COM tUNiT DEVELOPMENT Mr. Gary Greer Secure Capital Inc. P.O. Box 25127 Seattle, WA 98125 RE: L04 -047 Tree Cutting Permit Dear Gary: I have reviewed the revised proposed tree replacement plan for the Tree Cutting permit dated January 6, 2005 and have the following revisions that must be made prior to issuing this permit: 1. The tree removal site plan shows 9 trees that are 8" — 12" in diameter, but the legend only notes 8 trees. The addition of one tree of this size will require 2 additional trees to be provided on the planting plan for a total of 27 trees. These trees must be evergreen. 2. The deciduous trees shown in between the two lots must be located in the sloped area along the western side of the site. 3. Garrya x issaquahensis is an evergreen shrub, not a tree. Please replace this shrub with a native evergreen tree such as Douglas Fir or Western Hemlock. 4. The Styrax japonicus is a lovely tree however it requires a fair amount of water to become established. You may want to consider replacing this tree with one that is native or better adapted to this climate. 5. Please provide one set of plans that is signed by the landscape architect. Please submit these required revisions as soon as possible. If you have any questions, please call me at 206 -431 -3661. Sincerely, e,e Carol Lumb Senior Planner City of Tukwila Steven M. P.O. Box 25127 Seattle, WA 98125 Dear Gary: Department of Community Development Steve Lancaster, Director RE: L03 -073, Two -Lot Short Plat and L04 -047, Tree Cutting Permit We have completed review of your short plat application and have the following comments and requests for additional information on the proposed short plat of property at 38 Avenue South and South 130 Street. The following items are needed to complete review of the short plat and move to preliminary short plat approval: 1. Please submit a preliminary grading plan that shows existing and proposed contours on the site. This plan must include cut and fill quantities for all work proposed for this project. This information is needed in part to determine whether SEPA is required. Given the grade difference between the access point for lot 2 and the current grade, it is important for the City to see how development on the site will fit with the surrounding development pattern. Thought needs to be given now to whether rockeries or retaining walls will be constructed as part of the short plat and these should be indicated on the plans. 2. Please provide cross sections to illustrate how the lots will relate to surrounding properties, what the elevations will be, particularly to lot 1 and the property on the west and east. You have indicated that you may sell the lots prior to development and as a result do not know the ultimate development configuration on the parcels. It is difficult to approve a preliminary short plat when the information on grading, cut and fill is lacking. 3. Provide water availability certificate from Water Dist. 125 (enclosed). Related to this, please verify the location of the existing water main along the East property line. See portion of utility plan for Cascade Glen, enclosed. 4. Please provide legal descriptions for the two new lots. Steven M Mullet, Mayor 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • Phone: 206 - 431 -3670 • Fax: 206 - 431 -3665 Mr. Gary Greer Short Plat L03 -073 October 8, 2004 q:\Secure Capital Short PIat\L03 -073 Comment Ltr.doc 5. Please correct the site plan to show the revised property line between lots 1 and 2 as shown on the July 19, 2004 materials you submitted. 6. The following notes must be added to the short plat, sheet 2: • Development is to comply with the Geotechnical Engineering Report, by Earth Consultants, Inc., dated October 15, 2003, and subsequent geotechnical reports. • No runoff, including downspouts, shall be infiltrated into the ground through "dry wells" or perforated infiltration pipes and trenches. • Individual house foundation and drainage system, shall meet a specific geotechnical assessment, with final design recommendations. 7. Revise sheets 1 & 2 of 2 of the short plat map — see enclosed pages from the short plat application with the correct language to be used. 8. Please provide a copy of the restrictions recorded under AFN 8810170593 as identified in Note 8, page 2 of the proposed short plat. 9. The preliminary site and utilities plan provided shows sanitary sewer flowing to the southeast of the property and across private property. Sewer appears to be available from the north. Verify with Val -Vue Sewer District. You must provide a draft private sanitary side ewer easement for any side sewer crossing an adjacent lot. 10. Connection to the existing catch basin to the north appears to be at least partially on private property and will require a private easement. Please verify whether the catch basin is located on private property or in the public right of way. Provide draft private storm drainage easement(s) for any storm drainage system crossing an adjacent lot. 11. Show how proposed driveways will drain to the proposed storm drainage system. 12. For L04 -047, Tree Cutting Permit, please provide the following: a. Species name of the proposed deciduous and evergreen replacement trees. b. The Tree Removal plan indicates that one 12 " -18" tree will be retained on the western side of the property — this tree should be indicated on the Tree Replacement Plan. c. The Tree Removal plan indicates ten 4 " -8" trees at the northern end of the site that will be retained. The Tree Replacement plan shows the driveway and garage for the house on Lot 1 as possibly interfering with their retention. Please clarify whether these trees will be 2 Mr. Gary Greer Short Plat L03 -073 October 8, 2004 retained; if they will be removed, then additional replacement trees must be provided. The following comments are provided for your information. These items will be required when you submit for final short plat approval. : 1. Owner shall sign with Notary, a Sensitive Areas Ordinance Hold Harmless Agreement. Agreement will be recorded at King County, after Mayor signs the document. (Submit signed agreement at least ten (10) days prior to expected final short plat recording, as City must have time to process this document). 2. Easement shown for Pedestrian Walkway does not seem necessary, as this path was not required to be constructed as part of the Cascade Glen development. 3. Verify with Water District 125, if both waterline easements are needed and if their locations are correct. 4. Civil site plans shall be designed and stamped by a Washington State Licensed Engineer and per City of Tukwila standards, details, and specifications. 5. An infrastructure design and construction standard manual, is available at the Public Works Department and on the City Website. 6. Street Use permit is required including Bond/Insurance for work within City right -of -way. 7. Plan shall include type of fill to be imported and for what purpose. Foundations, driveways, and retaining walls /rockeries shall be constructed over structural fill and be certified by a Washington State Licensed Geotechnical Engineer. 8. Civil site plan shall show in detail, the design of the driveway for the new Lot 2. Design area must include of a portion of Tract `F', within Cascade Glen. As a final comment, Lot 2 will be accessed through the Cascade Glen subdivision, and will appear to be a home that is part of that development.
