Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. At that time we expect to receive final inspection for all aspects of this permit. The construction of the addition to the house is substantially completed and the only outstanding item is the construction of a small holding pond at the rear corner of the house to collect downspout flows. Approval of this construction would be under the Public Works Department. The necessary piping is substantially in place around the house. Due to the location and topography, the pond must be prepared by hand, as even a small Bobcat loader cannot reach the location of the pond. In January 1997 I was diagnosed with a significant double hernia. Since I am a self - employed civil engineer with a substantial crush of already committed projects through the spring and summer period, as well as being a drilling Army Reservist, I was not able to schedule surgery (and following 6 -week layup) until early November this year. My layup period has been completed this week and, allowing for delays due to winter weather, I fully expect to complete the pond and connect the piping by the requested time. As an aside, as a civil engineer employed in the design of drainage systems, I have evaluated the effect of collected downspout flows directed onto the ground surface over the previous winter, and have found no surface ponding of the water at the ends of the house lines and no drainage problems in the neighbor's yard immediately down hill from me. Your assistance in this matter is very much appreciated, and thank you. Existing garage and carports equal 1,440 square feet. An additional 1,080 square foot area under the existing house has a garage door. If the garage door were removed it could be considered a storage area. The total area for garage use adding the exiting garage, existing carport, new garage (and not counting the area which could be considered storage), equals 31486 square feet in area. The proposed additions will expand the living area to 3,088 square feet. According to TMC Section 18.12.040 Accessory Uses, private garages or carports may not exceed one thousand square feet in floor area, and are "subject to the regulations affecting the main building ". This section seems to speak to accessory structures and not necessarily garage uses located within or attached to the main structure. A code interpretation on this section of the zoning ordinance was made in 1989 (attached). This spoke primarily to accessory structures. Can the code be interpreted to allow garage uses which are attached or within the main building to exceed 1,000 square feet in area? If garage use, attached or within the main building can exceed 1,000 square feet, must it then be limited less of an area than the living area of a single - family residence to be considered a use that is "customarily appurtenant to the principally permitted use "? The combined floor area of all separate freestanding structures would be limited to 1,000 square foot total. Why was this interpretation developed? As the Zoning Code is currently written, the size of noncommercial greenhouses and storage sheds is unlimited. The City issued a permit for a 1,680 square foot storage shed for a private residence. Several complaints have been voiced by neighbors regarding its "commercial" character and incompatibility with the single - family area. i What is the justification of the interpretation?
