Mayor Van Dusen called the Special Meeting of the Tukwila City
Council to order at 9:25 P.M.

Rick Beeler (Planning Director), Ross Earnst (Public Works Director),
Larry Hard (City Attorney), Tom Keefe (Fire Chief), John McFarland
(City Administrator), Nick Olivas (Assistant Fire Chief), Jack
Pace (Senior Planner), Ron Waldner (Police Chief).
Vern Meryhew, 4431 South 148th, stated he appreciates the City
of Tukwila and all they did toward the successful campaign for
the annexation to the City.

The City Attorney read an ordinance of the City of Tukwila,
Washington, amending the 1989 budget, adopted by Ord. #1493, to
add unanticipated revenues and expenditures to the general, street,
arterial street, land acquisition, building and development, and
equipment rental funds for the Foster, Riverton and Thorndyke
annexations; and establishing an effective date by title only.
MOVED BY DUFFIE, SECONDED BY BAUCH, THAT ORDINANCE #1507 BE
ADOPTED AS READ.
Alan Doerschel, Finance Director, stated there are typographical
errors that will be corrected on page 2.
Councilmember Bauch asked about the van plus table and chairs
that have been requested. We are serving the annexed area already.
Is this a need that is directly related to the annexation.
Don Williams, Parks and Recreation Director, stated there will be
more people to pick up. When all of the services are combined
there will be need for three vans. The alternative would be to
reduce services.
Councilmember Bauch asked if a schedule has been developed as to
when the new employees will start working?
John McFarland, City Administrator, answered that not all of the
positions will be hired immediately; they will be phased in.
Councilmember Robertson asked if four firefighters will be
sufficient for the needs of the Fire Department.
Tom Keefe, Fire Chief, stated he requested 17 people. The Mayor is
trying to balance the budget. The Fire Department will have to
man four stations; four new employees will not be able to do it.
Councilmember Robertson stated he hoped this matter would be looked
into in a few months to see if an increase can be made. He asked
how much time would be needed to determine how we are going to
man the stations.
Fire Chief Keefe stated we have applications from 25 lateral entry
firefighters who are already training. The psychological test and
oral interviews will be given to 12 of them during the week of
April 17.
Mayor Van Dusen said administration will address the overall issue.
Councilmember Bauch stated he would like the minutes of the meeting
to show there is an addition of 23.5 employees to the staff.

Mayor Van Dusen stated the effective date of annexation has
been suggested as June 1. The County wants $60+per hour to
provide police services during the interim.
John McFarland, City Administrator, stated the date of June 1
would give the City the opportunity to gear up. The issue of
land use and building permits has been discussed. There is
an ordinance pending that would permit the County to adopt
the City's standards and they would act as the City's agent
with respect to the building permits. Ideally, it would be
good to have the date of June 1 although there would be the
police costs. They have said at $70 they would staff one
car twenty -four hours a day. We plan to discuss the cost with
the County Executive to see if it is realistic or can be
negotiated.
Councilmember Robertson said if we establish the effective date
before June 1 we will save about $14,000.
Alan Doerschel, Finance Director, stated if we annex June 1
King County will have to provide services; if we annex sooner
we will have to pay for the police services.
Police Chief Waldner stated the Police Department could provide
services by June 1. They are hiring as fast as they can. The
hires are experienced police officers. It will cost about $70 an
hour to contract.
Nancy Stohl, audience, stated the County Council has drafted
an agreement for King County to continue processing building
permits for Fire District #1. It will have legal scrutiny
prior to passing. They would adopt Tukwila standards for
building permits and the other three areas as soon as they
are drafted. This is the process that was followed by Kirkland
in 1988 during annexation process.
Vern Meryhew, audience, stated he was hoping the City would
accept the annexation date as soon as possible. Many concerns
will be put to rest with an early effective date. He urged
the Council to establish an effective date of April 15.
Bill Voesel, 4033 128th, said the Planning Department is going
to be processing permits May 2. The interlocal agreement
might open the City to lawsuits. The annexed area understands
there will be a transition period. Everyone would like the
date of April 15.
Don Tomaso, audience, stated many in the area are concerned
about the police protection. He recommended June 1.
Ron Lamb, audience, said he would recommend June 1. The
County has not always been agreeable.
Mayor Van Dusen stated if the effective date is April 15 the
City would have to contract with the County for police
assistance. The Police Department is going ahead with the
hiring program as fast as they can.
Commissioner Hawkins, audience, stated they would like to
see the effective date tonight. He would like to see the
effective date be April 15 if it cannot be tonight.

MISCELLANEOUS
Police Chief Waldner stated if the effective date of the annexation
is June 1 King County will continue to police the area until the
effective date. Seven experienced police officers have been hired
and more hiring is planned. By June 1 the Police Department
will have enough experienced officers to take care of the area.

City Attorney Hard read an ordinance of the City of Tukwila,

Riverton annexation area, adopting zoning and land use regulations
for the annexed area, providing that said annexed area shall not
be required to assume any share of the City's existing indebtedness,
and establishing an effective date of April 15, 1989 by title only.

Councilmember Moriwaki stated the City owes it to the people
who worked so hard on the annexation and want the effective date
to be April 15 to annex them as quickly as possible.
Jack Pace, Planning Department, stated there are some building
permits pending that the City will be able to influence. The
information on the pending permits will be received from King
County tomorrow. There is a new motel and a multi family building
pending approval.
