PERMIT CENTER Report Geotechnical Consultation Residential Development 51st Avenue S. and S. 1 1 1 t h Street Tukwila, Washington File No. 0133 -005 INTRODUCTION This report presents the results of our geotechnical consultation regarding the disposal of roof downspout water on four residential lots referred to as Lots 7/8, 5/6, 22 and 23/24 of the Pottery Works Addition in "Tukwila, Washington. The lots are located northwest of the intersection of 5 I st Avenue S. and S. I l l th Street on undeveloped property as shown on the Vicinity Map, figure I. Residential structures are planned on the subject lots. We understand that the city of Tukwila has indicated that the preferred method of roof downspout water disposal is infiltration. You have requested that we observe the site conditions and provide information, as appropriate, for installation criteria for a downspout drain infiltration system. SCOPE The purpose of our services was to evaluate the shallow soil and ground water conditions as a basis for estimating a soil infiltration rate. The services provided by Icicle Creek Engineers consisted of: 1. Complete a site visit to observe existing site conditions. 2. Excavate four shallow test holes (one on each lot) to a depth of four to six feet. 3. Field classify the grain size distribution of the soil regarding an estimated infiltration rate. 4. Provide recommendations for installation of a roof downspout infiltration system provided that the soil type(s) observed in the test holes are adequate for infiltration. GENERAL A geotechnical engineer from Icicle Creek Engineers conducted a site visit on August 12, 1998 to perform the geologic reconnaissance and excavate test holes to evaluate shallow subsurfitce conditions. The test holes were excavated using a shovel, digging bar, post hole digger and extendable hand auger. The property area is shown on the Site Plan, Figure 2. Thomas Foster R.A.L Development and Venture Company August 18, 1998 Page 2 SURFACE CONDITIONS The four lots are located on undeveloped property. From 51st Avenue South, the ground surface across the property area slopes gently to the west for about 100 to 150 feet, then slopes downward at about a 35 to 40 percent grade. The property is partially cleared and vegetated in local areas with dense brush and scattered trees. _ z ce w SUBSURFACE CONDITIONS 6 v Local geologic mapping by the U.S. Geological Survey (Waldron, H. H., et al, 1962 — N o Preliminary Geologic Map of Seattle and Vicinity, Washington) shows that the property area is mantled w with "younger gravel." Younger gravel is described as "sand and gravel." I— Subsurface conditions at the property were evaluated by the excavation of four test holes (one on 0 each lot). The locations of the test holes are shown on Figure 2. Observations of the ground water conditions were made as the test holes were excavated. ¢ The test holes encountered relatively uniform conditions consistent with regional mapping by the C a USGS (1964) as previously described. The following is a summary of soil and ground water conditions I- = observed in the test holes: ? F— Test Hole TH- l (Lot 22) 0.0 — 1.5 feet Loose to medium dense fine sand with a trace of gravel 1.5 — 4.0 feet Medium dense fine to medium sand with a trace of gravel Test Hole TH -4 (Lot 5/6) 0.0 -2.5 feet Loose to medium dense fine to medium sand with a trace of gravel and scattered roots 2.5 — 4.0 feet Medium dense fine to medium sand with a trace of gravel No ground water was observed in the test holes. CONCLUSIONS AND RECOMMENDATIONS We have reviewed standard design methods for disposal of roof downspout drainage using the King County Surface Water Design Manual (Section 4.5.1 Roof Downspout Infiltration Systems). Based on our review of these design methods for infiltration and soil /ground water conditions observed in the test holes, the surficial soils are suitable for infiltration of the proposed roof downspout disposal systems. Based on our visual classification of the soils encountered in the test holes, we recommend that an infiltration rate of 8 inches per hour be used for design of the roof downspout disposal systems at each of the four lots. The landscape plans was designed to enhance the units and blend into the natural vegetation "green belt" area on the west slope of the property. Walkways will wind along the rear and between the units to the recreation areas. We are asking the City of Tukwila to deed 109 street adjoining the property to the project offering additional buffer area to the south. All units will offer two covered parking spaces to keep cars off the access roads and allow more space for visitors. Landscaping and walkways from the townhomes to 51 Avenue and transit stop will encourage use of rapid transit for work and shopping. The site is currently vacant and overgrown with weeds and vegetation. When finished, the townhomes will "complete" the neighborhood while offering affordable and attractive homes for the enjoyment of future owners and neighbors. The subject site contains steep slopes. A geo - techical report prepared by a certified geo - technical engineer is required for any development on steep slopes. Refer to the attached Tukwila Municipal Code (TMC) 18.45.080(E), for the requirements for the geo - technical report. 2. Clearing of trees on any steep slopes is subject to tree regulations of TMC Chapter 18.54. All significant trees must be shown on the survey and those that are proposed to be removed must be identified. Significant trees are defined as all trees except cottonwoods that are 4" in caliper measured 4.5' above grade. Further refer to TMC 18.54.080 for other information related to trees that must be shown on the survey and landscape plan. Also refer to TMC 18.54.130 for criteria to be used to authorize removal of significant trees on steep slopes. Specifically refer to the replacement tree ratios and sizes for replacement trees. 3. This application shows a section of S 111 St as vacated and is included in the property. S 111 St is public property and has not been vacated. It is important to note that this application will expire if we do not receive the additional information within ninety (90) days of the date of this letter unless an extension is granted pursuant to Section 18.105.070(E). Additionally, we have started code - related review and have following comments that need to be addressed: Design Review: 1. Your plans show buildings located over the existing sewer line. You must relocate the structures or provide written approval and construction specifications from the City's Senior Utility Engineer as part of the Design Review application. Landscaping: The landscape plan shows existing landscaping along the rear property line to count towards 10 feet of Type I required landscaping. Please include more information on the plan as to what is existing in that area. Also refer to removal of significant tree comments listed above under item #2. Also the plan shows some retaining walls. Please include details (height) of retaining wall. The landscape plan must also include a note that all landscaped areas are to be irrigated. 2 3. Recreation Space: 400 square feet of recreation space is required per dwelling unit. It must be located outside the required yard seatbacks. Also, recreation space shall not exceed a 4% slope in any direction. At least 25% and up to a maximum of 50% of the recreation space must be developed for children. Refer to TMC 18.52.060 for details. 4. Fire hydrant locations must be shown on the site plan. Fire truck turn around does not meet the minimum required dimensions. Refer to attached handout on fire access for required dimensions. 5. Recycling storage space must be designed to meets all requirements listed under TMC 18.52.070. Specifically, no dwelling unit shall be more than 200 feet from a collection point. 6. Pedestrian pathway from the public street to the residential units must be included in the site plan. 7. Separate private outdoor spaces for the units must also be included in addition to the required open recreation space requirement. SEPA: 1. This project will generate 5 or more peak hour trips. Please provide a preliminary traffic report which includes a trip distribution study and a site distance a1Ia.:ysis fbD'r the ddcess.' Based on the information provided, the City Engineer may require a more detailed traffic analysis. 2. Following are comments pertaining to corresponding item in the checklist: A.7 The geo- technical report that you provided only addresses infiltration onsite. There is no discussion of steep slopes.
