Council President Stoknes called the Tukwila City Council Committee
of the Whole Meeting to order.

Mayor Van Dusen, Maxine Anderson (City Clerk), Assistant Police
Chief McQueen, Police Chief Waldner, Don Williams (Parks and
Recreation Director).
Council President Stoknes welcomed the South Central School Board
to the City Council /School Board meeting. The members of the
School Board who were present were:

Dr. Silver, South Central School District Superintendent, reported
on the bond issue that passed to construct a new high school and
provide money for computers and technical equipment. The selection
of an architect and the school design should be completed by
June 30, 1989. The schedule calls for the opening of the new school
on September 1, 1991.
Wayne Hammond, member of the South Central School District Board
presented with an overhead projector the plans for design that will
include the school and the community. He stated there are common
problems and opportunities facing the School District and the City.
There are features being considered for inclusion in the new high
school that may be of interest to the City.
He stated features they would like to consider for inclusion in the
design would be: library accessible to public; Tukwila police
office; Tukwila Parks Department office; Tukwila Arts Commission;
Student auditorium that would be available to City and community;
public lockers, change rooms, workout rooms and gymnasium. He
asked if the City of Tukwila is interested in supplementing these
features as the money from the bond issue will not permit these
expanded facilities. The bond issue provides for a 500 seat audi-
torium.
Mr. Hammond stated the School Board would like to work closely with
the City Council on school /community issues and problems such as
joint planning /funding that would mean more capability at less cost;
also to assist in community improvement plans and get input for
curriculum improvements. Future discussion topics could be changing
the name of the South Central School District if there is a desire
for that; a day care center with joint support of programs;
integrated City /School District recreation programs; collection and
recycling of garbage.
Councilmember Robertson stated the plans were exciting and there is
need for the ideas that have been mentioned.
Police Chief Waldner said he liked the idea of a police officer at
the school. It would build a good relationship with the students.
Dr. Silvers said the 14,885 foot auditorium would provide for 500
seats. If a larger auditorium is wanted it will have to be decided
upon prior to the design. The cost would be approximately $82 sq. ft.
The building will be two story and a balcony for the auditorium could
be considered. More space would cost more money.

Councilmember Bauch said the idea of a larger auditorium is a good
one but the City does not have the money to participate in the
project. It would have to be a bond issue and the same people
who voted for the high school would be voting on a bond to increase
the size of the auditorium.
Councilmember Moriwaki asked if the architect could design the
building for provide for the balcony at a later date.
Tom Collier, School Board member, stated there are some things that
have to be planned in order to provide for the balcony to be
built in later. It would increase the building cost right from
the beginning.
Hubert Crawley, member of the Library Board, stated parking would
have to be expanded if the City participated in any part of the
auditorium or the library.
Councilmember Harris stated the Council has considered the
possibility of a community center in the future. The question is
whether or not the auditorium should be in the community center
or make use of the one at the high school.
Council President Stoknes stated she viewed this as an effort to
make the community part of the school.
Wayne Hammond, member of School Board, stated the auditorium was
passed to the voters as a school auditorium. It would be cost
effective to expand it.
Dr. Silvers, Superintendent of Scouth Central School District,
stated the architect will start working on the design this summer.
If the City participates in any of this it will have to be known
by June 30.
Councilmember Moriwaki stated there is a need for a bigger
auditorium. The community will grow. The Council would like
Tukwila to have the image of being a good place to live.
A gentleman in the audience asked if alternate funding from the
business district has been considered? Dr. Silver answered that
has not been considered at this time.
Dr. Silvers stated the auditorium would have to be connected to
part of the building but there would be outside access to the
parking and entrance. If funds were available a new library could
be incorporated in Foster High School. The King County Library
reverts to the City of Tukwila. The City would have to decide how
to use the Foster Branch of the King County library.
A gentleman in the audience stated the building and the books are
owned by King County. If a library were to be incorporated into
the high school it would have to have a separate entrance and
parking. King County will continue on with the library for one year.
If a larger library is planned then the current library could be
closed in 1991.
A gentleman in the ad.dience stated that wherever combination libraries
have been used they have failed. The adults did not like mingling
with the students and the students did not like having the adults
about. It would be difficult to provide a public library in a
school. The library becomes slighted.
Dr. Silvers stated the school has not been interested in fostering
a public library. There would have to be separate entrances and
parking. He stated the documents that will be given to the
architect say the library will remain where it is. The present
building for the library will remain where it is.
Councilmember Moriwaki stated school libraries are very different
from public libraries.

Councilmember Robertson stated he would like to see preliminary
designs as to what can be done and a money figure. He asked that
the mayor follow up on this matter. He requested the school
also come back with a concept. The people have not had anything
to look at.
Kathy Stetson stated since the decision needs to be made by
June 30 the City would not be able to make a decision that soon.
It seems to be a moot question.
Dr. Silvers stated they would like to see the high school serving
the needs of the community. There are a lot of uses for the site.
Councilmember Bauch stated there are two library buildings in
the City. They should get together and look at the needs for
the City.
Council President Stoknes thanked the School Board and Dr. Silvers
for coming to the meeting. She stated there will be further
communication.
