Mayor Van Dusen called the Regular Meeting of the Tukwila
City Council to order and led the audience in the Pledge of
Allegiance.

King County as coordinating agency to establish a Green
River Valley Transportation Benefit District (GRVTBD)
within the general boundaries of the Green River Valley
Action Plan.

tion.
e. Final acceptance of Macadam Road improvements, completed
by J.E. Work, Inc. and authorize release of retainage in

Ross Earnst explained that on the request for re -bids, the
construction costs were lower. The City saved approximately
$82,000 by rebidding. He recommended that the bid be awarded
to R.L. Alia Company, the low bidder.
MOVED BY MORIWAKI, SECONDED BY ROBERTSON, THAT THE BID FOR
THE SANITARY SEWER EXTENSION ON SOUTHCENTER PARKWAY (L.I.D.
#32) BE AWARDED TO R.L. ALIA COMPANY IN THE AMOUNT OF
$260,245 (EXCLUDES WSST). MOTION CARRIED.

Jack Pace, Planning Department, explained that the area of
the Riverton Annexation lies south of the river at approxi-
mately South 116th, east of Pacific Highway, and west of the
current City limits and a portion of Fire District No. 1. It
is approximately 223 acres. In January, 1988, the City
received a petition signed by residents requesting annexa-
tion. They asked for simultaneous adoption of pre- annexation
zoning. Since that date, City staff has been working with a
task force of 19 people. The Planning Commission held a
Public Hearing on July 28, 1988 and made their recommendation
on August 2, 1988. Several concerns came out of the meetings
with the task force and the residents: 1) Preserve or
improve the existing single- family area; 2) Provide better
transition between the residential uses and non residential
uses; 3) Opportunity for redevelopment of the commercial
area.
Councilmember Duffie arrived at the meeting.
The Planning Commission made two changes -the property at
13500 Pacific Highway South and the western portion of pro-
perty at 13409 40th Avenue South be zoned P -0; and that the
property bordered by South 135th Street, 48th Avenue South
and South 134th Street be zoned C -M.
Mayor Van Dusen opened the Public Hearing on Pre annexation
Zoning and Comprehensive Plan Amendment for the Riverton
Annexation.
Allen Ekburg, 4123 South 130th, has been a resident of the
area for more than 18 years. He knows Tukwila and has a good
sense of community about the City. On behalf of the Riverton
task force, they appreciate the City's interest in their
annexation petition. The pre- annexation process has been
very interesting to all of them. They came up with a plan
that the Planning Commission has approved. They, as resi-
dents, have been a part of the process and appreciate the
opportunity to be involved. They wish to develop a Compre-
hensive Zoning Plan. They wish to retain their residential
community while supporting commercial interests where
appropriate. They wish to develop transitional zones between
commercial areas and non commercial areas and wish to con-
tinue the continuity of their neighborhood. The Riverton
area seems to be a forgotten pocket of long -term residents.
He asked the Council to take a close look at the annexation
proposal before them.
Barbara Moss of Sabey Corporation, 2203 Airport Way South,
Seattle, WA 98134, thanked the Mayor and Council for the
opportunity for being a part of an extensive and thorough
review for the consideration of the annexation to Tukwila.
The Sabey Corporation has been pleased to be part of the
Riverton task force. They feel the process has been a very
positive one and has allowed everyone to better understand
and respect each other's needs. The Sabey Corporation sup-
ports the proposed recommendations of the Planning Commission
and asks the Council to approve them as written; however,
they would like to have the C -M zoning code amended per-
taining to the restriction of 1/8" metal thickness for metal
fabrication. The City staff has proposed and the task force
approves deletion of the 1/8" metal thickness restriction
from the M -1 zoning code. The Sabey Corporation is asking
the Council to delete the 1/8" thickness restriction from the
C -M zoning code and add the same performance standard. The

Boeing Company, who is Sabey Corporation's tenant at the East
Marginal Way Corporate Park, requires the ability to handle
larger than 1/8" thickness metal parts. They support the
remaining proposed changes and hope to someday be a part of
Tukwila.
Elizabeth Springer, 13325 42nd Avenue South, explained that
she lives in a critical drainage area. The hillsides are
riddled with springs. In the County, this area is zoned
15,000 square feet. She urged the Council to make this area
R-1-12,000 under the Tukwila Zoning Code. The City staff is
recommending that it be zoned R -1- 7,200. As taxation exists
in the State of Washington, we are taxed at the highest and
best possible use of our land. If this is zoned 7,200 square
feet, we will be taxed on that when we don't want to break up
the land and destroy the ambiance of rural living in this
area. She asked the Council to give serious consideration to
her request. The area she is talking about is developed at
about one house per acre.
Donna Meagher, 13242 40th Avenue South, said she wanted to
back up what Mrs. Springer said. Her property is one of the
lowest points and all of the water ends up in her backyard.
She believes the property should be zoned R- 1- 12,000. It is
not feasible to 7,200 square feet in this area. The houses
are all situated according to where the springs are. There
are about 7 houses in the area, all asking for the 12,000
rather than the R -1- 7,200. They are asking the Council to
listen to them; they are aware it is downzoning.
Phil Hemenway, 4036 South 128th, operates an engraving and
machine shop on his property. He has operated his business
in this building for 22 years; his is an example of a
desirable business for this area. He is not an absentee
owner. His residence is above the business and he intends to
continue living there, even if it is rezoned to industrial.
He has enhanced the area by planting trees, perhaps 100 have
survived. He asked the Council to consider his request to
allow his business as a good buffer between residential
zoning and heavy industry. To change the north side of South
128th Street to Light Manufacturing will allow him to support
the Tukwila annexation. To zone the property otherwise
allows a very few people with very small land areas to
control people's holdings of large areas which is not fair to
those with the large holdings.
Mayor Van Dusen noted, for the record, two letters -one dated
August 15, 1988, from Ramona Crossen, 13250 40th Ave. So.,
asking that her property be zoned R -1 -12.0 and the other
dated August 9, 1988, from Marilynn J. Van Hise, 13708 41st
Ave. So., asking to have single family zoning on the two lots
at the northwest corner of So. 139th and 41st Ave. So.
There being no further comments, Mayor Van Dusen closed the
Public Hearing. The second hearing will be held September
19.
Mayor Van Dusen explained that the King County Council passed
a motion requesting the Boundary Review Board to continue the
public hearing on the proposed annexation by the City of
Tukwila of King County Fire District No. 1. They also are
introducing a motion requesting the Boundary Review Board to

review proposed specific pending annexations. (Riverton,
Thorndyke and Foster).
Tim Ceis, who is in attendance, works for County Council
Member Nickels. He offered to answer any questions that
Council may have regarding the two motions. Council member
Nickels sponsored the two motions. The reason the motion of
continuance was drafted is because it was apparent that the
differences between King County and Tukwila over the 16th
Avenue Bridge issue had not been resolved and were not going
to be resolved by August 24. Also, Council Member Sims had
further questions concerning Sub -area 3 where Renton is
involved. Mayor Van Dusen commented that he would like to
have been notified of these motions so he could have worked
with them on the wording.
Council and Mr. Ceis continued to discuss the possibilities
of settling the problem of the bridge. They also discussed
the fact that Renton is interested in Sub -area 3 and has
officially requested that this area be deleted from the
annexation.
Mr. Ceis noted that 20,000 vehicles a day cross the bridge.
It could be argued that the main beneficiary of the 16th
Avenue Bridge is the Boeing Company. It is made clear in the
motion that if the continuance is not granted, the County
Council would oppose the annexation as presently proposed.
Council Member Robertson noted that Seattle has no reason to
enter into any discussion on the bridge, and there is no way
this forces them to do so. He asked Mr. Ceis if he felt
they were going to.
Mr. Ceis responded that they can only request that they do
come to the table. The bridge is not the only issue -the
others are: (1) Serviceability to the South Park area; (2)
Does this annexation conform with state law in not proposing
irregular, abnormal boundaries.
Mayor Van Dusen said the key to this whole thing is Seattle,
the County is not going to want to carry the cost of
Seattle's share.
Mr. Ceis said Mr. Nickels believes it is in the best
interest of that area,also in Sub -area 3; it is best that all
jurisdictions, Renton, Tukwila, Seattle, and King County
sit down and try to resolve their differences on the issues
relating to this annexation.
Council Member Duffie asked if Seattle can be forced to come
to the table. Mr. Ceis said they can apply political
pressure to request them to come. At this point, legal
action would not resolve anything. We have to depend on the
cooperation of Seattle.
Council continued to discuss the proposed King County motions
with Mr. Ceis.
Council Member Robertson showed a number of slides empha-
sizing quality of development. The wooded hillsides make an
attractive backdrop to development. Council can do something
to assure quality in proposed developments.

Mayor Van Dusen asked for Council approval to start nego-
tiations with Renton over Sub -area 3 in the Fire District #1
annexation proposal. Council agreed that this was the
Mayor's responsibility.
