We have completed a detailed review of your Boundary Line Adjustment and Lot Consolidation applications.
Certain additional information is needed from you to ensure that the project meets the substantive
requirements of the City and to complete our review process. We have the following comments:
Planning Comments
BOUNDARY LINE ADJUSTMENT

1. You must show the tax identification number of all parcels affected by the boundary line adjustment.
You have not provided the tax identification number for 222304 -9102. Please make the necessary
revisions.
2. The parcels containing the Lewis & Clark Theater and Bowling Alley (222304 -9015 and 222304-
9101, respectively) have not been provided on the plan sheets.
3. As the result of the previous Lot Consolidation, recorded on July 30, 2001, Tukwila File No. L01 -047,
four of the five affected tax identification numbers were retired. It is our understanding from King
County Assessor's Office that the only active tax identification number is 222304 -9017. Please
confirm this information with King County and make the necessary revisions to all plan sheets.
4. Please provide the Tukwila File Number (L02 -046) in the space provided in the upper -left hand
corner of all three plan sheets.
5. The plan sheets have not been signed or stamped by the engineer. Please make the necessary
revisions.

7. The signature blocks and notary acknowledgements on the left hand margin of the plan sheets are
outdated, containing a 2001 date. Please make the necessary revisions.
8. The signature blocks and notary acknowledgements on the left hand margin of the plan sheets
indicate that the owners will sign in the City of Tukwila. If that is not the case, please make revisions
to show the appropriate city.
9. The Approval Block for the Chair of the Short Subdivision Committee should be modified to show
that it is the Tukwila Short Subdivision Committee.
10. The following items only need to appear on Sheet 1 of 3: Owner Declaration, Notary
Acknowledgement of Owners, Approval Block for Chair of Short Subdivision Committee, and
Approval Block for King County Assessor.
11. The text of the Owner Declaration must be corrected. You must omit the words Lot Consolidation
where they occur and replace them with the words Boundary Line Adjustment.
12. At the time of the recording of the Boundary Line Adjustment under L02 -046, South 158th Street will
have already been vacated, relocated, dedicated and recorded. Please adjust the boundary of the

Turnover of Street Improvements
ISSUE
Accept turnover of street improvements as part of the development of Quik Park.
BACKGROUND
The development of Quik Park is now completed. As a condition of the development, Quik Park
facilities included the construction of illumination and roadway pavement; 515 LF of 12" and 230
LF of 15" storm pipe with 9 catch basins and one detention vault; 6 streetlights with conductor,
conduit and junction boxes; 2,280 LF of curb, gutter and sidewalk; 1,115 LF of 28' wide
roadway; and 7,920 SY of modular block retaining wall; and all appurtenances. The value of the
transferred assets, from the Developer to the City of Tukwila, is $1,327,505.99.
Conditions were placed on the development to provide the following tumover documents:
1. Letter from owner requesting turnover
2. Capital Asset Acquisition form
3. List of Materials /Costs (City format)
4. Bill of Sale
5. Public easement area for ingress /egress and for the purpose of maintaining retaining wall
6. Public easement area for ingress /egress and for the purpose of maintaining street lighting and
associated electrical equipment and retaining wall
7. Dedication of right -of -way with Real Estate Excise Tax Affidavit
8. Bond for two -year maintenance period
9. As -built plans for proposed public facilities
The proposed public facilities have been constructed to City standards and inspected by Public
Works staff and are now ready for turnover as public infrastructure.
ALTERNATIVES
None.
RECOMMENDATION
Request Transportation Committee to move to consent agenda to authorize Mayor to sign
acceptance forms.

I-405 Proiect WSDOT representatives made presentation of the results of the co 0 in
Environmental Impact Study for the I -405 Corridor Program. The current project - i
proposal seeks funding from Referendum 51 and RTID and focuses completion of co o
improvements on the segment of I -405 and SR518 from SeaTac Airport to Bellevue. W
Program descriptions for Options A & B were handed out. The proposed facilities and
impacts within Tukwila include extension of Tukwila Parkway easterly across the Green u. a
River with a connection at the intersection of W. Valley Highway and Longacres Way, = a
elimination of the northbound on -ramp from W Valley Highway, elimination of the R- Z F
ramp from Tukwila Parkway at Southcenter Mall, creation of new northbound on -ramp 1- 0
from Tukwila Parkway extension (replaces the two ramps being eliminated), addition of a z I--
ILI
ramp to direct access the Longacres rail and transit station to include Bus Rapid Transit 2 D
service. The next steps in the process include Open Houses to provide information and 0
solicit comments. Ultimately, WSDOT will seek a Memorandum of Agreement with o l-
each City to cover the altematives, conditions and construction requirements. = 0

of status and coordination between projects that reveals some issues regarding o I .
compatibility of connections. More specifically, the curb returns or turning radii from z
Tukwila Int'l Blvd (TIB) to S. 144 Street, matching of sidewalk widths from TM to S.
144 and street width on S. 144 are impacts that are being evaluated and resolved.
Information
Turnover Documents for Quik Park Development This project included the
construction of realigned S. 158 Street to facilitate development of a park and fly lot
between S. 158 and SR518 easterly of the Lewis and Clark Theater. The developer has
completed the required public infrastructure improvements and submitted the turnover
documents for acceptance as public infrastructure. Recommend acceptance at Regular
Meeting
