PRESENTATIONS II. BUSINESS AGENDA A. Consultant Agreement: Improvement Projects Staff is see king Council approval of a consultant agreement with KPFF Consulting Engineers in the amount of $315,425 for engineering design services for the following intersection improvement projects: Intersection Description Budget KPFF Fee Andover Park E/Industry Dr New traffic signal $100,000 $104,130 Andover Park E/Minkler Blvd New turn lanes and signal phasing 120,000 123,715 th W. Valley Hwy/S 156 St Feasibility for east side, south of S 75,000 33,330 th 156 St. rd S. 133 St/SR 599 SB On/Off Feasibility to improve capacity & 20,000 24,960 safety th Macadam Rd & S. 144 St. Feasibility to improve NB capacity 17,000 29,290 Total Budget $332,000 $315,425 These intersection projects wer e combined into one package for ease of administration and t o provide enough budget to attract quality firms. Funding is provided from traffic impact fees, which have been collected from all developments generating new P.M. peak h our trips . KPFF were selected from three qualifying firms. Committee members and staff discussed the impact fee project list as well as the restrictions on types of projects that can be funded by the fees. Fees must be repaid when funds are not obligated t oward specific projects on the impact fee list . The map will be UNANIMOUS expanded to include Tukwila South when the traffic impact fee schedule is updated. APPROVAL. FORWARD TO OCTOBER 20 , 2014 REGULAR CONSENT AGENDA. B. Annual Bridge Inspection and Repairs Program Update Staff provided an overview of the annual Bridge Inspection & Repair Program, which designated public, and to ensure extended service life. The program is currently funded at $270,000 per year which proves sufficient for inspections, analysis, design, maintenance and some unplanned repairs. Staff reviewed the requirements of the National Bridge Inspection Standards (NBIS) as well as the INFORMATION Tukwila Bridge Inventory which includes sufficiency ratings and other information. ONLY. Transportation Committee Minutes October 13 , 2014 Page 2 C. Annual Overlay and Repair Program - Pavement Maintenance Management Program Update ement Program. Pavement conditions are monitored and maintenance needs are tracked and budgeted using a data - based system that is reflected in a Pavement Condition Rating for the entire city. Street conditions in Tukwila are generally good, but at current funding levels repair activities have not kept up with normal deterioration. Staff believes that an overlay construction budget of approximately $1,500,000 per year would be sufficient to keep pace with normal deterioration. The proposed 2015 - 2016 Budge t includes a budget of $1,150,000 because the figures were not yet available. Further updates on the program will be proved to the Transportation Committee every two years. Committee Chair Ekberg inquired about the applicability of Transportation Benefit District funding toward this program. The Transportation and Finance and Safety Committees have received information on Transportation Benefit District funding opportunities , but no proposal has been brought forward thus far. Chair Ekberg indicated he will address this during current Budget review INFORMATION ONLY. discussions. III. SCATBd No discussion held. IV. MISCELLANEOUS Counc ilmember Kruller asked when the Cascade View Safe Routes to School Project would be completed as she would like information to share with residents when asked. It is currently expected that construction will be complete in mid - November, and updates are available on the City website.
