Concur w /Mayor's recommendation that John McFarland be appointed to position of City Administrator. CITIZEN'S COMMENTS Noise due to construction at Nordstroms. Res. #10$2 MINUTES TUKWILA CITY COUNCIL City Hall SPECIAL MEETING Council Chambers Mayor Van Dusen called the Special Meeting of the Tukwila City Council to order and led the audience and the Councilmembers in the Pledge of Allegiance. MABEL J. HARRIS (COUNCIL PRESIDENT), JOE H. DUFFIE, EDGAR D. BAUCH, MARILYN G. STOKNES, JOAN HERNANDEZ, DENNIS L. ROBERTSON, CLARENCE B. MORIWAKI. Larry Hard (City Attorney), Police Chief Ron Waldner, Public Works Director Ross Earnst. MOVED BY HARRIS, SECONDED BY HERNANDEZ, THAT THE COUNCIL CONCUR WITH THE MAYOR'S RECOMMENDATION TO APPOINT PHILIP VERHALEN TO POSITION #7 ON THE PLANNING COMMISSION. City Councilmembers discussed with Mr. Verhalen his background in city planning and his desire to serve on the Planning Commission. *MOTION CARRIED. COUNCIL PRESIDENT HARRIS LEFT THE MEETING AT 7:10 P.M. MOVED BY DUFFIE, SECONDED BY MORIWAKI, THAT THE COUNCIL CONCUR WITH THE MAYOR'S RECOMMENDATION THAT JOHN MCFARLAND BE APPOINTED TO THE POSITION OF CITY ADMINISTRATOR. Tom Waldron, consultant, explained the selection process that took place in the screening and interviewing of candidates for the position of City Administrator. City Councilmembers discussed with Mr. McFarland his management style and his desire to serve the City. *MOTION CARRIED. citizen It was reported a complained about noise during the night that has resulted from the construction that is being done at the Nordstrom store. Mayor Van Dusen stated the Planning Department has issued a letter stating all outside work cannot be done during the hours of 10 p.m. to 7 a.m. There has been some discussion that outside construction would be done in one night and they would accept the $500 fine. Since the complaint was issue they have not worked at night. They are under observation and the complaints will have action. Ross Earnst, Public Works Director, explained the five bids that were received to carry out the construction of work for the Southcenter Parkway Sanitary Sewer Extension Project, LID #32, were substantially higher than the engineer's estimate. It is $114,000 over the estimate and $49,000 over the benefit amount. The City's utilities would end up paying at least the $49,000 and it could go higher. Efforts are being made to reevaluate the design and cut some of the cost. It is important to complete the construction in early November before the holiday traffic begins. Bob Schoffield, representing the Mikami family, said they are concerned about the delay in construction. Originally the work was to have been done in September. If Southcenter Parkway is shut down there will be a cry from the merchants. Timing is important. It will cost $100 a day to put in a tank until the sewer is ready. Efforts have been made to move it into the easement area but it is his recommendation not to do that due to the utilities that are there now. Mr. Schoffield said as long as the work is done by November 15 it will not cause too much concern. Ross Earnst said the alternative is to award the bid as is and pick up the excess and pay it out of the utilities. Going out for rebid will not greatly extend the finish date. There is a risk of extension of the work either way due to bad weather. If it goes out for rebid there will be a $60,000 to $90,000 decrease. MOVED BY DUFFIE, SECONDED BY STOKNES, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. oi ls" City Attorney Larry Hard read a resolution of the City Council of the City of Tukwila, Washington, rejecting all bids for the construction contract for the Southcenter Parkway sanitary sewer extension project (LID #32) by title only. MOVED BY ROBERTSON, SECONDED BY DUFFIE, THAT COUNCIL ADOPT THE RESOLUTION; =AS READ. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY MORIWAKI, THAT THE SPECIAL MEETING ADJOURN AND THE COUNCIL RECESS FOR FIVE MINUTES AND GO INTO EXECUTIVE SESSION FOR FIFTEEN MINUTES BEFORE GOING INTO THE COMMITTEE OF THE WHOLE MEETING.
