The next Planning Commission meeting is scheduled on November 14. In order to be on the agenda for
that meeting we need your submittal in by Monday 10/28 or latest by Tuesday 10/29 early morning. Then
we will determine if any revisions are needed or if it is ready for public hearing. The notice of Public
hearing needs to be mailed to Seattle Times by Tuesday 10/29 for the November meeting. Let me know
what you decide.

Thanks for the earlier email, I think we have come up with a solution that
satisfies staff. We are changing our drawings to show only one antenna
flush mounted to the building wall beneath the roof line. We will paint the
antenna to match the building exterior. I expect the drawings to be
completed sometime this week and submitted to you immediately. Does this
work for you? And if so, how many copies should we turn in and can we
schedule our hearing? Thanks!

I'm putting together an alternative candidate analysis for this site and
also a letter restating our attempt to meet the 5 Conditional Use Permit
Criteria. I do have a couple of points that I wish to make first:
* Are you able to clarify which portion of the code that you feel we
would be violating with our proposal?
* Our thought is that we are an essential public facility that is
compatible and desired in all neighborhoods including the one in which our
site is proposed to be located. I do not understand the argument against
the height of the screened antennas as there are multiple instances of
similar installations throughout the City.
* The argument that a special set of criteria exists because it is a
residential zone does not seem to be consistent with your code nor is it
consistent with the Comprehensive Plan in regards to affording the citizens
of Tukwila with a competitive utility system.
* Wireless is rapidly becoming a preferred method of communication and

This letter is to notify you that the above referenced applications have been currently closed as
no re- submittal was received from you in response to the City's request for additional
information dated July 24, 2002. Also, per your email dated October 28, 2002, you had requested
that the project be placed on hold.
Since we have received no response from you since then, the city has presently closed the
application files. If you wish to pursue this project, new applications must be filed.
Please note that the land use sign that was installed on the site must be removed at this
time.

The redesign looks similar to the original proposal. It is not proportional to the existing residential building
and appears to be out of scale. As suggested previously either move it further west above the terraced
part of the roof to reduce the 12 feet height or flush mount it to the building. Alternatively you may look into
locating it on other structures in the vicinity of the subject site.

This is to summarize our conversation yesterday. You indicated that to meet your coverage objectives it is
not possible to move the antennas further east on the terraced up portion of the building or to mount them
directly on the facade of the building. Detailed documentation must be submitted to demonstrate the
difficulty. The current proposal show antennas in an accelerator type of unit that extends 12 feet above the
roof. This design is not compatible with the existing structure or the residential use of the premises. In the
event you are able to demonstrate the difficulty of lowering it or moving it further east you should redesign
the accelerator unit to be consistent with the existing building and the residential use. One example may
be to design it as a chimney. But it should be in keeping with the scale of the existing building. If you
decide to revise the design, you may want to email me an elevation prior to formal submittal to get
preliminary comments.

PROPOSAL: The proposal is to install wireless communication antennae on the
roof of the existing building. The wireless communication
equipment is proposed to be located on the ground next to the
existing building.

Re: Notice of complete application for AT &T Wireless at Tukwila Gardens, 15016 Macadam Rd South,
Tukwila. File numbers L02 -021 and E02 -014.
Dear Mr. Walton:
Based on a review of your submittal relative to those requirements as set out in the Complete Application
Checklists for SEPA and Conditional Use Permit, your applications are deemed complete as of today. Mailing
labels for the residents were received on July 17, 2002.
As per our phone conversation you plan on posting the notice board on July 26, 2002. You must obtain a laminated
copy of the Notice of Application to post on the board. Please call me to obtain this notice. After installing the sign
with the laminated notice, you need to return the signed Affidavit of Posting to our office.
Also please provide response to the request for additional information listed in the letter dated July 5, 2002. The
City's Public Works, Building Department and Fire Department have reviewed your application and have the
following comments:
1. Landscape irrigation permit shall be required for the landscape screening, which is required to be
irrigated. If there are any existing utilities (water, sewer, storm drainage) that need to be relocated a
permit for utility lines relocation will be required.
2. A building permit will be required for the installation of this antenna on the roof of the apartment. The
Building Division plan review will be looking to confirm that the mounting of this antenna will not
compromise the structural integrity of the existing roof.
3. Fire Department will require an emergency shut down switch for unit. Contact Fire Department for
further information.
The public hearing will be scheduled after review of your response to the request for additional information.

All measures must be taken to minimize the possible adverse impacts, which the proposed
use may have on the area in which it is located.
Implementation strategies for these policies include the use of existing structures and
minimizing the aesthetic impacts of the proposed facilities. The current proposal shows a
12 feet high accelerator unit on the roof of a residential structure, which is out of scale
with the residential building. The roofline of the building steps up such that the east
portion of the building is higher than the west side. Please revise the proposal to locate
the accelerator unit further east to reduce the height and minimize visibility.
Or alternative you may propose antennas on the building surface (not above the roofline)
and use the existing trim pattern on the building facade to screen the antennas and
minimize visibility.

Criteria for Conditional Uses (TMC 18,64.030)

Project Description
ATT PCS seeks to expand its Pacific Northwest network in the Tukwila area to include this
proposed site. This proposed wireless communication facility site consists of a screened rooftop
antenna installation with radio equipment located on the ground in front of the building in
required landscaping. The antenna array will consist of placement of three sectors with one
antenna per sector. The accompanying ground equipment cabinets will be located in an
approximately 7' x 16' lease area. The property is High Density Residential (HDR).
The permitting process for this zone and the proposed facility requires issuance of a Conditional
Use Permit (CUP). The application will include all the relevant information and studies
necessary for the granting of. a CUP. hi addition, A SEPA Checklist will be submitted.
The proposed facility will not interfere with the surrounding properties or their uses. Due to the
FCC assignment of frequencies, this facility will not be a source of interference with other nearby
electronic equipment including radios, televisions and other consumer electronics. Non-
interference is insured by the Federal Communications Commission (FCC) regulation of radio
transmissions. This site will be unmanned and therefore will not require water, waste treatment
or management of hazard waste. Access to the site would be provided from the existing access
along Macadam Rd S. Minimal traffic would be generated during the construction phase while
the crew is traveling to and from the site. After construction is completed, there would be one
site visit per month by ATT technical maintenance personnel.

Need and Purpose of the Proposed Facility
ATT Wireless is continuing to build out its Northwest network to meet the needs of its
customers in this area of Tukwila. Once the need for a new wireless site in a particular
geographic area has been established, ATT's system engineers identify a target area or "search
ring" in which to locate the facility.
The required site location and antenna height are determined by an RF propagation study. This
study evaluates the expected radio frequency (RF) signal from the proposed site at a given
location and height. The RF signal must be strong enough to provide adequate coverage within
the desired coverage area.
The selection and design of a specific site is further refined by considering local topography and
geographic factors, including but not limited to, tree canopy, buildings, mountains, water bodies
and the ability to mitigate the antenna support structure's visual impact. Also considered is the
compatibility of the facility with existing land uses and the ability to negotiate a mutually
beneficial lease with a landlord. The height and location of each ATT site is, therefore, based
upon.the . ability of the site to effectively function in light of all of these requirements. The
purpose of the proposed site is to provide coverage for the local area.
Compatibility with Surrounding Area
The proposed facility is compatible with and will have a minimal impact on abutting properties
and the adjacent neighborhood. This is so because the proposed facility is located on an existing
electrical transmission facility. The antennas will be screened within a fiberglass shroud to
minimize visual impacts because the new facility will tend to blend in with the existing
structures, particularly with increasing distances from the installation. The facility will not
require public facilities such as water and sewer and is electronically monitored to reduce the
impact of public safety services. As a result of the network's automated design the facility will
not generate a significant amount of additional traffic or impact the surrounding road. The
proposed landscaping will improve the visual aspects of the site as it currently appears rundown
and poorly landscaped. The entire site should not negatively impact the surrounding area and
would provide greater access to all of the developing technology that ATT is now offering.
Minimizing Hazards and Nuisances
The proposed facility is a passive use because the operation is fully automated and no activities
will take place that will produce airborne odors, vibrations, heat, glare, or hazardous wastes.
The site will be electronically monitored and unmanned and require only infrequent visits by
maintenance personnel. The facility will not require water or wastewater facilities and will not
contribute additional storm water runoff or cause erosion affecting other properties. The
proposed use is in keeping with the overall low- density residential developments in the area.
