SITE INFORMATION
The proposed Codiga Farm and Side Channel and Park will be located on an approximately
three -acre parcel of land located at 12529 50 Place South. It is the location of the former
Codiga Farm, which was purchased by King County in 1970 and then transferred to the City of
Tukwila in 1990 for a future park site. The Green \Duwamish River borders the site on two sides
of the triangular shaped property. The site is bordered on the east by 50 Place South with single
family development across the street.
BACKGROUND
The City acquired this site with the intent to create a neighborhood park with the additional
feature of a non - motorized boat launch. The site also happens to be located in a prime area of
the River that would provide great benefit to salmon if a habitat restoration project were to be
constructed. The Department of Public Works, along with the United States Army Corps of
Engineers and federal funding support, has proposed a project to restore tidal hydrology to this
site.
Historically, this portion of the Duwamish River had a broad and connected flood plain. Within
the tidal portion of the flood plain were estuarine marshes and sloughs. An estuarine marsh is
one in which freshwater and saltwater mingle. The water is usually brackish due to daily mixing
and layering of fresh and salt water. Estuarine shores are rich in aquatic and other bird and
animal life, and in their natural condition are the most productive of all shoreline habitats in
terms of the marine food chain.
Starting in the 1860's, levees were constructed at the marsh edges and these areas were
converted to agricultural production such as hop fields. Sloughs in the area were also filled to
make more farmable land. In many places farmland was then converted to housing or industry.
The Codiga Farm site is currently used as a farm and for a topsoil retail operation
The conversion of marshes and sloughs to farmland had harsh consequences for fish and
wildlife. The levees and fill that were placed along the margins of the tidal portions of the River
interrupted the flow and as a result, nutrient export from the marshes to the adjoining habitats
such as mudflats was diminished. Intertidal sloughs that were once refuge areas for juvenile fish
(salmon, sculpins, flounder and sole) shorebirds (dunlin, sandpiper and yellowlegs) and
waterfowl (pintail and baldpate) were lost. The continuity of the large interspersed habitats of
the estuary became fragmented.

Codiga Farm is located in a significant location along the river and as a result offers an
opportunity to restore some of the former estuary. The farm is in the brackish to fresh water tidal
area making it a prime area where juvenile salmon change their physiology from a freshwater to
salt tolerant fish.
The goal of the habitat restoration portion of the project is to restore tidal hydrology to the site in
the form of a slough or side channel. The slough would then provide rearing and feedback
habitat for juvenile fish. In addition, a fringing estuarine marsh will also be planted at the site
providing nutrient export and primary productivity. This will provide nutrients important in the
food chain. A third objective of the restoration project is to provide educational benefits to the
public through the use of interpretive signage and construction of an observation platform.
The more traditional park elements that will be located on the site are a picnic shelter, non -
motorized boat launch, a walking trail and the community garden. A portable toilet is located on
the site as well. A pay telephone was initially proposed to provide access to emergency
personnel, particularly since there will be a boat launch at the park. Due to concerns raised by
area residents about the negative impacts a pay telephone can generate (see below), the pay
telephone will not be installed.
PUBLIC MEETING
An Open House was held on April 18, 2001 from 5:00 -7:00 p.m. at the Community Center to
present information about the Codiga Farm Side Channel project and park. Staff from
Community Development, Parks and Public Works attended from the City of Tukwila along with
a staff person from the Corps of Engineers. Five individuals attended the Open House to discuss
the project.
While not many people attended the Open House, those who did attend had a number of issues
they wanted to discuss. The concerns included the following: plans for including a pay
telephone at the site will be a magnet for drug dealers; if the pay telephone is placed in the park
then surveillance cameras should also be installed; the portable toilet is used for illegal activities;
the park should be gated so that it doesn't attract nuisance activity at night; the park name should
reflect the broader community rather than a specific site; and concern about the planned
demolition of the barn and associated farm buildings due to their historical significance.
In response to the concerns raised at the meeting, staff will work with the Tukwila Historical
Society to develop the interpretive text for the signage on the site. The design of the signs will
mimic the architecture of the barn as will the picnic shelter. The farm buildings are being
demolished due to poor structural condition and to the proposed location, size and shape of the
side channel. The side channel is designed and sized to optimize the habitat benefit to fish. The
pay telephone will not be installed, due to the concerns raised by park neighbors. There will be a
light installed in the parking lot to provide illumination and to discourage illegal activities. The
Police Department will be informed about the concern about activities in the portable toilet.
There is no plan at this point to change the name of the park.

CONDITIONAL USE PERMIT REVIEW CRITERIA
The criteria for review and granting of conditional use permits are set forth in TMC 18.64.050.
A response follows each of the criteria.
1. The proposed use will not be materially detrimental to the public welfare or injurious to the property or
improvements in the vicinity of the proposed use or in the district in which the subject property is
situated.
Response: The proposed use will have several benefits to the community. First, the habitat
improvements will benefit the broader efforts for salmon recovery throughout the Puget Sound.
The interpretive signage will inform and educate the public about what they are viewing and the
importance of the side channel to salmon as well as the historical significance of the former
farming activities that took place on the site. The non - motorized boat launch is a long awaited
park amenity in Tukwila. The community garden is a popular feature offered by the Parks
Department, as the number of yearly participants indicates: since the pea patch was established
in 1997, the number of participants has ranged from 14 the first year to a high of 21 the third
year of the program. This year there are only 10 participants since the construction of the side
channel will impact the community garden in its current location. The Parks Department
estimates that up to 35 people may participate next year when the community garden is available
again.
2. The proposed use shall meet or exceed the performance standards that are required in the district it will
occupy.
Response: The park will not contain any structures that exceed the height limit of the LDR
district. Landscaping, while not usually required of individual single family project, will be
provided for the frontage of the park. Adequate parking will be provided for the various uses in
the park.
3. The proposed development shall be compatible generally with the surrounding land uses in terms of
traffic and pedestrian circulation, building and site design.
Response: The park is compatible with the surrounding single family development. The
community garden currently exists on this site and has not created traffic problems since it was
established in 1997 according to the Tukwila Police Department. It is not expected that the boat
launch facility or picnic shelter will cause traffic problems at the site. Curb, gutter and sidewalk
will be constructed at a later date when sewers are installed in the neighborhood.
4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy
Plan.
Response: This project is consistent with several Comprehensive Plan goals and policies:
• Goal 1.11: A high quality of safe park system that meets the needs of all its community
members.
• Goal 4.2: Protected fish and wildlife habitat.

• Policy 4.2.2: Preserve and restore appropriate vegetation plantings in identified fish
and wildlife habitat areas.
• Goal 5.8 Historical Resource Use: Recognition of the river's contribution to Tukwila
history and community identity through identification, enhancement, restoration, and
protection of sites with historic and cultural value and through development of interpretive
and educational programs.
• Policy 5.8.2: Ensure that public shoreline development reflects the river's natural
features and community traditions.
• Goal 5.9 Natural Environment and Habitat Use: Restored, enhanced, and protected natural
environmental resources along the river, including trees, wildlife habitat, and features with
value for long -term public, scientific, and educational uses.
• Policy 5.9.2: Ensure that shoreline development and activities protect riverbank vegetation
and, where feasible, restore degraded riverbanks, in order to minimize and compensate for
impacts on fish and wildlife habitat.
The habitat restoration features of the project are intended to return this small segment of the
river to a more natural condition. The interpretive signage that will be located on the site will
explain the habitat benefits of the side channel and the role the side channel and plantings will
play in improving fish habitat. The interpretive signage will also discuss the historical use of the
site as a farm, which is characteristic of much of the early Kent valley development. The non-
motorized boat launch facility will provide a much- needed park amenity. Currently there are no
areas in the City that provide easy access to the DuwamishlGreen River for such non - motorized
boats as . canoes and kayaks.
5. All measures have been taken to minimize the possible adverse impacts which the proposed use may have
on the area in which it is located.
Response: Concern was raised at the public meeting about the installation of a pay telephone at
the park. As a result, the telephone will not be installed. The Parks Department has analyzed the
parking needs for the mix of uses on the site and has determined that 12 parking stalls are
needed. The project will provide 13 parking stalls including one handicapped stall. Concerns
were also raised about the loss of the barn and other farm out - buildings since this is the last
remaining farm in the City. The side channel has been designed to maximize the benefit to fish
habitat, which impacts the buildings as they are located where the side channel is to be
constructed. The interpretive signs and the picnic shelter have been designed to reflect the
architecture of the barn and the Tukwila Historical Society has offered to assist in the wording of
the signage about the farming activities that took place for a number of years on the site. A
pictorial record will also be created of the existing buildings for the Historical Society's archives.
CONCLUSIONS
1. The proposed use will not be materially detrimental to the public welfare or
injurious to the property in the vicinity. The proposed use will have several benefits to
the community: fish habitat improvement, interpretive signage to provide educational

opportunities about fish habitat, and the park elements including the non - motorized boat
launch.
a) The habitat restoration will be located in an important portion of the river, the area
where juvenile salmon change their physiology from a freshwater to salt tolerant fish.
The side channel will provide shelter and feeding opportunities for the fish.
b) There are no boat launch facilities available at City parks currently. The non-
motorized boat launch will meet an identified need in the community and provide access
to the river for small boats.
2. The proposed use will meet the performance standards that are required in the Low
Density Residential district. Any structures will meet the height requirements in the
LDR district. Landscaping will be provided along the front of the park. Adequate
parking will be provided.
3. The proposed development is compatible generally with the surrounding land uses
in terms of traffic and pedestrian circulation, building and site design. The park is
sized for neighborhood use. The community garden has not generated any traffic
complaints since it was established in 1997. Curb, gutter and sidewalk will be
constructed at a later date when sewers are installed in the neighborhood.
4. The proposed use is consistent with the Tukwila Comprehensive Plan, in particular
Goals 1.11, 4.2, 5.8and 5.9 and policies 4.2.2 and 5.9.2. These goals and policies address
community park needs, protecting and enhancing fish and wildlife habitat, and
recognizing the historical aspects of the river.
5. All measures have been taken to minimize possible adverse impacts that the
proposed use may have on the surrounding area. Adequate parking will be provided
at the site for the mix of uses taking place. A proposal to include a pay telephone at the
park was eliminated due to concerns raised by the community. Elements of the farm
architecture will be incorporated into the picnic shelter design and interpretive signage to
reflect the historic use of the site.
RECOMMENDATION
Approve the Conditional Use Permit.

Carol, the park layout that I gave you today with the planting plan is more or less final. The elements of
the park have not changed, just some of their locations. The final channel design has not been completed
by the Corps as of today, but it should be close to the current one we have from them.
Essentially, we're controlling the location of the park elements, and the Corps is controling channel design.
We don't have a single drawing that shows both together. We could include the latest of both and explain
this.
Both are "conceptual" drawings. I will be happy tp explain this to the Planning Commission, and may very
well have a complete drawing of the channel by then from the Corps.

As the design for the channel and park facilities has been refined, the site plan has changed since the
original submittal. I'd like to use the most current site plan for both staff reports. I'll bring over a set of
what I was going to use - could you review to make sure I'm using the most current? I'm worried the
Planning Commission will notice if there are differences between the Corps drawing and what we show on
our plans.

Hi, Here are the answers to your questions...
1. Bruce could answer this more acurately but I believe that the site was purchased with Forward Thrust
funds that limit the development of the site to recreational and habitat uses. The habitat side channel has
been identified with this site for about 3-4 years, perhaps longer.
2. The State Historic Presevation Office has no jurisdiction over the design of these structures. The
design is up to us. We decided that we could honor the barn and the site by using these designs. SHPO
requires that the site be photo documented. They do not condition or have to approve the design of
subsequent structures on this project.
3. I'll get on the landscape plan. Should have it for you by the end of the day tomorrow.
4. I can mark up the most current site plan with the new 40, 100, and 200 foot lines.
5. I'll dig out the info I received from Pat and make you a copy today.
6. Vehicles will only be allowed to park on site while the park is open. This will be from dawn to dusk.
Cars will not be permitted to remain overnight.
7. 13 stalls is what is proposed. 12 regular, 1 handicap.
8. I have been told by Jim Morrow that there will not be a phone on site of any kind, emergency or
otherwise.

Attached are drafts of the two staff reports that are going to the Planning Commission at the end
of the week. I'd appreciate it if you'd look them over and make any edits to them that are
necessary. I'm also sending a copy of them to Parks for their review. I also have some questions
that you may or may not be able to answer and a couple of items that are needed.
1. Was the site purchased with the dual intent of a fish habitat restoration site and use as a park
or did the idea of creating a side channel come later?
2. Are there final sketches of the picnic shelter and interpretive signs that have been agreed to
by the State Historical folks?
3. I need the formal landscaping plan to show the Planning Commission (which means include
in the mailing this week) and will need the landscaping for the side channel plantings for the
Shoreline Permit by May 21. I hope to have Steve sign the shoreline permit 5/24.
4. I also need a site plan that identifies the 3 shoreline environments on it — the River (first 40 ft.
measured from Mean High Water), Low Impact (next 41 -100 ft.) and High Impact (101 -200
ft. from Mean High Water) environments. I don't need this map until May 21 as it will go
with the Shoreline staff report
5. Pat Cagney said he sent you some information from the federal EIS's that were prepared for
all of the Corps restoration projects. I'd like a copy of these materials for the SEPA file
please.
6. Will there be a limit on the length of time vehicles can be parked at the site? (this may be
more of a Parks question ? ?)
7. On the site plan the Corps prepared, I count 14 parking stalls, but on the site plan I got from
you I count 13. Do you know what the actual figure is?
8. On the telephone issue, please make sure you have talked about not having a telephone with
Bob Abbott — since it can be set up to just have outgoing calls, that eliminates the problem of
its use by drug dealers, it seems like it would be important to have a telephone there for
emergency purposes.
Jack has a set of these draft staff reports as well. I need to finalize them by Wednesday as we
start getting the Planning Commission packets ready to mail on Thursday. Thanks for any info
you can provide.

NOTICE OF PUBLIC HEARING
PROJECT INFORMATION
The City of Tukwila Public Works Department has filed an application for a conditional
use permit and a request for special permission parking to install a habitat restoration
project at 12529 50 Place South in Tukwila. The project is located on an approximately
3 -acre site and will also include a nonmotorized boat launch, a picnic shelter, observation
deck and interpretive signage to explain the history of the site and the habitat restoration
features.
You are invited to comment on the project at the public hearing scheduled for Thursday,
May 24, 2001 at 7:00 p.m. before the Tukwila Planning Commission. The hearing will
take place at Tukwila City Hall in the City Council Chambers, 6200 Southcenter
Boulevard. To confirm the time and date before the hearing, call the Department of

project on the pea patch site on 50th Place South. I'm wondering if you've ever had complaints from the

Sorry!
The months Pea Patch season starts April 1 and runs through January 31, however use drops off after
October.
Overall, I would say that the use is pretty random, but much of the use is on weekends and weekday
afternoons.

Earth
The soils at the proposed building site are glacial till, sand and gravel covered
by approximately 2 feet of topsoil. The site is generally flat with the steepest
slope being 3 -5% along the river bank. The site is not leveed on this side of the
river bank.
The western portion of the site is currently used as a pea patch for city residents.
The pea patch will be reoriented and enlarged as part of the overall project.
A significant amount of excavation will take place on the site since the project is
to create a salmon habitat side channel. It is estimated that 15,000 to 22,000
cubic yards of excavation will occur. Some of the excavated soil will be used to
grade the site. The remaining will be hauled to a legal disposal site or
appropriate fill location. Approximately 5% of the site will be covered with
impervious surfaces after project completion.
Best Management Practices will be used, as required by the 1998 King County
Surface Water Design Manual, to minimize erosion and offsite sediment
transportation.
Air
Normal emissions and dust associated with use of construction equipment will
occur during construction of the project. Emissions will conform to
P.S.A.P.C.A. requirements.
Water
The Green/Duwamish River abuts the site. The purpose of the.project is to add
a 800 foot side channel to the River to restore juvenile rearing habitat. The
project is subject to the State Shoreline Management Act. A Hydraulics Project

Approval (HPA) permit is required from the state Department of Fisheries and
Wildlife since work will be done waterward of the ordinary high water mark; a
U. S. Army Corps of Engineers 404 permit is also required for the project.
Approximately 600 cubic yards of material may need to be removed in order to
connect the completed side channel with the River. The finished project is
intended to allow the river to back fill into the side channel. Water depth and
quantity will fluctuate with the elevation of the River. The project is within the
100 year flood plain. The flood plain elevation is approximately 12.5 feet.
The parking area will be paved either with concrete or asphalt. Runoff from the
parking area will be routed into a bioswale for treatment and infiltration, per the
requirements of the King County Surface Water Design Manual (K.C.S.W.D.
Manual). All requirements of the K.C.S.W.D. Manual will be met for this
project.
Plants
Currently there are alder, maple and fir trees on the site along with shrubs, grass
and pasture. All invasive vegetation will be removed and the side channel will
be planted with native terestrial and aquatic species to improve the habitat value
of the side channel.
Animals
The SEPA Checklist notes that hawks, herons, eagles, songbirds, and most bird
species found in Western Washington have been observed on or near the site.
The site is located along the Pacific Flyway migration route. The mammals
observed on the site have been river otter, mice and voles. The River provides
habitat for salmon, trout and shellfish.
Energy/Natural Resources
Electricity will be used to power a light in the parking lot. The light will be
regulated by photocells, on at dusk and off at dawn.
Environmental Health
No environmental health hazards are expected as a result of this project, nor is
the project expected to increase the need for emergency services. The project

does include the installation of a hand boat launch facility. As a result, a pay
telephone will be installed to allow contact with emergency services, if needed.
Land/Shoreline Uses
The site has been used historically as a farm and contains the last remaining barn
in the City. The condition of the structure has deteriorated over the years.
There is also an old milking shed adjacent to the barn, a machine shed and stable
located on the property. There are approximately 30 head of cattle on the site.
Currently, the primary use of the property is as a top soil and beauty bark
business. The location of the side channel will require the demolition of all the
structures. The site is located in a single family residential area.
The applicant has been working with the Washington State Historic Preservation
Office to include information about the historic use of the property as part of the
interpretive signage that will be installed. The signage will be designed to
incorporate some of the barn's architectural elements and pictures of the farming
activities and structures will be included. The picnic shelter will also be
designed to mimic the barn structure to link the current use to the past use of the
site.
The site is designated Low Density Residential on both the Comprehensive Plan
Land Use Map and zoning map. The construction of the side channel is a
permitted use in the district. The park features and boat launch are subject to a
conditional use permit, which will be reviewed by the Planning
Commission/Board of Architectural Review. A Special Permission- Parking
application will also be reviewed by the Board. The Shoreline Master Program
designation is Urban and the proposal must obtain a Shoreline Substantial
Development permit.
Housing
No housing exists on the site.
Aesthetics
The type of construction proposed for the picnic shelter and signage is wood.
The height limit in the LDR district is 30 feet. The interpretive signage will be
approximately 8 feet in height.

Light/Glare
Recreation
The only exterior lighting will be a pole light illuminating the parking lot for
security purposes. The light will be controlled by photocells, which will turn the
light on at dusk and turn it off at dawn. No glare from the parking lot light is
anticipated on the adjacent residential area.
As part of the park components of this project a hand held boat launch will be
installed along with a picnic shelter and pathway with observation platform that
allows visitors to look out over the side channel. Interpretive signs will be
installed to explain both the value of side channels in the life cycle of salmon
and the agricultural history of the site.
Historic /Cultural Preservation
The site has been used since 1929 as a dairy farm and contains the only
remaining barn in the City. The barn and its associated structures as well as the
landscape have been deemed eligible for the State Historic Register. The
applicant and the U.S. Army Corps of Engineers are working with the State
Historic Preservation Office to determine what mitigation will be required for
demolishing the buildings. The applicant expects to photo - document the site
and some of these photos will be used as part of the interpretive signage.
Demolition of the barn and other structures is needed given the design of the
side channel to maximize its habitat restoration value. The Corps is also
investigating the archeological significance of the site. The Tukwila Historical
Society has offered to assist with the text for the interpretive signs. The
proposed design of the signs mimics the architecture of the barn.
Transportation
The site is accessed via 50 Place South. Currently there is a gravel parking lot
that provides parking for 8 cars for the pea patch. The parking lot for the project
will be shared with the pea patch. The Parks Department has provided a
memorandum documenting the anticipated parking needs for the site. Parks
staff recommend that 12 parking stalls be provided, based on their standard
requirement for this type of park of 3 parking stalls per acre of neighborhood
park site with active amenities. This site is approximately 3 acres with a mix of
active and passive park facilities. The majority of the site will be used for the
side channel fish habitat restoration, with the active features including a

Public Services
Utilities
community garden, covered picnic shelter, fish observation deck, walking trail
and non - motorized boat launch. A portable toilet will remain on the site. The
site plan indicates that 12 parking stalls plus one ADA stall for a total of 13
parking stalls will be constructed.
The development of this site as a small park and fish restoration project may
generate an increased need for public services such as police and fire. The
Police Department has reviewed the project and recommended that a pay
telephone be installed in the event there is an emergency on the site and that the
parking lot be lighted.
Utilities currently available at the site include electricity and water. A portable
toilet is provided in lieu of full restroom facilities. No additional utilities are
anticipated to be needed as a result of the park construction.

Codiga Farm Side Channel Project
An Open House was held Wednesday, April 18, from 5:00 -7:00 p.m. at the Community Center to present
information about the Codiga Farm Side Channel project. Staff from Public Works, Parks, Community
Development and the U.S. Army Corps of Engineers attended to answer questions of area residents. Five
area individuals attended, including former City Council member Wendy Morgan, who attended as
President of the Tukwila Historical Society.
While not many people attended, those who did come had a number of issues they wanted to discuss.
These concerns included the following: plans for including a pay telephone at the site (suggested by the
Tukwila Police Department in case of an emergency involving the boat launch) will be a magnet for drug
dealers who already are a strong presence in this neighborhood; if the pay telephone is placed there, then
surveillance cameras should also be installed on the site; the park should be gated so that it doesn't attract
nuisance activity at night; the porta -potty is used for illegal activities and should be removed; there needs
to be more presence by the police department in this area; the park should not be named after the Codiga
Farm (there is already a bridge named for Mr. Codiga) but a name representing a broader community
should be used. Concern was also expressed about the number of abandoned vehicles and trash that has
collected around and under the bridge. The Historical Society was concerned that the barn is being torn
down with no real effort to preserve it and that they were not notified directly about the meeting but found
out about it at the Council meeting this week. Ms. Morgan offered the assistance of the 1-Historical Society
with writing the text for the interpretive signage on the site. The Society requested copies of pictures of the
barn and the original architectural drawings for their archives. Parks Department staff will follow up with
the Historical Society to develop the interpretive signage. Staff will also discuss the safety issues raised
with the police department.

copy of the Notice of Application to post on the board. Please let me know two days prior to
installing the notice board to arrange the pick up of the laminated Notice of Application. The
installation of the notice board must be coordinated with the public notice mailing. After installing
the sign with the laminated notice, you must return the signed Affidavit of Posting to me.

The current Pea Patch is set -up for 40 plots.
Based on the proposed dimensions of 80 ft. x 260 ft. for the new Pea Patch area, I
estimate that there will be approximately 35 plots. With 35 plots, we can estimate a
range of participants of 12 — 35 people. Based on the history of the program, I fully
expect that we will fill all 35 plots, and expect approximately 20 participants in the
program. The current parking that exists for the Pea Patch has been sufficient to
accommodate this load.
