TUKWILA CITY COUNCIL Regular Meeting M I N U T E S Mayor Van Dusen called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. JOE H. HARD, City Attorney; MAXINE ANDERSON, City Clerk; RICK BEELER, Planning Director; DON WILLIAMS, Recreation Director. Joel Benoliel of Spieker Partners expressed the desire to discuss the development of the "Pond Property" (Strander Blvd. and Andover Park West) with Council. They have purchased the pond property, and their proposal is before the Planning Department. During the planning process, they expressed their desire to transfer, to public ownership, a large portion of the property. He asked Council to authorize the Mayor to commence discussions with him, hopefully, leading to the transfer of this property. The total property is 39 acres, and they are proposing to develop 238,000 square feet leaving 25 or 26 acres of open space. Council expressed their concerns, and it was decided that Mr. Benoliel discuss this with Attorney Hard. IN THE AMOUNT OF $42,599 PLUS WASHINGTON STATE SALES TAX. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY MORIWAKI, THAT BUDGET TRANSFER MOTION NO. 88 -08 TO PROVIDE FUNDS FOR THE CONSTRUCTION COST FOR THE FOSTER PARK TENNIS /BASKETBALL COURT REHABILITATION PROJECT IN THE AMOUNT OF $17,000 BE APPROVED. City Attorney Hard read a resolution of the City of Tukwila, Washington, approving the proposed Riverton Annexation area election method annexation. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT RESOLUTION NO. 1080 BE ADOPTED AS READ. MOTION CARRIED. Council Member Harris arrived at the meeting. MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE PROPOSED RESOLUTION ON THE THORNDYKE ANNEXATION BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Hard read a resolution of the City of Tukwila, Washington, approving the proposed Thorndyke annexation area method annexation. MOVED BY BAUCH, SECONDED BY HARRIS, THAT RESOLUTION NO. 1081 BE ADOPTED AS READ. MOTION CARRIED. MOVED BY STOKNES, SECONDED BY HARRIS, THAT COUNCIL REJECT ALL BIDS FOR THE NORTH HILL RESERVOIR AND PUMP STATION PROJECT. MOTION CARRIED. Ross Earnst, Public Works Director, explained that the bids are old and the contractor is busy with other projects at this time. The project will be rebid. MOVED BY ROBERTSON, SECONDED BY DUFFIE, THAT A RESOLUTION BE WRITTEN AND BROUGHT BACK TO COUNCIL IN TWO WEEKS REJECTING THE BIDS RATIFYING THE PREVIOUS MOTION. MOTION CARRIED. Council Member Robertson explained he pulled the voucher for $10,000 for the Chamber of Commerce because it is somewhat confusing. He asked to have someone from the Chamber present to explain the bill. The bill should be withdrawn and resub- mitted after the explanation. TUKWILA CITY COUNCIL, REGULAR MEETING July 18, 1988 Page 3 REPORTS 0/13 Recreation Grant Mayor Van Dusen announced that the City has been notified we will receive the $20,000 grant which was applied for earlier this year. We will be receiving a formal notice. Annexation The South Central School Board will pass a resolution sup- porting the annexations. Planning Commission Member resigns Mayor Van Dusen announced that Dave Larson, Planning Commission Member, has resigned his position. The Mayor asked Council to call a Special Meeting for Monday night to approve the appointment of Philip Verhalen. Mr. Verhalen lives in the Sunwood Condominiums. Building Permit Report There has been a substantial increase in building permit activity since the beginning of the year. At the end of June, 233 permits had been issued as compared to 163 for the same time period last year. Total valuation for this year -22.7 million dollars compared to 7.3 million for the same time last year. Sales Tax Report Mother -In -Law Apartments Fire District #1 Notice to the citizens MISCELLANEOUS Golf Course Play ADJOURNMENT To date, the sales tax received is 7% over that estimated for 1988. Council Member Bauch said he has been contacted by some citi- zens with a concern about mother -in -law apartments. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE SUBJECT OF MOTHER -IN -LAW APARTMENTS BE REFERRED TO THE COMMUNITY AFFAIRS COMMITTEE. MOTION CARRIED. Council President Harris commented that the City has a dilemma with the 16th Avenue Bridge in Fire District #1. She suggested that a notice be sent to the citizens calling their attention to this problem. There is a possibility, that if this problem continues to exist, and one of the Boundary Review Board's conditions is that we have to take the bridge, we may have to turn down the annexation. If the citizens want to attend the next BRB meeting, they should be notified. Mayor Van Dusen said he is meeting with some of the key agen- cies on this problem and will attempt to have a report back to Council next Monday night. Don Williams, Recreation Director, reported that the new improvements to the Golf Course seem to be paying off; there were 10,000 rounds played in June. 8:40 p.m. MOVED BY DUFFIE, SECONDED BY STOKNES, THAT THE REGULAR MEETING OF THE TUKWILA CITY COUNCIL ADJOURN.
