Council President Harris called the Tukwila City Council
Committee of the Whole Meeting to order and led the audience
in the Pledge of Allegiance.

Larry Howe, 13568 139th Pl. S.E., Renton, owns property in
the proposed Foster Annexation lying west of the I -5
Corridor, north of South 144th and south of So. 138th. He
expressed concern that there has already been a formation of
opinions on the proposed zoning. He and some of the property
owners in the same area have just been notified of these
meetings, and he is disturbed to find that his property is
being downzoned to R -1. This reduces the value of his pro-
perty to zero. If the plan goes as proposed right now, he
would not be able to develop his property. It does not lend
itself to single family residence. He hopes they will be
able to resolve this situation with the Planning Commission.
Ray Vomenici said his concerns center around the zoning and
the late notices. His property is located between Macadam
Road and I -5. If it is zoned single family, it will be just
like giving the City the property for a greenbelt. He intro-
duced several of his neighbors that have the same concerns.
Their property lies 30 to 40 feet below Macadam Road.
Joan Poirer, audience, suggests that all notices on the
annexations should be sent to the property owners in
envelopes, first class. The property owners need to be
notified.
Diane Deano, 4620 South 138th, said that the City would not
be getting this much resistance if people were allowed to
participate in what was decided for the area and they were
given information before the pre- annexation zoning. She
recommended that people now be notified of what is going on
and get input from people who weren't represented. She saw
people on the task force making decisions on her property.
This didn't seem fair; she was being left out. We are now
mobilizing; we are going to help each other. We are going to
have our say on how our area is zoned.
Bob Shoemaker, Publisher /Editor, The Community Voice, intro-
duced his new paper, "The Community Voice," and encouraged
people to use his paper as a means of communication.
Council has discussed updating the zoning code and comprehen-
sive plan several times. In order to help the Administration
provide funding in the 1989 budget, it will be useful for
Council Members to discuss what changes they would like to
see in the zoning code and comprehensive plan.
After considerable discussion, the following eight
suggestions were arrived at:

1. The Board of Architectural Review needs to use stricter
interpretations of Comprehensive Land Use Plan.
2. Need a new zoning designation for open space /wooded
hillsides to preserve and lessen sight impacts.
3. Strengthen the landscape requirements, review recreation
space in multi- family zoned area.
4. Research legal status and responsibility of Board of
Architectural Review; consider using an Adhoc Committee
to streamline the process.
5. Develop Zoning Code that compliments the Comprehensive
Land Use Plan, use strict interpretation.
6. Enforce the housing code with stronger development stan-
dards to assure quality development.
7. Discuss development possibilities for housing for the
elderly.
8. Limit density for housing, make pleasant visual effect.
Council is meeting with the Planning Commission to discuss
items of mutual interest and concern on August 23, 1988.
They reviewed the proposed agenda and approved the following
agenda:

Ross Earnst, Public Works Director, introduced Ron Cameron,
recently hired to fill the City Engineer position. It was
noted that he has been an engineer for over 20 years,
predominately in transportation.
Mayor Van Dusen explained that King County Council Member
Greg Nickels introduced two motions before the County
Council. The first motion asked for a continuance on the
decision on the Fire District No. 1 annexation and the second
was a request for the Boundary Review Board to review pending
annexations (Riverton, Thorndyke, Foster). He asked Council
if they wanted to ask the Boundary Review Board for a con-
tinuance on the Fire District No. 1 annexation until such
time as the funding for the bridge is resolved.

ADJOURNMENT
If Council approves this, the continuance will probably last
6 to 9 months. There are three choices on the bridge:
1. The BRB will include it in the annexation, or
2. They will exclude it; they will probably exclude Sub -Area
1.
3. In a memo written by Bryce Martin, he uses the thread of
the river as the westerly boundary up to the Seattle City
Limits.
Council agreed that the thread of the river sounds like a
good solution. They also agreed that they did not want to
ask for a continuance on the Fire District No. 1 annexation.
Attorney Colgrove reported that World Wide Video has filed a
lawsuit against the City's Adult Entertainment Ordinance and
are seeking to have it declared unconstitutional.
Mayor Van Dusen reported that he has received a revised draft
Interlocal Agreement on the Commuter Rail Project for review
and consideration. The Council approved $50,000 for our par-
ticipation in Phase III of the Commuter Rail Project. This
item was sent to the Transportation Committee for review.
The City of Kent has suggested changing the wording to give
local jurisdictions more control.
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE COMMITTEE OF THE
WHOLE MEETING ADJOURN AND COUNCIL GO INTO A SPECIAL MEETING.
MOTION CARRIED.
