No freestanding sign is proposed. UJ 0 Decisional Criteria c TMC 19.32.140(A) allows permitted sign area to be increased by 50% for each doubling of the Z W required minimum setback...but in no case shall the sign area exceed that permitted in TMC p 19.32.150. Pursuant to TMC 19.32.150, the maximum allowed sign area could be 6% of the z w exposed building face (EBF) up to maximum of 500 sq. ft. 2 U 0 — North Facade: The sign is proposed on a building facade that is setback 230' from the north 0 III property line. This setback is 15.33 times the minimum setback requirement for v the TUC zone. o w z. Per Table 1 -of TMC 19.32.140, the standard allowed sign area would normally be U 61.16- sq. ft. for an EBF of 1404.13 -sq. ft. Since the building is setback 15.33 r-: 1— times the minimum setback required for the underlying zone, the maximum sign area is allowed to be increased 50% for each doubling of the required minimum setback up to 6% of EBF or 500 sq. ft., whichever is less. Six percent of EBF (1404.13 sq. ft.) is 84.24 -sq. ft; hence the maximum allowed sign area on west facade is 84.24 sq. ft. East Facade: The sign is proposed on a building facade that is setback 80' from the east property line. This setback is 6.6 times the minimum setback requirement for the TUC zone. PerTable 1 of TMC 19.32.140, the standard allowed sign area would normally be 63.90- sq. ft. for an EBF of 1472.67 -sq. ft. Since the building is setback 6.6 times the minimum setback required for the underlying zone, the maximum sign area is allowed to be increased 50% for each doubling of the required minimum setback up to 6% of EBF or 500 sq. ft., whichever is less. Six percent of EBF (1472.67 - sq. ft.) is 88.36 -sq. ft; hence the maximum allowed sign area on south facade is 88.36 -sq. ft. 1 1. The buffer is vegetated and includes an enhancement plan as may be required to improve the buffer function and value; or 2. If there is no significant vegetation in the buffer, a buffer may be reduced only if an enhancement plan is provided. The plan must include using a variety of native vegetation that improves the functional attributes of the buffer and provides additional protection for the wetland or watercourse functions and values. SIGN DEVIATIONS ❑ In single family zones: signs for all conditional uses and public facilities (TMC 19.32.080); ❑ In multi - family zones where signs face multi - family, commercial and industrial zones: signs of conditionally permitted uses, all public facilities and freestanding signs (TMC 19.32.100). In Commercial and Industrial (TMC 19.32.170) Zones: ❑ Signs of conditionally permitted uses, all public facilities and all free - standing signs, that abut or face single family zones (TMC 19.32.120) and multi - family zones (TMC 19.32.130); Any multi -tenant office building sign which has over 50% of the total allowed wall sign area (TMC 19.32.140(B)(4)); A 50% increase in wall sign area for each doubling of the Zoning Code maximum building setback up to 6% of the wall area upon which the sign will be mounted up to a maximum of 500 sq. ft. (TMC 19.32.140(A)(2) and (C)). Shopping Mali business wall signs (TMC 19.32.150(A)): ❑ To allow one wall sign to have more than 50% of the business's total allowable sign area in one sign. ❑ To allow one freestanding sign to have more than 50% of the site's total allowable sign area in one sign. Sign area for both signs is less than the maximum permitted area. The proposed sign area on north facade is 73.13 -sq. ft., which less than maximum permitted for that facade (84.24sq.ft.). The proposed sign area on the east facade is 73.13 sq.ft., which is less than the maximum permitted for that facade (88.36 -sq. ft.) DECISION The request to increase sign area from 61.16 -sq. ft to 73.13 -sq. ft. for the proposed sign on north facade is approved. The request to increase sign area from 63.90 -sq. ft. to 73.13 - sq.ft. on east facade is also approved. Date: April 3, 2001 Dear Sir or Madam: Our Client, Omni Fitness Equipment, has asked us to apply for a variance that would allow for an increase of 11.96 square feet of additional sign area for it's North building elevation and 9.22 square feet of additional sign area for it's East building elevation. The North building elevation is 23'-6" in height and the linear frontage is 59' -9 ". The total exposed building face for this elevation is 1,404.13 square feet. The W4 building elevation is 23'-6" in height and the linear frontage is 62' -8 ". The total exposed building face for this elevation is 1,472.67 square feet. It is my understanding that the code would allow for 61.17 square feet of sign area for the North building elevation and 63.91 square feet of sign area for the M- building elevation. The client has shipped us pre- fabricated signs that arc both 30" (I-1) x 29'- 3 "(W), for a total of 73.13 square feet per sign. Thus the request for a variance to exceed the amount of square footage allowed by the current code. It is my position, as well as the position of the property management, that the proposed signs are consistent in size, proportion to tenant space, and design to other signs within the same site. Additionally the- colors of the letter faces are blue and white which is less obtnisive than the more common colors used in signs. The Client's exposed building faces are at the upper end of the table shown on page 19 -15 of the sign code. The client would need an additional 370.87 square feet of exposed building face on it's North elevation and 302.33square feet of exposed building face on its West elevation to have the proposed sign fall in to compliance with the existing sign code. The client has paid for permits and sign fabrication/installation at this site within the last six months. It was determined upon completion of this project that the signs that exist at the site offer little visibility due to size and color. The client has also previously paid for a "catwalk" to be installed behind the building face to allow for proper access during sign inspections. Omni Fitness has signed a long term lease to remain at it's current Tukwila location. Omni Fitness is highly involved in community related projects. Omni Fitness has designed their signs to be soft on the cyc and unobtrusive to passers by. Unfortunately, the signs, without a fairly significant increase in size will continue to ineffective in regards to letting customers know that they are even located within this site. I respectfully request a variance that would permit Berry Neon Co., Inc. to install the 73.13 square foot signs at this location upon removal of the current signs. The client feels that they are losing business each day due to the small, ineffective signs that remain as of today and the client is anxious to proceed with the installation of the larger signs.
