Attendees: Jim Haggerton, Mayor; David Cline, City Administrator; Rachel Turpin, City Attorney; Derek Speck, Economic Development Administrator; Tukwila City Councilmembers Joe Duffie, Dennis Robertson, De'Sean Quinn, Allan Ekberg, Verna Seal, Kathy Hougardy, Kate Kruller.. End: 6:42 p.m. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:02 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Dennis Robertson, De'Sean Quinn, Allan Ekberg, Verna Seal, Kathy Hougardy, and Kate Kruller. CITY OFFICIALS Jim Haggerton, Mayor; David Cline, City Administrator; Rachel Turpin, City Attorney; Peggy McCarthy, Finance Director; Vicky Carlsen, Deputy Finance Director; Mike Villa, Police Chief; Bruce Linton, Assistant Police Chief; Bob Giberson, Public Works Director; Gail Labanara, Public Works Analyst; Rick Still, Parks and Recreation Director; Tracy Gallaway, Stephanie Brown, Human Resources Director; Volunteer Coordinator; Rachel Bianchi, Communications and Government Relations Manager; Derek Speck, Economic Development Administrator; Laurel Humphrey, Council Analyst; Christy O'Flaherty, City Clerk. MOMENT OF SILENCE Mayor Haggerton requested a moment of silence in honor of Tukwila Firefighter Jason Karwhite who lost his life in a recent motorcycle accident. City staff assisted with the memorial service, which represented an exemplary tribute and was very heavily attended. The Mayor, Councilmembers and audience took a moment of silence to honor the memory of Firefighter Karwhite. AGENDA AMENDMENT MOVED BY QUINN, SECONDED BY DUFFIE TO AMEND THE AGENDA TO ADD NEW BUSINESS ITEM A - A PURCHASE AND SALE AGREEMENT. MOTION CARRIED 7-0. Tukwila City Council Regular Meeting Minutes October 6,2014 2 4 Page Mike Villa, Police Chief, introduced Officer Hinson to the City Council. Officer Hinson worked for the Gainesville, Florida Police Department for 8 years as part of the advanced law enforcement rifle team. He also studies jujitsu, and is a world class archer who has competed in the Olympics. He intends to compete at the 2016 Olympics. Officer Hinson also worked with youth in his prior position, providing training in archery. Mayor Haggerton administered the Oath of Office to Officer Hinson, and his wife pinned on his badge (#217). Officer Hinson expressed appreciation at the opportunity to work for the Tukwila community. Mayor Haggerton relayed that the 2015-2016 biennial budget will be his last as Mayor of Tukwila. This budget is the culmination of work between the Council and the Administration and reflects the priorities adopted by the Council in June. He thanked the Council for their collective efforts on the budget. The Mayor referenced six priorities aligned with the Strategic Plan that provide the foundation for the budget. 1. Tukwila International Boulevard Community Transformation 2. Community Livability 3. Create Community Partners to Implement City-wide Plans and Visions 4. Develop/lmplement Comprehensive Economic Development Plan 5. Continue to Create a More Effective Organization 6. Improved Communications and Community Identity Of critical importance is a strong fiscal foundation, and the budget presented this evening is financially prudent. The City has held the line on new expenditures, and sound investments are being made in our future. This budget does not include usage of General Fund Contingency Reserves. We have achieved reserve funding goals 1 year early, with the Contingency Fund at 30% of General Fund revenues. Additionally, there are no new taxes in this budget, and it reflects the City's continued commitment to public safety, human services, and innovative programs through the Parks and Recreation Department. The City is in negotiations to purchase the three most problematic motels in the area, with demolition expected in the first quarter of 2015. A process will be established to secure a developer for the former motel sites, with a goal to have dirt moving for a new development in this area before the biennium is over. The budget addresses this priority by providing funding for enhanced Code Enforcement and continuing the ongoing work to improve residential streets by providing sidewalks, curbs, gutters and undergrounding for 42 Avenue and 53 Avenue South. Also funded in this budget are the Pedestrian nd rd Bridge spanning the Green River that will connect the Southcenter district with the new Sound Transit Commuter Rail Station and Phase 2 of the Duwamish Hill Preserve. We are entering into a unique partnership with the Tukwila School District and the YMCA to provide high quality after-school programming at all Tukwila School District elementary schools. Additionally, our exploratory work on the potential of joining the Kent Regional Fire Authority is another opportunity to create a beneficial and efficient partnership. Tukwila City Council Regular Meeting Minutes October 6,2014 Page of 4 Developllmplement Comprehensive Economic Development Plan Both the Council and Administration agree that an Economic Development Plan is critical to the City. Tukwila has created an environment that businesses want to join. This new focused, planned approach will be a catalyst to even more future development. Continue to Create a More Effective Organization The City has adopted Lean process improvement methods for some of our most critical services to ensure we provide a high level response to both constituent and City needs. While this budget includes additional funding for Code Enforcement and Public Records, both of these areas are being evaluated through a Lean process to ensure that additional funding achieves the most efficient and effective outcome. Improved Communications and Community Identity The City has established a Communications Division and hired a Communications Manager who will begin implementing a City-wide Communications Plan focused on both external and internal audiences. This budget allows for implementation of this plan, as well as a process for the City to develop a positive identity and image. Preparing for the Future The 2015-2016 budget provides a good foundation for the years ahead. It is vital that there be awareness of the external forces that affect the City's future. Federal, State and County governments continue to reduce services, with no evidence this is anticipated to change in the near future. These agencies are no longer the partners they once were in funding critical infrastructure projects. State shared revenues may continue to erode, and health care costs are escalating at a rate that exceeds revenues. Constraints on City governments due to the 1 property tax annual limitation have become increasingly prohibitive. Key policy issues are facing the City that have the potential for significant long-term impacts, including facilities planning and the decision as to whether to annex to the Kent Regional Fire Authority. It is vital that the City proceed with a comprehensive process to identify needs, options, and potential timelines to ensure the best outcome for the City. Conclusion Tukwila is a city of perpetual change with a broadly diverse population. The families who make Tukwila their home want a safe, clean, vibrant city that provides opportunities for everyone. It is a privilege and challenge to lead a city with such diversity in culture, language, tenure and income. This budget continues the work of the City to include everyone who lives here or comes to visit. Mayor Haggerton expressed pride in the work done over the years to protect the City's strong financial position. The work that we have done together over these years has great value and will lead to an amazing future for Tukwila - "The City of Opportunity and Community of Choice." CITIZEN COMMENTS There were no citizen comments. CONSENT AGENDA (Regular Mtg.); (Special Mtg.) a. Approval of Minutes: 9/15/14 9/22/14 b. Approval of Vouchers #367357-367454; #140800, 140910-140914 in the amount of $2,475,672.95. c. Authorize the Mayor to sign a contract on behalf of Seattle Southside Visitor Services with Miller Schmer, Inc., dba Seattle Express, for shuttle services in an amount not to exceed $120,000. (Paid from lodging taxes from "SeaTac Only account" that is funded 100% by the City of SeaTac.) (Reviewed and forwarded to Consent by Finance and Safety Committee on 9/16/14.) d. Authorize the Mayor to sign a contract with KPG, Inc., for design services relating to the 2015 Overlay and Repair Program in the amount of $136,727.28. Authorize the Mayor to sign Supplement NO.2 to contract #14-019 with David Evans Associates, Inc., for engineering services for the Bridge Funding Assistance Services Project in the amount of $26,209.63. (Total contract amount with this supplement is $64,403.83.) (Reviewed and forwarded to Consent by Transportation Committee on 9/22/14.) MOVED BY DUFFIE, SECONDED BY QUINN THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7-0. UNFINISHED BUSINESS Distribution of proposed 2015-2016 budget by the Finance Director. Peggy McCarthy, Finance Director, and Vicky Carlsen, Deputy Finance Director, distributed the Mayor's message and the 2015-2016 proposed budget binders. Ms. McCarthy utilized a Powerpoint presentation to provide an overview of the budget schedule and broad topics in the budget document. Mayor Haggerton commended the Finance Department and City staff for their work on the budget. He also thanked the City Council for their time and effort put into the budget process. NEW BUSINESS - Per Agenda Amendment on Page 1 A purchase and sale agreement. MOVED BY QUINN, SECONDED BY SEAL TO AUTHORIZE THE MAYOR TO EXECUTE A PURCHASE AND SALE AGREEMENT TO PURCHASE THE PROPERTY AT 14442 TUKWILA INTERNATIONAL BOULEVARD, KNOWN AS THE SPRUCE MOTEL, IN THE AMOUNT OF $1,240,000. MOTION CARRIED 7-0. REPORTS Mayor Haggerton suggested that the Council dispense with reports, and Council concurrence existed. Councilmember Kruller relayed that the grant for USDA agricultural marketing was given to the King Conservation District, which will reap benefits for the Tukwila area.
