The reinforcing steel location was determined with the FerroscanTM model RV10, while the location of the core fill of the pilasters and beams was identified with the FLIRT"' Model PM 595 infrared camera. Reinforcing steel locations were marked on the walls in question. A typical projection of the vertical reinforcing steel is presented in Figure 1 attached. A typical Infrared image of the masonry wall and grouted CMU cores is presented below. During this inspection, CMU cells with reinforcing steel were opened to confirm absence of grout in the cells as indicated by the infrared survey. As per our phone conversation understand that by fully explaining air intent to comply with the issues you have brought up, we may be issued a permit with mat ions. Hopefully we can work together to cane to a solution. Per the timeline we discussed with you and (Vora C ierloff at our meeting on February 28, 2004, we artidpated that a pemit would be in hand more than two weeks ago. Therefore the construction set of drawings has already been released to air contractor. The proper procedure to correct or charge a construction set after release is to abnit an addencbm to the general contractor. Therefore I suggest that to oared these pro lems we will release an addendum with the solutions that we come to agreement on. Following you will find an opine of the proposed sdutiors: 1. Exterior Bullring Attached Light Axtures Rorlern Sheets ES1.1, A4.0, and A4.1 cb not rretch. Solution.' A first glance it does appear that these sheets do not agree with each other. However, please note that there is an exterior light fixture catered trider each awning As they lye behind the awning these do not typically show cn our elevations. You will find them shown dashed in the endosed 11 x 17 copy of the A4.0 and A4.1 sheets so that you can see the location in relation to the awning and window. One is able to see them in the side view on the elevations as well. I will send a at sheet of the type fixture that is used. it sheds a very attractive lighting pattern on the wells that add interest at right and tends to conplirnert the style of the rest of the bu,ilcing. 2. Bullring Towers Problem We to the City of Tu kwila's Sgn Goole limitations we have removed the signage we would typically use on the towers at the front and side entries. This has left a blank Wall. Solution' Reese see the new sheets MO and A4.1. In this we have used the HardShingle with in the Half borne configuration to add interest to each tamer. Rear Mew of Towers Problem The rear of the towers may be visible from the street. Solctio►r. As shown on the plans the original covering for the rear of the towers is a hilt up roofing material that tends to not draw the eye. To add a more finished look to the rear of the towers we propose to wrap the harduplaic siting being used on the front of the towers all the way around to the rear of the towers. 4. avil Plans Rublarr The avil Sheets do not show the stamped sidewalk that is shown on SD1.0. Solution: In the proposed addendum it will be stressed that the sidewalk will be starrped in a brick pattern. 5. Colored Concrete Problem Writ process will be used to color the concrete. Solution: The concrete that is used in the cross walk areas will be ordered pre colored from a manufa ti rer such as Gather (ph # 206 -764 3000). I have been tdd that the way they add color to the concrete is by adcing a liquid color to the concrete nix As this process is proprietary I was unable to get further tecirical information. 6. Axture Quantities Fhoble rr The patio fixture quay itities are not showing on Sheet D20. Solution: In fact this issue has already been brought to the attention of the Equipment Purchasing Department within Jack in the Box. They have ordered one -four seater table, ore-three seater table with I-C accessibility, two trash receptacles with dgarette snuffer, and one bike rack. Sheet D20's qualities have been updated as shown in the attached drawing. 7. Licht Pole Aesthetics Phalerrr Mat will the light poles lock like? Solution: Reese see the attached cut sheet of the lode lights. They are made in an Arrioclized Bronze color that eoordnates ripely with the finish of the alurrirxm storefront. 8. The elevations do not show the lights that are represented on the lighting plan. Correct and provide an example of the finished product for the fixture. 2. Add some type of elements to all the tower elements with the goal of breaking up the blank wall. 3. S5.0 has rafters that will likely be visible from the adjacent property and right of way. They must be screened from view. 4. Sheet C1.0 does not match sheet SD1.0. The pedestrian walkways are shown as plain asphalt on C1.0 and shown as stamped concrete on sheet SD1.0. Sheet C1.0 has the pedestrian plaza as plain concrete, while sheet SD1.0 has the concrete stamped. Sheet SD1.0 is correct for this matter and needs to be reflected on the actual civil drawings. 5. Provide a narrative on how the color of the concrete will be accomplished. 6. Sheet D2.0 does not list any patio furnishings, yet they are suppose to be in the pedestrian plaza. 7. What can we do to break up the blank appearance of the north and east tower? If you are facing south what part of the south wall tower will be visible? The plans note, "built up roofing system" Can you provide a better description of what this will look like? Is this just going to be a large blank wall? This question applies to all to the towers. Sheet S5.0 shows rafters that will likely be visible from adjacent properties and rights of way. What will these look like? Is it possible to do a wrap around wall to hide the support structure? Sheet C1.0 does not match sheet SD1.0. The pedestrian walkways are shown as plain asphalt on C1.0 and show as stamped concrete on sheet SD1.0. I don't see anyway around having these comment addressed with a resubmital for both design review and the building permit. I understand that everyone wants to get going on the project, but these issues are important and need to be addressed. The City has issued the permit for the soil - clean -up work which is scheduled to occur on the site April 9 -14. The permit center will send the actual correction letter. Sincerely, Brandon J. As the trash enclosure gate is a relatively small issue, will you be able to release your portion of the permit with conditions as well? Please let me know if any of this is not clear. This will be a clean looking trash enclosure that will be in harmony with the building's materials. It will be the existing brick which is the same unit size as the thinset brick veneer as well as painted the same color as the Hardiplank siding. (EAT) conducted preliminary subsurface sampling and testing of soil and groundwater on the southeastern and east - central portions of the subject property in an effort to evaluate the extent of gasoline - . and diesel -range petroleum hydrocarbons, as well as gasoline- associated benzene, toluene, ethylbenzene, and xylene (BTEX) constituents. Relying upon results of laboratory testing of selected soil and groundwater samples collected from borings B2 and B4, along with the reported presence by others of petroleum - contaminated soil and groundwater beneath the easement area to the south of the subject site, it appears that soil and groundwater beneath the southeastern portion of the subject site have been adversely impacted by release(s) of petroleum hydrocarbons associated with the former on -site retail gasoline station and the adjacent USTs to the south of the site. In addition, EAI conducted a site assessment of soil and groundwater in the vicinity of a heating oil UST which formerly served an on - site motel on the east - central portion of the site. Results of laboratory testing of soil and groundwater collected from borings B7 and B8 suggest that soil in the vicinity of the former UST contains concentrations of diesel -range petroleum hydrocarbons in excess of the current WDOE Method A cleanup criteria at that location. The scope of work of this Cleanup Action Plan (CAP) is intended to remove as much of the petroleum- impacted soil and groundwater as is feasible from beneath the southeastern and east - central portions of the site. In addition, the CAP includes the installation of a physical barrier between the subject site soils and any contamination which remains beneath the easement area adjacent to the south where the City of Tukwila excavated four (4) leaking underground storage tanks (USTs) and petroleum- impacted soils in August of 2003. The CAP will also include the application of a commercially available oxygen releasing compound (ORC) manufactured by the Associate Offices: Oregon / San Francisco Bay Area JN 23314 -2X The McKinney Family Partnership March 17, 2004 JN 23314 -2X Page - 2 Regenesis Corporation to the groundwater within the excavation(s) in an attempt to enhance natural bio- degradation of any residual hydrocarbon concentrations in the groundwater beneath the property. Confirmational soil samples will be collected from the final limits of the remedial excavation and submitted to the laboratory for analysis. In an effort to evaluate the environmental condition of groundwater beneath the southeastern portion of the property, we intend to install an extraction/infiltration gallery and three (3) monitoring wells in the vicinity of the completed excavation. The extraction/infiltration gallery may be used to pump contaminated groundwater following the backfilling of the excavation and allow for the periodic re- application of ORC to the excavation (if necessary). The groundwater monitoring wells will be used to conduct quarterly laboratory testing on groundwater samples collected from the wells for the presence of petroleum hydrocarbons. Please refer to the attached Site Plan for the approximate locations of proposed excavations and monitoring wells. In accordance with the terms and conditions of this agreement, Environmental Associates, Inc. (EAI), will provide the necessary technical expertise, laboratory services, and other services which may be required to observe and document these activities. SCOPE OF WORK The following paragraphs provide a brief description of the various recommended technical tasks proposed to accomplish the work. TASK 1 - CLEANUP ACTION Excavation of Soil Under Task 1, EAI proposes to observe the excavation of impacted soil beneath the southeastern and east - central portions of the subject site. During excavation, an attempt will be made to separate suspected clean soil from contaminated soil using field observations and field screening procedures (PID). The results of our preliminary subsurface investigation suggest that the total volume of accessible soil maybe on the order of approximately 250 to 500 cubic yards. EAT recommends that the excavated soil be stockpiled on -site and/or transported off -site for lawful disposal prior to backfilling pending the results of laboratory analysis. It shall be the client's responsibility to provide for site security. It is our understanding that the client will be contracting directly with a soil excavation contractor and that the client's contractor will outline costs for the equipment and labor to excavate, stockpile, load out, transport and dispose of impacted soil, and provide for site restoration, including the importation of clean fill and asphalt restoration. Considering the proximity of the southeastern ENVIRONMENTAL ASSOCIATES, INC. The McKinney Family Partnership March 17, 2004 JN 23314 -2X Page 3 excavation to the subject building and other improvements and utilities owned by the City of Tukwila, the excavation will likely be conducted using solid -stem auger equipment or perpendicular narrow (2 -foot wide) trenches backfilled with controlled- density fill. In addition, the client's contractor will be responsible for the removal and off -site disposal of any contaminated groundwater which may be encountered, site security, installation of a physical barrier such as visqueen in an effort to prevent the flow of contaminated groundwater from the easement area to the south onto the subject property, and the installation of an exfiltration/infiltration gallery to allow for additional groundwater pumping and treatment applications. EM will provide assistance to the client's contractor in completing any soil disposal profiles for the impacted soil as necessary to arrange for off -site disposal at local facility licenced to accept such waste. Soil Sampling and Laboratory Analysis Following the removal of suspect impacted soil, EAI will collect representative soil and groundwater samples to document soil conditions at the limits of the remedial excavation. Approximately twenty (20) soil samples and three (3) groundwater samples maybe submitted for gasoline- and diesel -range petroleum hydrocarbons and associated BTEX constituents by Washington State Test Methods NWTPH -G / BTEX. and NWTPH -Dx. Exact sample locations will be selected by the project geologist based upon site conditions encountered. In addition to the tests for petroleum hydrocarbons described above, a single worst -case soil and groundwater sample will be collected from the excavated soil and tested for the presence of PCBs, volatile organic carbons (VOCs), RCRA 8 Metals, and polynuclear aromatic hydrocarbons (PAHs) using methods 8082, 8260B, 6010A, and 8270C, respectively. All samples shall be stored in an iced chest at the site and taken to the lab in this condition to minimize excessive dissipation of volatile organic compounds. Each jar will be clearly labeled as to sample number and location, geologist/engineer, etc. EPA recommended protocol for sample management including maintenance of chain -of- custody documentation will be observed at each stage of the project. Groundwater Treatment Application Prior to backfilling the remedial excavation, EAI proposes to have the client's excavation contractor excavate down to approximately five (5) feet beneath the top of the water table (approximately ten (10) to twelve (12) feet below ground surface) so that an oxygen releasing compound (ORC) can be added directly to the groundwater. Relying upon the current data available to us regarding the contaminant distribution and concentrations at the site, Mr. Jack Peabody of Regenesis recommended the initial application of approximately 300 pounds of ORC. Additional applications of ORC at a later date may be necessary to achieve specific cleanup objectives. As recommended by Regenesis the ORC application will consist of mixing the ORC powder with approximately 120 gallons of water. The resulting ORC slurry will then be poured directly into the remedial excavation prior to backfilling. ENVIRONMENTAL ASSOCIATES, INC. The McKinney Family Partnership March 17, 2004 "%sr' Following the direct ORC application, an exfiltration/infiltration gallery will be installed by the excavating subcontractor which may facilitate future pumping of groundwater from the excavation, along with additional applications of ORC to the excavation area (if necessary). Environmental Associates, Inc., will contact the utility locate service to identify and mark all utilities approaching the subject site. The owner shall have full responsibility to identify, locate, and mark all on -site utilities, pipes, underground storage tanks and lines, sewers, electrical lines, etc., and to disclose such locations to EM prior to commencement of the field work. EM understandably accepts no liability, active or passive, for damage to on -site utilities not clearly identified to us by the owner and/or operator. TASK 2 - DRILLING AND MONITORING WELL INSTALLATION JN 23314 -2X Page -4 To provide a means of periodically monitoring groundwater quality at the property, EAI shall install three (3) groundwater monitoring wells in the vicinity of the southeastern excavation. Additional monitoring wells may be installed in the vicinity of the former heating oil excavation and the southeastern excavation, depending upon the conditions observed. Exact locations for the wells will be determined after the excavation has been completed, however tentative plans call for the installation of one (1) well adjacent to the west (up- gradient) of the southeastern excavation and two (2) wells to the east and northeast in inferred down - gradient hydrologic positions relative to the southeastern excavation. Based upon our knowledge of the current depth to groundwater at the subject site (approximately 6 feet), the anticipated depth for the monitoring well will likely not exceed 15 feet. Equipment to be employed for the actual drilling of the wells will consist of a truck- mounted hollow - stem auger drill -rig. The drilling rig will be brought into position over the selected location, and following set -up preparations, the eight -inch diameter auger will be advanced to the depth required (approximately 15 feet). Following drilling, and assuming that groundwater or "perched groundwater" is encountered at the time of drilling, two -inch diameter PVC well casings with 0.010 - inch slots will be installed to the total depth of 15 feet. A blank riser casing will be used in the upper few feet depending on conditions encountered. The well screen will be positioned so as to span the maximum and minimum range of the anticipated seasonal groundwater fluctuation, thus facilitating representative sampling of water at any time during the year. Design and construction methods will conform to requirements and specifications outlined in revisions of WAC 173 -160 for "resource protection wells" in the state of Washington. The annulus of the exterior well casing will be sand packed two to three feet above well screens; a bentonite seal will be placed above the sand and carried to within two feet of the ground surface to prevent infiltration of surface contamination along the well casing. A concrete plug will stabilize the upper two -foot section of the well. A protective casing with provisions for locking access to the well head will be included. Environmental Associates, Inc., will contact the utility locate service to identify and mark all utilities approaching the subject site. The McKinney Family Partnership March 17, 2004 TASK 4 - DATA ANALYSIS, REPORT PREPARATION disclose such locations to EM prior to commencement of the field work. EAT understandably accepts no liability, active or passive, for damage to on -site utilities not clearly identified to us by the owner and/or operator. TASK 3 - QUARTERLY GROUNDWATER MONITORING Under Task -3 EAT shall collect and analyze groundwater samples from the installed on -site monitoring wells on a quarterly basis (every three months). This CAP provides for a total of four (4) quarters of groundwater sampling, however the actual number of sampling events will depend upon the results of laboratory testing of the quarterly groundwater samples. Groundwater sampling will be completed by pumping water directly from the well into laboratory- prepared sample containers, and labeled with the sample designation, sampling date and time, project number, etc. Prior to sampling, a minimum of three (3) well - volumes of groundwater will be pumped from the well. All samples shall be stored in an iced chest at the site and taken to the lab in this condition to preserve sample integrity. EPA recommended protocol for sample management including maintenance of chain - of - custody documentation will be observed at each stage of the project. The groundwater samples will be analyzed for gasoline- and diesel -range petroleum hydrocarbons along with BTEX by Washington State Test Methods NWTPH- G/BTEX and NWTPH -Dx. Following the excavation of impacted soil and subsequent site assessment, EAT will prepare a soil cleanup action report summarizing our observations along with the results of laboratory analysis of soil and groundwater samples collected from the limits of the remedial soil excavation. Any conclusions /recommendations will be couched in terms of the prevailing regulations including but not necessarily limited to the Model Toxics Control Act (MTCA), Chapter 173 -340. Likewise, following each of the quarterly groundwater sampling and testing events, EAT will prepare a brief summary of laboratory testing results using a table format, including results of all previous monthly /quarterly site groundwater sampling events for comparison purposes, in an effort to track the progress of the groundwater cleanup effort. Upon completion of the field and laboratory work for the final sampling event, EAT proposes to prepare a more detailed status report summarizing the data gathered thus far which will include a written discussion summarizing approach, methods, findings, along with our opinions on the past/future performance of the ORC treatment. As with the limited soil cleanup action report, any conclusions / recommendations will be couched in terms of prevailing regulations including but not necessarily limited to the Model Toxics Control Act (MTCA), Chapter 173 -340 WAC. The building will now be clad in Hardiplank siding and thin set brick per the elevations on Sheets A4.0 and A4.1. This will be a more durable material than the one originally proposed. 2. Site Continuity with Adiacent Areas As agreed upon in our meeting on February 28, 2004 a stamped brick pattern will be used on the pedestrian pathways. The application is for administrative design review for the conversation of the existing Kentucky Fried Chicken Restaurant to Jack in the Box at 3742 S. 144 Street. On February 17, 2004, your application was deemed complete for the necessary material to start the City's review of the application. The design review application has been routed to other City Departments for their review and approval. Planning Division The property is currently zoned Neighborhood Commercial Center (NCC). In addition, the property is governed under both the Tukwila Municipal Code (TMC) and the Tukwila International Boulevard Design Guidelines (TIBDG). One of the primary goals of the TIBDG is improve the pedestrian and visual environment along Tukwila International Boulevard (TIB). 1. Building Design A. The TIBDG places special emphasis on buildings located at street corners and intersections. This is due to the fact that these buildings are highly visible and present an opportunity for distinctive or landmark architectural treatments (TIBDG 1 C and 2C). Buildings at intersections must employ one of the following: • Project, recess (notch) or truncate the corner of the building. • Provide an entrance at the corner of the building. • Provide a corner architectural element such as a bay window, turret, or pediment. • Employ distinctive signage at this location • Incorporate sculpture, other artwork, or a distinctive use of materials. • Create a special window treatment, awning, or canopy. • Other methods that meet the intent of this criteria may be proposed. The plans presented show no special emphasis on the corner that will face the intersection of TIB and S.144 Street. Staff's recommendation would be to relocate the proposed entrance that will face TIB and move it to the corner so that it faces 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • Phone: 206 - 431 -3670 • Fax: 206 - 431 -3665 directly towards the intersection. This location would work well with the proposed pedestrian path from the intersection. B. It does not appear that the landscaping planted along the side of the building be sufficient to screen the large blank walls on the west side of the building and the south wall. What can be done to break up these two large blank walls? C. A majority of the building will consist of white exterior cement plaster -sand float finish. City staff's experience with this material is that it is not a durable material, it flakes off easily, and it is difficult to clean. A different material should be used for the siding of the building, especially for the low portions of the building (TIBDG 2C ( A Jack in the Box was recently constructed in Lacey along Martin Way South. Freiheit and Ho served as the architect on this project. The Lacey building had many interesting design features, which are examples of treatments that could be incorporated at the Tukwila site to meet the design criteria. 2. Continuity of Site with adjacent areas The City is currently in the process of upgrading the entire area with sidewalks, street trees, light fixtures, and other amenities. The TIBDG manual requires that there be a continuity of site with adjacent areas, including the public street (TIBDG 1D). For example, Jack in the Box is proposing two pedestrians paths between the public sidewalk and the restaurant. It has been proposed that these walkways will be concrete, which will allow it to standout from the surrounding asphalt pavement. The City asks that the concrete be done in way to match the texture of adjacent sidewalks. Enclosed you will find a photo of the sidewalks that have recently been installed along TIB. In addition, red bricks, similar to those that have been installed at the intersection of S. 144 Street and Tukwila International Boulevard should be used to provide accent for both walkways. This would ensure that the new development is in keeping with the existing architectural context of the area. The two pedestrian walkways must be a minimum of six feet in width. The plans show the walkways as being five feet. 3. Site Layout The current site design layout of the site meets most of the provisions of the Tukwila Municipal Code and the TIBDG. One area of the concern is the drive path adjacent to the actual drive through path. What function does this area serve? Would it be possible to remove the asphalt leaving the minimum width necessary for the drive through window? This excess area could be used for additional landscaping. This drive path is also located along TIB, again would it be possible to reduce the width of the asphalt to that area that is necessary for the drive through widow? This remaining area could be used for a pedestrian plaza which will be discussed below. 2 4. Pedestrian Amenities As noted one of the goals of the TIBDG is to improve the pedestrian experience on TIB. The proposal submitted shows no pedestrian amenities. By reducing the drive area along TIB, the excess area could be used as a pedestrian area. This area could include tables, benches, trashcans, and landscaped areas. For pedestrian safety, this area would have to be raised above the grade of the adjacent drive through lane. The surface of the plaza could match the surface of the pedestrian walkways. Red brick similar to what the City has installed along TIB and S.144 Street could be used for accent or in construction of planters is the plaza area. This area should also include the bike rack, which you have already shown on the plans. On another note, please provide a photo of the proposed bike rack (TIBDG 1K and 2D). 5. Landscaping The City is planning on installing street trees and other vegetation near the intersection of S. 144 Street and TIB. Enclosed you will find a copy of the City's landscaping plan for the intersection. Please incorporate some of these plant species on the Jack in the Box Site. 6. Mechanical equipment Please show the location of all rooftop mechanical equipment on sheets A4.0 and A4.1 or provide a separate sheet for elevations regarding the rooftop equipment. The rooftop equipment should be totally screened from view. If they are not visible on the plans please simply show arrows indicating their location on the roof (TMC 18.60.050 (B)(4)(e) and TIBDG 2E). Sheet A4.1 shows a waterheater flue. Our goal is to create a Jack in the Box that improves the aesthetics, organization, and safety of this corner, while maintaining a harmony with adjacent sites. Site Design Understanding that an easily navigated site is crucial to traffic flow we have created a landscape island that discourages traffic from attempting to enter the drive thru from the 144th St. entrance, and instead encourages one to circle in front of the building. This creates a smoother flow and less confusion about how one is meant to enter the drive thru lane. This is enhanced by new directional signage. Existing parking along S. 144th St. was removed to accommodate the new street improvements and the 5' landscaping requirements. This removes parking stalls that block the line of site from the street to the building thereby increase surveillance opportunities; it also puts all parking next to the building which will enhance pedestrian safet(By sharing parking with the adjoining shopping area we ensure that this minimization of the amount of space devoted to parking will still comply with the planning department's requirements of 1 stall per 50 square feet of usable space The relationship of this building to the street front is also enhanced by the new entry facing Hwy. 99. This entry cilitates pedestrian entry from the street, and from transit stops. By orienting this entry with the highway, surveillance opportunities are increased, which also increases pedestrian safety. Visual continuity with adjacent sites is assured by maintaining the current building's location and traffic circulation. Page 1 of 1 Tukwila Response January 2, 2004 Design Standards Response Page 2 of 2 Throughout the planning of this site pedestrian safety has been taken to the highest consideration. Pedestrian safety while accessing the front entry and the second entry facing the parking lot is assured through the following methods: • Safe pedestrian access - Creating direct paths of travel from the corner of the street to the front entrance encourges pedestrian traffic. The paths of travel are clearly marked and made of concrete rather than �t , gyp altt to differentiate the materials, minimizing conflicts between pedestrians and vehicular traffic. These paths are ADA compliant. • Increased site lighting - Adding three street lamps and increasing the total lumens on the ground throughout the site have also improved the safety of this site. Several building attached lights have also been added, increasing the lighting in doorways and around the entire building. The average lumen level for this site is 7.73 lumens, which exceeds the minimum of recommendation in the TIBDM of 2 lumens. • Increased surveillance opportunities - By changing the location of one of the entrances to have it facing Hwy. 99, we have increased the surveillance opportunities of this entrance, thereby making it visually safer, and easier for pedestrians to access. By adding windows surveillance opportunities are increased from inside the building • Landscaping — Thoughtful plant choices and irrigation ensure that the site will be easy to maintain and, over the long term, ensure pedestrian safety by always ensuring site surveillance. • Materials - By using stucco (exterior plaster cement) on the exterior of the building and highly durable pedestrian amenities, the building and the site will be durable and easy to maintain. As there is currently little to no landscaping or natural features to the current site, the addition of a landscaping island, perimeter landscaping, and increasing of the quantity of landscaping near the building will vastly improve the site aesthetics. This landscaping will also provide a smooth visual transition from the new street improvements to the newly remodeled restaurant. By adding a bike rack to the site that sits at the front of the restaurant and facilitates easy access to both entrances, we are enhancing the overall pedestrian environment of the site. Improving circulation also enhances pedestrian safety. By changing the entrance from directly in front of the drive thru lane to the front of the store pedestrian and vehicular conflict is minimized. Paved pedestrian walkways connect the building to the corner, and to Hwy. 99. They are well marked and use material changes (asphalt to concrete) to show clearly to vehicular traffic that a cross walk is there. Pedestrian traffic from nearby transit stops is encouraged by proximity of this path to the corner crosswalks. However, the use of horiontal elements such as long stretches of storefront glazing, a horizontal band at the top of the building, and an overall horizontal/ low profile of building helps maintain visual continuity with adjacent sites. Visual interest has been added to the building by using the addition of towers at the main entrances and drive thru window. These towers reduce the visual bulk of a building and increase the visibility of the building from the intersection, thereby making the building into a distinctive landmark. By reusing the existing pole sign and having one building mounted sign, a distinctive image is conveyed, and the visual impact of the building is enhanced. The awnings over the windows provide weather protection for pedestrians as well as adding an aesthetically interesting facade modulation that adds a human scale to the building that is in proportion to the rest of the building's mass and scale. Exterior lighting is added under each awning. This hides the lights from view while increasing the overall site lighting, thereby increasing pedestrian safety. These lights also enhance the nighttime appreciation of the buildings architectural detailing and elements. Tukwila Response January 2, 2004 The use of stucco as the exterior finish ensures an attractive facade for many, many years to come. Careful attention has been paid to detailing, and is called out in the construction documents to ensure that water is meticulously controlled and prevented from destroying this hearty material. This will ensure that the building is protected from the Northwest weather and that it will be easily maintained over the long -term. By having windows along over half of the front and side exteriors, a pedestrian friendly facade is created which invites clients to enter this modem, clean cut, and dynamic building. Where the building fronts S. 144th street there is a fairly long expanse of wall behind the drive thru. There will be a planting bed here that will break up the monotony of this wall, screen the electrical board, and enhanc a overall appearance from the intersection. The electrical board will be painted to match the building's exterio T restaurant's appearance is al o enhanced by the compete enclosure of all mechanical equipment on t e building's roof behind tall parapet walls. Landscaping By mimicking the stree improvement landscaping plans by using similar materials a smooth transition from street landscaping to private landscaping will add to a positive aesthetic. The flow of pedestrian traffic is made visually clearer by lining pedestrian walks with plant beds. By screening the trash enclosures and utility boxes with plantings the building's more positive architectural details are enchanced. As only hardy plant material that is tolerant of local climate conditions is used the landscaping will be easier to maintain over the long term. As there is little to no existing landscaping this significant addition of plant material will greatly enhance the aesthetics of this street corner. Signage The one building mounted sign is prominently displayed on the building tower above the drive -thru lane that is most clearly visible from the street corner. The scale of this sign is appropriate for the overall scale of the building while the colors are repeated in the awnings and pole sign. Several directional signs throughout the site are provided to direct traffic around the building and through the drive -thru lane in the most logical manner. The street number is prominently displayed on the front facade of the building as to be easily seen from the street. One pole sign will be located in the same location as the existing pole sign. Both signs are lit from within so that the white lettering will be visible at night. These lights, however, shine no light onto adjacent roads or properties. The signs are made of an embossed Lexan face and sheet metal cabinet that have proven to be highly durable and attractive at other Jack in the Box locations. In summary, through transitioning this existing restaurant into a Jack in the Box restaurant the City of Tukwila and the Tukwila International Boulevard will have improved pedestrian safety and aesthetic appeal. The addition of this vastly improved building to the streetscape will encourage the revitalization of this community.
