Verizon Wireless has filed an application for a Conditional Use Permit, Number L01-
045, to install a rooftop wireless communication facility, comprised of antennae that are to
be screened by an enclosure that is consistent with the architecture of the existing
building. The associated equipment is proposed to be placed inside the existing building
located at 14900 Interurban Avenue South, Tukwila.
You are invited to comment on the project at a public hearing scheduled for September
27, 2001, at 7:00 p.m. before the Planning Commission. The hearing will take place at
City Hall in City Council Chambers, 6200 Southcenter Blvd. To confirm the time and date
before the hearing, call the Department of Community Development at 206 - 431 -3670.

1. The proposed use will not be materially detrimental to the public welfare or injurious
to the property or improvements in the vicinity.
This proposed use will not be materially detrimental to the terms listed above. This
proposal will utilize an existing structure while remaining within the design limits of the
underlying zone. The existing building characteristics will remain, and be included within
this minimal height extension of an approx. 15'x15' area of the roof. Public use of the
Verizon Wireless Network will be enhanced in the commercial areas surrounding
Interurban Avenue.
2. The proposed use shall meet or exceed the same standards for parking,
landscaping, yards and other development regulations that are required in the district
it will occupy.
No existing parking will be eliminated by this proposal. All operational equipment will be
housed within the building. An office space will be used for this equipment similar to that
used by any other group who wishes to use the existing office building as their place of
business. Since no new square footage of the premises is being proposed, this project
meets all landscaping requirements. The use of a screened antenna array to match the
existing characteristics of the underlying structure on the building's roof goes beyond
any screening or landscaped requirements of the City of Tukwila. This proposal meets
or exceeds all the standards mentioned above.
3. The proposed development shall be compatible generally with the surrounding land
uses.
All surrounding land uses contain a commercial component. This is a key reason that
this area of land has been designated for a wireless communications facility. The
applicant does not believe that any detrimental effect will occur by the placement of this
proposed use.

4. The proposed use shall be in keeping with the goals and policies of the
Comprehensive Land Use Policy Plan.
All Minor Communication Facilities in the City of Tukwila are approved as conditional
uses. This Verizon Wireless proposal was enacted to utilize all possible mitigating
techniques to allow for adequate blending into the City of Tukwila Comprehensive Land
Use Plan. This proposal most notably satisfies Comprehensive Plan Elements of
Community Image, Economic Development, Natural Environment, and Utilities.
Based on this plan's criteria adopted December 4 1995, goal 1.1 of "Overall Community
Image" emphasizes small town characteristics (1.1.1). This will be maintained through
this project by eliminating any possible direct view of a utility. Proper screening methods
as have already been proposed will enable this area to fully maintain its previous
characteristics.
1.1.2 "Encourage the Creation of locations and facilities that residents can appreciate
collectively." Residents, through this proposal, will see no noticeable effects or disrupted
view corridors while still receiving enhanced high tech communication capacity
throughout Interurban Ave. S. via the Verizon Wireless Network.
This project has proposed aesthetic measures beyond those mandated through the City
of Tukwila. The installation of this Minor Communication Facility adheres to the Goals
and Policies surrounding "Overall Community Image" of the Tukwila Comprehensive
Plan.
Economic Development of the Tukwila Comprehensive Plan is concerned with the
economic well -being of the community. With the addition of enhancing the capacity for a
digital wireless technology, business performed within the City of Tukwila continues to
gain an advantage. Existing and future corporate entities in this area of Tukwila will now
have a broader choice of communication pathways to help facilitate their work.
Though this project was not proposed to "promote" a natural environment, it was
intended to maintain it. This project provides a much needed communications site
without offset to the natural environment surrounding Green River and Interurban Ave.
S. The Goals and Policies under section 4.1 should be given significant consideration.
No new support structure is being proposed here. Verizon Wireless will achieve a
significant gain in coverage to this highly traveled area while utilizing the architecture
and landscape of existing structures/terrain. Verizon Wireless is also blending the
means to that coverage gain in order to maintain the integrity of the existing
environment.
The Utilities section of the Tukwila Comprehensive Plan provides this proposal with
possibly the most secure use (entirety of section 12.1). Section 12.1.22, Facility
Impacts, notes to "design, construct, and maintain facilities so as to minimize their
impact on adjacent neighborhoods and businesses." This quote we believe is a direct
correlation to all site specifics surrounding the implementation of this project. Section
12.1 in total however allows for a development proposal of this type.

5. All measures shall be taken to minimize the possible adverse impacts which the
proposed use may have on the area which it is located.
This proposal uses an existing structure to gain the proper height needed for adequate
propagation of the applicant's broadcast signal. The surrounding land uses will be
enhanced by the addition of Verizon Wireless cellular coverage. All associated
switching equipment will be housed within the existing structure. A screened antenna
array (which directly matches the existing building characteristics) will be used to
mitigate any effects of sighting the antenna array. This project remains within design
limits of the underlying zone.

Verizon Wireless is requesting Conditional Use Permit approval to install a wireless
telecommunication facility on the roof of an existing building, which is located at 14900
Interurban Avenue South.
The existing building is 28' 3" high. The building is currently undergoing renovation due
to earthquake damage. The subject site is zoned Regional Commercial Mixed Use
(RCM).
Surrounding Land Uses
The surrounding land uses are all commercial. Along the east side of the subject site is
the Green/Duwamish River. The proposal is subject to shoreline regulations and shoreline
permit was issued on September 13, 2001.
BACKGROUND
Verizon Wireless is proposing to construct a rooftop wireless communication facility at
14900 Interurban Avenue South. The facility will consist of antennae that are to be
screened by an enclosure that is consistent with the architecture of the existing building.
Associated equipment is proposed to be placed inside the existing building.
CONDITIONAL USE CRITERIA
The Development Standards for uses in the RCM zone are:
Maximum height: 35'
Setbacks: Front: 20'
Side and rear: 10'

The proposed project must comply with criteria detailed in TMC 18.64.050, (1 -5), concerning
Conditional Use Permits. Applicant's response to conditional use criteria is attached to this staff
report as Attachment C. Staff makes the following findings under the city's Conditional Use
Permit criteria (TMC 18.64.050):
(1) The proposed use will not be materially detrimental to the public welfare or
injurious to the property or improvements in the vicinity of the proposed use or in the
district in which the subject property is situated.
The applicant has included site plans; elevations of the antennae; and computer generated
photographs showing the proposed antennae and screen walls in relation to the existing
building and surrounding development. The existing building is 28' 3" high. The
antennae and the enclosure will be approximately 6' 9" above the top of parapet. The
subject site is zoned RCM. The facility shall comply with all federal standards related to
radio frequency emissions.
(2) The proposed use shall meet or exceed the performance standards that are required
in the district it will occupy.
The top of the proposed enclosure and antennae is 35'. The antennae are proposed on an
existing building and the screen walls meet all setback requirements.
The subject site is adjacent to the Duwamish/Green River and is subject to shoreline
permit and shoreline setbacks. The proposal was found to be consistent with the City's
shoreline regulations and was issued shoreline permit on September 13, 2001.
No other development standards in this zone apply to this application.

Implementation strategies for this policy include the use of shared infrastructure and use Z

The applicant has applied for a location on an existing building in lieu of proposing an
additional support structure for their antennae.
A screen wall is proposed in order to minimize visibility of antennae and associated
equipment. The antennae and equipment are centrally located on the roof to maximize the
distance from the edges of the roof. The color and material of the screening walls will
match the existing building.
The facility will meet all federal standards related to radio frequency emissions.

The Department of Community Development received your application on July 6, 2001, to
construct a rooftop wireless facility at the above referenced property.

Based on a review of your submittal relative to those requirements as set out in the Complete
Application Checklists for Conditional Use Perniit and Shoreline Permit, your applications are
deemed complete as of July 24, 2001. Pursuant to Tukwila Municipal Code, a notice of
application for shoreline permit and conditional use permit must be distributed within 14 days of
the letter of completeness.
At this time we have started code related review of your application. This determination of complete
application does not preclude the City to require that you submit additional plans or information, if
such information is necessary to further review the application and ensure that the project meets the
substantive requirements of Tukwila Municipal Code.
