This letter serves as the Notice of Decision per TMC 18.104.170. Based on the latest project submittal, preliminary approval is granted subject to the conditions stated below. There are three basic steps in the short plat approval process: 1. Preliminary Approval Steven M Mullet, Mayor This letter constitutes your preliminary approval. The application was reviewed by the Tukwila Short Subdivision Committee and approved with conditions. The conditions imposed are to ensure the short plat is consistent with the Criteria for Preliminary Approval listed at TMC 17.12.020 C in the Tukwila Subdivision Code. PRELIMINARY APPROVAL CONDITIONS Public Works comments a. Provide draft copies of private ingress /egress & utilities and maintenance agreements. The new easement should include the existing 20' easement shown along the South portion of the proposed Lot 1. Fire Department comments b. The fire hydrant identified on the Sadler/Barnard & Associates plat map exceeds the Tukwila Fire Department requirement of 250' by path of vehicular travel to proposed Lots 2 and 4. You have the following options: 1) Provide a note on the plan indicating a new fire hydrant will be located at the driveway entrance on 51 Avenue South or 2) Q:\Short PlatsU.04 -058 preliminary approval.doc 6300 Southcenter Boulevard, Suite #100 • Tukwila, Washington 98188 • Phone: 206 - 431 -3670 • Fax: 206 - 431 -3665 c. The hammer head turnaround must be at least 20' wide (TMC 16.16.070 (5). Show this adjustment on the short plat map. General provide a note on the short plat map showing the new residences will have a fire sprinkler system installed. d. You will need to obtain all required permits prior to beginning any construction. For water and sewer permits, contact the individual provider District. For City of Tukwila utilities, contact Tukwila Public Works at (206) 433 -0179. e. Provide note on site development plan that - Individual house foundation and drainage system shall meet a specific geotechnical assessment with final design recommendations. f. Install all required site improvements, including those proposed in the short plat application and shown on the TLP Pacific, L.L.C. Land Surveying Plans, dated 09/02/2005, and those identified above as conditions of approval. g. Submit a set of recording documents in either legal or record of survey format that meet the King County Recorder's requirements and contain the following items: 1. A survey map as described in the application checklist that is consistent with all of the conditions of approval. 2. The surveyor's original signature must be on the face of the plat. 3. Existing and proposed legal descriptions for all lots. 4. Recording numbers for the access /utility easement and maintenance agreement and storm water easement and maintenance agreement. Miscellaneous Comments 1. All utilities are required to be underground, per City ordinance. 2. The applicant shall apply for Public Works and Building permit approval. 3. Civil site plans shall be designed per City Of Tukwila standards, details, and specifications. 4. An infrastructure design and construction standard manual is available at the Public Works Department and on the City Web Site. Q:\.Short Plats\L04 -058 preliminary approval.doc APPEALS This short plat approval decision is appealable to the Hearing Examiner. If no valid appeals are filed within the time limit the decision of the Department will be final. In order to appeal the decision a written notice of appeal must be filed with the Department of Community Development within 21 days of the issuance of the Notice of Decision (07/05/2005). The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. Appeal materials shall include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision. The Notice of Appeal shall state specific errors of fact or errors in application of the law in the decision being appealed; the harm suffered or anticipated by the appellant, and the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. Any appeal shall be conducted as an open record hearing before the Hearing Examiner. The Hearing Examiner's decision on the appeal is the City's final decision. A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from the Hearing Examiner's decision pursuant to the procedures and time limitations set forth in RCW ch. 36.70C. 2. Final Approval The next step is to install the required site improvements, comply with the conditions of approval and submit the necessary short plat documents (survey, legal descriptions, and other required paper work). You may apply to delay installation of the site improvements up to six months beyond final approval subject to the approval of the Public Works Director. A financial guarantee must be provided to ensure installation. All taxes and fees assessed against the property must be current prior to final approval. Please check with the King County Assessor's Office and the City of Tukwila Finance Department prior to submitting final mylars. The final approved short plat must be filed with the King County Department of Records by June 20, 2006, one year from the date of this preliminary approval or the application will expire. The City may grant a single one year extension if requested in writing prior to the expiration date. The signature of the Chairman of the Short Subdivision Committee certifies that your short plat application is ready for recording. It is your responsibility to record the City approved short plat documents with the King County Department of Records. You will need to pay the recording fees and submit your approved original short plat to King County, see the Recording Procedures handout. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. After recording, the County returns the recorded original to the City of Tukwila within 4 -6 weeks, at which time your short plat is considered complete. You can shorten this processing time by hand - delivering a copy of the recorded short plat to the project planner. The public works review only stated the fire access did not meet Fire department requirements. We assume this was directed at the grades on the roadway accessing the site. The City of Tukwila standards state that grades over 15% require approval form the Fire Department. The proposed development will have an approximate 19% slope on a portion of the access road. Please reference the attached drawing for clarification. Your quick response is greatly appreciated since this project has stalled due to this outstanding issue. Currently: o Public Works has received and accepted the Supplemental Comments pertaining to the Geotechnical Evaluation from Bruce MacVeigh. o Fire Department will grant the reduced hammerhead distance to 45'. This must be shown on the drawings. The 19% grade in the driveway must be mitigated, as it becomes an angle of departure issue for emergency apparatus. Submit a revised plan for the 19% grade area. o The drawings still need to show the location of nearest Fire Hydrant. If the hydrant is in excess of 250' there are two options; 1. Install a Fire Hydrant at top of drive or 2. Install a residential fire sprinkler system in any proposed house in excess of 250' of path of vehicular travel. Indicate which option will be used. o The duplex on proposed Lot 3 requires the drawings must show off - street parking for 4 vehicles (Figure 18 -7 enclosed). The report was prepared by Brian E. Hall, P.E., of that firm. The comments will be addressed in the order given on Page 3 of the above report. A copy of the report is attached. As such, detailed repetition of the comments will not be given. Additional test pits at the crest of the pit. This office concurs that additional test pits at the top of the slope would have been generally helpful. Not stated in the report were the minor cuts and excavations generally observed on the site and in neighboring properties which supported the opinion that the soils were uniform for the entire 35 or so feet of total soil depth evaluated. As such, the determination at the time was that specific test pit information was not necessary for the intended purpose of the report and the scope of construction proposed for the site's use. "Very clean" versus "slightly silty" soils. The term "very clean" was used to describe the soils relatively open large grained matrix as it would relate to infiltration and structural compaction requirements. The "slightly silty" phrase was used to describe the prescence of some inheirent fine powder present in the soil, but which was not present in a large enough percentage to formally present the soil as being in the silt or loam category. Wet conditions at toe of slope. The office confirms that no springs or seepage were observed on the face of the slope, and that it is unlikely that groundwater could build up within the soils beneath the site. The observed horsetails at the foot of the slope may be due to a change in subsurface conditions to a less permeable soil at that level, the concentration of runoff flowing to that area down from the face of the slope, or runoff concentrating horizontally along the foot of the slope. It is possible that one or more of the above factors contribute to the wet soil growth found there. Additionally, the slope is 1 north - northeast facing, and soils there may not dry out as quickly as slopes facing the south or west, even in dry weather. The presence of wet soils at the foot of the slope should have no adverse effects in the use of the site at the top of the slope for the residential construction and runoff infiltration. Angle of repose of sandy soils. The 1:1 natural angle of repose for sand given in the report was based upon very controlled particle gradation and placement in laboratory situations. This office acknowledges the observations that heavily sanded "real world" soils in the field are typically about 1.5:1. This office should have clarified this in the report or should have used the second ratio. Soil infiltration rate. This office supports the 5 min. /in. infiltration rate given as a reasonable actual expected rate, but proposes an imposition of a safety factor of 2.0 on the above, giving a design infiltration rate of 10 min./in. In addition, where possible, it is recommended that an overflow from the infiltration system be led to existing conveyance systems. (HWA) has completed a geotechnical peer review of a geotechnical report provided in support of a proposed short plat for the property situated at 16030 — 51' Avenue South, in the City of Tukwila. The following letter report was provided for our review: • "Sensitive Area (Steep Slope) Geotechnical Evaluation for Chris Hill Four - Lot Residential Short Plat, 16036 51 Avenue S., City of Tukwila, WA (Tax ID #537920- 0065 and - 0067); dated June 25, 2004, prepared by Bruce S. MacVeigh, P.E. (MacVeigh) In addition, we reviewed relevant in -house soils, geologic and topographic mapping, available LIDAR images of the site area, and conducted a brief visual reconnaissance of the property. The main geotechnical consideration is the stability of a steep slope forming the eastern edge of the stibject property. This slope is about 35 feet high and its maximum inclination is 1.57H:1 V. The MacVeigh geotechnical report was based on visual observation of soil conditions at the toe of the slope and experience from another site two blocks west of the subject property. According to this report "actual soil logs were not deemed necessary", and further "soil logs to determine additional information in support of an infiltration design are not necessary or recommended ". In summary, the report concluded and recommended the following: 1. The existing slope area is stable and the existing residences are safe. March 115, 2005 HWA Project No. 2005 -009 - 2. New residences should not be constructed closer than 35 feet from the top of the steep slope, or within a 2H:1V angle passing through the toe of the slope. 3. The existing slope ground cover is adequate and should not be disturbed. 4. The soils are suitable for infiltration. An infiltration rate of 5 minutes per inch is suitable for design. 5. A foundation design pressure of 2,000 psf should be used for building construction. OBSERVATIONS AND GENERAL COMMENTS As part of our review, a geotechnical engineer from HWA, Mr. Brian Hall, P.E., visited the site briefly. This visit generally confirmed the site observations provided in the geotechnical report. Our additional observations and comments are as follows: 1. The low concrete wall (typically about 3 feet high) along the crest of the steep slope appears to retain fill that was placed many years ago to provide a level backyard area. The wall shows no obvious signs of movement, which indicates the top of the slope has remained stable over a long period. 2. The slope vegetation consists primarily of thick blackberry growth, which prevented examination of the slope face except along the toe on the neighboring property to the east, and to the northeast along a segment of South 160 Street. Several large trees present on the slope have trunks of up to 2 feet in diameter. The tree trunks are noticeably curved such as is typically indicative of previous/ongoing slope movements (creep). .3. A portion of South 160 Street adjacent to the property on the north side, is supported by a concrete wall on both sides of the roadway. It is unknown if this wall was constructed to repair a previous slide. A short distance beyond the east end of wall near the northeast corner of the subject property, horsetails are growing near the slope toe. Horsetails are typically indicative of wet soil conditions. 4: The published geological map ( "Geology of the Des Moines Quadrangle, Washington ") shows that Kame - terrace deposits generally underlie the site. Such deposits typically consist of silty sand to sand and gravel, and may include lenses and pods of till and beds of sand, silt and clay. peerreview032405 2 HWA GeoSciences Inc. .∎1.11 C11 10, .UU) HWA Projcct No. 2005 -009 5. The Puget Sound LIDAR images (see attached extract) shows that the subject property is located near the crest of a slope adjacent to a very disturbed area. According to the geological map such areas which have the appearance of landslide topography are sometimes the results of collapsed kame deposits caused by melting of buried blocks of ice. COMMENTS We generally concur with the MacVeigh report, except for the following: 1. Page 2, 5 and 6 paragraphs. Information from test pits behind the crest of the slope would have been useful to confirm the soil conditions, because the dense vegetation on the slope has obscured the slope face. 2. Page 2, 6 paragraph. In the description of the soil type encountered the descriptor "very clean" is in conflict with the descriptor "slightly silty". Is the sand very clean, or slightly silty? . 3. Page 2, 6` paragraph. We did not observe evidence of springs or ground water seepage, but as noted previously, horsetails growing near the slope toe along South 160 Street are indicative of wet soil conditions. 4. Page 3, Z paragraph. The angle of repose of loose sand is not 1H:1V as stated and is closer to 1.5H:I V which, as expected, is similar to the inclination of the existing slope. 5. Page 4, recommendation 4. An infiltration rate of 5 minutes/inch (12 inches/hour) is considered high for long term infiltration in medium to coarse slightly silty sand. We suggest that the design infiltration rate be established by comparing the grain size analysis with local correlations. Based on our review and site visit, we agree that the house should be located 35 feet back from the crest of the slope (or outside an influence line drawn at 2H:1V from the toe of the slope). We also consider it likely that infiltration of stormwater can be achieved at 35 feet behind the slope crest. However, we recommend that at least two test pits be excavated to depths of around 8 feet behind the crest of the slope to provide soil profile information and samples for gradation analyses to better quantify the infiltration capacity of the subsoil. Within the limitations of scope, schedule and budget, our review of peotechnical documents submitted to the City of Tukwila for the proposed short platting at 16030 — 51` Avenue South, in Tukwila, was completed in accordance with generally accepted principles and practices in this area at the time this letter was prepared. The City SEPA Responsible Official has previously determined that this application does not require a SEPA threshold determination because it is categorically exempt. This letter serves as the Notice of Decision per TMC 18.104.170. Based on the latest project submittal, preliminary approval is granted subject to the conditions stated below. An infrastructure design and construction standard manual is available at the Public Works Department and on the City Website. m. Install all required site improvements, including those proposed in the short plat application and those identified above as conditions of approval. n. Submit a set of recording documents in either legal or record of survey format that meet the King County Recorder's requirements and contain the following items: 1) A survey map as described in the application checklist that is consistent with all of the conditions of approval. The surveyor's original signature must be in the face of the plat. 2) Existing and proposed legal descriptions for all lots. 3) Legal description of the access /utility easement. This easement shall also be included in the Joint Maintenance Agreement. APPEALS This short plat approval decision may be appealed to the Hearing Examiner. One administrative appeal of the decision on the short plat is permitted. If no valid appeals are filed within the time limit the decision of the Department will be final. In order to appeal the decision a written notice of appeal must be filed with the Department of Community Development within 21 days of the issuance of the Notice of Decision (November 8, 2004). The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. Appeal materials shall include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision. The Notice of Appeal shall state specific errors of fact or errors in application of the law in the decision being appealed; the harm suffered or anticipated by the appellant, and the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. Short Plat L04 -058 Page 3 Any appeal shall be conducted as an open record hearing before the Hearing Examiner. The Hearing Examiner's decision on the appeal is the City's final decision. A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from the Hearing Examiner's decision pursuant to the procedures and time limitations set forth in RCW ch. 36.70C. 2. Final Approval Expiration The next step is to install the required site improvements, comply with the conditions of approval and submit the necessary short plat documents (survey, legal descriptions, and other required paper work). Tukwila, WA 98168 Office: (206) 242 -7665 Fax: Same Subject: Sensitive Area (Steep Slope) Geotechnical Evaluation for Chris Hill Four -Lot Residential Short Plat, 16036 51 Avenue S., City of Tukwila, WA (Tax ID #537920- 0065 and - 0067) Project Overview: The purpose of this evaluation is to determine if the steep slopes on or adjacent to this site pose a hazard to the existing residences on the site, to determine the suitable setbacks or structural requirements for the proposed new residences on the site, and to detennine criteria for stormwater disposal from the new impervious areas which will prevent disturbance of the existing steep slopes. This site is located on the east side of 51 Avenue S., approximately one -half block south of S. 160 Street. It consists of a pair of existing parcels, the total property being rectangular, and approximately 135 feet wide north- d approximately 285 feet deep east -west. The total site area is 38,624 SF o 0.89 acres) It is proposed to divide the parcel into four lots of 8,832 to 11,125 SF each. The site will be accessed from 51 Avenue S. using a 20 foot wide private road constructed along the center of the property. The southwest and northeast corners of the site have existing single- family residences and associated yard areas. These residences are proposed to remain, with the total number of new residences being two, one in the northwest corner along 51 Avenue S., and the other in the southeast corner. Site Topography and Existing Groundcover: The site slopes downward to the east, away from 51 Avenue S. A portion of the frontage has a small rockery of an approximate two to three foot height, while the remaining frontage slopes downward at a slope of approximately 10-20 percent for the first 20 feet. This area is existing lawn and driveways. The main body of the site going east slopes more gradually at about 5 percent for a typical distance of 220 to 230 feet. This area is the location of the existing residences and lawn areas, with some moderately sized trees and landscaping. The rear 10 percent or so of the site is sloped downward steeply to the east, with portion E CEIVED of the bottom of the slope being beyond the east property line. The top of slope angles slightly northwest - southeast. This slope is of a fairly uniform height of 35 feet in a SEP 0 3 2004 COMMUMITY DEVELOPMENT 1 typical run of 55 feet, giving a slope of 63 percent or 1.57:1. Since this slope is greater than 40 percent or 2.5:1, a geotechnical evaluation is required for the development or subdivision of the property. This slope area is heavily brushed, the main plant type being blackberries, with some small trees scattered along the slope area. Except for some minor grading along the frontage, especially in the small rockery area, the topography of the site appears to be undisturbed from pre- development conditions. The proposed development of the site, that is the construction of two new single - family residences, would not appear to require any substantial earthwork. Impervious area would be added in the form of new roof area, driveway construction and the widening of an existing driveway to serve the two rear lots. The rear portion of the existing residence located in the northeast corner is 25 to 30 feet from the top of slope. The rear of the residence located in the southwest corner is 175 to 185 feet from the top of slope. Soils: Soils were investigated in minor cut and fill areas within the property and adjacent properties. Trace exposed areas along the face of the steep slope and along the road cut to the northeast of the site were used to determine site soil conditions. Based on the uniformity of material encountered and the depth available for investigation with this level of survey, actual soil logs were not deemed necessary. (Of note, this office has extensively investigated another site with similar topography and soils approximately two blocks west of this site.) The soil type found at all locations and at all depths up to the depth of the 35 foot slope face was a very clean uniform medium to coarse slightly silty sand. Such soils would be of the Indianola sand series common in hillside areas in some areas in the West Seattle- Burien-Tukwila area. For septic and storm infiltration purposes, the soils would be considered Type 1B. These soils are the result of glacial outwash during the recession of the ice sheets and would not be considered glacially compacted or highly dense. No shallow water indicators were encountered and no evidence of springs or perched groundwater were found along the slope face. Discussion: It is the opinion of this office that groundwater would not be possible at depths less than 35 feet below grade at the proposed residential sites, and that water could not saturate the main portion of the site or the slope areas. As such, the possibility of soil saturated seismically induced liquefaction is not possible. 2 Similarly, the lack of groundwater and excessive fines (defining the matrix of the soils) would preclude concerns about formations of saturated muds and resulting gravity induced slides. The soils of the steep slopes appeared stable en masse. The natural angle of repose of loose sand is approximately 1:1. Inspection of the existing residence's foundations found no slope related failures_ The primary expected mode of slope failure would be surface erosion of exposed soils. In this respect, the soils could be expected to quickly erode if the existing vegetation is disturbed. The proposed development of the site would not be expected to require disturbance of the steep slope area or it existing vegetation. It is recommended as a general rule of thumb that the foundations for the new residences be placed a minimum of 35 feet from the top of slope, giving an internal slope to bottom of slope of 2:1 or flatter. The City of Tukwila uses the King County Stormwater Manual for development criteria. The guidelines recommend on -site stormwater infiltration where suitable soils permit. In this case, the soils are ideal for conventional infiltration trenches and/or surface dispersion/infiltration. It is recommended that the infiltration trenches, etc. for the new residences be place a minimum of 35 feet from the top of the steep slope similar to the foundation set back above. Conclusions and Recommendations: I. The existing slope area is stable and the existing residences are safe. 2. The new residences should be placed no closer than 35 feet to the top of the steep slope area, or, alternately, the foundations should maintain a 2:1 or flatter internal slope down to the bottom of the slope. 3. The existing slope groundcover is adequate and should not be disturbed. A three foot non - disturbance buffer is recommended at the top of the slope. 4. The soils are suitable for stormwater infiltration. An infiltration rate of 5 minutes per inch is suitable for design, and is very conservative. The locations of infiltration trenches or surface infiltration from new impervious areas should be a minimum of 35 feet away from the top of slope. The stormwater measures should be designed per King County design rules. Soil logs to determine additional information in support of an infiltration design are not necessary or recommended. 5. Core Requirement 1. Discharge at the Natural Location It is assumed the current two houses infiltrate the storm runoff from the existing roofs. Current drainage is from west to east. The current site condition slopes to the east approximately 5 percent for the first 3 ,4 quarter of the property. The remaining portion of the property continues to slope to the east at approximately 60 percent. This slope is heavily overgrown with blackberry bushes and small trees. At the base of the slope is a portion of South 160 Street Right of Way. Existing drainage patterns will be maintained. Core Requirement 2. Offsite Analysis Since the proposed development will be infiltrated on site a level one downstream analysis is not warranted. Core Requirement 3: Flow Control The site is in the Lower Green River -West Basin and requires Level 1 flow Control in circumstances where flow control is required. Flow control will be provided by a gravel underground infiltration trench. All drainage from the existing sub - basin, including improvements will be directed to the drainage infiltration trench. See Section IV of the TIR for details. Core Requirement 4: Conveyance System Conveyance analysis is not required since the only pipes conveying stormwater will be house downspouts. Downspouts will be sized per the Uniform Plumbing Code. Core Requirement 5: Erosion and Sedimentation Control Erosion Control Systems are required. The site is not in a P suffix Zone. Specific ESC systems are recommended in Section IX of the TIR. A separate ESC plan is prepared for the Construction Document Phase. The ESC plan shall meet all applicable codes. Core Requirement 7: Financial Guarantees and Liability Financial guarantees will be required. The City of Tukwila Bond Quantity worksheet will be provided for public and private improvements after sufficient city review to establish design specifics. Core Requirement 8: Water Ouality Core requirement #8, water quality, KCSWM pg. 1 -50 to 1 -51, exemption #1 indicates that any proposed threshold discharge area within a project is exempt from water quality treatment requirements if it meets all of the following criteria: Less than 5,000 s.f. of new PGIS. PROJECT OVERVIEW The Proposed Development consists of short platting the current property into 4 residential lots. Impervious surface including the common driveways, house, patios and walkways. The proposed driveway will include 3,918 square feet of impervious surface. The remainder of the lots will be re- landscaped after the residential structures are constructed. II. PRELIMINARY CONDITIONS SUMMARY The existing lot is 0.887 acres of residential undeveloped with vegetation ranging from brush and grasses. Existing Grades slope from the Southeast to Northwest. Slopes range from 15% to 35 %. Site access is provided via 51 Avenue South. No further road improvements are assumed warranted by this project accept pavement restoration from utility tie in connections. III. OFF -SITE ANALYSIS (DOWNSTREAM — UPSTREAM DRAINAGE ANALYSIS) Drainage from the site is generally conveyed by onsite swales and sheet flow towards the northeast corner of the property until being intercepted by South 160th Street storm drainage system. No Storm runoff from the upstream area is conveyed across this site. All upstream runoff is collected and conveyed by the storm system within 51' Avenue South. Reference the attached exhibit. IV. PROPOSED DRAINAGED IMPROVEMENTS The site is in the Green River Basin and requires Level 1 flow Control in circumstances where flow control is required. Flow control will be provided by a 64.5' x 4' x 8' gravel infiltration trench. All drainage from the proposed driveway and roof tops will be directed to the infiltration system. The proposed flow durations must not exceed the existing flow durations for events ranging from the 2 year thru the 100 -year event. Since the water is directed in the area of existing and proposed structures the infiltration trench was designed for the 100 -yr storm event. The Site lies in a Basic Water Quality Area. Since the proposed site will not generate more than 5,000 s.f of new PGIS, Water Quality will not be required. V. CONVEYANCE SYSTEMS ANALYSIS AND DESIGN VI. EROSION/SEDIMENTATION CONTROL DESIGN Erosion Control Designs (ESC) has been prepared per the City of Tukwila, since the new site impervious area exceeds 5,000 sf. The plan, together with the grading /drainage plan, shows all existing and proposed topographic features, ESC notes, ESC details and drainage features. Erosion Control elements consist of a Clearing and Grading Limits, rock construction entrance, interceptor swales, silt fencing and use of the a sediment trap as an erosion control pond. VII. BOND QUANTITY WORKSHEET VIII. OPERATIONS AND MAINTENANCE MANUAL All catch basin sumps should have sediment removed when the sumps have more then 1/3 (8") of their depth from the bottom to the pipe invert filled. Catch basin grates should have all debris removed from around the grate as soon as it accumulates and it is feasible possible to remove such debris. Conveyance pipe should be inspected periodically and cleaned when more then 20% of the pipe diameter is obstructed by sediment. Inspection should be completed every quarter year for the first year of operation and then every year thereafter. More detailed instructions for maintaining the system is attached. IX. Tukwila, WA 98168 Office: (206) 242 -7665 Fax: Same - June 25, 2004 Subject: Sensitive Area (Steep Slope) Geotechnical Evaluation for Chris Hill Four -Lot Residential Short Plat, 16036 51" Avenue S., City of Tukwila, WA (Tax ID #537920- 0065 and -0067) Project Overview: The purpose of this evaluation is to determine if the steep slopes on or adjacent to this site pose a hazard to the existing residences on the site, to determine the suitable setbacks or structural requirements for the proposed new residences on the site, and to determine criteria for stormwater disposal from the new impervious areas which will prevent disturbance of the existing steep slopes. This site is located on the east side of 51' Avenue S., approximately one -half block south of S. 160 Street. It consists of a pair of existing parcels, the total property being rectangular, and approximately 135 feet wide north- d approximately 285 feet deep east -west. The total site area is 38,624 SF o 0.89 acres: It proposed to divide the parcel into four lots of 8,832 to 11,125 SF each. The site will be accessed from 51' Avenue S. using a 20 foot wide private road constructed along the center of the property. The southwest and northeast corners of the site have existing single - family residences and associated yard areas. These residences are proposed to remain, with the total number of new residences being two, one in the northwest corner along 51" Avenue S., and the other in the southeast corner. Site Topography and Existing Groundcover: The site slopes downward to the east, away from 51' Avenue S. A portion of the frontage has a small rockery of an approximate two to three foot height, while the remaining frontage slopes downward at a slope of approximately 10-20 percent for the first 20 feet. This area is existing lawn and driveways. The main body of the site going east slopes more gradually at about 5 percent for a typical distance of 220 to 230 feet. This area is the location of the existing residences and lawn areas, with some moderately sized trees and landscaping. The rear 10 percent or so of the site is sloped downward steeply to the east, with portions . of the bottom of the slope being beyond the east property line. The top of slope angles slightly northwest - southeast. This slope is of a fairly uniform height of 35 feet in a l typical run of 55 feet, giving a slope of 63 percent or 1.57:1. Since this slope is greater than 40 percent or 2.5:1, a geotechnical evaluation is required for the development or subdivision of the property. This slope area is h eavi y rus a main plant tipe blackberries, with some small trees scattered along the slope area. Except for some minor grading along the frontage, especially in the small rockery area, the topography of the site appears to be undisturbed from pre - development conditions. The proposed development of the site, that is the construction of two new single - family residences, would not appear to require any substantial earthwork. Impervious area would be added in the form of new roof area, driveway construction and the widening of an existing driveway to serve the two rear lots. The rear portion of the existing residence located in the northeast corner is 25 to. 30 feet from the top of slope. The rear of the residence located in the southwest corner is 175 to 185 feet from the top of slope. Soils: Soils were investigated in minor cut and fill areas within the property and adjacent properties. Trace exposed areas along the face of the steep slope and along the road cut to the northeast of the site were used to determine site soil conditions. Based on the uniformity of material encountered and the depth available for investigation with this level of survey, actual soil logs were not deemed necessary. (Of note, this office has extensively investigated another site with similar topography and soils approximately two blocks west of this site.) The soil type found at all locations and at all depths up to the depth of the 35 foot slope face was a very clean uniform medium to coarse slightly silty sand. Such soils would be of the Indianola sand series common in hillside areas in some areas in the West Seattle - Burien- Tukwila area. For septic and storm infiltration purposes, the soils would be considered Type 1B. These soils are the result of glacial outwash during the recession of the ice sheets and would not be considered glacially compacted or highly dense. No shallow water indicators were encountered and no evidence of springs or perched groundwater were found along the slope face. Discussion: It is the opinion of this office that groundwater would not be possible at depths less than 35 feet below grade at the proposed residential sites, and that water could not saturate the main portion of the site or the slope areas. As such, the possibility of soil saturated seismically induced liquefaction is not possible. 2 Similarly, the lack of groundwater and excessive fines (defining the matrix of the soils) would preclude concerns about formations of saturated muds and resulting gravity induced slides. The soils of the steep slopes appeared stable en masse. The natural angle of repose of loose sand is approximately 1:1. Inspection of the existing residence's foundations found no slope related failures. The primary expected mode of slope failure would be surface erosion of exposed soils. In this respect, the soils could be expected to quickly erode if the existing vegetation is disturbed. The proposed development of the site would not be expected to require disturbance of the steep slope area or it existing vegetation. It is recommended as a general rule of thumb that the foundations for the new residences be placed a minimum of 35 feet from the top of slope, giving an internal slope to bottom of slope of 2:1 or flatter. The City of Tukwila uses the King County Stormwater Manual for development criteria. The guidelines recommend on - site stormwater infiltration where suitable soils permit. In this case, the soils are ideal for conventional infiltration trenches and/or surface dispersion/ infiltration. It is recommended that the infiltration trenches, etc. for the new residences be place a minimum of 35 feet from the top of the steep slope similar to the foundation set back above. Conclusions and Recommendations: 1. The existing slope area is stable and the existing residences are safe. 2. The new residences should be placed no closer than 35 feet to the top of the steep slope area, or, alternately, the foundations should maintain a 2:1 or flatter internal slope down to the bottom of the slope. 3. The existing slope groundcover is adequate and should not be disturbed. A. three foot non - disturbance buffer is recommended at the top of the slope. 4. The soils are suitable for stormwater infiltration. An infiltration rate of 5 minutes per inch is suitable for design, and is very conservative. The locations of infiltration trenches or surface infiltration from new impervious areas should be a minimum of 35 feet away from the top of slope. The stormwater measures should be designed per King County design rules. Soil logs to determine additional information in support of an infiltration design are not necessary or recommended. 5.
