SPECIAL PERMISSION CRITERIA
FINDINGS
Tukwila Baptist Church seeks approval to grandfather and existing cargo container at 14742
Macadam Road South.
The property is currently owned and operated by Tukwila Baptist Church. There are three
buildings on the site, one of which is used as a house. There is also a large parking area on the
property that is utilized by the church for various activities.
The surrounding area is zoned Low Density Residential. The property is bordered by single -
family homes. There is a large tract of undeveloped land just north of where the cargo container
is located.
Institutional uses in the Low Density Residential District are permitted to have cargo containers if
approved as a Type II decision by the Community Development Director. All new cargo containers must
comply with criteria detailed in Section 18.50.060 of the Tukwila Municipal Code:
1) Only two cargo containers will be allowed per lot, maximum length 30 feet.
The proposed cargo container is less than 30 feet in length meeting the City's length standards.
2) The container is located to minimize the visual impact to adjacent properties, parks, trials
and rights -of -way as determined by the Director.
The existing container is located on the north side of one of the buildings on the property. The
container is not visible for Macadam Road and the building shields the property from the south
property line.
3) The cargo container is sufficiently screened from adjacent properties, parks, trails and
rights -of -way, as determined by the Director. Screening may be a combination of solid
fencing, landscaping, or the placement of the cargo containers behind, between or within
buildings.
To the east of where the cargo container will be located is large amount of vegetation including a

The proposed cargo container will meet all setbacks for the district.
7) Outdoor cargo containers may not be refrigerated.
The applicant is not proposing to have a refrigerated unit.
8) Outdoor cargo containers may not be stacked.
The applicant is not proposing to stack cargo containers.
CONDITIONS
1. The cargo container cannot be used for human occupancy.
2. Items stored in the container cannot be hazardous or flammable.
CONCLUSIONS

property does not allow it to be visible from any properties to the south or west.
4) If located adjacent to a building, the cargo container must be painted to match the
buildings color.

5) Cargo containers may not occupy any required off - street parking spaces.
The containers will not be occupying any off - street parking spaces.
6). Cargo containers shall meet all setback requirements from the zone.
The setback requirements for the LDR District are as follows:
1. The zoning for the property allows the location of a cargo container.
2. The proposed project meets the performance standards that are required in LDR zone.
3. The application was submitted prior to the April 15, 2003 deadline.
4. The proposed location of the cargo container will not have a negative visual impact on
surrounding properties.

APPEALS

Dear Mr. Jensen:
The Department of Community Development received your request for special permission from the
Director to install a cargo container on April 10, 2003. The cargo container would be used as
storage, and would be located at 14742 Macadam Road near the north property line.
Based on a review of your application for submittal requirements for Special Permission from the
Director for a Cargo Container, your application was deemed complete on July 29, 2003.
Your application has been routed to other City Departments for their review and approval.
This determination of complete application does not preclude the ability of the City to require that
you submit additional plans or information, if such information is necessary to ensure the project
meets the substantive requirements of the City or to complete the review process.
