MEMORANDUM To: Kevin Keetch, Fax 425 467 -7150 From: Art Pederson Date: October 9, 2002 Re: Landscape Plan revisions for the AT &T project at Amour on the Boulevard, 5301 Southcenter Boulevard (L02 -002 and MIO2 -110) One condition of project approval by the Planning Commission is the provision of adequate visual screening of the ground located equipment by both a fence and landscape plantings. A variety of landscape plantings were to be installed around the entire fenced area, with the exception of the entry gate. The relocation of the equipment area has resulted in the omission of some of the required plantings. Also, it has made some of the planting along the northeasterly portion of the slab ineffectual and redundant due to its location at the base of a small hill and completely out of sight from the parking lot and right of way. The intention of the landscape screening is to screen the equipment from both of these areas and surrounding properties. The area along the northwesterly side / corner of the slab must have landscape screening for the above purpose. As discussed, it is understandable that a clear passage area for ingress and egress to the rear of the building is desired. In order to accommodate this need and to provide the required screening I have done a rough drawing of the area where planting should occur. The plants must be placed so a visual screen of the fenced equipment is created. In order to allow ingress and egress to the building rear these plants (and additional, if needed) can be located to create a meandering pathway that will not allow a direct line of sight view to the equipment. This solution is acceptable to the City. If it is not workable for you, an alternative that reaches the screening goal of the approved permit must be resubmitted. If it is acceptable, a revised Sheet L -1 must be resubmitted for inclusion in the approved plan set (3 copies). This will be used during the final inspection. The project consists of a two z LL ; sector wireless facility. The northerly oriented sector consists of two antennae 0 enclosed within and screened by a fiberglass tube, designed to simulate a z rooftop vent. The second sector consists of five antennae that will be mounted on the southwestern wall of the existing penthouse. The wall- mounted antennae will be painted to match the existing building color. The associated operating equipment will be placed at grade at the southeast corner of the building between the parking lot and the eastern property line and will be screened by a wood fence and landscaping. The site is located at the southeast corner of the intersection of Southcenter Boulevard and 53 Avenue S / the Southcenter Boulevard exit from Interstate 5. Directly to the east of the site is the 1 -5 right -of -way. The site is developed with a two and one -half story commercial building that is the location of the "Amour on the Boulevard" business. Between the building and Southcenter Boulevard there is a delivery area and one row of parking stalls. South of the building there are approximately 13 parking spaces. The building height is approximately 29 feet to the top of the roof parapet with an additional 14 feet to the top of the penthouse roof (total height of approximately 43 feet). BACKGROUND Staff Report to the Planning Commission L02 -002 AT & T Wireless at the " Amour on the Boulevard" Building Page 3 of 6 Surrounding Land Uses Across 53 Avenue S to the west the parcels are developed with office and retail structures. To the north is the southbound exit ramp from Interstate 5. The Interstate 5 and SR 518 interchange rights -of -way are along the east and southern property boundaries. The development to the northwest of the site is also commercial and office uses. All surrounding parcels, exclusive of rights -of- way are zoned RCM. AT & T Wireless is proposing to co- locate seven antennae on an existing building as further development of their regional wireless communications network. Sprint PCS currently has a communication facility of three sectors containing skid mounted antennae on the northwest corner of the roof and two sectors on the penthouse walls. The Sprint facility was approved by the Planning Commission on July, 1999 (File No. L99- 0058). AT & T had originally proposed locating the antennas in three sectors of three antennae each (with two additional antennae per sector proposed for future installation). One sector was on the penthouse wall and two sectors were freestanding roof skids along the northeast and southeast corners of the building. The associated electrical equipment was proposed for the currently proposed ground location at the south side of the building. Based on staffs recommendations the proposal was revised to consolidate the proposed antennae on the existing penthouse and in the simulated roof vent to more effectively screen all antennae. Public Comment No public comments were received during or after the public comment period. CONDITIONAL USE CRITERIA The proposed project must comply with criteria detailed in TMC 18.64.050, (1 -5), concerning Conditional Use Permits. Applicant's response to conditional use criteria is attached to this staff report as Attachment E. Staff makes the following findings under the city's Conditional Use Permit criteria (TMC 18.64.050): (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is situated. z z a: QQ � J U 0 O co Ci CO U.1 J = ( w w g a = d. � Z = z1- w uj U 0— C3 w I-- c) 9=O w z U2 0 z Staff Report to the Planning Commission L02 -002 AT & T Wireless at the " Amour on the Boulevard" Building Page 4 of 6 The applicant has included site plans, elev of the antennae, and computer generated photographs showing the proposed antennae and associated equipment in relation to the existing building and surrounding development. The existing building is approximately 29 feet in height to the roof parapet with an additional 14 feet to the top of the penthouse. The penthouse along this area of the building, however, is not set back from the roof edge but is flush with the southwest exterior building wall. The top of the five antennae mounted to the penthouse wall is 35 feet above grade. The vent / tube enclosure (screening) for the two north facing antennae will be 36.25 feet above grade. The subject site is zoned RCM with a maximum height limit of 35 feet. The facility shall comply with all federal standards related to radio frequency emissions. (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. The Development Standards for uses in the RCM zone are: Maximum height: 35' Setbacks: First Front: 20' Second Front: 10' Side and rear: 10' Roof Top Appurtenances: 10' from roof edge. Landscape Irrigation: All landscape areas shall be served by an automatic irrigation system. The top of the proposed penthouse mounted antennae will be 35 feet and thus meet the maximum height requirements for the zone. The top of the simulated vent enclosed antennae will be at an elevation of approximately 36.25 feet above grade. They will be set back 10 feet from the roof edge as required for roof -top appurtenances that exceed the maximum building height limit for the RCM zone. The electronic equipment and fence screening will be set back 10 feet from the eastern side property boundary. An automatic irrigation system will be installed for the landscape screening per TMC 18.52.40 H. No other development standards in this zone apply to this application. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. The proposed facility will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance. The ground located electronic equipment will be located away from pedestrian and vehicle circulation areas. No other impacts to pedestrian or transportation movements are anticipated. The ground location of the electronic equipment will not add to the building plan or substantially effect the existing site plan. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan This project must comply with the following Comprehensive Plan policies and meet necessary Zoning Code regulations. 12.1.36. Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. Implementation strategies for this policy include the use of shared infrastructure and use of existing structures. The applicant is proposing antennae that will be located on an existing building containing an existing minor communications installation. Five of the 7 proposed antennae will be wall mounted and painted to match the existing building color; the remaining 2 antennae will be enclosed in a fiberglass tube that is designed to simulate a roof vent and will also be painted to match the existing building color. 5) All measures have been taken to minimize the possible adverse impacts, which the proposed use may have on the area in which it is located. The probable adverse impacts from this proposal are visual / aesthetic impacts on the surrounding community. The applicant has proposed to mitigate these impacts by the screening and location choices discussed in the sections above. Possible adverse public health impacts will be mitigated by the compliance with all federal standards related to radio frequency emissions. CONCLUSIONS 1. The location and screening of the proposed antennae and at grade located equipment as shown in the submitted plans will assure that the proposed facility will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity. The proposed project meets the performance standards that are required in RCM zone. 3. The proposed project is compatible with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. 4. The proposed project is in keeping with the goals and policies of the Comprehensive Land Use Policy Plan, specifically, by placing the facility in a location with an existing facility. 5. Radio - frequency emission levels are regulated by Federal Communication Commission; this project must meet these requirements. The location of the operating equipment is appropriate as it will be minimally visible from the public streets and will be effectively screened by a slatted cedar fence and landscaping. The simulated roof vent ! tube and painted wall mounted antennae will provide effective and aesthetically appropriate screening for the proposed facility. Staff recommends approval of the Conditional Use Permit with the following conditions: 1. The parapet wall mounted antennae shall be installed so that the mounting structure will be located behind the antennae and shall not extend above or below the antennae, thereby being minimally visible from the right of way. The antennae will be painted to match the parapet wall color. 2. The vent / tube structure that will screen the two antennae on the northern half of the building will be installed so that: it is set -back 10 feet from the roof edge; the mounting framework will not be visible above the roof parapet; and the vent / tube will be painted to match the parapet wall color. 3. The ground located electrical equipment will be screened by a slatted wood fence (cedar) and further screened by landscaping of the variety of deciduous and coniferous plants shown on the attached landscape plan. It is the applicant's responsibility to assure the continued health and survival of the installed plants. The penthouse obstructs the view of the third sector (beta); therefore the antennae must be mounted to the southwestern side of the existing penthouse at the 35' level. By utilizing this design AT &T will meet their coverage objectives and comply with the code. All measures have been taken to minimize the possible adverse impacts, which the proposed use may have on the area in which it is located. Implementation strategies for these policies include the use of shared infrastructure, use of existing structures and minimizing the aesthetic impacts of the proposed facilities. The proposal includes antennae that are spread out across the roof and no screening is proposed to minimize their visibility.
