The proposed facility consists of three panel antennas each enclosed within radio frequency permeable shrouds with associated equipment cabinets installed on concrete slab -on- grade. The panel antennas are to be mounted on the roof to parapet walls. The equipment cabinets will be surrounded by a seven -foot high fence painted to match the color of the existing building. The proposed antennas are to be attached to the inside of the parapet walls on the rooftop, which will conceal the mounting hardware. The antenna will be painted to match the existing building. Existing Development Surrounding Land Uses FINDINGS The property is currently a multi use commercial/office building with associated parking. The following businesses are currently licensed at the subject property. The proposed facility consists of three panel antennas enclosed within radio frequency permeable shrouds with associated equipment cabinets installed on concrete slab -on- grade. The facility will be architecturally consistent with the existing commercial building and will be blended with the surrounding landscape. The property where the facility will be located is partially within the 200 -foot shoreline area for the river. However, the project area is outside of the 200 -foot shoreline area. Pursuant to WAC 197 -11 -800 this project is exempt from SEPA review. CONDITIONAL USE CRITERIA The proposed project must comply with criteria detailed in TMC 18.64.050, (1 -5), concerning Conditional Use Permits. Applicant's response to conditional use criteria is attached to this staff report as Attachment D. Staff makes the following findings under the city's Conditional Use Permit criteria (TMC 18.64.050): (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is situated. The applicant has included site plans; elevations of the antennas; and computer generated photographs showing the proposed antennas and associated equipment in relation to the existing building and surrounding development. The existing building is 33.5 feet in height. When attached to the building, the antennas will have a height of 40 feet. This is five feet lower than the maximum height in the district of 45 feet. The building where the antennas will be located is the tallest building in area. This will aid in obscuring any possible visual impacts from the antennas. There are also large deciduous and confer trees on the property as well as the general area. These trees will also help in reducing the visual impacts of the proposed antennas. The applicant is responsible for meeting all Federal requirements relating to emissions from the tower. Staff Report to the Planning Commission L03 -027 T- Mobile at Fairway Center Page 5 of 7 Through issuance of a building permit, the Fire Department will require that an emergency shut down switch be provided in case of fire. (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. The Development Standards for uses in the C/LI: Maximum height: Setbacks: 45 feet Front: 25' Side and rear: 5' Maximum Permitted Noise 70 dB(H) The top of the proposed antenna will be 40' and thus be below the maximum height requirements. As proposed the project also meets all setback requirements. A 7 foot high wall that will be architecturally consistent with the existing building will screen the associated ground equipment. No other development standards in this zone apply to this application. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. As with similar uses, the proposed facility will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance. No other impacts to pedestrian or transportation movements are anticipated. No new building or structure is proposed. Instead the project is to install antenna on rooftop of an existing building. The proposal to install additional antenna on an existing building will not be materially detrimental to the public welfare or injurious to the property or improvements in the z vicinity. 12.1.36. Encourage utilities to consolidate facilities and minimize visual Implementation strategies for this policy include the use of shared infrastructure and use of existing structures. The applicant is proposing antenna that will be located on an existing building. 2. The proposed project meets the performance standards that are required in C /LI zone. 3. The proposed project is compatible with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. 4. The proposed project is in keeping with applicable policies of the Comprehensive Land Use Policy Plan. 5. The radio frequency emissions are regulated by Federal Communication Commission and this project must meet all their requirements. The design of screen wall is consistent with the design of the existing building. If approved as proposed, it can be stated that all measures have been taken to minimize the possible adverse impacts this project may have on the area in which it is located. The subject property and surrounding properties are zoned C /LI (Commercial / Light Industrial), therefore, the proposed facility is categorically exempt from SEPA review pursuant to WAC 197- 11- 800(27)a(ii). The entire project is completely outside of shoreline jurisdiction. he proposed facility consists of three (3) panel antennas enclosed within radio frequency (RF) permea' le shroud4with associated equipment cabinets installed on concrete slab -on- grade. A 7 -foot solid wood fence, painted to match the existing building, will enclose the ground - mounted portion of the facility. The panel antennas are to be mounted on the rooftop parapet walls due to the lack structural capacity of rooftop members. This installation design will allow the signal to clear the rooftop/ parapet edge and allow for a minor visual addition to the structure. The panel antennas were designed to have a minimal visual change to the structure. Antenna shrouds would only add bulk to the rooftop and would appear "out of place" on the subject building. Please see the enclosed photo - simulations for a visual representation of the project. The proposal has been designed to be the least visually obtrusive design while meeting the coverage objectives and compliance with all applicable codes. The site will be unmanned and, therefore, will not require water, waste treatment or management of hazardous waste. Minimal traffic would be generated during the construction phase while the crew is traveling to and from the site. Existing access & parking will be utilized. After construction is completed, there would be approximately one visit per month by a field engineer for routine maintenance. WCF Need & Location: The need for a new site is dictated by market demand, capacity, coverage requirements for a particular geographic area, and the radio frequency hand -off from one site to another in order to achieve the objective of seamless communications coverage. The selection and design of a specific PCS site is further refined by considering local topographic and geographic factors, tree canopy, bluildings, mountains, water bodies, the" ability to mitigate the antenna support structure's visual impact, compatibility of the facility with existing land uses and the availability of necessary space to locate. Because PCS signals must travel in an unobstructed path from the facility to the user, the presence of any one or all of these can negatively influence the quality of transmissions and reception. The height and location of each T- Mobile site is, therefore, based upon the ability of the site to effectively function despite those obstacles. L In addition, Federal Aviation Administration requirements regulate the height of an antenna support structure near or on major airport facilities. Based on these factors, the radio frequency (RF) engineers identified that a new facility was required near the intersection of Interurban Avenue South & South 143`' Street. An analysis of properties in this area was prepared including interest levels from the property owners. The subject property was identified as the only possible candidate to meet these requirements. The proposed facility would "hand off" calls to other T- Mobile sites in the area. It is crucial for T- Mobile to have adequate coverage within the East Tukwila area in order to serve customers in compliance with its Federal Communications Commission (FCC) license obligations. Please see the enclosed RF propagation maps and letter for more details. Page 1 of 2 Criteria for Conditional Uses (TMC 18.64.030): 1. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity. The proposed wireless comm facility (WCF) has been designed to have little visual affects on the subject & surrounding properties. Due to the constant changing technology for wireless communication, the antennas needed for this project have been reduced to three (3) panel antennas total. The proposed antennas are to be attached to the inside of the parapet walls on the rooftop, which will conceal the mounting hardware and make a clean installation. Antenna shrouds are not 6 being proposed as they would add bulk and appear out -of -place on the subject Building. The 0 0 structural members of the rooftop were found to be inadequate, by our engineer, for a rooftop CO w mounted installation. The overall antenna height of 40 feet is the absolute minimum height necessary tu to meet the coverage objectives, while complying with the 45-foot height limit in the C /LlZoning u� District. The 8'x17' equipment area will be screened by a 7-foot high solid wood fence painted to uj 0 match the building. All antennas, cable trays, antenna mounts, and visible cables will be painted to match the exterior color of the building. This proposed installation will not be noticeable to the J general public & surrounding property owners. No negative impacts to public welfare or property to d will be created by this project. _ I— III Z = F- 2. The proposed use shall meet or exceed the same standards for parking, landscaping, yards and other f- 0 development regulations that are required in the district it will occupy. By utilizing the low profile antenna design & screened Z equipment area, the facility will blend with the surrounding environment ensuring compatibility. See the submitted photo - simulations for reference. 4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. Comprehensive Plan Policy 12.1.36.• encourages utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. This is being accomplished by using an existing structure and innovative design. 5. All measures shall be taken to minimize the possible adverse impacts, which the proposed use may have on the area, which it is located. Careful design aspects are being implemented to ensure compatibility while providing necessary wireless communication service to customers traveling and working in this area. No adverse impacts will be associated with this proposed facility. The proposed facility has been designed to provide increased capacity/coverage of wireless voice and data service for the surrounding residential, commercial, & vehicular customers. This location will provide "seamless" coverage by allowing the radio frequency (RF) signal to "handoff calls to the neighboring sites in this highly condensed terrain. Additionally, this location was selected because of its position relative to existing sites, providing favorable site geometry for federally mandated E911 location accuracy requirements. Good site geometry is needed to achieve accurate locations of mobile users thru triangulation with existing sites. T- Mobile is currently limited in PCS radio frequency spectrum as set forth by the FCC and licensed to T- Mobile. In order to meet increasing user demand with the same amount of radio resources requires that more wireless communication facilities be established, specifically in high traffic areas. The proximity of this proposed facility to Interurban Avenue South, & surrounding commercial/residential areas in'the vicinity, directly results from this need. Other licensed PCS carriers have as much as 30 MHz of PCS radio frequency spectrum available thus reducing the number of sites needed to achieve comparable coverage & capacity. Providing capacity/coverage to this area is challenging due to many factors. The lack of existing towers, tall structures, and topography restrict alternatives available for all wireless service providers. No other suitable structures /towers that satisfy the coverage objectives are available within the area necessary for T- Mobile's network to seamlessly function. The proposed antenna tip heights shown on the attached plans are the ?Pinimum necessary to meet this coverage objective while creating a facility that blends with the physical surroundings and meets applicable zoning regulations. Please see the attached RF propagation maps that have been prepared showing the signal levels with and without the proposed facility. Existing site locations are represented on the subject maps. The varying signal levels are shown in the map key. These maps demonstrate that without the requested facility and height, T- Mobile customers will continue to have gaps in service and dropped calls. This puts T- Mobile at a disadvantage in the highly competitive and growing wireless market. T- Mobile complies with radio frequency emission standards adopted by the FCC, as demonstrated in a separate enclosed document. Additionally, the proposed facility will not interfere with the reception or transmission of other legally licensed commercial or private facilities, including emergency services. This noise survey extends from the proposed enclosure location on assessor's parcel no. 3365901881 to the nearest property lines. The purpose of this report is to document the existing conditions and the impact of the acoustical changes due to the proposed cabinet fans. This report contains data on the existing and predicted noise environments, impact criteria, and an evaluation of the predicted sound levels as they relate to the criteria, and recommendations for improvement if appropriate. The proposed site is located at the Fairway Center directly north of S 143 Street and northeast of Interurban Ave S (WA -181). The Fairway Center is a commercial center and is zoned C/LI for commercial usage. Commercial properties are observed to be located to the east of the proposed site while residential receivers are located to the south. As per the City of Tukwila Municipal Code 8.22 Noise, the maximum permissible sound level is 60 dBA for a commercial sound source to a commercial receiver and from a commercial sound source to a residential receiver is 57 dBA. During the nighttime, defined as the hours between 10:00 p.m. and 7:00 a.m. on weekdays, and between 10:00 p.m. and 9:00 a.m. on weekends, the maximum permissible sound levels is decreased by 10 dBA for residential areas. As this telecom facility is expected to run 24 hours a day, the maximum permissible sound level is 47 dBA at the receiver property line. Existing sound levels were measured at the site to determine the current ambient sound levels. Sound level measurements were taken on April 7, 2003 using a Larson -Davis Model 820 precision integrating sound level meter and statistical data logger that meet the American National Standards Institute (ANSI) requirements for a Type 1 instrument. The measurement was taken at the project site and the average ambient noise levels measured was an L of 60.0 dBA. The nearby roadways were wet but the winds were calm. The dominant noise source during the measurement period was observed to be traffic on Interurban Ave S. Reference sound power levels of the proposed VoiceStream Nokia Ultrasite radio cabinets are from the manufacturer's published data. The proposed equipment will include Nokia cabinets that will produce a maximum noise level of 65.0 dBA each. The maximum noise level for four pieces of equipment is computed to be at 71.0 dBA. The closest commercial receiver property line is located to the east of the project site and is approximately 100 feet away. To the south, the nearest residential receiver property is about 250 ft. away from the proposed equipment site. Sound levels from the proposed new radio cabinet fan equipment are predicted as indicated below. In order to predict the equipment noise levels at the receiving property lines, this survey used the methods established by Air - Conditioning and Refrigeration Institute (ARI) Standard 275 dated 1997. "Application factors" such as location, height, and reflective surfaces are taken into consideration to predict the sound level at a specific location. Table 1 Application Factors and Predicted Noise Levels Proposed New Radio Cabinet Fan Equipment The predicted sound level produced by the proposed radio cabinet fans at the nearest commercial receiver to the east is about 26 dBA below the maximum permissible sound level of 60 dBA. The nearest residential receiver to the south meets the 47 dBA criterion and is about 21 dBA below the maximum permissible sound levels. The resulting sound level values at the closest property line are based on the "worst case" of sound propagation from the side of the fan enclosure while operating.
