property line. This setback is 20 times the minimum setback requirement for the TUC zone.

NOTICE OF DECISION
This letter serves as a Notice of Decision and is issued pursuant to Tukwila Municipal Code
(TMC) 18.401.170.
The request for a 19.8% increase, from 23 -sq. ft to 27.55 -sq. ft. for the proposed sign on
west facade of the building located at 385 Strander Boulevard is approved.

Request: Approval for a Special Permission Sign, increasing the
allowed sign area. The maximum allowed sign area for sign
on west elevation is proposed to be increased by 19.8 %. i.e.
from 23- sq. ft. to 27.55- sq. ft.

The applicant requests approval of a Special Permission Sign to increase the maximum allowed
sign area on west facade by 19.8 %.
TMC 19.32.140(A) allows permitted sign area to be increased by 50% for each doubling of the
required minimum setback...but in no case shall the sign area exceed that permitted in TMC
19.32.150. Pursuant to TMC 19.32.150, the maximum allowed sign area could be 6% of the
exposed building face (EBF) up to maximum of 500 sq. ft.

Per Table 1 of TMC 19.32.140, the standard allowed sign area would normally be 23- sq. ft. for
an EBF of 460 -sq. ft. Since the building is setback 20 times the minimum setback required for
the underlying zone, the maximum sign area is allowed to be increased 50% for each doubling of
the required minimum setback up to 6% of EBF or 500 sq. ft., whichever is less. Six percent of z
EBF (460 -sq. ft.) is 27.6 -sq. ft; hence the maximum allowed sign area on west facade is 27.6 sq. = Z

CONCLUSIONS
1. The building is setback a sufficient distance to allow for a doubling of allowed sign area.
2 The proposed sign area is 27.55 sq. ft., which less than maximum permitted for that facade
(6% of EBF -27.6 sq. ft.).
APPEAL PROCESS
This decision may be appealed to the Planning Commission within 14 days from the issuance of
this Notice of Decision. All appeal material must be submitted to the Department of Community
Development. If you wish to appeal this decision, please call the Department of Community
Development at 206 - 431 -3670 to obtain a copy of appeal procedures.

3. Estimate the amount of fill and dredge material that will be placed in, or removed
from, surface water or wetlands and indicate the area of the site that will be affected.
Indicate the source of fill material.
No fill or dredge material will be placed in or removed from surface waters or wetlands. The
proposed project involves the installation of a fiber optic line along existing disturbed ROWs
using construction methods that will not result in placement of dredge or fill material in wetlands
or streams. The proposed methods of installation are primarily plowing and drilling. These
methods disturb the soil, but do not drastically alter the soil horizon, or require removal or
addition of soil. The fiber optic line ROW lies within existing corridors, thus, no cut or fill
construction will be needed. There may be an occasional need to install temporary fords on a
few Type 4 and 5 streams to facilitate equipment crossing, protect stream beds and banks, and
minimize erosion near surface waters. This will involve temporary placement of rock and
culverts or erosion mats in stream channels, which will be subsequently removed from the
stream bed following construction and installation of the line. It should be noted that temporary
fords will only be used for equipment crossing at a few non -fish- bearing streams (see further
discussion below).
The project includes the construction of three OP -AMP stations. The proposed location of these
stations in Cowlitz, Lewis, and Pierce Counties will not affect any wetlands or streams. The
construction of OP -AMP stations will not result in the placement of dredge or fill material in
wetlands or streams.
4. Will the proposal require surface water withdrawals or diversions? Give generai
description, purpose, and approximate quantities if known.
No water withdrawal or diversion will be required. All water needed for the project will be
trucked to the construction sites from municipal sources or be provided directly from hydrants.
The proposed fiber optic line will not result in any permanent water diversions, but may require
temporary diversion of water around construction sites at a small number of Type 5 streams, if
construction occurs when streams are flowing. Type 4 streams may be plowed if they are dry
and any bed and bank disturbance will be restored upon project completion.
The only possible areas where temporary fords may be required will be through Type 4 and 5
streams. No Type 1, 2, or 3 (i.e., fish - bearing) streams will be forded. Fords are made of
stabilizing material such as rock and will be used only where normal flow is shallow (i.e., less
than 3 inches deep) or intermittent. Fords are especially appropriate for crossing small Type 4 or
5 drainages. When properly installed, fords offer little or no obstruction to flow, can safely
handle heavy loads with minimal disturbance to bed and banks, and are relatively easy to install
and maintain. Where fords are proposed for equipment crossings, the environmental monitor
will coordinate with state and federal resource agencies to ensure avoidance of impacts on
sensitive biological resources.
