It is now the applicant's responsibility to record the City approved boundary line adjustment documents with the King County Department of Records. The boundary line adjustment is not complete (and building permits for this site will not be issued) until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. The signature of the Chairman of the Short Subdivision Committee certifies that your boundary line adjustment is ready for recording. You will need to pay the recording fees and submit your approved original boundary line adjustment to the King County Department of Records (206- 296- 1570). After recording, the County returns the recorded originals to the City of Tukwila within 4 -6 weeks, at which time your boundary line adjustment is considered complete. Certain additional information is needed from you to ensure that the project meets the substantive requirements of the City and to complete our review process. We have the following comments: On August 24, 2001 you submitted three plan, sheets (Specifications, Erosion and Sedimentation Control, and Grading and Drainage). While this information is helpful, these sheets are not suitable for recording. Accordingly, per TMC 17.08.030(B)(2), you must provide a survey drawn to a standard decimal (engineer) scale. Per TMC 17.04.060, it is to contain the following: 1. The name of the plat, City of Tukwila File Number, graphic scale and north arrow. 2. Existing features such as structures and streets. 3. The lines and names of all existing or platted streets or other public ways and easements adjacent to the final plat, including township lines and section lines. 4. The Tots of the previous plat shall be shown by dotted lines in their proper positions in relation to the new arrangement of the plat, the new plat being shown in solid lines so as to avoid ambiguity. 6. A complete survey of the section of sections in which the plat or replat is located, if necessary, including: a. All stakes, monuments or other evidence found on the ground and used to determine the boundaries of the subdivision. Location and monuments found or reset with respect to any established centerline of streets adjacent to or within the proposed subdivision. PROJECT OVERVIEW z INTRODUCTION: _ ~ re u-I The purpose of the herein "Level One Drainage Analysis" report, is to present 6 the results of our field investigation and qualitative survey of the drainage facilities o o downstream from the proposed development. For the purpose of this analysis, we w =. define and map the study area, review resources, inspect the study area, describe the drainage system and problems, and proposed mitigation measures. w 0 g . u_ a = The proposed development is a Boundary Line Adjustment of four existing single o. family residential building Tots containing 0.23 acres that will be consolidated into 2 w w single family residential building Tots with the smallest lot being approximately 5,000 sq. o ft. (see Figure 2). Two new single family residences will be constructed on the project o N o� site at some future date. w w o �-o ..z w The subject property is located in the NW1 /4 of the SE1 /4 of Section 10, T23N, z R4E, W.M., in King County, Washington. The physical street address of the site is PROPOSED DEVELOPMENT: PROJECT LOCATION: 12203 43rd Ave. South. (See the attached Figure 1 - Vicinity Map). TAX PARCEL NUMBER: 017900 -0140 LEGAL DESCRIPTION: Lots 23, 24 25 and 26 of the Plat of Allentown Addition to the City of Seattle, according to the plat thereof recorded in Volume 12 of Plats, Page 100, records of King County, Washington. Situate in the County of King, State of Washington. SOIL TYPE: Soils on the site are classified as Mixed Alluvial Land per the U.S.D.A. Soil Conservation Service Soil Classification System. During our field investigation, soil test holes were dug in the easterly half of the site. Based on our soil investigations on the subject site and other sites to the north, east and west, it appears the entire site is underlain with soil stratified as follows: 0 -2' depth brown fine sand 2 -9' depth black medium sand No seasonal water table was observed during out inspection on January 8, 2001. SENSITIVE AREAS: The King County Sensitive Areas Map Folio (1990) does not identify any streams, 100 -year flood plains, erosion hazard areas, land slide hazard areas, seismic hazard areas or coal mine hazards on or with 200 feet of the subject property. During our field inspections, no Sensitive Areas were observed on the site. The steepest slope on the site is approximately 3 %. CORE AND SPECIAL REQUIREMENTS CORE REQUIREMENT #1: DISCHARGE AT NATURAL LOCATION All surface water and storm water runoff form the project will be discharged at the natural location so as not to be diverted onto or away from downstream properties. The manner in which the runoff is discharged form the project site does not create a significant adverse impact to downhill properties or drainage systems. The discharge is sheet flow across the eastern property boundary to an existing 12" storm drain in 43 Ave. S. CORE REQUIREMENT #2: OFFSITE ANALYSIS An offsite analysis is required to assess potential offsite drainage impacts associated with the development of the project site and propose mitigations of those impacts. The offsite analysis is provided in Section III of this report. The pre - developed runoff for the site will generally be maintained after development such that there will be no increase in flooding, erosion or sedimentation impacts to downstream properties, wells, ponds or other water features. The proposed project will not create or aggravate any offsite drainage problems. 4 CORE REQUIREMENT #3: FLOW CONTROL The project must provide onsite flow control facilities to mitigate the impacts of increased storm and surface water runoff generated by the addition of new impervious surface and related land cover conversions. These facilities must meet the 1 performance criteria outlined in Appendix C of the 1998 King County Surface Water Design Manual. CORE REQUIREMENT #4: CONVEYANCE SYSTEM All conveyance systems for the project have been analyzed, designed, and constructed to provide a minimum level of protection against overtopping, flooding, erosion, and structural failure. All pipe systems are designed with sufficient capacity to convey and contain the 25 year peak flow assuming developed conditions for onsite tributary areas and existing conditions for any offsite areas. CORE REQUIREMENT #5: EROSION AND SEDIMENT CONTROL The project is required to provide erosion and .sediment controls to prevent, to the maximum extent possible, the transport of sediment from the project site to downstream drainage facilities, water resources, and adjacent properties. Both temporary and permanent erosion controls will be implemented as described in Appendix D of the King County Surface Water Design Manual. CORE REQUIREMENT #6: MAINTENANCE AND OPERATIONS Maintenance and operation of the drainage facilities are the responsibility of the property owner, except those facilities for which the City of Tukwila is granted an easement, tract, or right -of -way and officially assumes maintenance and operation. The intent of the subject project is that the property owners will operate and maintain all drainage systems located within their respective lots boundaries that are not within an easement, tract, or right -of -way granted to the City of Tukwila. CORE REQUIREMENT #7: FINANCIAL GUARANTEES AND LIABLILITY The drainage facilities constructed for the project must comply with the financial guarantee requirements of the City of Tukwila. Two types of guarantees may be required. One for drainage facility restoration and site stabilization and a second for drainage defect and maintenance. CORE REQUIREMENT #8: WATER QUALITY The subject project is exempt from the requirement of installation of water quality facilities to treat the runoff form new pollution generating impervious surfaces and pollution generating surfaces due to the small areas of impervious surfaces. SPECIAL REQUIREMENTS: No special requirements apply to this project. 5 II. ON -SITE DRAINAGE ANALYSIS ONSITE DRAINAGE BASINS The proposed project is located within the Duwamish River Drainage Basin. Surface water runoff from the subject parcel originates in one drainage basin. The onsite drainage sub -basin includes 10000 sq. ft. of lawn. The land generally slopes to the northeast on a grade between 1% and 3 %. The maximum slope on the site is approximately 3 %. Vegetation on the site generally consists of lawn grass. During winter storms, runoff from the site exits as sheet flow onto the 43` Ave. South right -of -way and immediately enters existing catch basins and storm drains. During the summer months most of the runoff infiltrates into the existing subsurface soils. DRAINAGE DISCHARGE AT THE NATURAL LOCATIONS All surface water runoff from the proposed project, including all pervious and impervious surfaces, such as driveways, utilities, buildings, lawns, pastures and forests, must be discharged at the natural location so as not to be diverted onto, or away from, the adjacent downstream property. The manner is which the runoff is discharged from the project site must not create a significant adverse impact to downhill properties or drainage systems. The existing drainage patterns on and surrounding the property will not be significantly altered by the proposed development. OFF -SITE DRAINAGE ANALYSIS An off -site drainage analysis identifying the upstream tributary drainage areas and analysis of the drainage systems downstream from the proposed project is required for all proposed projects. The offsite analysis must assess the offsite drainage impacts associated with the development of the project site and propose appropriate mitigation of those impacts. The intent of the analysis is to identify and evaluate offsite drainage problems that may be created or aggravated by the proposed project, and to determine appropriate measures for preventing aggravation of those problems in accordance with the 1998 King County Surface Water Design Manual. The subject project includes 2 single - family residential building lots, each with an area of 5000 sq. ft. and construction of two new single - family residences. The new impervious surface area for the project is estimated to be approximately 2400 square feet per lot. The downstream drainage courses were surveyed in March of 2001 during periods of moderate rains. UPSTREAM DRAINAGE BASINS The drainage basin area upstream of the subject property includes one half of the existing county road right of way along S. 124 Street. The upstream area is approximately 3000 square feet of which approximately 2200 square feet is asphalt pavement. Due to the pervious nature of the subsurface soils in the area, all the runoff from the upstream area appears to infiltrate into the ground before entering the site. DOWNSTREAM DRAINAGE ANALYSIS Surface Water drainage from the Doak property exits the site along the easterly boundary of the site (see Figure 5). The surface drainage generally leaves the site as sheet flow, and enters into catch basins located in 43 Ave. S. (see Figures 3 and 5). The runoff travel north in a storm drain running along 43` Ave. South, approximately 600 feet to South 122nd Street. The runoff then enters a 30" storm drain running westerly approximately 200 feet to the Tukwila Stormwater Pump Station No. 11. The runoff passes through the pump station and continues traveling about 200 feet to an ouffall into the Duwamish River (see Photos No. 1 & 2). The Duwamish River then travels northerly to Puget Sound. A..,i' 'KAY 2k'�iS'3' NSMx#m?E DOWNSTREAM DRAINAGE -- SUMMERY ANALYSIS AND CONCLUSIONS During the field survey we found no evidence of surface water over - topping roadways, significant scouring, bank sloughing, or significant sedimentation in the 1/4 mile downstream drainage courses. All the downstream drainage facilities appeared to be in good condition and of adequate capacity for the existing and proposed developments. Development of the subject property in accordance with the 1998 King County Surface Water Design Manual will not significantly affect or increase flooding, erosion or sedimentation of the downstream drainage courses. RUNOFF CONTROL The proposed project is located within the "Basic Water Quality Treatment Area" and "Level 1 Flow Control Area" as defined in the 1998 King county Surface Water Design Manual. The proposed project will be required to provide surface water runoff controls. Peak rate runoff control facilities will be installed at the time of building construction. Determination of the type and sizing of such facilities is beyond the scope of this report. However, we anticipate that the roof downspouts and driveways from the proposed new residences on the lots will be collected and conveyed to an infiltration system similar to that shown on Figure 5. 10 V. EROSION /SEDIMENTATION CONTROLS Erosion and sedimentation control facilities for the subject project are necessary to prevent sediment -laden runoff from leaving the site during construction. The proposed erosion /sedimentation control facilities should include the installation of Silt Fencing around the downhill side of all areas to be cleared during construction. Construction specifications and details for the limits of clearing and erosion/ sediment controls are beyond the scope of this report. An erosion control plan will be designed and implemented in conjunction with the construction of residences on the Tots. The implementation of these ESC plans and the construction, maintenance, replacement, and upgrading of these ESC facilities is the responsibility of the applicant until all construction is approved and the site stabilized. 2. The boundaries of the clearing limits shown on this plan shall be clearly flagged by a continuous length of survey tape (or fencing, if required) prior to construction. During the construction period, no disturbance beyond the clearing limits shall be permitted. The clearing limits shall be maintained by the applicant for the duration of construction. 3. The ESC facilities on inactive sites shall be inspected and maintained a minimum of once a month or within forty -eight (48) hours following a storm event. 8. The cleaning operation shall not flush sediment -laden water into the downstream system. 9. Stabilized construction entrances and driveways shall be installed at the beginning of construction and maintained for the duration of the project. Additional measures, such as wash pads, may be required to ensure that all paved areas are kept clean for the duration of the project. 10.
