subject to the following conditions:
1. The fiberglass screening around the antennas must be painted to match the existing
building.

Vicinity /Site Information
Project Description
T- mobile is requesting Conditional Use Permit approval to install a wireless
telecommunication facility on the roof of the existing building, which is located at 1224
Andover Park East. The project consists of three panel antennas, each antenna is enclosed
within 1'10" diameter shroud that resembles a ventilation pipe. Associated operating
equipment is proposed to be placed on ground (on the east side of the building).
Existing Development
The existing building is 30 feet high to the top of the parapet. The building appears to be
a warehouse built as a concrete tilt up. The antennas are located at three different
locations on the roof. The subject site is zoned Tukwila Urban Center (TUC).
Surrounding Land Uses
All adjoining properties are zoned Tukwila Urban Center (TUC). Home Depot is located
on the property immediately east of the subject site. All adjoining buildings along
Andover Park East are approximately 30 feet high buildings. There is also a railroad
easement along the east property line of the subject site.
BACKGROUND
The applicant is requesting to co- locate antennas on an existing building. In 2001,
Voicestream (which is now T- mobile) was granted a conditional use permit for a rooftop
wireless facility at this location. However that Conditional Use Permit expired and the
applicant did not apply for a building permit. The current proposal is to install a total of
three antennas instead of nine antennas that were previously approved in 2001. According
to the applicant the reason they did not proceed with the previous design was because it
did not meet their coverage objectives. The 2001 design included nine antennas (a cluster
of three antennas at three different locations on the roof). The top of the antennas was at
43 feet and the antennas were setback 50 feet from the edge of the roof along Andover
Park East. The current design was revised such that it is a total of three antennas at three
different locations on the roof with each antenna screened within a fiberglass pipe. The
top of the antennas will be at 41'9 ".

The equipment is approximately 6'5" high and is proposed to be mounted on ground on
the east side of the building. It is proposed to be screened by a 7' high cedar fence that
will be painted to match the existing building.
No other development standards in this zone apply to this application.

(3) The proposed development shall be compatible generally with the surrounding land
uses in terms of traffic and pedestrian circulation, building and site design.
There will be no significant traffic impacts. No new building or structure is proposed.
Instead the project is to install antennas on rooftop of an existing building. The proposed
design will be compatible with the surrounding commercial and warehouse type of uses.
(4) The proposed use shall be in keeping with the goals and policies of the
Comprehensive Land Use Policy Plan
This project must comply with the following Comprehensive Plan policies and meet
necessary Zoning Code regulations.
12.1.36. Encourage utilities to consolidate facilities and minimize visual
impacts of facilities where technically feasible.
Implementation strategies for this policy include the use of shared infrastructure and use
of existing structures. The applicant is proposing antennas that will be located on an
existing building.
5) All measures have been taken to minimize the possible adverse impacts, which the
proposed use may have on the area in which it is located.
The applicant has applied for a location on an existing building in lieu of proposing an
additional support structure for their antennas.
According to the applicant the previously approved design was not constructed because it
failed to meet their coverage objectives since the antennas were centrally located on the
rooftop and did not meet the clearance requirements of the roofline (parapet). The other
option to provide a screened enclosure around the antennas would have accentuated the
mass on the roof. This revised design substantially cut down on the number of antennas
from nine (clusters of three sector antennas) to a total of three antennas at three corners of
the roof and each antenna is proposed to be screened within fiberglass pipe. The antennas
are located 8' -7" from the edge of the roof along Andover Park East. Applicant was asked
to reevaluate the location and possibly lower the height. In response the applicant
submitted a letter by their Radio Frequency Engineer who stated that the proposed height
and location is the minimum required to meet their coverage objectives. The fiberglass
pipes must be painted to match the color of the existing building.

The title report of the property references an easement along the east property line of the w
subject site to Sammamish Commercial Company for rail and utilities. Also there is an W 2
easement recorded in 1974 to Pacific Railroad Company. These easements are in the area J

1974 easement document included some language that stated that if the Rail Company w =
abandoned the tracks the easement would be rescinded. There are currently no railroad N

To whom it may concern:
Prior to our purchase of the property identified as 1224 /1226 Andover Park East,
Tukwila, WA 98188, all recorded railroad easements had been abandoned, the tracks
removed and the property restored in good condition. Therefore, prior to our ownership
and per #3 of the recorded easement agreement, "the right hereby granted shall cease and
determine whenever Grantee shall have permanently abandoned said facilities and
thereupon, at the request of Grantor, Grantee shall promptly remove its trackage and
facilities and leave the roadbed and premises in good condition ".

Project Description: T- Mobile is proposing a wireless communication facility (WCF) on property
known as 1224 Andover Park East (APN #3523049071), which is owned and controlled by Rose Klein.
The subject property and surrounding properties are zoned TUC (Tukwila Urban Center). The proposed
facility consists of three (3) panel antennas enclosed within radio frequency (RF) permeable shrouds with
associated equipment cabinets installed on concrete slab -on- grade. A 7 -foot solid wood fence, painted to
match the existing building, will enclose the ground- mounted portion of the facility. The panel antennas
are to be mounted on the rooftop extending 13 -feet above the top of the roof enclosed in RF friendly
shrouds designed to resemble ventilation pipes. Please see the enclosed photo - simulations for a visual
representation of the project.
The proposal has been designed to be the least visually obtrusive design while meeting the coverage
objectives and compliance with all applicable codes. The site will be unmanned and, therefore, will not
require water, waste treatment or management of hazardous waste. Minimal traffic would be generated
during the construction phase while the crew is traveling to and from the site. Existing access & parking
will be utilized. After construction is completed, there would be approximately one visit per month by a
field engineer for routine maintenance.
Prior Application:
The previously approved conditional use permit (LO1 -001) on the subject property has expired due to the
design not meeting the minimum radio frequency requirements. The design failed due to the previous
consultant (Tim Olsen) stating that the antennas could be centrally located on the rooftop. The antennas
at this location would not meet the physical clearance requirements of the roofline (parapet), thereby
eliminating the effective signal propagation to the desired coverage area. T- Mobile makes a considerable
financial investment in each site that'is built. Only sites that meet the coverage objectives are
constructed. The previous design used 3 antennas per sector (9 antennas total). The new proposed design
utilizes only 1 antenna per sector (3 antennas total), which can be effectively screened to appear as
ventilation pipes.
WCF Need & Location:
The need for a new site is dictated by market demand, capacity, coverage requirements for a particular
geographic area, and the radio frequency hand -off from one site to another in order to achieve the
objective of seamless communications coverage. The selection and design of a specific PCS site is
further refined by considering local topographic and geographic factors, tree canopy, buildings,
mountains, water bodies, the ability to mitigate the antenna support structure's visual impact,
compatibility of the facility with existing land uses and the availability of necessary space to locate.
Because PCS signals must travel in an unobstructed path from the facility to the user, the presence of any
one or all of these can negatively influence the quality of transmissions and reception. The height and
location of each T- Mobile site is, therefore, based upon the ability of the site to effectively function
despite those obstacles. In addition, Federal Aviation Administration requirements regulate the height of
an antenna support structure near or on major airport facilities.
Based on these factors, the radio frequency (RF) engineers identified that a new facility was required near
the intersection of South 180 Street & Andover Park East. An analysis of properties in this area was
prepared including interest levels from the property owners. The subject property was identified as the
only possible candidate to meet these requirements.
The proposed facility would "hand off" calls to other T- Mobile sites in the area. It is crucial for T- Mobile
to have adequate coverage within the South Tukwila area in order to serve customers in compliance with
its Federal Communications Commission (FCC) license obligations.

Criteria for Conditional Uses (TMC 18.64.030):
1. The proposed use will not be materially detrimental to the public welfare or injurious to the property
or improvements in the vicinity.
The proposed wireless communication facility (WCF) has been designed to have little visual affects
on the subject & surrounding properties. Due to the constant changing technology for wireless
communication, the antennas needed for this project have been reduced to three (3) panel antennas
total. The proposed antennas are to be a stealth design to appear as industrial ventilation pipes on
the rooftop. Due to the existing structural members supporting the rooftop, existing HVAC
mechanical units /vents /skylights, and required clearance of the radio frequency from the antennas
clearing the edge of the parapet rooftop, the antennas have been placed as far back from the building
edge as possible. (See letter from Toan Nguyen) The overall antenna height is the absolute minimum
height necessary, given the clearance distance from the building parapet, to meet the coverage
objectives. The radio equipment has also changed slightly with different radio cabinets. The 11 'x18'
equipment area will be screened by a 7-foot high solid wood fence painted to match the building.
This proposed installation would not be recognized as a wireless communication facility to the
general public & surrounding property owners. No negative impacts to public welfare or property
will be created by this project.
2. The proposed use shall meet or exceed the same standards for parking, landscaping, yards and other
development regulations that are required in the district it will occupy.
All aspects of the proposed facility will meet or exceed the applicable development regulations for the

Dear Reviewing Parties,
T- Mobile is proposing a new wireless communication facility at 1224 Andover Park East. The proposed facility has
been designed to provide increased capacity/coverage of wireless voice and data service for the surrounding
residential, commercial, & vehicular customers. This location will provide "seamless" coverage by allowing the
radio frequency (RF) signal to "handoff" calls to the neighboring sites in this highly condensed terrain.
Additionally, this location was selected because of its position relative to existing sites, providing favorable site
geometry for federally mandated E911 location accuracy requirements. Good site geometry is needed to achieve
accurate locations of mobile users thru triangulation with existing sites.
T- Mobile is currently limited to 10 MHz of PCS radio frequency spectrum as set forth by the FCC and licensed to T-
Mobile. In order to meet increasing user demand with the same amount of radio resources requires that more
wireless communication facilities be established, specifically in high traffic areas. The proximity of this proposed
facility to S. 180 Street & Andover Park East intersection & surrounding industrial/commercial areas in the
vicinity, directly results from this need. Other licensed PCS carriers have as much as 30 MHz of PCS radio
frequency spectrum available thus reducing the number of sites needed to achieve comparable coverage & capacity.
Providing capacity /coverage to this area is challenging due to many factors. The lack of existing towers and tall
structures restrict alternatives available for all wireless service providers. No other suitable structures /towers that
satisfy the coverage objectives are available within the area necessar f for T- Mobile's network to seamlessly
function. The proposed antenna tip heights shown on the attached plans are the minimum necessary to meet this
coverage objective while creating a facility that blends with the physical surroundings. Additionally, the proposed
antennas are sited on the rooftop to allow for signal propagation without being obstructed by the buildings roofline.
Please see the attached RF propagation maps that have been prepared showing the signal levels with and without the
proposed facility. Future sites that are currently being developed are shown in lowercase lettering, while existing
sites are in all caps. The varying signal levels are shown in the map key. These maps demonstrate that without the
requested facility and height, T- Mobile customers will continue to have gaps in service and dropped calls. This puts
T- Mobile at a disadvantage in the highly competitive and growing wireless market.
T- Mobile complies with radio frequency emission standards adopted by the FCC, as demonstrated in a separate
enclosed document. Additionally, the proposed facility will not interfere with the reception or transmission of other
legally licensed commercial or private facilities, including emergency services.

Dear Reviewing Parties,
When T- Mobile (formerly doing business as VoiceStream PCS) last attempted to construct this site, its
objective was what is known as "far field" coverage, i.e. coverage of a relatively large area in the general
vicinity of the cell -site. Therefore we were able to locate the antennas relatively close to the center of the
building. Since that time, network topology has developed in such a manner as to require "near field"
coverage, i.e. more geographically specific, street -level coverage in closer proximity to the cell -site. This
requires that the antennas be "down- tilted" by both electronic and mechanical means. This, in turn,
requires that they be located as near to the edge of the building as reasonably possible, so that the antenna
beam is not excessively obstructed by the parapet and surrounding roof area.
As a rule, antenna placement is constrained by a 3:1 relationship between distance from the edge of the roof
and antenna height relative to parapet height. This normally means that for every three units of distance
back from the edge of the roof, measured along the longest distance to said edge (hypotenuse), the antenna
height above the parapet must be increased by one unit (see table). In order to keep the antennas as low as
possible, we have utilized a 6:1 ratio, decreasing overall height at this position by roughly 4 feet.
Placement is otherwise conditioned by the necessity of placing the antennas where their weight is borne by
the longitudinal beams and latitudinal purlins of the roof structure. INvould not be feasible to move them
less than approximately twenty feet further back, due to the existence of HVAC and other equipment on the
roof, also located at points defined by the intersections of the beams and purlins. At the resultant distance,
the 3:1 relationship mandates an increase in height of several feet, which would make the antenna
structures far more obtrusive.
As depicted in the photo simulations included in this application, we have striven to mitigate the visual
effect of the antenna structures in the following ways:
• Utilization of quadpole antennas allows us to avoid dual arrays for each sector, albeit at the
expense of path diversity. Because of the very significantly decreased footprint of the
installations, we are able to enclose them in cylindrical shrouds less than two feet in diameter.
• Spacing the shrouds equidistant from the corners of the building should make the installations
look more "intentional ", in keeping with the overall appearance of the building.

Dear Ms. Dhaliwal,
Pursuant to your recent phone conversation with Justin Abbott (Applicant), where you inquired about the
possibility of moving the antenna locations on the subject rooftop away from Andover Park East and/or
reducing the antenna heights, I provide the following response. The original radio frequency objective in
this particular location was to provide coverage with the panel antennas at an elevation of 60 -feet above
ground level (AGL). This was to be achieved by placing a small (60 -foot) steel monopole on the subject
property. This original design was changed through the previously approved CUP process, in which a
rooftop design with a much lower antennae height of 43 -feet AGL to the top of the antennas. This was an
extreme sacrifice where over 30 percent (30 %) of the coverage objective was lost with the reduced
antenna height. Ultimately, this loss of coverage objective prevented the site from being constructed.
The proposed design that has been submitted has the antennas being reduced to only one (1) antenna per
sector (3 total) which allows for the antennas to be placed within RF permeable cylindrical shrouds. This
design has the antennas with an elevation of 41' -9" AGL, which are located near the edges of the
roofline /parapet. The constraints for finding a location on the subject structure were the following:
location of existing structural members, existing rooftop features, and the antennas signal not being
obstructed by the edge of the building /roofline /parapet. The proposed antennae locations are the only
feasible locations that allow the signal to clear the edge of the roof to provide coverage to the areas
around the property (near -field coverage). This near -field coverage objective is absolutely necessary at
this location given that the coverage objective again has been drastically reduced. The proposed facility,
as designed, will provide seventy-five percent (75 %) of the coverage objective, which is the lowest
percentage allowed in any given area.
Each facility that T- Mobile builds requires a large financial investment that is only expended when the
minimum coverage objectives can be obtained. The only alternative to the proposed rooftop design is to
go back to a monopole design. T- Mobile has provided the best possible design at this location to
accommodate the City of Tukwila's concerns in siting wireless communications facilities. We look
forward to the City's support of the proposed Conditional Use Permit.

of Tukwila Municipal Code 8.22 Noise, the maximum permissible sound level is 60 dBA for a
commercial sound source to a commercial receiver.

Existing sound levels were measured at the site to determine ambient sound levels. Sound level
measurements were taken on January 20, 2003 using a Larson -Davis 2900 real -time spectrum
analyzer at mid point of the property lines in accordance with the State of Washington code for
Maximum Environmental Noise Levels WAC 173 -60 -020. The weather during the measurements
was partially cloudy with no winds or precipitation. The averaged ambient noise level was 59.7
dBA and is mainly due to local vehicular traffic and commercial activity at the hardware store to
the east.
