Dear Mr. Hendry: Based on a review of your Shoreline and Design Review applications the following information is requested to further process your applications: I. Shoreline Permit Application: 1. Please correct the 40 feet, 100 feet and 200 feet offsets such they are offsets from the mean high water mark. At this time they are shown as offsets from the vegetation line. The detailed survey drawing shows mean high water mark and ordinary high water mark relative to the property line but it is not clear if that information was used for the offsets. 2. Please provide a monitoring report for the original shoreline permit. 3. For landscaping comments see Design Review comments. 4. Public Works Comments: a) Provide the maps that accompanied the Letter of Map Revision (LOMR) that went to DOE, so I can compare the plans with the LOMR maps. b) The engineer must sign, stamp and date each sheet of the civil plans. c) The Technical Information Report, page 3, Core Requirement #3, is incorrect. The facades of the proposed building are well articulated, however there is no modulation for 100 feet long walls on each side. Also, in order to determine how the proposed building fits in z with the adjoining development please provide renderings of a perspective view of the subject site and the adjoining properties. cc w 2. Also, please look into the possibility of providing a paved pedestrian w o walkway from the new public sidewalk along Interurban Avenue to the entrance of the building. 2 In order to minimize the vehicular and pedestrian conflicts provide contrasting materials or g Q colors to distinguish between pedestrian and vehicular circulation areas. The details of the screening around the existing sewer lift station show a removable steel railing. p N . Since the location of the station is at the entrance to the building its screening treatment should ° 1— be such as to minimize the visibility of the pump station while keeping the scale of screening v low. Is it possible to use some more decorative railing or is the railing proposed to be painted? o Also, provide details of the landscaping around the screen wall. id U = 6. Recycling and garbage space must meet minimum requirements listed under TMC 18.52.080 0 H and TMC 18.52.090. (See attached). 7. The landscape plan submitted with the design review did not show any plantings. The landscape plan submitted with the shoreline permit did not include a legend. The landscaping plan must address the following: a) Perimeter Landscaping: A minimum of 12.5 feet of Type I landscaping is required along the west and south property lines. And a minimum of 5 feet of Type II landscaping is required along the sides. The plant materials for Type I landscaping consist of one tree for 30 lineal feet, one shrub for each 7 lineal feet and groundcover to cover 90% of the landscape area within three years. Type II landscaping consists of one tree for 20 lineal feet, one shrub for each 5 feet and groundcover to cover 90% of the landscape area within three years. b) Interior Parking lot landscaping: A minimum of 15 square feet of landscaping is required for each parking stall. The minimum size for interior parking lot planting island is 100 square feet. Planting islands shall be a minimum of 6 feet in any direction and generally the length of adjacent parking space. Raised curbs or curb stops shall be used around the landscape islands to prevent plant material from being struck by automobiles. A minimum 2 of one evergreen or deciduous tree is required per landscape island with the remaining area to contain a combination of shrubs, living ground cover and mulch. c) Foundation landscaping must be augmented to soften the large facades. d) Landscaping along the trail must be consistent with the rest of the landscaping along the adjoining properties. e) The plant materials must meet all requirements listed under TMC 18.52.030D including the following: i) A mix of evergreen trees and evergreen shrubs shall be used to screen blank walls. ii) Deciduous trees shall be used to allow visual access to entryways, signage and pedestrian use areas. iii) Evergreen shrubs shall be used to screen parking lots along street frontages. . iv) Evergreen trees shall be a minimum of 6 feet in height at time of planting. v) Deciduous trees shall have at least a 2 inch caliper at time of planting, determined according to the American Standard for Nursery Stock. vi) Shrubs shall be at least 18 inches in height at time of planting. III. Additional comments by Public Works related to the building permit: 1. Permit plans must show cross - connection control (backflow prevention) on the water at the meter, on the irrigation, and on the fire line. The plans must show make, model, size, and location for each device. The Reduced Pressure Backflow Assembly on the water supply must have freeze - protection, such as a hot box. 2. The traffic mitigation fee owing for Parcel 1 is $31,483. 3. If the building use includes a restaurant, a grease interceptor must be installed. This requirement will affect the interior sewer plumbing, as only gray water from sinks, floor drains, drains under garbage compactors, is routed through the interceptor. The additional requirements of The Shoreline Substantial Development are addressed under a separate cover by the applicant. General intent of this project and all parcels along Fun Center Way • The three different parcels along The Fun Center Way provide for a variety of different uses and thus possess buildings of varying size, massing and scale. The planned varieties of uses compliment each other and provide for a mixed use, exciting, engaging and active community orientated development. The buildings on the individual parcels react to the specific constraints of that parcel by necessity; however a consistent theme of color and material is utilized to convey a consistent and unified development. • Reference to 'the site' in the following commentary is in reference to this specific project, The Family Fun Center Retail Building. • Reference to 'the (overall) development' is in reference to all three parcels along The Fun Center Way. Specific Design Review Commentary Notes 1. Relationship of Structure to Site a. The site provides the same landscape buffer along the Fun Center Way and the same setbacks along the Green River as the overall development. The continuation of the bike path and sidewalks along Fun Center Way are also planned. The site perimeter landscaping is far in excess of the minimum requirements and the interior landscaping is in excess of the minimum requirements. Additional planter / landscaping elements are provided along the building foundation / perimeter and on the building itself through the use of hanging planters. b. Because of the very stringent setback and existing easements on the site, the building footprint and the resulting parking areas are located primarily by default and necessity. However as noted in item 1a, large areas of perimeter landscaping and a variety of interior landscaping is provided to visually soften the site. Also, no parking areas exceed a standard double loaded drive - aisle, thus no large expanses of paving areas are planned for on the site. c. As noted in item 1 b, the size and location of the building is largely a result of the very stringent setback and existing easement requirements, thus resulting in a very small and specific buildable area. The building footprint and location is thus largely a result of these requirements. Because of the small buildable footprint, a single story building and the planned maximum building height of approximately 30' was deemed the appropriate solution for scale and massing of the building. The varying scale of the buildings within the development is a result of the different uses and parcel sizes, however a consistent material palette and use of color are utilized to provide for a harmony in texture and design. b. The landscape transition to the adjoining parcels is seamless. The three different parcels within the development will be not visually noticeable and the landscape areas will overlap to provide large 'interior' green areas between the parking areas on the different parcels. c. The Development has created and maintains a specific planned 'character.' This playful and exciting character has already become recognized and is a destination in the community and the greater Seattle area. d. The size and use of the new retail building will not require a dedicated loading area, all deliveries are intended to be 'off- hours' and via small trucks. Walkways are provided on all sides of the building as well as fingers into the parking areas to allow for safe pedestrian access. e. A single 'curb -cut' from the existing access drive / vehicle circle is planned to access the site. No additional curb -cut is required or desired from The Fun Center Way. A single loop of two -way vehicular traffic is provided around the entire perimeter of the building. 3. Landscape and Site Treatment a. The site planning and grading, in general, is utilizing the existing contours on the site and provides for balanced grading of the site. The existing storm drainage 'pond' has been reconfigured to accommodate the new building and parking layout. The new configuration requires the installation of partial height retaining wall; a key stone design was selected to provide some visual interest and texture. b. All concrete walkways are elevated 6" above the adjacent paving to provide for safe vehicle and pedestrian separation. c. Hanger planters and foundation plantings (in addition to canvas awnings) are provided to soften the building elevations and provide shading at the building. Typical to retail use buildings, all plantings on the west, south and east will be low to provide for optimal visibility of the tenant spaces and signage. d. Appropriate plant types will be selected for landscape areas to address durability. e. Landscaping requirements on the site are within the city's minimum requirements. As stated in previous items, trees and large scale planting will not be provided along the west, south and east sides of the new building to ensure tenant visibility from the road; however low scale shrubs and planting will be utilized. f. No service yards or loading areas are located on site. A trash enclosure is located at the northeast corner of the site and will be constructed of CMU and Steel to provide for long term durability. Colors will be consistent with the development and planting will be provided at the base of the CMU walls to help soften and screen the enclosure. g. See notes in other items. h. The light poles used in the development will also be used on this parcel. Additional decorative wall lighting will be provided to further enhance the building design. All building mounted lighting will be shielded to provide for accent lighting and lighting at the pedestrian walkways only. As noted in previous items, the size and configuration of the building footprint is largely based on the restrictive building setbacks and easements on the site. As a result, the building footprint is a fairly simple shape with little modulation. In response to these requirements, a greater attention to the use of material, color, awnings, wall lighting, planting, and vertical modulation via flag poles and varying parapet heights have been incorporated into the building design. In addition, detail elements such as canting walls, setback storefront at the building corner, back -set glazing at all storefront, metal reveals at stucco finishes, corrugated metal panels that create shadow lines and exposed fasteners all enhance and provide visual interest and depth to a building with a simple footprint. d. As noted in previous items, the use of color and materials will be consistent with those already used within the development. e. Because of the elevation of the adjacent highway, a fairly substantial roof screen and a very high parapet at the building corner are provided to help screen rooftop equipment. f. Building setbacks and easements, in general, limit the feasibility of these structures on the site. Visual interest is provided through elements outlined in previous items. It is King County Parcel no. 2423049092. Information regarding existing surface water drainage on and near the site was provided by the Technical Information Report prepared for 7300 Fun Center Way by Barghausen Consulting Engineers, Inc. revised Dec. 22, 1998. The proposed development will consist of a 9,700 -sq. ft. building with associated parking and landscaping. Site access will be off of Fun Center Way. Drainage Review Category A Full Drainage Review will be required for the project due to the following conditions specified in the King County Surface Water Design Manual (KCSWDM): • Redevelopment projects proposing $500,000 or more of site improvements which create 5,000 square feet or more of contiguous pollution- generating impervious surface through any combination of new and/or replaced impervious surface. Projects under a Full Drainage Review must comply with the County's Core and Special Requirements that are applicable to the project. The purpose of this report is to address these requirements as they apply to the project site. Core Requirement #1: Discharge at the Natural Location The new onsite stormwater conveyance system will discharge into the existing water quality facilities. These facilities, designed by Barghausen, discharge into the Green River, which is the natural location. Core Requirement #2: Off -site Analysis This site does not receive any upstream runoff. As indicated in the Barghausen report, the property is surrounded by swales that bound the project. Because the system discharges into the Green River directly, no downstream analysis is required. Please refer to the Barghausen report for further information. Core Requirement #3: Flow Control The proposed site discharges directly into a major body of water, and thus according to Section 1.2.3 of the King County Surface Water Design Manual, no on -site detention is required. However, there is a requirement to provide flood storage for the 100- year /7 -day storm event. This requirement was provided for in the previous design performed by Barghausen. Please refer to the Barghausen report for details regarding the flood storage. No further flow control / flood storage is required. 3 Core Requirement #4: Conveyance System The proposed stormwater conveyance system has been designed to comply with the requirements defined in Core Requirement #4 and Section 4.2.2 of the KCSWDM. See Appendix A for pipe sizing calculations. Core Requirement #5: Erosion and Sediment Control The following measures will be required during construction in order to reduce erosion and the amount of sediment transported off -site and onto adjacent streets and property: 1. Silt fencing and straw bales along the downhill perimeter of the disterbed areas. 2. Existing and proposed catch basin silt protection on -site. 3. Plastic sheeting to cover soils that are stockpiled for grading purposes. 4. If possible, construction should proceed during the drier periods of the year and disturbed areas should be revegetated as soon as possible.
