not less than 25 feet from adjoining exterior wall openings. Drying apparatus used in spray booths shall be of the portable infrared type, or if other types of drying apparatus are used, the spray booth, including drying apparatus, shall be listed and approved for use with flammable vapors and combustible residues and shall be provided with explosion control. UFC 45.211 (b)2.8. 2. The spraying procedure shall use low - volume spray application. 45.211 (b) 2.C. 3. The spraying apparatus, drying apparatus,and ventilating system for the spray booth or spray room shall be equipped with suitable interlocks arranged to: A. Prevent operation of spraying apparatus while drying operations are in progrces. 13. Purge spray vapors from the spray booth or spraying room for a period of not less than three minutes before drying apparatus can be operated. C. Have the ventilating system maintain a safe atmosphere within the spray booth or spraying room during the drying process and automatically shut off drying apparatus in the event of a failure of the ventilating system. D. Automatically shut off the drying apparatus if the air temperature exceeds 125 degrees F. when other than portable infrared drying apparatus is used. SPRAYING MUMS 1. Drying or baking units using a heating system having open flames or which could produce sparks shall not be installed in a spraying area. UFC 45.211 (c). When such units are installed adjacent to a spraying area, they shall be equipped with an interlocked ventilating system arranged to: A. Thoroughly ventilate the drying space before the heating system can be started, B. Maintain a safe atmosphere at any source of ignition, and, C. Automatically shut down the heating system in the event of a failure of the ventilating system.
