There are a total of 240 parking stalls on the property and a sufficient amount of landscaping in place along the perimeter of the property, within the parking areas, and along edge of the building. 1. JO Proposed Development On August 17, 2004, Darden Restaurant, submitted a development application to add 240 square feet of additional freezer space and to extend the exterior dumpster pad walls by ten feet, increasing the dumpster pad area to 235 square feet. The new freezer space will be located next to a service /emergency exit ramp along the northeast corner of the building. The new space will be visible from Tukwila Parkway and from an access road that connects Southcenter Mall to Tukwila Parkway. The existing walls along the northeast corner of the building will remain. The freezer space will be enclosed within an area of the building that will be separate from the main building. A new door will be punched into the existing wall to access the freezer space. The applicant will than construct three walls around the freezers to enclose the freezer area. The applicant will match the new walls to the existing building. The exterior finish of the new walls will include the use of Stained Pined Shake (Cabot Stain #1406), Stone Veneer along the edge of the building, wood trim (Benjamin Moore #890), Mottled Lap Siding (Sherwin Williams #2328 and #70 -270), Stucco (STO #20402), Pod Siding (Benjamin Moore (MC -34 and 890), Base Wood Trim (Cabot Stain #1406), and a red metal roof (colonial red). The addition will be located in an area that is currently being used for landscaping. As a result of the addition, 240 square feet of landscaping area will be removed, which includes nine Osmanthus shrubs. The site exceeds the City's standards for landscaping and the reduction will not impact the overall design of the site. The irrigation in the project area will be capped and removed. The applicant will relocate and/or replace the nine shrubs in the construction area to other portions of the property. The new dumpster area will be enclosed by extending the existing CMU wall, which encloses the current dumpster area. The new CMU wall will have a stucco fmish to match the existing wall. Additionally, the applicant will install stone wainscot of a height and material equal to the material utilized on the existing building. As the name might suggest, the proposed restaurant has a Caribbean theme to it. This theme is evident in the architectural style of the building and in landscaping on the site. On June 15, 2004, the applicants submitted a building permit to add approximately 120 square feet of cooler space and 235 square feet of dumpster space to the existing building. The new cooler space will be provided on the southeast corner of the building. The cooler area will be in an area that is currently used for landscaping. The cooler area will be enclosed with a nine foot tall hardi panel wall. The new dumpster area will be enclosed by extending the existing CMU wall, which encloses the current dumpster area. The new CMU wall will have a stucco finish to match the existing wall. Additionally, the applicant will install stone wainscot of a height and material equal to the material utilized on the existing building. The existing site already exceeds the City standards for landscaping, both in terms of total area and quantity of landscaping material. The applicant has proposed additional landscaping to provide a screen for the new addition area. The proposed landscaping will be consistent with all of the landscaping on the premises and is keeping with the Caribbean theme on the site. Conclusion: The applicant has designed the addition in a manner that is consistent with the building approved by the BAR. PROJECT NARRATIVE BAHAMA BREEZE BUILDING EXPANSION This proposal is for the addition of 120 square feet of additional cooler space to the existing 9930 square foot Bahama Breeze building. In addition approximately 55 square feet of area will be screened with a 9'6" hardi panel wall proximate to the freezer area to enhance security measures for the restaurant operation. The freezer addition will also be screened with hardi panel to match the existing dumpster gate details previously approved by City staff. The dumpster pad area will be extended by 10 ft for a total 235 square feet to provide for a larger trash compactor. Of note no green space or parking will be reduced by this addition to the dumpster pad. The proposed additions will provide a reduction in green space of 175 square feet. To make up for this reduction in green space Darden has proposed the addition of significant amounts of ground cover all as further illustrated on the revised landscape plan attached. Existing parking of 210 parking spaces with an additional 7 handicap spaces will not be affected by the proposed additions. DECISION CRITERIA — DESIGN REVIEW Per TMC 18.28.070, design review is required for all commercial structures in the Tukwila Urban Center zone that are larger than 2,500 square feet. In the following discussion, the Design Review criteria are shown below in bold, followed by staffs comments. For the applicant's response to the criteria, see Attachment A. Relationship of Structure to Site. a. The site should be planned to accomplish a desirable transition with the streetscape and to provide for adequate landscaping and pedestrian movement. b. Compatibility of on -site vehicular circulation with street circulation should be encouraged. 3. Landscaping and Site Treatment. a. Where existing topographic patterns contribute to the beauty and utility of a development, they should be recognized, preserved and enhanced. b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance. c. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade. d. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken. e. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged. f. Screening of service. yards, and other places which tend to be unsightly should be accomplished by use of walls, fencing, planting or combination. g. In areas where general planting will not prosper, other materials such as fences, walls and paving of wood, brick, stone or gravel may be used. h. Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. pavement. The sidewalk will be retained along Southcenter Parkway and will be continued on the east and south property lines, promoting pedestrian circulation around and through the site. In accordance with Tukwila's Street Tree Program, Raywood Ash will be located along Southcenter Parkway (western /northern property line). Red Oak will be located along the eastern and southern property lines to compliment existing Oak plantings along Tukwila Parkway and some internal access roads in the Mall. Service areas were located at the rear of the site to reduce their visibility and enhance site circulation. The number of proposed parking spaces (223 spaces) exceed code requirements (94 spaces). The building's height (28 feet) is less than one - quarter of the maximum allowed by code (115 feet). Although there are no restrictions on the amount of lot coverage in this zone for this type of use, the proposed building footprint will only occupy 8% of the total site. Response: The proposed building is similar in scale to the other outlying buildings on the Mall property. The site's planting design continues the City's tree planting plan along Southcenter Parkway and Tukwila Parkway. The existing circulation pattern around and through the larger Mall site has been incorporated in the site's design. Service areas have been located to the rear of the site to prevent site circulation conflicts. Response: The broad textural palette of the proposed plant materials will enhance and support the Caribbean theme of the restaurant by creating the illusion of the tropics. All planting materials have been carefully evaluated for appropriateness based on their placement, form, habit and cultural requirements. Plantings of Red Oak and Raywood Ash along the project perimeter will continue the City's existing tree planting plan. Service areas have been screened and located to the rear of the site to minimize site circulation conflicts. Pole fixtures will be provided around the building and parking area for safety lighting. All lighting standards and fixtures will be of a design and size compatible with Southcenter Mall. The applicant has verified that no direct illumination or light pollution will occur off -site. 4. Building Design. a. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings. b. Buildings should be to appropriate scale and in harmony with permanent neighboring developments. c. Building components such as windows, doors, eaves, and parapets should have good proportion and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure. d. Colors should be harmonious with bright or brilliant colors used only for accent. e. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. f. Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design. g. Monotony of design in single or multiple building projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. The proposed design is complimentary to the Mall by virtue of its pedestrian scale and tropical design elements as well as the colors, textures and materials chosen for the structure. The building design theme is Caribbean, providing a variety of visually interesting indoor and outdoor spaces. Depth and modulation in the facade is provided by the porte cochere, front veranda, outdoor gazebo and three enclosed pavilions. A varied roofline incorporating dormers and gables provides additional articulation. Other design features include the use of stone tile wainscoting and wood railings with a decorative balustrade. The building colors include muted shades of cream, gold and blue -green topped by a "colonial red" roof. The use of white on windows, doors, eaves and wood trim further accentuates the design theme. The windows and entry door contain a mullion pattern and will contain transparent glass. No signage will be displayed in the windows. The two proposed wall signs meet sign code standards as to size and location. Rooftop screens will block any views of mechanical equipment. Additionally, in accordance with code, this rooftop equipment will be set back at least 10 feet from all roof edges and will not exceed 20 feet in height. The trash collection area will be located behind decorative gates which serve to screen the loading area at the rear of the site. All lighting fixtures will be of a design and size compatible with the building's size and design. Concealed lighting with light shields will also be used at various locations in the landscaped area to emphasize the broad textural palette of the plant materials. The applicant has verified that no direct illumination or light pollution will occur off -site. 5. Miscellaneous structures and Street Furniture. a. Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale. Relationship of Structure to Site: The proposed development has been designed to meet the functional requirements for this type of land use while being responsive to the special characteristics of the site. The building is in proportion to property size and has been set back a sufficient distance from the street to allow for adequate landscaping and circulation. 2. Relationship of Structure and Site to Adjoining Areas: The proposed building's form and scale provide a transition to the existing development in the area. The site design allows a logical on -site traffic flow, reducing the chances of pedestrian - vehicular conflicts while accommodating and maintaining existing circulation patterns. Ample loading space has been provided in service areas. 3. Landscape and Site Treatment: The proposed plant materials are appropriate to their location based on their form, habit and cultural requirements and were chosen to enhance and support the Caribbean theme of the development. The visual impacts of service areas, roof equipment and light fixtures will be adequately screened. 4. Building Design: The building's exterior design is balanced, creating visual interest through the use of architectural detailing, facade modulation and accent lighting. The applicant has satisfactorily integrated the code requirements for lighting, screening and signage into the building and site design. 5. Orientation of the loading dock facilities allows for easy access and maneuverability by trucks and provides compatibility of vehicular and pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience. For compatibility of on -site vehicular circulation with street circulation, site access points are located within the mall development and are coordinated with existing circulation patterns of the center. 3 LANDSCAPE AND SITE TREATMENT — The project site is an existing theater with asphalt parking completely surrounding the building. The proposed project will reduce the amount of asphalt thereby increasing the amount of open space within the site and will integrate the use of landscape with the architectural features of the building. Exciting views from both inside and outside the restaurant will be provided as the landscape is used as a framework to depict the architectural style and lifestyle of the Caribbean. To address staff comments and enhance the landscape design reminiscent of the Caribbean theme, an increase in plant species were implemented to broaden the plant palette and strengthen seasonal color throughout the site. The proposed parking areas will be landscaped to provide shade and screening. In perimeters areas of the parking lot, landscape material will be set back from curbing in areas susceptible to injury by pedestrian and/or motor traffic. The proposed sidewalk along the mall side perimeter will tie into the walk along Southcenter Blvd. to encourage pedestrian circulation. Lighting will be used to enhance the building design and the landscape. This style provides visual interest in both indoor and outdoor spaces that are accented with various materials, colors, textures and landscape. Building components (windows, doors, eaves, parapets, verandas, etc.) are used to accentuate this theme. Compatibility with the neighboring mall is achieved by virtue of the scale of the building and the use of colors and textures similar to those being used by the mall. Bright or brilliant colors are used only as an accent. Rooftop equipment and/or other equipment on the ground will be adequately screened from view. Exterior lighting is used to accent the architectural features of the building and will be harmonious with the building design. To help address staff comments, a stone tile wainscot was added to the back of house portions of the restaurant thereby providing a mix of materials on the `south' and `east' elevations thus continuing the design theme shown on the `north' and `west' elevations. To enhance what is normally considered an unsightly area, our service area is completely enclosed architecturally thereby providing screening that is effective all year long. Additionally, patterned bracing is shown on the screening doors of the service areas (rear elevation) to tie into the railing pattern designs shown on the north, east and west elevations. 5. MISCELLANEOUS STRUCTURES AND STREET FURNITURE — At this time, parking lot lighting is the only proposed street furniture. Fixtures will be compatible with the surrounding mall area and will meet all local, county or state requirements. If required by local, county or state codes, any miscellaneous structures and street furniture will meet all local, county or state requirements and will be compatible to site, landscape and buildings. CONSISTENCY WITH ADOPTED PLANS AND REGULATIONS (TMC 18.100.030) - The plan as proposed to replace the existing theater with a smaller 10,000 sq. ft. building thereby increasing landscape open space and improving vehicle parking and pedestrian circulation is consistent with, carries out and helps implement applicable state laws and the regulations, policies, objectives and goals of the City of Tukwila Comprehensive Plan, the City of Tukwila's Development Regulations and other official laws, policies and objectives of the City of Tukwila. RELATIONSHIP OF STRUCTURE AND SITE TO ADJOINING AREA - The color and texture of the lap siding used in the front of house and the extensive use of stucco along the back of house closely depicts the horizontal line and masses encouraged by the architectural theme of the mall. The Landscape materials used on the project will be materials indigenous to the area, some of which are currently being used throughout the mall development. Orientation of the loading dock facilities allows for easy access and maneuverability by trucks and provides compatibility of vehicular and pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience. For compatibility of on -site vehicular circulation with street circulation, site access points are located within the mall development and are coordinated with existing circulation patterns of the center. 3. LANDSCAPE AND SITE TREATMENT — The project site is an existing theater with asphalt parking completely surrounding the building. The proposed project will reduce the amount of asphalt thereby increasing the amount of open space within the site and will integrate the use of landscape with the architectural features of the building. 'Exciting views from both inside and outside the restaurant will be provided as the landscape is used as a framework to depict the architectural style and lifestyle of the Caribbean. To address staff comments and enhance the landscape design reminiscent of the Caribbean theme, an increase in plant species were implemented to broaden the plant palette and strengthen seasonal color throughout the site. The proposed parking areas will be landscaped to provide shade and screening. In perimeters areas of the parking lot, landscape material will be set back from curbing in areas susceptible to injury by pedestrian and /or motor traffic. The proposed sidewalk along the mall side perimeter will tie into the walk along Southcenter Blvd. to encourage pedestrian circulation. BUILDING DESIGN - The architectural style of the restaurant Is of a Caribbean theme. This style provides visual interest in both indoor and outdoor spaces that are accented with various materials, colors, textures and landscape. Building components (windows, doors, eaves, parapets, verandas, etc.) are used to accentuate this theme. Compatibility with the neighboring mall is achieved by virtue of the scale of the building and the use of colors and textures similar to those being used by the mall. Bright or brilliant colors are used only as an accent. Rooftop equipment and/or other equipment on the ground will be adequately screened from view. Exterior lighting is used to accent the architectural features of the building and will be harmonious with the building design. To help address staff comments, a stone tile wainscot was added to the back of house portions of the restaurant thereby providing a mix of materials on the `south' and `east' elevations thus continuing the design theme shown on the 'north' and `west' elevations. To enhance what is normally considered an unsightly area, our service area is completely enclosed architecturally thereby providing screening that is effective all year long. Additionally, patterned bracing is shown on the screening doors of the service areas (rear elevation) to tie into the railing pattern designs shown on the north, east and west elevations. 5. MISCELLANEOUS STRUCTURES AND STREET FURNITURE — At this time, parking lot lighting is the only proposed street furniture. Fixtures will be compatible with the surrounding mall area and will meet all local, county or state requirements. Trees shall not be planted in locations where they would obstruct existing or planned street or site lighting (TMC 18.52.040(G)). See Landscaping comment Item 3G, below. d. Please indicate whether any accent lighting will be used on the building, and if so, the type, color and extent. The use of accent lighting must be included in the color elevations and discussed in the design narrative. Accent lighting will not require a sign permit so long as it is used as an architectural detail. Animated lighting is not allowed. We have reviewed the Landscape Plans (Sheets L -1 and L -2) dated March 6, 2002. We have the following comments: a. We share your desire for reliable hardy plantings that will be easy to maintain. However, you have an opportunity to create a landscape that will more fully enhance and support your Caribbean theme. The project location provides a unique 360° view to passing motorists. We believe that a broader palette of hardy textural plantings used in strategic locations on this site will easily create a tropical effect, attracting patrons from a variety of viewpoints. There are a wide range of plants that can be used to create the illusion of the tropics. These plants are hardy to our Climate Zone 5, provide a broad textural palette and are available in an assortment of heights. We provide the following list to underscore some of the design opportunities available: Grasses: Pampas, Mondo, Oat, Sedge, Fescue, Bamboo. These can be easily controlled, are found in a wide variety of colors, variegation and height. Shrubs: Euphorbia, Yucca, Eucalyptus, Lonicera nitida, Osmanthus delavayi Ground Cover: Ceanothus gloriosus 'Point Reyes', Jasminum floridum, Hebe 'Autumn Glory', Helleborus Seasonal Color: Malva, Hibiscus, Paeonia, Canna, Calla We encourage a significant increase in the quantity of Palms and New Zealand Flax to be installed around the building. RELATIONSHIP OF STRUCTURE TO SITE - The proposed plan to replace the existing theater with a smaller 10,000 sq. ft. building will increase landscape open space, improve parking and pedestrian circulation. The proposed project's extensive use of street landscape along all perimeters of the site will provide a desirable transition between roadway and adjacent restaurant use. The additional of perimeter sidewalks along the two sides adjacent to mall will be tied back into the existing sidewalk located along Southcenter Blvd. thus promoting pedestrian circulation around and through the site. Landscaped parking islands will be used to moderate the visual impact of large paved areas. The height and scale of the proposed building will provide a nice accent to the existing surroundings and stay within the limits all ready established by the existing theater to be demolished. 2. RELATIONSHIP OF STRUCTURE AND SITE TO ADJOINING AREA - The color and texture of the lap siding used in the front of house and the extensive use of brick along the back of house closely depicts the horizontal line and masses encouraged by the architectural theme of the mall. Landscape materials used on the project will be materials indigenous to the area, some of which are currently being used throughout the mall development. Orientation of the loading dock facilities allows for easy access and maneuverability by trucks and provides compatibility of vehicular and pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience. For compatibility of on -site vehicular circulation with street circulation, site access points are located within the mall development and are coordinated with existing circulation patterns of the center. 3. LANDSCAPE AND SITE TREATMENT — The project site is an existing theater with asphalt parking completely surrounding the building. The proposed project will reduce the amount of asphalt thereby increasing the amount of open space within the site and will integrate the use of landscape with the architectural features of the building. Exciting views from both inside and outside the restaurant will be provided as the landscape is used as a framework to depict the architectural style and lifestyle of the Caribbean. The proposed parking areas will be landscaped to provide shade and screening. In perimeters areas of the parking lot, landscape material will be set back from curbing in areas susceptible to injury by pedestrian and /or motor traffic. The proposed sidewalk along the mall side perimeter will tie into the walk along Southcenter Blvd. to encourage pedestrian circulation. Lighting will be used to enhance the building design and the landscape. All lighting standards and fixtures will be of a design and size compatible with the mall center. 4. BUILDING DESIGN - The architectural style of the restaurant is of a Caribbean theme. This style provides both indoor and outdoor spaces accented with various colors, textures and landscape. Building components (windows, doors, eaves, parapets, verandas, etc.) are used to accentuate this theme. Compatibility with the neighboring mall is achieved by virtue of the scale of the building and the use of colors and textures similar to those being used by the mall. Access to the site is from the South Center Parkway z and the Tukwila Parkway. The property comprised a total of approximately 2.91 acres. i z w cc Currently, located on the site is the South Center theater. The theater was originally D constructed in 1970. The existing building is located in the center of the site and is 0 i 0 0 approximately 22,623 sqft. Surrounding the existing theater is a paved parking lot with a co w few sparse vegetated islands. The parking lot is in good repair and currently used as J H p arking for the mall. The site is currently unused and will be demolished and removed. co w w The existing site slopes at an approximate slope of 1 -1.5% west to east. Several catch basins are located on the eastern portion of the site and collect surface drainage from the u) a site. Approximately half of the catch basins are connected to the South Center Mall _ storm collection and conveyance system. This system is responsible for collecting storm Z z water along the north west portion of the mall's parking lots. The other half of the onsite F., 0 catch basins are connected to the Tukwila Parkway storm system. This system collects a w 1-- w portion of the Tukwila Parkway's drainage and the north portion of the theater site. Both 2 o systems convey storm water north across the Parkway before discharging into the Gilliam U Creek. Following is a summary of the consistency of the proposed storm facilities with the King County Surface Water Drainage Manual's Core and Special Requirements: Core Requirement #1 — Discharge at the Natural Location: The proposed discharge stormwater conveyance and treatment facilities are to discharge to the existing mall storm system which conveys storm water north to Gillam Creek. The project would meet the discharge requirement la by discharging at less then or equal to 0.2 cfs and outfall onto a rock pad. Discharge requirement 2 does not apply to this project. The project and discharge location are outside of any landslide Hazard Drainage Area. Discharge requirement 3 does not apply to this project. Weather conditions during the analysis was overcast with light rain. There was moderate precipitation the two days prior to the downstream. Following is a narrative of the downstream analysis observations: Surface water from the site sheet flows from the paved parking lot west to east and is collected by catchbasins. The pavement is in good condition and no ponding was observed. The first catch basin, is located at the south east corner of the site. Storm water is conveyed north via a 24" diameter concrete storm pipe to a second storm catch basin located in the middle of the mall access road located adjacent and parallel to the eastern side of the site. The second catch basin collects surface runoff from the site, the mall access road, and the mall parking lot to the east. Storm water is conveyed north from the second catch basin to a third catch basin located just south of the intersection of the South Center Parkway and the mall access road. From the third catch basin, stormwater is conveyed north across the South Center Parkway approximately 250' via a 30" diameter corrugated metal pipe. The 30" diameter pipe daylights north of the South Center Parkway and outlets storm water onto a rip -rap pad , and then flows north through thick black berry brush and into the Gilliam Creek. The outfall is in decent repair. There is no apparent erosion around the outfall. The brush around the outfall had recently been cleared and the outlet was free flowing. From the outfall the stormwater flowed north under the chain link fence separating the South Center Parkway and Interstate 405. Thick black berry brush covered the channel and banks of the channel. The brush on the north side of the fence had not been cleared. The Gilliam Creek is located in the Right -of -way in between the South Center Parkway and Interstate 405. The meandering creek flows west to east parallel to the 2 highways that it borders. The creek is approximately 5' wide and appeared to be between 1 -3' deep. Storm runoff from the South Center Parkway, collected by catch basins is conveyed and outlets to the creek at several locations along the creek. No erosion was noted at any of the outfalls. Surface runoff from the grassy sides of the South Center Parkway and Interstate 405 sheet flows into the creek. The banks of the creek were muddy and were either full of brush or grass. The creek meandered east approx. 600 ft to the embankment for the Interstate 405 overpass. A 4' +1- CMP culvert collects and conveys the creek flow 100' +1- east to an outfall on the east side of the embankment. The creek was flowing full. Small areas of ponding at low points beyond the creek banks was observed. The inlet of the culvert was located in a stone headwall. The head wall was in good condition. No erosion was observed around the inlet or outlet of the culvert. From the outfall, the creek flows parallel to the highways east. This portion of creek is approximately 10 -15' wide and was flowing 2 -3' deep. The banks of the creek were muddy. Most of the brush along the creek has been recently knocked down. The knocked down brush was black berry. The creek flows east approx. 450 ft to the embankment for the Interstate 405 entrance ramp. There were no headwalls on the inlet or outlet of the culvert. No erosion was observed at the inlet or the outlet of the culvert. Beyond the outfall, approximately 1/4 mile downstream, the creek continues to flow east. Based on the City of Tukwila's storm inventory map (3 -C and 3 -D), the Gilliam Creek continues to flow east prior to entering a closed conveyance system consisting of 108" diameter piping. The conveyance system, also parallels the South Center Parkway and Interstate 405 for approximately 900'. The 108" outlets into an open ditch and flows east approximately 550' and enters a second closed conveyance system consisting of 108" diameter piping.
