The request for an increase, from 118 -sq. ft. to 133.5 -sq. ft. for the proposed sign on west facade of the building located at 14040 Interurban Avenue South is approved. L02 -026 Merrick Lentz Architect for Grand Central Casino Approval for a Special Permission Sign, increasing the allowed sign area. The maximum allowed sign is proposed to be increased from 118- sq. ft. to 128.6- sq. ft. The sign is proposed on the west facade of the new building under construction for Grand Central Casino. This request is for a Special Permission Sign to increase the maximum allowed sign from 118 TO 133.5 square feet. The exposed building face (EBF) is 3,440 square feet. With the approval of the Special Permission Application, the wall sign would be 133.5 square feet (3.8% of EBF) versus the normal maximum of 118 square feet (3.4% of EBF). TMC 19.32.140(A) allows permitted sign area to be increased by 50% for each doubling of the required minimum setback...but in no case shall the sign area exceed that permitted in TMC 19.32.150. Mullet, Mayor The sign is proposed on'a building facade that is setback approximately 112' from the property line. This setback is 4.5 times the minimum setback requirement for the C /LI zone. Per Table 1 of TMC 19.32.140, the standard allowed sign area would normally be 118- sq. ft. for an EBF of 3,440 sq. ft. Since the building is setback 4.5 times the minimum setback required for the underlying zone, the maximum sign area is allowed to be increased 50% for each doubling of the required minimum setback up to 6% of EBF or 500 sq. ft., whichever is less. Six percent of EBF (3,440 -sq. ft.) is 206 -sq. ft; hence the maximum allowed sign area on west facade is 206 -sq. ft. CONCLUSIONS 1. The building is setback a sufficient distance to allow for a doubling of allowed sign area. 2 The proposed sign area is 133.5 sq. ft., which less than maximum permitted for that facade (6% of EBF -206 sq. ft.). APPEAL PROCESS This decision may be appealed to the Planning Commission within 14 days from the issuance of this Notice of Decision. All appeal material must be submitted to the Department of Community Development. The specific deviation needed is for the area of the wall sign. The wall area of the building is 3440 square feet, and the sign area we would like to have approved is 128.6 square feet, which is 10.6 square feet larger than the area approvable outright. The basis for the request is that the building is set back a distance of 112' -1" from the street property line. The required setback for this zone (C/LI) is 25'. Per the Special Permission Director the sign face can be increased when the setback is doubled. The setback is more than double, which would allow a sign area up to 6% of the building wall area, or 206.4 square feet. Our request for a sign area of 128.6 square feet would seem to be allowable based on this information. The information required for the Special Permission Direction is a "Permanent Sign Permit Application" which has already been submitted. This project already has provided an Affidavit of Ownership and Hold Harmless Permission to Enter Property form, which is in effect at least until the issuance of the Certificate of Occupancy. There should be no other application requirements necessary besides the Checklist, the Application Form and the Review Criteria sheets.
