On May 24, 2001, the Planning Commission approved the applicant's proposal that no on -site parking
spaces for vehicles be provided given the park's small size and its function as a passive, neighborhood park.
Although no on -site parking spaces will be required in the park, on- street parking spaces will be created in
connection with scheduled street improvements on the west side of 37th Avenue South. The Planning
Commission's approval was based on the findings and conclusions in the staff report dated May 16, 2001.
The time period for administrative appeals is 21 days starting from the date of this Notice of Decision, May
25, 2001. The administrative body hearing the appeal is the Tukwila City Council. All appeal materials shall
be submitted to the Department of Community Development. Appeal materials shall include:
1. The name of the appealing party.
2. The address and phone number of the appealing party; and if the appealing party is a corporation,
association or other group, the address and phone number of a contact person authorized to receive
notices on the appealing party's behalf.

Planning Commission Cascade View Park Determination
SITE INFORMATION
This proposed neighborhood park will be located on a two -acre parcel of land located at
the northwest corner of South 144th Street and 37th Avenue South. The project is
bounded on the north by South 142nd Place, on the east by 37th Avenue South and on
the south by South 144th Street. Apartment complexes are located to the east, south
and west with single family homes to the north. True Value Hardware and Larry's
Market are located to the southeast. Tukwila International Boulevard is one block east
of the site. '
BACKGROUND
DECISION CRITERIA
FINDINGS
L01 - 016
The Park's Department goal is to provide as much usable park area as possible to meet
the needs of the neighborhood. The conceptual park design (see attached) was
developed using input provided during neighborhood meetings (held on January 8th,
March 14th, March 28th and May 1st). Proposed features for this "passive" park include
picnic tables, benches, a gazebo and children's play area. An entry plaza will contain
permanent art work and planters. Informal lawn areas and ornamental planting beds will
be bordered by walking paths that are handicapped accessible. Other neighborhood
proposals include a 3 -way stop sign at the intersection of South 142nd Place and 37th
Avenue South as well as a pedestrian cross -walk at the intersection of South 144th and
37th Avenue South.
Given the number of apartment buildings located nearby, the majority of park users are
expected to be from the immediate area, walking 1/2 mile or less from their residence to
the park. As stated above, on -site parking is not feasible due to the park's small size.
Accordingly, staffs goal is to ensure adequate off -site parking without negatively
impacting surrounding residential streets.
Per TMC 18.56.060 parking requirements for parks are to be determined by the
Planning Commission. It is difficult for staff to arrive at a parking determination given
the lack of relevant "scientific" data. The Parks Department currently has no
recommended standard for parks with passive recreation elements such as is proposed
for Cascade View Park. However, three parking spaces per acre are recommended for
neighborhood parks containing active recreation amenities (such as organized sports)
(see the attached memo from Tukwila Parks Department).
Although no on -site parking spaces are proposed for the park, on- street parking spaces
will be provided in connection with scheduled street improvements on 37th Avenue
South. These improvements include curb, gutter and sidewalk and are associated with
the improvements to South 144th. The improvements will be finished by the time the
park has been completed.

Planning Commission Cascade View Park Determination
Space is available along the west side of 37th Avenue South for approximately six
parallel parking stalls. These stalls will be configured to preserve the existing trees.
During various neighborhood meetings sponsored by the Parks Department, neighbors
have expressed approval of the off -site parking proposal for 37th Avenue South.
In conjunction with the proposal for off -site parking, residents wish to limit the number of
hours that the six spaces can be used. Parking signs (limiting parking to four hours) are
currently proposed for 37th Avenue South. An ordinance is being developed for
presentation to the City Council which would grant authority for this type of parking
restriction. Residents also request that "No Parking" signs be placed along South 142nd
Place to prevent parking conflicts and blockage of residential uses. Implementation of
these signage proposals will be coordinated between the Parks, Public Works and
Police departments.
CONCLUSIONS
The Parks Department's proposal balances the desire to maximize the amount of space that can
be devoted to the park with the desire to minimize the park's off -site impacts. Due to its small
size, shape, topography and function as a passive park, organized sports and events
(generating significant vehicle trips) are extremely unlikely. The lack of on -site parking in the
park is balanced by the scheduled improvements along 37th Avenue South. The placement of
six limited, on- street parking spaces on that street will adequately meet park - related demands.
RECOMMENDATION
Staff recommends approval of the Special Permission proposal that no on -site parking be
provided.

PURPOSE:
The City of Tukwila is applying for a determination by the Planning Commission of the
parking requirements for the proposed Cascade View Park. Parking requirements for public
facilities like this proposed park are not specified in the Zoning code.
BACKGROUND:
The goal for this two -acre park is to provide as much usable park area to meet the passive
recreation needs of the neighborhood. It is anticipated that local residents will walk to the
park from their apartment or house from not usually more than a 1/2 —mile distance.
The Park and Recreation Department has previously established a standard of three parking
spaces per acre for a neighborhood park with proposed active amenities like sports courts, or
if the park demands include a permanent restroom facility. The proposed Cascade View Park
development is approximately a two -acre site with the main focus being passive park
amenities: a play equipment area, walking trails, gazebo, and a small open turf play area.
Support amenities would include trash receptacles, picnic tables, benches, portable toilet, and
landscaping.
To meet these passive needs of the neighborhood with this size of park, every square foot
should be used for park enhancements. Staff believes that parking should not be provided
within the park boundaries but adjacent to it in the street right of way.
PUBLIC PARTICIPATION:
A neighborhood park was determined the number one priority by the Park Commission and
City Council during the Six Year Parks, Golf and Public Places Plan and then funded through
the Capital Improvement Plan processes in 2000. The City Council Community Affairs and
Parks Committee discussed and took public comments at the following meetings: July 25,
November 14, and November. 28, 2000 and January 23, and February 27, 2001.
The City Council again reviewed the project at their regularly schedule'public meeting on
January 8, 2001. The City Council assigned the Park Commission with gathering additional

public comments regarding the design of the park. These meetings were held on March 14 and
28, and May 1, 2001. Several conceptual designs were created and reviewed through this
process, notes were taken regarding public comments and a written survey was taken to
additionally document our residents' desire for the development of this neighborhood park.
The City received valuable comments and confirmation of the passive nature, park amenities,
and location of the parking stalls desired from our neighbors around the Cascade View Park.
The residents did not want precious usable park space used up in a parking lot. They did agree
that using the street right of way along 37th Street made good use of park and right of way
land.

Parking Needs For Cascade View Park
PURPOSE:
The City of Tukwila is applying for a determination by the Planning Commission of the
parking requirements for the proposed Cascade View Park. Parking requirements for public
facilities like this proposed park are not specified in the Zoning code.
BACKGROUND:
The goal for this two -acre park is to provide as much usable park area to meet the passive
recreation needs of the neighborhood. It is anticipated that local residents will walk to the
park from their apartment or house from not usually more than a 1/2—mile distance.
The Park and Recreation Department has previously established a standard of three parking
spaces per acre for a neighborhood park with proposed active amenities like sports courts, or
if the park demands include a permanent restroom facility. The proposed Cascade View Park
development is approximately a two -acre site with the main focus being passive park
amenities: a play equipment area, walking trails, gazebo, and a small open turf play area.
Support amenities would include trash receptacles, picnic tables, benches, portable toilet, and
landscaping.
To meet these passive needs of the neighborhood with this size of park, every square foot
should be used for park enhancements. Staff believes that parking should not be provided
within the park boundaries but adjacent to it in the street right of way.

PUBLIC PARTICIPATION:
A neighborhood park was determined the number one priority by the Park Commission and
City Council during the Six Year Parks, Golf and Public Places Plan and then funded through
the Capital Improvement Plan processes in 2000. The City Council Community Affairs and
Parks Committee discussed and took public comments at the following meetings: July 25,
November 14, and November 28, 2000 and January 23, and February 27, 2001.
The City Council again reviewed the project at their regularly schedule public meeting on
January 8, 2001. The City Council assigned the Park Commission with gathering additional

public comments regarding the design of the park. These meetings were held on March 14 and
28, and May 1, 2001. Several conceptual designs were created and reviewed through this
process, notes were taken regarding public comments and a written survey was taken to
additionally document our residents' desire for the development of this neighborhood park.
The City received valuable comments and confirmation of the passive nature, park amenities,
and location of the parking stalls desired from our neighbors around the Cascade View Park.
The residents did not want precious usable park space used up in a parking lot. They did agree
that using the street right of way along 37th Street made good use of park and right of way
land.

The Tukwila Parks Department has filed a Special Permission application (L01 -016) for Planning
Commission review of the number of parking spaces to be created at Cascade View Park. The
Parks Department is recommending that no parking spaces be provided in the park, due to space
limitations. However, as part of the project, frontal improvements are scheduled which will create
on- street parking on the west side of 37th Avenue South (the eastern boundary of the park). You
are invited to comment on the project at the public hearing scheduled for May 24, 2001 at 7:00
p.m. before the Planning Commission. The hearing will take place at City Hall in City Council
Chambers, 6200 Southcenter Boulevard. To confirm the time and date before the hearing, call the

who may be shopping in the area that desire to stop. The City does not want to adversely
impact the neighbors adjacent to the park. Staff believes that that some on- street parking
should be provided as part of the park development.

if the park demands include a permanent restroom facility. The proposed Cascade View Park

landscaping. Typically, this size and type of park would warrant a staff recommendation of a
minimum of four (4)- parking stalls with one (1) being a disabled parking stall.

all the residents' comments has caused a slight increase in the minimum number of parking
desired for this passive park.
RECOMMENDATION:
Therefore, the Parks and Recreation Department recommends that a minimum of six (6)
parking stalls with one (1) being a disabled parking stall be required for the proposed Cascade
View Park.

We are writing to you in reference to the Notice of Application, Parks Department
for the proposed park to be known as the Cascade View Park. We have been very excited
about this proposed park. However, upon receiving a copy of the notice with the design
outlay of the park, we became concerned.
We own and operate a dog and cat grooming shop in Burien. When searching for a
place to lease, one of our needs for the space was that the location be set back f . orn the
street. Dogs, like children, have a tendency to dart out into streets, traffic etc. Since I
have opened two years ago, there has been more than one instance where unleashed dogs
have run around the parking lot, and had our space not have been set back from the street,
I am sure there may have been some accidents. At my previous job, they had a dca dart
out into the street less than a month ago, get hit by a car and die.
What does this have to do with the park? Well, according to the diagram, the
children's swings and play area is located close to the street, not only one street. but also
an intersection. I think it seems logical and safer that the children's play area and swings
are set farther into the park. We own the house across the street at 14153 - 37Th and in
the past two years, our fence has been smashed into at least twice from careless
motorists. One of these incidents was reported to police, the other not reported.
It seems to make more sense to have the picnic tables or seating for parents to be
outside the play area, as sort of a buffer from the street.
Lastly, if the park goes ahead as diagrammed here, we feel that we would worry
about the safety of the children. Instead of a peaceful park across the street from our
home, we would have children running close to or in the street.

Gentlemen:
I'm happy that the City of Tukwila is planning neighborhood improvements by
creating parks. This is especially advantages to the children who live in various
apartment complexes in the neighborhood.
My only concern is that in situations with other neighborhood parks, drug dealing
tends to occur in or around these areas. I hope that the City of Tukwila will set a
curfew for this new park and will have regular police patrols to monitor any illegal
activity.
I have lived in the Tukwila area for over 20 years and am glad to see these
neighborhood improvements developing. Thank you.

I think it would be basically wonderful for the children of this neighborhood to finally have a decent
place to play, and for the adults, especially the elders, to have a pleasant place to enjoy the out -of -doors
and to socialize. However, I do have some concerns —and recommendations to address those concerns.
The first concern is one of safety. The south side, and main entrance, of the proposed park abuts on a
dangerously busy street and corner. This is the point where many children who live to the south of
144th Street would likely try to cross the street to reach the park. I believe it is essential, if the park is
to be built on the proposed site, that a traffic light be installed at the intersection of S. 144th Street and
37th Avenue S. This could be a "crossing" light that stops traffic only when a "walk button" is pressed
by a pedestrian. The park would be no blessing if children were harmed trying to reach it. In the same
regard, I think it would be wise to fence off the park along 144th Street and at least partway up the 37th
Avenue side to prevent children from running out into traffic in the excitement of play (there could be
no guarantee they would stay in the less hazardous, "official" children's area to the north).
The second concern is one of noise. Along with about 50 other families, I live in the Colonial Garden
apartments directly south of the proposed park site. We have already experienced how the sharp, shrill
sound of barking dogs from Lots A and B (on the proposed site schematic) carries across the street and
straight into our courtyard, where it is amplified and echoes in a way more distressing than all the
surrounding sirens, boom boxes, and airplanes put together. If people were engaged in sports activities
on the proposed "play lawn" (Lots A through E), the inevitable screaming and yelling would focus into
our courtyard and be even more disturbing than the yowling dogs —and for prolonged periods of time. I
believe this could at least be mitigated by a deep, high buffer planted solidly all along the south side of
the proposed park.
Finally, I am concerned about the very real possibility that a park in this high - density, maj or-traffic-
corridor location would be a magnet after dark for unruly groups of adolescents —and worse. The only
remedy I can think of for that, short of all -night police foot - patrols, would be to fence and gate the entire
park and lock it at dusk.
Thank you for your attention to my concerns and recommendations. I look forward to hearing about
further developments in the consideration, and the form, of the proposed Cascade View Park.

Parking Needs For Cascade View Park

The City of Tukwila is applying for a determination by the Planning Commission of the
parking requirements for the proposed Cascade View Park. Parking requirements for public
facilities like this proposed park are not specified in the Zoning code.
The Park and Recreation Department has established a previous standard of three parking
spaces per acre for a neighborhood park with proposed active amenities like sports courts, or
if the park demands include a permanent restroom facility. The proposed Cascade View Park
development is a two -acre site with the main focus being passive park amenities: a play
equipment area, walking trails, picnic shelter, and a small open turf play area. Support
amenities would include trash receptacles, picnic tables, benches, portable toilet, and
landscaping. The neighbors requested that the City Of Tukwila work with the Tukwila School
District to provide better active play areas for their children.
The goal of this park is to provide as much usable park area to meet the needs of the
neighborhood. It is anticipated that local residents will walk to the park from their apartment
or house from not usually more than a 1/2 —mile distance. However, there will be a need for
parking for those that will chose to drive to the park and for others who may be shopping in
the area that desire to stop. The City does not want to adversely impact our neighbors' on-
street parking and believe that some on- street parking should be provided. This point was
made at one of our public meetings January 8, 2001. The Park Commission has scheduled
two additional park design/public input meetings for March 14 at the Cascade View
Elementary School and March 28 on the park site. We are looking forward to receiving
comments and confirmation of the park design from our neighbors around the Cascade View
neighborhood.
Therefore, the Parks and Recreation Department recommends that a minimum of four (4)
parking stalls with one (1) being a disabled parking stall be required for Cascade View Park.
