A complete submittal for the subject Shoreline Substantial Development permit to extend
an electrical distribution utility corridor from the Duwamish and Creston - Nelson
substations to the Intergate East Technology Center development was filed with this
office by City of Tukwila on June 7, 2001. Work under this permit includes crossing the
Duwamish River at two points: the first crossing requires a reinforcing sub pole adjacent
to an existing pole; the second crossing at East Marginal Way requires one replacement
pole, one new pole in the shoreline zone and a new pole outside the shoreline zone but
adjacent to a drainage swale. Another new overhead feeder will be constructed from the
Creston - Nelson substation crossing the Duwamish River at East Marginal Way on the
new poles.
The development authorized by the subject permit may NOT begin until the end of the
21 -day appeal period June 28, 2001. The Shorelines Hearings Board will notify you in
writing if this permit is appealed. Other federal, state, and local permits may be required
in addition to the subject permit.
If this permit is NOT appealed, this letter constitutes the Department of Ecology's final
notification of action on this permit.

1. PROJECT DESCRIPTION:
The project involves extension of additional electrical distribution capacity from the Duwamish and
Creston- Nelson substations to the Intergate East Technology Center development A new overhead
feeder will be constructed from the Duwamish substation south on SR 99 to 112 Street and then
south along the west side of East Marginal Way South. This feeder would cross the Duwamish
River at two points. The first crossing will require a reinforcing stub pole adjacent to an existing
pole. The second crossing at East Marginal Way will require one replacement pole, one new pole
in the shoreline zone and a new pole outside the shoreline zone but adjacent to a drainage swale.
Another new overhead feeder will be constructed from the Creston- Nelson substation crossing the
Duwamish at East Marginal Way on the new poles. A second feeder line from the Creston - Nelson
substation will be constructed later and require a separate shoreline permit.
2. POLICIES OF THE SMA/SMP:
The site is located in an area annexed by Tukwila from King County. As no new shoreline master
program has been adopted for the area it is still within the jurisdiction of the King County Shoreline
Master Program, though Tukwila administers the KC requirements. Tukwila finds that the project
as proposed is consistent with the applicable goals and policies of that SMP.
3. SHORELINE REGULATIONS:
Following are the relevant review criteria as contained in the King County Shoreline Regulations as
applied by the City of Tukwila:
25.16.160 Utilities:
A. Utility and transmission facilities shall:
1. Avoid disturbance to unique and fragile areas;
2. Avoid disturbance of wildlife spawning, nesting and rearing areas;
3. Overhead utility facilities shall not be permitted in public parks, monuments, scenic
recreation or historic areas.

Response: The poles will be placed within existing utility and street right -of -way, thereby
avoiding unique and fragile areas as well as parks, recreation and historic areas.
B. Utility distribution and transmission facilities shall be designed so as to:
1. Minimize visual impact;
2. Harmonize with or enhance the surroundings;
3. Not create a need for shoreline protection;
4. Utilize to the greatest extent possible natural screening.
Response: The new lines and poles will be located along existing transmission routes where
possible and therefore not present a significant visual impact.
C. The construction and maintenance of utility facilities shall be done in such a way as to :
1. Maximize the preservation of natural beauty and the conservation of resources;
2. Minimize scarring of the landscape;
3. Minimize siltation and erosion;
4. Protect trees, shrubs, grasses, natural features and topsoil from drainage;
5. Avoid disruption of critical aquatic and wildlife stages.
Response: The pole construction procedures will minimize disturbance to the shoreline. Only a
minor amount of soil will be excavated at each site and the ground around the pole will be tamped
down to prevent erosion.
D. Rehabilitation of areas disturbed by the construction and/or maintenance of utility facilities
shall:
1. Be accomplished as rapidly as possible to minimize soil erosion and to maintain plant
and wildlife habitats;
2. Utilize plantings compatible with the native vegetation.
Response: Each pole will take approximately two hours to install, so the period of disturbance is
brief.
4. COMMENTS
One comment was received from a property owner on East marginal Way South. He would prefer
that City Light use the existing utility poles on the east edge of the right -of -way rather than install
new poles on the west side of the street because of visibility concerns out of his driveways. He was
referred to Scott Powell, the City Light project manager.
5. SEPA:
A determination of non - significance was issued by Seattle City Light on April 5, 2001.
6. RECOMMENDATION:
Approve the shoreline substantial development permit.

The lead agency for this proposal has determined that it does not
have a probable significant adverse impact on the environment.
An environmental impact statement (EIS) is not required under
RCW 43.21C.030(2)(c). This decision was made after review of a
completed environmental checklist and other information on file
with the lead agency. This information is available to the
public on request.
The project will be conducted in a manner to avoid or mitigate
impacts on earth, water, animals, . and environmental health
elements of the environment. Mitigation will include minimizing
impacts by removing the minimum amount of vegetation necessary
for electrical safety, avoiding soil disturbance by placing mats
over the ground where vehicles must go off road, using sediment
fencing if work is done during the rainy season, and replanting
or reseeding where necessary in environmentally sensitive areas.
Construction is taking place entirely within existing utility
and street rights -of -way which have been previously cleared and
contain' existing utility structures such as existing electrical
poles and lines, water mains, etc.

Electrical load from the Intergate East Technology Center
will necessitate accelerating the schedule for improvements
at SCL's existing Duwamish and Creston - Nelson Substations.
Addition of a new 125 MVA transformer and construction of a
new bus section and feeder breakers will take place at the
Duwamish Substation in 2002 -2003. This work will occur

Seattle City Light has a franchise with the City of Tukwila
to provide electrical service to customers within the
Tukwila City limits. SCL's existing electrical

distribution system is insufficient to provide the
electrical capacity needed for a large new development by
the Sabey Corporation being marketed as a "technology
center ". This facility, the Sabey Intergate East
Technology Center, consists of five warehouses previously
used by the Boeing Company, that are being redeveloped to
accommodate large numbers of computer servers, switches and
routers referred to as "internet server farms" or "data
centers ". The redevelopment project has already undergone
SEPA review by the City of Tukwila. This SEPA
environmental checklist describes and evaluates the impacts
of the electrical generation and electrical distribution
system needed to meet the electrical requirements of the
project and serve the area as required by the existing
franchise between the City of Tukwila and Seattle City
Light. This checklist covers the electrical facilities that
will need to be constructed. Generally construction of
distribution level voltage power lines (in this case 26 kV)
are exempt from review under SEPA. In this case, several
new lines will cross the Duwamish River so the project
exemption does not apply.
Electrical system improvements consist of construction of
three new dedicated 26 kilovolt feeders, reconductoring
(replacing existing wire with new heavier wire) one
existing feeder, accelerating work at two existing SCL
substations to support service delivery (see also Question
7 above) .

The three new and one existing 26 kV distribution lines
follow the routes generally described below
From Duwamish Substation -
Feeders 2693 and 2692 originate at the Duwamish Substation and
follow the right -of -way to East Marginal Way South. At East
Marginal Way South, the feeders are located as follows:
Feeder 2693 - This existing feeder is located in an adjacent
right of way about 200 ft. east of East Marginal Way, travels
south to 124th Place S , and is overhead from East Marginal Way
to 124th Place South. Existing wire will be replaced with new
wire under Phase V.
Feeder 2692 - This feeder (Phase II) will be located on the west
side of East Marginal Way, then routed west on South 120th Street
From Creston - Nelson Substation -
Feeder 28XY - Feeder 28XY originates at Creston Nelson Substation
and follows the transmission right -of -way to East Marginal Way
South. This feeder (Phase III) will be located on the west side
of East Marginal Way S, then placed underground from East
Marginal Way S to 120th Place South.
Feeder 28XX - Feeder 28XX originates at Creston Nelson
Substation and follows the transmission and distribution
rights -of -way to South 116th St. This feeder (Phase IV)

This is unlikely. Construction is taking place entirely
within existing utility and street rights -of -way which have
been previously cleared and contain existing utility
structures such as existing electrical poles and lines,
water mains, etc. Digging for setting several new utility
poles near the Duwamish River shoreline will occur in flat
areas above the top of the river bank where risk of erosion
is very small. The depth of the pole excavation needs to
be 10% of the length of the pole plus 2 feet, resulting in
the movement of about 1.5 cubic yards of soil. Generally,
all excavated material(from digging the hole) is used in
setting the pole, with any remaining soil tamped around the
pole base. Setting a pole requires about 2 hours, so that
soils are exposed for a very short time. See also Section
3 (d) .

2. Air

wood smoke) during construction and when the project is

During construction, trucks and equipment will emit exhaust
and raise some dust with negligible impact.
After energization of the new distribution lines, the
generation required to meet energy requirements (see also
section 6) of the end user, will result in air emissions.
In this case, air pollutant emissions will result from
operation of fossil fuel based generating resources. City
Light's existing power resource portfolio is composed
primarily of hydropower resources that produce little or no
air emissions. However, these resources are insufficient
to meet the total demand for electricity within SCL's
service area. New resources will need to be developed,
contracted for, or purchased when the project is energized.
Due to the project schedule, and insufficient supply of
available renewable resources, it is anticipated the source
of electricity will at least initially be from fossil fuel
based generation.
The air pollutants produced by various fossil fuel
resources and their impacts are discussed in detail in
other SCL documents. These pollutants include
particulates, volatile organic compounds, oxides of sulfur
and nitrogen, carbon monoxide, heavy metals, and toxics -
see also SCL Power Options (March 1997), Strategic
Resources Assessment Environmental Impact Statement (May
1997) and Addendum (August 2000).
Greenhouse gases are also produced in the combustion of
fossil fuels. While greenhouse gases are not regulated as
pollutants under federal or state law, Seattle has
established a goal of meeting electric energy demand with
no net increase in greenhouse gas emissions, requiring
computation of these emissions and offsetting mitigation
measures (City of Seattle Resolution Number 30144).

Enclosed is Seattle City Light's application for a Shoreline Permit from the City of
Tukwila. This permit is for electrical utility construction to serve the Sabey
Corporation's Intergate East Technology Center. Phases of the project for which we are
now seeking a permit include:
• Phase II: New 26kV feeder along west side of E. Marginal Way S. Installation of
two new wooden poles at E. Marginal Way S., installation of one reinforcing pole at
S. 112`" St. crossing, and associated line work for both crossings. Included in this
phase is installation of one wooden pole outside the shoreline zone, but in a sensitive
location adjacent to a drainage swale along E. Marginal Way S., just south of the
Duwamish River.
• Phase III. New 26kV feeder along west side of E. Marginal Way S. Addition of
second feeder to poles installed in Phase II.
An additional phase of the project, for which we will seek a permit in the future, includes:
• Phase IV. New 26kV feeder along existing Tacoma Tie Line Right of Way to the east
of E. Marginal Way S. Installation of two new wooden poles and associated line
work.
• Work in Phases I and V involves reconductoring of existing lines and is considered to
be a maintenance activity.
• Work in Phase III could involve the placement of a pole in a wetland within our right
of way just east of Interstate -5. This phase is not fully designed, but we recognized
that additional sensitive area review would be required for activities within the
wetland.

Project Description and Analysis:
Background
Date: April 2, 2001
Sabey Corporation is redeveloping an existing set of 5 buildings between Pacific Highway South
and East Marginal Way South between S 120` Street and S 124 Street into a technology
campus (Intergate East) serving as a co- location center for electronic commerce. The primary
electrical loads in the project are mainframe computer loads and accompanying air conditioning
loads, expected to be continuous 7 day /24 hours per day.
Sabey's current plan calls for a staged development of the 5 buildings over an 18 -month period
based on the build -out needs of its tenants. They propose to increase load to a total of 110MVA
connected, projected at 100 MVA of actual load over that period.
Seattle City Light Service Proposal
Seattle City Light's distribution system in the area of Sabey's Intergate East project includes two
overhead 26KV feeders on East Marginal Way which serve all customers in the general area of
the Sabey development. These lines do not have sufficient capacity to serve the Intergate East
project. Based on the customer's requested schedule and a number of engineering factors Seattle
City Light is proposing a phased construction to serve the Sabey load. Please note that, due to
the status of design, this application pertains to Phases II and III only.
Phase I - completed
• Perform switching and load transfers to remove existing loads from an existing
distribution feeder (Feeder 2693) from Duwamish Substation and move those other
customer loads to other feeders serving the Tukwila area. Provide 26MVA for the
Intergate East project.
• This feeder crosses the Duwamish River at S. 112 St. and at an existing Right of
Way (ROW), known as the Tacoma Tie Line corridor approximately 200 feet east of
E. Marginal Way S.
Phase II — proposed completion May, 2001
• Construct a new overhead feeder from Duwamish Substation (Feeder 2692) to serve
an additional 38MVA .

• This feeder follows the City Light ROW along the west side of SR 99 and enters
Tukwila from the northwest at about S. 112` St. It would be routed from the existing
S. 112`'' St. east -west ROW, south on a new ROW along the west side of E. Marginal
Way S.
• This feeder crosses the Duwamish River, within the City of Tukwila at two locations.
First, at S. 112 Street, with reconductoring of an existing dormant circuit. At this
location, a stub pole is needed to reinforce an existing pole in the shoreline zone on
the southeast side of the River. Second, the feeder crosses the Duwamish along the
west side of the E. Marginal Way S. bridge. On the north side of the river, an existing
pole will be replaced with a larger pole. A new pole will be placed on the south side
of the river. In addition, another pole in this corridor is noted. It is outside the
shoreline zone but is adjacent to a drainage swale that drains directly to the River.
For this reason, installation of this pole will be done as though it were in a designated
sensitive area.
Phase III — proposed completion Dec , 2001
• Construct a new overhead feeder from Creston - Nelson Substation to serve an
additional 38MVA.
• This feeder will cross the Duwamish River along the new pole line on the west side of
E. Marginal Way S. (constructed in Phase II). No additional poles are needed in the
shoreline zone.
• Routing of this feeder crosses a small wetland (about one acre) located within the
SCL ROW in the City of Tukwila. This is east of Interstate -5, near the intersection of
47 Ave. S. and S 109` St. It is not in the shoreline zone but is considered a sensitive
area. It is unclear at present if a new pole will need to be placed within the wetland.
If so, City Light will consult with and seek City of Tukwila sensitive area review.
Phase IV — proposed completion by June , 2002
• Construct a new overhead feeder from Creston - Nelson Substation to serve an
additional 38 MVA.
• This feeder will cross the Duwamish River within the existing Tacoma Tie Line
ROW. Two new poles will be placed within the shoreline zone, above the river bank,
one on either side of the Duwamish. This will be a separate Shoreline Permit
application.
Phase V — proposed completion by Dec 2002
• Reconductor (replace existing wires with larger ones) on Feeder 2693 from Phase Ito
upgrade the capacity of the feeder to 38MVA.
• This feeder will replace an existing circuit crossing the Duwamish along the Tacoma
Tie Line ROW. No new poles needed.
Shoreline Permit Summary
This application is for permission to install 2 new wooden poles and one stub (reinforcing) pole
in the shoreline zone and to construct associated distribution circuits.

Site Plans
Checklist Item 22. Storm Drainage
Erosion and sediment control issues for this project are addressed in the King County Surface
Water Design Manual and its Appendix D, Erosion and Sediment Control Standards. Although
the manual was designed to address projects of significantly larger scope than this project, Seattle
City Light procedures were found to satisfy the intent of the control process so described.
First, it is noted that the project involves the placement of two new poles and one stub pole
within the shoreline zone. In addition, one pole along E. Marginal Way S. will be installed
outside of the shoreline zone but in proximity to a densely vegetated drainage swale that drains to
the Duwamish River. Each of these poles is located above the top of the river bank and care will
be taken to keep excavated soils above the top of the bank. Each pole requires excavation of
about 1.5 cubic yards of earth. In refilling the hole, soil is tamped around the pole and, due to the
compaction, typically all of the excavated soil is replaced in the hole. Also, all poles discussed
within this application will be "field lined ". This means that an impermeable membrane is
wrapped around the buried portion of the pole to prevent migration of wood preservative into the
surrounding soil and to extend the effectiveness of the preservative treatment.

Per elements discussed in the Erosion and Sediment Control Standards.
1) Clearing limits. A very minor amount of clearing was required to evaluate the condition of
one existing pole, in order to survey and design the project. This is the pole on the southeast side
of the Duwamish River at the S. 112` St. crossing, located within a fenced portion of the SCL
right of way. Clearing involved cutting back blackberry vines in the immediate vicinity of the
pole. No clearing was done near or below the top of the bank and no additional clearing is
needed to install the stub pole that will reinforce the existing pole.
2) Cover measures. Guidelines call for temporary measures if soils are exposed for more than 7
days (dry season work) or 2 days (wet season work). Pole installation typically requires about 2
hours and an area of a few inches around the pole is left exposed.
3) Perimeter protection. As noted, all poles will be installed above the top of the river bank and
poles in the shoreline zone will be on flat ground. In the one case outside the shoreline zone
adjacent to a drainage swale, the ground slopes immediately down from the sidewalk into the
swail. In this case and as needed in other locations, installation crews will manually hold sheets
of plywood up adjacent to the auger while it digs. This effectively contains the soils in close
proximity to the hole on the downslope side. Again, the total amount of soil moved is small, and
the installation process typically take 2 hours.
4) Traffic area stabilization. In all but one case, equipment movements to install the poles are
limited to existing paved area. On the southwest side of the S 112 St crossing, within the
fenced right of way area where a stub pole will be installed, existing service access ways are
adequate to support the pole auger and placement equipment. Two transits of the area will be
required and all traffic is above the top of the river bank.
5) Sediment retention. As noted, about 1.5 cubic yards of soil are removed and are immediately
tamped back into the hole.
6) Surface water control. Less than one square yard of soil is disturbed for a period of about two
hours. No additional surface water drainage is created. As an added protection, poles in
proximity to the shoreline are field -lined to prevent migration of wood preservative into the
surrounding soils.
Also responding to Item 22, the following addresses spill control and prevention. For this
project, spill potential would involve an accident or malfunction with equipment used to auger
the holes and place new wooden poles. Note that the project involves no activity involving
transformers, transformer oils, or PCB's.
City Light's first priority is on prevention. Training and maintenance are conducted regularly to
prevent accidents and malfunctions from occurring. Response to potential spills is also a
priority. Attached are "first responder" procedures, in which equipment operators are trained,
and a fascimile of a spill response card that is carried in each vehicle. For work near or along a
shoreline or sensitive area, City Light will develop a spill prevention plan specific to the work to
be done, which will include fueling procedures, spill supplies, and checks for equipment.
Checklist Item 34. Construction limit lines.
Limit lines and areas of clearing/grading are indicated on the drawings. Amount of extracted
material for each pole is approximately 1.5 cubic yards.

ENVIRONMENT
at SAFETY
The release of oil, PCBs, and hazardous substances can pose a threat to human health and the
environment. Also, certain response actions are required by state and federal regulations. For these
reasons, it is important to organize a prompt and thorough response to PCB, oil, and hazardous
material spills. The following steps will facilitate such response. Refer to the Chap.12 in the SCL
"Emergency Operations and Procedures Manual" (the Redbook) for additional information.

4. Report the Spill - 0
• Call your Supervisor and have him /her notify System Control Center (SCC).
• If unable to reach a supervisor, notify the SCC directly at 706 -0205 (or 706 -0201 or - 0202).
SCC will notify Environment and Safety Division (24hr. pager 995 -2460) if necessary.
• Fill out the Hazardous Material Incident Report (309 -L (12 -95)) found in the spill kit
informational packet and send to E &S at KT3360 (fax: 386 -4589) within 24 hours.
5. Determine PCB Content of Spill -
• Check labels (GC, MFG, color) and verify PCB content with SCC.
- Green label means PCB <1 ppm - Blue label means PCB <50ppm
• Give SCC the City Light equipment identification number, the manufacturer serial number,
or the geocode location if possible.
• If SCC is unable to verify PCB content, a sample may need to be taken by a qualified line
worker or operator and analyzed at a lab - usually Sound Analytical (253- 922 -2310) in Fife.
6. Spill Clean -Up -
• If PCBs are present and /or spill is too large for on -site crew to clean -up, then a Civil
Construction crew or contractor will be dispatched for clean -up.
• Otherwise, use the disposal bags and labels in spill kit as necessary to containerize and
label all waste.
• Dispose of all bagged and labeled spill waste at the Toxics Substances Unit at South
Service Center.
• Restock spill kit after each use with supplies available from the General Section Warehouse.
1. Protect Yourself -
• Make sure you know what the spilled material is and its associated hazards.
• Wear personal protective gloves, booties, and goggles contained in spill kit.
• Be aware of electrical and other physical hazards (slippery surfaces, on- coming traffic,
dangling wires, etc.)
2. Contain the Spill -
• Stop the flow when possible; use temporary epoxy in spill kit to plug holes.
• Place absorbent material, pads, or socks from the spill kit around the perimeter of the spill.
• Block drains by building a berm or placing absorbent pads around them.
• White pads absorb oil only; yellow pads absorb oil, water, antifreeze, battery acid, etc.
• Avoid stepping in or spreading the spilled material.
3. Secure the Area -
• Limit access to the spill site.
• Use cones and hazard tape.
• Redirect traffic if necessary.
