called the Regular Meeting of the Tukwila City Council to
order and led the audience in the Pledge of Allegiance.

City Attorney Colgrove read an ordinance of the City of
Tukwila, Wash., enacted pursuant to RCW 35A.14.330, amending
the Comprehensive Land Use Policy Plan Map for the area
described lying outside of the City of Tukwila and known as
the Riverton Annexation area.

City Attorney Colgrove read an ordinance of the City of
Tukwila, Wash., enacted pursuant to RCW 35A.14.330, adopting
zoning regulations and adopting a zoning map to provide for
the area commonly known as the Riverton annexation area and
providing that said area shall become subject to said zoning
regulations upon annexation to the City of Tukwila.

City Attorney Colgrove read an ordinance of the City of
Tukwila amending the Tukwila zoning code and providing said
amendments shall become effective upon annexation to the City
of Tukwila of the area known as the Riverton annexation area.

Jack Pace, Senior Planner, explained that the City Attorney
has drawn up a new ordinance including some code amendments.
One is regarding the metal thickness in the M -1 zone; there
was a request to make the same change in the C -M zone. The
second is the processing of metals or plastics; "or plastics"
does not have to be repeated as it is included elsewhere in
the code. The other area of change is in the requirements
for design review. Council agreed with the changes.
Council Member Robertson said while on their tour of the
area, he noticed a business with real nice landscaping, but
outside of the landscaping was a ten foot cyclone fence with
three strands of barbed wire. He asked if a sentence should
be added to require the landscaping on the outside of the
fence.
Jack Pace said the Planning Commission felt it would be
better to have more stringent standards. The types and loca-
tion of trees should be done through design review.
MOVED BY ROBERTSON, SECONDED BY BAUCH, THAT A SENTENCE BE
ADDED TO SECTION I.(4) "THIS LANDSCAPING SHALL BE OUTSIDE OF
ANY FENCE USED TO PREVENT ACCESS TO THE DEVELOPMENT IN A C -M
INDUSTRIAL_ PARK. MOTION CARRIED.
City Attorney Colgrove introduced a revised ordinance for
Council consideration. It includes the removal of the metal
thickness restriction from the C -M zone. This has already
been approved for the M -1 zone.
Council Member Robertson asked if Council needs to add "or
dangerous" to 18.40.070. It appears that some manufacturing
processes are now creating gasses that are dangerous but not
discernible.
Council Member Moriwaki suggested adding "exceeding E.P.A.
safety standards." This would cover non odorous, toxic
gasses and EPA would regulate it.
MOVED BY MORIWAKI, SECONDED BY STOKNES, THAT SECTIONS
18.38.070 AND 18.40.070 OF THE PROPOSED ORDINANCE BE AMENDED
TO ADD "USE, ACTIVITY, OR OPERATIONS WITHIN A STRUCTURE SHALL
NOT VIOLATE EXISTING STATE AND FEDERAL ENVIRONMENTAL
STANDARDS." MOTION CARRIED.
Council agreed to eliminate "or plastic" from Section
18.40.020 (8).

TO ACCELERATE THE CONSTRUCTION OF SOUTHCENTER BLVD. FROM THE
T -LINE BRIDGE TO SOUTH GRADY WAY AND PROVIDE ADVANCED FUNDING

for economical utilization of City and State government
resources.

City Attorney Colgrove read a resolution of the City of
Tukwila, Wash., accepting a donation of an Apple Computer
with hard disk and printer from the Burlington Northern
Intermodal and Olympus Environmental Service.

City Attorney Colgrove read a resolution of the City Council
of the City of Tukwila, Washington, honoring the visit of
Governor Booth Gardner and proclaiming October 6, 1988, as
Governor Booth Gardner Day.

Rick Beeler, Planning Director, reported that the South
Central School Board will attend the November 15 meeting of
the Boundary Review Board. They will testify in support of
the annexation.
Ross Earnst, Public Works Director, reported that the
Reservoir Project will be started shortly.
Suburban Cities The City will be hosting the Suburban Cities meeting on
Meeting November 9, 1988.
