Public Works Department and the Department of Community Development. Please contact the Department if you

of Tukwila datum (NGV 1929 datum for 100 year
flood elevation with equation to City of Tukwila
datum). This shall be stamped by the surveyor,
and include a surveyor's certificate (sample
attached).
13. Location of all sensitive areas (e.g., streams,
wetlands, slopes over 20 %, coal mine areas and
important geological and archaeological sites.).
Provide sensitive area studies as needed per TMC
18.45. Also show trees over 4" caliper in sensitive
area or buffers, indicating those to be saved. All
proposed sensitive area and tree protection measures
shall be shown.
14. 100 yr. flood plain boundary and elevation as shown
on FEMA maps.
15. Existing property lines to remain and proposed lot
lines shall be shown as solid lines. New lines shall
be called out. Lines to be removed shall be dashed
and called out.
16. Building footprint with changes in elevation, site
improvements with sufficient dimensions to be
accurately described and located (driveways,

Re: Notice of incomplete application for Short Plat application. File numbers LO1 -038.
The Department of Community Development received your application to short plat one lot into
two lots. Based on a review of your submittal relative to those requirements as set out in the
Complete Application Checklists for Short Plat, your application is deemed incomplete.
The following information is required in order for your application to be determined complete:
1. Please submit a wetland report prepared by a qualified wetland biologist that explains the
delineation and type of wetland and watercourse shown on the survey map. Refer to attached
Tukwila Municipal Code (TMC) 18.45 for regulations pertaining to wetlands and watercourses.
2. The subject site contains steep slopes. A geo- techical report prepared by a certified geo-
technical engineer is required for any development on steep slopes. Refer to the attached
guidelines and Tukwila Municipal Code (TMC) 18.45.080(E), for the requirements for the geo-
technical report.
3. All significant trees must be shown on the survey and those that are proposed to be removed
must be identified. Clearing of trees on any steep slopes is subject to tree regulations of TMC
Chapter 18.54. Significant trees are defined as all trees except cottonwoods that are 4" in caliper
measured 4.5' above grade. Further refer to TMC 18.54.080 for other information related to
trees that must be shown on the survey. Also refer to TMC 18.54.130 for criteria to be used to
authorize removal of significant trees on steep slopes. Specifically refer to the replacement tree
ratios and sizes for replacement trees.
4. In addition to the Plat map (that is the document to be recorded) please provide a Site Plan that
shows all the information requested in the attached Public Works Review Checklist. The Plat
map must show items such as boundary and topographic survey; sensitive areas such as
wetlands /streams with associated buffers; existing and proposed lot lines; and any
existing/proposed easements. The Site Plan must show items such as access, sewer and water,
location of sensitive areas, proposed building footprints, storm drainage acid other utilities.

5. A current title report dated within 30 days of application filing must be submitted. Also explain
note under C (2) Special Exceptions, that supplemental report will follow when the effects of
Superior Court case on the property are determined. Are there any effects of that case on this
property?
After receipt of the requested information, we will notify you within 14 calendar days whether
your application is complete, or if incomplete, what information is still needed to complete the
application. It is important to note that this application will expire if we do not receive the
additional information within ninety (90) days of the date of this letter unless an extension is granted
pursuant to Section 18.105.070(E).
Additionally, we have started code - related review and have following comments that need to be
addressed:
1. Centerline of South 150 Street lines with the north line of proposed lot 1. Is the entire access to
lot 1 from the south 20 -foot portion of South 150 Street? Please clarify if any easements are
needed on Lot 13 Block 2 in order to access lot 1.
2. Please provide a copy of the vacation ordinance number 8851 dated January 9, 1989.

The report can range from a short site analysis for a single - family residence to a
large report for a new commercial building.
A geotechnical report contains information used to design retaining walls, w 0

Full Geotechnical Report
The City requires a full geotechnical investigation for projects which involve any
of the following activities. The City may require this level of investigation for
other projects depending on site conditions.:
• Land altering, exemptions listed in TMC 16.54,
• Sensitive areas, classes 3 and 4,
• Coal mine hazard areas,
• Riverbank stability analysis
• Hazardous Waste Facility Design
• Retaining wall over 4' high
At a minimum a full geotechnical report shall include:
• a project description,
• a site plan showing the bore or test pit locations and sensitive areas such
as steep slopes, drainage and wetlands,
• bore logs and soil profiles,
• conclusions which include a discussion whether the proposed project is -
appropriate for the site,
• design recommendations,
• construction recommendations and
• monitoring recommendations.
At a minimum, the report shall discuss all of the following which apply to the
site:
• Potential effects on and near the site
• Surface and subsurface conditions
• Drainage
• Erosion
• Slope stability
• Excavation /fill
• Settlement /preload /risk analysis, including monetary liability
• Slope stability
• Retaining walls /piles /subgrade walls
• Pavement

The City Council adopted a sign amortization program in 1998. The deadline for sign z
compliance is December 31, 2001. DCD has been notifying, educating, and advising w O
businesses with a letter, brochures, a web page and articles in the Hazelnut, and the ? o

In 2000, voluntary sign reduction agreements were signed between the City and six = w
property owners, which allowed the property owner's businesses to have an extended �
compliance period in exchange for early agreement on sign reduction. �—`' O

Proposal o
DCD would like to implement a number of additional measures to encourage and assist
property owners and their businesses in compliance with the City's Sign Code.
Business Identification/Marketing Assistance
1. A graphic artist and or marketing consultant would be available free of charge to
work with businesses individually on marketing and identification. The City would
contract with a marketing consultant or graphic artist, and pay the contractor for one
hour per business. The time could be used in any way the business chose but the
consultant would be a specialist in creatively identifying and marketing the business
in accord with its needs and character.
Budget Impact: DCD can absorb the cost and has sufficient funds in its 2000 consultant
budget. Estimated maximum needed - $20,000.
Sign Company Education
2. A training workshop for sign companies. The City would sponsor and run a seminar
that instructs companies on the City's code, the process of applying for permits and
the sign amortization program. Companies that participate in the workshop would be
identified in the letter being sent to all property owners with noncompliant signage.
Budget Impact: None - Sign Amortization is part of DCD 2000 work program

Perform at least two percolation tests at the proposed infiltration location.
Space the test locations uniformly throughout the proposed area.
Depending on site conditions, the. Public Works Department may require
additional tests.
Test Preparation
Dig or bore a hole that is 6 -8 inches wide and 3 feet deep. To expose a
natural soil surface, scratch the sides of the hole with a sharp, pointed
instrument and remove the loose soils from the bottom of the test pit.
Place two inches of gravel in the bottom of the hole to prevent scouring
when the water is added.
1.Soaking Period
On the evening BEFORE you expect to perform the percolation test, soak
the holes. To soak the holes, fill each test hole with clear water.
If, after twice filling the hole with water, the water seeps completely away
within 10 minutes, proceed with the next step, "Measuring the Percolation
Rate ". Sandy soils will drain very quickly.
If the water does not completely drain away in 10 minutes, then you must
soak the soil. To soak the soil, keep adding water so that each hole remains
full over a period of four hours. Soils with clay in them require this longer
soaking time.
,Percolation Measurement
Refer to Figure 1 while reading these directions. Place two nails, three
inches apart, into a piece of wood lath that is longer than the hole depth.
Place the nails on the lath so that they will be 6 -8" below the top of the hole
when the lath is placed in the hole.

Fill the hole with clear water to the top nail. Calculate the time it takes the
water level to go from the top nail to the bottom nail (approximately 3 ").
Record the time on the attached sheet.
Repeat the timing three times and record the times on the attached form.
Return the form to the City of Tukwila Public Works Department.
