The City SEPA Responsible Official has previously determined that this application does not require a SEPA threshold determination because it is categorically exempt. This letter serves as the Notice of Decision per TMC 18.104.170. Based on the latest project submittal eGmfn"`ary ini141 is granted subject to the conditions stated below. There are three basic steps in the short plat approval process: 1. Preliminary Approval This letter constitutes your preliminary approval. The application was reviewed by the Tukwila Short Subdivision Committee and approved with conditions. The conditions imposed are to ensure the short plat is consistent with the Criteria for Preliminary Approval listed at TMC 17.12.020 C in the Tukwila Subdivision Code. Revise all plans per mock -up from Public Works staff(5 /05) b. Drainage design for all lots shall meet City of Tukwila Surface Water Ordinance Requirements. Contact the Tukwila Public Works Department for submittal and design requirements. c. Pursuant to the Tukwila "underground ordinance ", all utilities shall be placed underground. d. Extension of the sewer and water lines to the lots shall be approved by the appropriate utility. As -built plans shall be provided to the Public Works Department. Access d. A 20 foot wide paved access road with an all weather surface built to Public Works and Fire Department standards must be provided to any new structures. A fire turnaround will be required if the access road exceeds 150 feet in length. Fire Protection e. There must be a fire hydrant within 250 feet of all building sites. If the fire hydrant is not capable of a 1000 gallon per minute flow the future houses will be required to provide interior sprinklers, to be approved by the Fire Department. General This requirement must be stated on the face of the recorded plat, and must be met prior to issuance of any building permits. No parking allowed on the access road. This requirement must be stated on the face of the recorded plat, and must be met prior to issuance of any building permits for Lot 1, Lot 2, Lot 3 or Lot 4. f. Obtain all required permits prior to beginning any construction. For water and sewer permits, contact the individual provider District. Obtain a Public Works Type C permit to construct all required common infrastructure, including the required street light. You will need to provide a construction cost estimate, bond for work in the right of way and insurance certificate. h. Install all required site improvements, including those proposed in the short plat application and those identified above as conditions of approval. i. Submit a set of recording documents in either legal or record of survey format that meet the King County Recorder's requirements and contain the following items: 1. A survey map as described in the application checklist that is consistent with all of the conditions of approval. The surveyor's original signature must be on the face of the plat. 2. Existing and proposed legal descriptions for all lots. 3. Legal description of the access/utility easement. 4. Joint Maintenance Agreement required for easements and utilities. APPEALS This short plat approval decision may be appealed to the Hearing Examiner. One administrative appeal of the decision on the short plat, excluding challenges to the DNS, is permitted. If no valid appeals are filed within the time limit the decision of the Department will be final. In order to appeal the decision a written notice of appeal must be filed with the Department of Community Development within 21 days of the issuance of the Notice of Decision (6/3/2005). The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. Appeal materials shall include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision. The Notice of Appeal shall state specific errors of fact or errors in application of the law in the decision being appealed; the harm suffered or anticipated by the appellant, and the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. Recording Any appeal shall be conducted as an open record hearing before the Hearing Examiner. The Hearing Examiner's decision on the appeal is the City's final decision. A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from the Hearing Examiner's decision pursuant to the procedures and time limitations set forth in RCW ch. 36.70C. The next step is to install the required site improvements, comply with the conditions of approval and submit the necessary short plat documents (survey, legal descriptions, and other required paper work). You may apply to delay installation of the site improvements up to six months beyond final approval subject to the approval of the Public Works Director. A financial guarantee must be provided to ensure installation. All taxes and fees assessed against the property must be current prior to final approval. Please check with the King County Assessor's Office and the City of Tukwila Finance Department prior to submitting final mylars. After the documents have been found to be in order, and the all of the requirements of the short plat have been met, the Chair of the Short Subdivision Committee signs your short plat which constitutes a grant of final approval. j. The final approved short plat must be filed with the King County Department of Records by, May 13, 2006, one year from the date of this preliminary approval or the application will expire. The City may grant a single one year extension if requested in writing prior to the expiration date. The signature of the Chairman of the Short Subdivision Committee certifies that your short plat application is ready for recording. It is your responsibility to record the City approved short plat documents with the King County Department of Records. You will need to pay the recording fees and submit your approved original short plat to King County, see the Recording Procedures handout. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. After recording, the County returns the recorded original to the City of Tukwila within 4 -6 weeks, at which time your short plat is considered complete. You can shorten this processing time by hand - delivering a copy of the recorded short plat to the project planner. These comments must be addressed before the final short plat can be approved by the City of Tukwila and recorded with King County. Public Works - -As we discussed by phone, Joanna Spencer, Development Engineer raised several items that must be addressed before the Public Works Department can approve a final short plat document. Joanna's annotated materials are provided for your use. Joanna's comments are the following: 1) There is a 10 foot wide sewer and storm drainage easement on the south side of the property. It needs to have the legal description shown on the face of the plat. A separate easement and maintenance agreement is also needed. Samples are attached. 2) Re the Declaration of easement and maintenance agreement signed by Chuck Wetzler on 5/10/6: Items #4 and #7 need to have the width revised to include the Fire Access/Hammerhead easement. The terms and conditions of this and subsequent paragraphs concerning the use and maintenance of this easement shall not be construed as personal but shall run with the land for the benefit, burden or all successors, transferees or assigns on either side of this agreement. 5. The easement roadway described herein shall be composed of asphalt paved to a minimum width of 20 feet. There shall be no parking on the asphalt surface of the easement. Trash and recycling containers shall not be placed upon the roadway. 6. Any party desiring to have maintenance and/or repair work done on the roadway shall obtain a minimum of 2 bids for the work, and shall notify the other owners in the plat in writing via certified mail of the time and place of a meeting to consider and vote upon the proposal. A vote of 3 of the 4 lot owners shall be required to approve the proposed maintenance or repair. If a lot is owned by more than one person, the approval of all owners of said lot shall be required to constitute an approval for that lot. 7. Mr. Wetzler, Regarding your question about the status of your short plat, all infrastructure must completed before the short plat can be considered "final" and it can be recorded with the King County Assessor's Office. Per the requirements of your preliminary approval, issued on 5/13/05, you must file the final approved short plat by 5/13/06 i.e. two weeks from now. The City may grant a single one -year extension if you request this in writing prior to the expiration date. Joanna Spencer of the Public Works Department indicated that the construction permit PW05 -089 for the infrastructure has been issued. She met 4/26/06 with the contractor and clarified what needs to be shown on the "as- built" infrastructure plan. She also asked the contractor Turnover documents documents for the public infrastructure that are being installed as part of the Public Works permit will also be needed. Joanna does not know how much of the construction has actually been completed at this point. I hope this gives you the information you need. The "steep slopes" areas are part of an existing lawned yard and are very small in area. The slopes in the 15- 25% zone are only 1,209 SF (equivalent to a square 35 feet on a side) and the steeper slopes in the 25-40% zone are only 241 SF (equivalent to a square 16 feet on a side). The maximum measured slope is only 33 %, in one tiny area. The site is 30,000 SF, so that the zones comprise only five percent of the site. Most of these areas will be removed during the construction of the new private road for the site. None are in a location, which even if they did continue to exist, would affect the geotechnical safety of any areas on or off site. However, for some types of projects the scope of requirements applied is narrowed to allow more efficient, customized review. Each of the following four drainage review types tailors the review process and application of drainage requirements to a project's size, location, type of development, and anticipated impacts to the local and regional surface water system: • Small Site Drainage Review, Section 1.1.2.1 (p. 1 -9) • Targeted Drainage Review, Section 1.1.2.2 (p. 1 -10) • Full Drainage Review, Section 1.1.2.3 (p. 1 -13) • Large Site Drainage Review, Section 1.1.2.4 (p. 1 -13). _ Each project requires only one of the above drainage review types, with the single exception that a project which qualifies for Small Site Drainage Review may also require Targeted Drainage Review. All of the following require a geotechnical investigation and report prepared by a Geotechnical Engineer 1. Unless waived by the Building Official: • All new buildings except a residential structure that falls under the International Residential Code • Any structure, including a rockery, that retains a surcharge • Any retaining structure, including a rockery, that is over four feet above existing grade • Grease interceptors that are 1000 gallons or larger • Surface water retention /detention structures 2. Geotechnical Report Guidelines Approved 04.24.04 CITY OF TUKWILA BULLETIN B4 GEOTECHNICAL REPORT GUIDELINES The attached report outline describes the contents for elements in a geotechnical report. A report submitted to the City must contain each element in the outline. The actual content under each element will depend on the nature and complexity of the project and site conditions. For example, a single family residence on a glacial till site without groundwater issues warrants a short, simple report, while a high -rise structure with a deep excavation on an alluvial site warrants a longer, much more detailed report. The report should state "Not applicable" for each outline element that does not apply. For example, shoring and retaining walls would be "Not Applicable" if the project scope does not include these items. 1 GEOTECHNICAL ENGINEER means a practicing, professional civil engineer registered with the State of Washington, who has knowledge and practice of geotechnical engineering. GEOTECHNICAL ENGINEERING means the application of soil mechanics in the investigation, evaluation, and design of civil works involving the use of earth materials and the inspection or testing of the construction thereof. This section should be included in all lengthy or complex reports. 2.0 INTRODUCTION The introduction sets the stage for the entire report and contains the following sections: 2.2 OVERVIEW • Introduce the formal project name, address and parcel numbers. • Describe briefly the current or previous work used to form the basis for the conclusions and recommendations contained in the report. 2.3 BACKGROUND • Describe the project's history when relevant to the reason for the investigation. • List other reports completed for the site or adjacent sites and note whether any environmental site assessments or other environmental work has been completed. • Describe the scope of work, including grading, retaining walls, structures, construction materials, and utilities. Include dimensions, quantities, proposed finish floor elevations, maximum depth of cut or fill, foundation and floor loads, etc. • Describe all assumptions that were relied upon to develop the conclusions and recommendations contained in the report. 2.4 PURPOSE AND SCOPE OF SERVICES • State succinctly the primary purpose for the geotechnical engineering services. • Summarize the scope of geotechnical engineering services that form the basis for the conclusions and recommendations contained in the report. • Indicate any limitations to the scope of geotechnical engineering services provided, particularly if the scope represents a departure from service typically provided on similar projects. 2.5 INVESTIGATIONS SUMMARY • Provide the dates, general nature, and extent of the geotechnical investigation. This section should include data research, borings, test pits, geophysics, physical laboratory testing, chemical testing, field instrumentation or testing, etc. • If the investigation was complex, present a complete and detailed explanation and results in the form of an appendix. 2.6 REPORT OVERVIEW • Introduce and describe other sections of the report, directing the reader to critical sections, if appropriate. • Identify and describe all attachments and appendices. Terminology should be clear and consistent, and continue to be consistent through the entire report. 3.1 LOCATION AND SURFACE CONDITIONS • Provide the cross streets, addresses and parcel numbers in order to locate the investigation. • Describe the site and adjoining properties, including surface elevation, topography and drainage. Clearly reference all elevations to the datum. • Provide current uses of the site and adjacent properties. • Identify all current structures, subsurface utilities, wells, manmade fills, and other surface features. • Describe vegetation, topsoil, paving, and other surface coverings. • Describe any indications of historic geological processes or hazards on or near the site (e.g., slope instability, landslides, liquefaction, flooding, etc.) • Describe any indications of surface releases or other contamination, or potential contamination sources. • Describe any planned changes to the surface conditions described above which will take place after the investigation. 3.2 GEOLOGIC SETTING • Provide an overview of regional geology, local stratigraphy, groundwater occurrence, etc. 3.3 SUBSURFACE SOIL CONDITIONS • Describe each soil or geologic unit encountered by their classification and group units with respect to the properties that are most relevant to the conclusions and recommendations. This section shall clearly describe the logic and reasoning supporting the recommended approach, or alternative approaches. Specific recommendations shall be very limited in this section; they should be presented in a separate Recommendations section. For each item covered in the recommendations sections, present the following: • Specific design recommendations along with their limitations, factors of safety, minimum dimensions, and effect of expected variations in actual conditions. • Specific construction recommendations including definitions, materials, execution, monitoring testing, or other quality control measures, and any other construction requirements to support the design recommendations. • Responsibility for seeing that each recommendation is met, such as owner, geotechnical engineer, other design consultants, or contractor. The owner of the project holds the ultimate responsibility; however, all design parties have shared responsibility. Construction responsibilities are directly related to the contractor. 5.1 SITE GRADING AND EARTHWORK • Provide specific design recommendations for 1) depth of stripping, 2) soil excavation limits and slopes, 3) depth and lateral limits of over - excavation to remove unsuitable materials, 4) preload fills, 5) location and thickness of particular fill material or compaction requirements, 6) maximum temporary and permanent slopes, 7) permanent surface and subsurface drainage systems, and 8) permanent erosion controls. • Provide specific construction recommendations for 1) clearing, 2) on -site and /or import fill materials, 3) excavation and compaction equipment, 4) fill material moisture conditioning, placement, and compaction, 5) proof - rolling, in -place density testing, and other quality control measures, 6) temporary seepage and drainage control measures, 7) permanent surface of subsurface drainage system installation (as appropriate), and 8) temporary slope protection and erosion control measures. 5 Geotechnical Report Guidelines Approved 04.24.04 L. If appropriate, provide specific design recommendations for tie -back anchors including 1) anchor inclination, 2) no load zones, 3) minimum anchor length, 4) anchor bond zone, 5) anchor adhesions, and 6) corrosion protection. • Provide specific construction recommendations for 1) installation, 2) on -site and /or import backfill materials, 3) backfill material moisture conditioning, placement, and compaction, 4) in -place density testing or other control measures, and 5) seepage and drainage control. • If appropriate, provide construction recommendations for tie -back anchors including 1) anchor installation methods, 2) anchor testing, and 3) monitoring. 5.3 ROCKERIES • Provide recommendations as outlined in the Associated Rockery Contractors (ARC) Standard Rock Wall Construction Guidelines (December 1992). • The geotechnical engineer should provide direct input to the design of the rockeries and provide construction monitoring and testing as appropriate. Specific design parameters may include: Rock quality, density, frequency of testing, slopes, keyways, surcharges, drainage, rock sizes, face inclination, and surface drainage. 5.4 REINFORCED SOIL STRUCTURES • Geogrid or geotextile fabric may be used to reinforce a fill. Reinforcement results in a more stable slope and helps reduce the risk of significant Tong -term maintenance. If reinforced slopes are used, the geotechnical engineer should specify, at a minimum, the fill soil materials, vertical spacing of the reinforcement, the specific type of reinforcement and the distance to which it must extend into the fill, the amount of overlap at reinforcement joints, and the construction sequence. Recommendations should be general and further studies may be required. 1. VICINITY MAP Include a Vicinity or Location Map that presents adequate street and /or other physical references to allow clear identification of the project location. This map may be an individual figure or may be included on the Site Plan. 2. SITE PLAN Show the project boundaries, property lines, existing features and the proposed development and structures. A north arrow and scale should be included along with all subsurface exploration locations. The accuracy of exploration locations should be indicated on the Site Plan or in the report. 3. EXPLORATION LOGS Include logs of all explorations describing soil units encountered, soil classification, density or stiffness, moisture conditions, groundwater levels, stratigraphic sequence, common geologic unit name, and other descriptive information. 4. LABORATORY TEST DATA Include figures or tables of laboratory test results if presentation of all the data, in the text, would require more than a simple paragraph to supplement the data provided in the exploration logs. 5. CROSS SECTIONS Include cross sections to visually present all but the simplest subsurface conditions. 6. TYPICAL DETAILS Include figures, graphs, and other visual aids to clearly present detailed recommendations. STUDY REQUIREMENTS a) The geotechnical engineer should review and evaluate the stability of natural, temporary, and permanently constructed slopes on or adjacent to the property to be developed. Such review should, at a minimum, include: • Review of published geologic data referencing or including the site. • Review of previous studies of the site performed by geotechnical engineers. • Reconnaissance of the site for signs of slope instability. b) Where such review indicates that the proposed development would reduce slope stability, or that the natural slopes may have a factor of safety of less than 2.0 (static case) or 1.5 (seismic case), then the geotechnical engineer shall perform additional, more detailed review and evaluation of the stability of the slope. Such additional review and evaluation should, at a minimum, include: • Drilling and sampling of test borings to a depth necessary for the evaluation of slip surfaces with factors of safety lower than the above criteria, or to at least 15 feet or 10 percent of the slope height (whichever is less) beyond the most critical slip surface for the design. • Laboratory shear testing of soil samples which are representative of all significant zones or layers of soil and /or rock through which the potential slip surfaces pass. • Performing a limit equilibrium analyses or other approved analyses of all significant critical slip surfaces associated with the slope. Approved analyses may be conducted by a computer program if the methodology and assumptions are clearly delineated and the name, version number, and solution methodology of the program are clearly presented in the report. All analyses should include a cross section of the slope(s) and critical slip surfaces. c) Other analyses as required by the City. 9 2. It is located on the east side of 59th Avenue S. approximately 200 feet north of S. 149th Street. The existing site consists of one lot of 0.69 acres with an existing residence. A total of four residential Tots will be created by the short plat, with the existing residence occupying Lot 4. The three remaining lots of from 6,518 SF, or 0.15 acres, to 8,500 SF, or 0.20 acres, each are located east and south of the lot with the residence. They are proposed for the future construction of three new residences. Access for all four lots will be accessed by a new 20 foot wide asphalt paved common driveway entering the property from 59th Avenue S. The .drainage improvements related to the new common driveway and the three new residences are the subject of this report. The site is gently rolling, with a slight to moderate downhill slope to the south. Ground cover of the lot is a uniform maintained lawn, with scattered minor ornamental and fruit trees. The existing residence has established landscaping around its perimeter. The project has existing concrete curb, gutter and five foot sidewalk along its frontage. No frontage improvements are proposed as part of this short plat. Soils on site are suitable for shallow infiltration, and the common driveway along with all three new residences are proposed for runoff infiltration on site. The residential driveway runoff for the three new residences will be collected and infiltrated with the common driveway runoff. Overflow from all residential and common driveway infiltration systems will be released to the 59th Avenue S. roadside system. Conditions and Requirements: The total impervious surface area proposed for the short plat is estimated to be 6,450 SF, including the existing residence, the common driveway and the three residences, excluding driveways. Not included is the roof area for each new residence, which will be infiltrated on site in individual systems sized for the impervious actual areas of the residences. Due to topography, the small westernmost portion of the common driveway cannot be captured by the on site system, and its area is not included in the above. An on site catch basin will capture this small amount of runoff and pipe it directly to a roadside catch basin, preventing runoff crossing over the sidewalk. The area of this non - infiltrated runoff is equal to or smaller than the area of the existing driveway serving the existing residence from the street which will be removed. This places the project in the range where the Small Site design criteria are acceptable (less than 10,000 SF), but requiring a full drainage review (greater than 5,000 SF The residential roof runoff infiltration will, however, be designed per the Small Site Criteria, as well as erosion and sediment control measures for the site as a whole. Systems for each residence will be installed per above. Infiltration systems for each lot will be based on the actual percolation rate found in the tests performed for each lot. Specifics will be provided under each building permit application. Off -Site Analysis: ,This downstream analysis is based on a Level 1 review. At present runoff from the site flows south via sheet flow the neighboring properties to the south and tilen west into the roadside system of 59th Avenue S., this being a distance of approximately 250 feet. No apparent problems exist with runoff in this area, and the possibility of future problems is minimized by the infiltration on site of substantial runoff from previously contributing areas. From there it flows by a series of catch basins and pipe to a point in the juncture of 59th Avenue S. and S. 149th Street, where it crosses under the road and flows southwest into the site drainage system for Tukwila Elementary School. The routing within the school 2 grounds could not be clearly followed, however the routing to the southeast through the site is by a series of catch basins and pipe installed with the new school building and site renovation approximately five years ago. This routing through the school property carries the evaluation substantially through the one - quarter mile distance from the project site. It will be added that the routing of flows from the school system leads to an eventual release at approximately the intersection of 63rd Avenue S. and S. 151st Street and thence due south in the undeveloped right -of -way of 63rd Avenue S. The one lot deep row of existing residences between the school yard and 63rd Avenue S. most likely has an existing easement to the City for a piped drainage routing across the properties. It is presumed that the drainage system installed for the school and its routing downstream were evaluated during the design work for the new school. In summery, no downstream erosion or conveyance capacity problems were noted or believed to exist. Flow Control and Water Quality Facility Analysis and Design: The site is subject to Small Site design criteria. This criteria will be used for disposal of runoff from the common driveway and the roofs of the three new residences, and for the erosion and sediment control for the site. Due to topography, little or no off site contributing runoff enters the site. All new impervious area in infiltrated on site. The only factor which would affect off site downstream flows is the installation of a minor overflow line from the infiltrations systems on the site, which would only experience flows during very heavy and long term storm events. Since the soils were not sand or gravels, actual percolation tests were done on each of the three lots. The drainage infiltration systems for the common driveway and for each of the three lots were then sized using the KCRTS system. Calculations are attached. Roof infiltration systems will be used on each of the three new residences and will be sized based on actual size of impervious area for each at the time of building permit application. Conveyance System Analysis and Design: Special Reports and Studies: None. There is no significant conveyance system associated with this site. The • overflow system should handle the minor and occasional flow events without further evaluation. 3 Other Permits: Residential building permits for each of the three new Tots, including associated utility installation. A right -of -way permit will be required for the installation of the small overflow line through the existing curb. ESC Analysis and Design: The site will use conventional standard filter fence along the downhill property Tine and rock construction entrance at the location of the shared driveway. Tukwila, WA 98168 Office: (206) 242 -7665 Fax: Same Operation and Maintenance of Short Plat Storm System The operation of both the common and individual lot portions of the system is simple and requires only occasional inspections and maintenance procedures. Attached within this manual is a set of checklists with scheduling and maintenance requirements. The commonly maintained storm system consists of a catch basin with an infiltration trench, placed the middle of the common private road. The catch basin is equipped with a tee to prevent silts and floating debris and oil from reaching the trench. It is the joint responsibility of all of the homeowners to inspect, clean and maintain this part of the system. The handling of this joint responsibility is spelled out in the storm drainage easement recorded with the original short plat. The water from the individual roof tops of the three new residences is handled separately for each lot with each system designed and installed as part of the building permit. The storm system for each lot will be similar to the catch basins and trenches used for the road, and maintenance procedures will be the same. Each homeowner should check their copy of the plan for their own house's system to locate the sump with tee, one of which is located on each individual lot. The inspection, cleaning and maintenance for this sump is the same as for catch basins, and is each homeowner's individual responsibility. Note that along with each lot's sump, the house downspouts and gutters should be checked and cleaned each year, or more often. Doing this will also reduce the work in cleaning out the sediment sump for each lot when the time comes. Details for the all systems inspection and clean out, for both floating debris and sediment in the bottom of all catch basins, are given in the attached checklists, along with maintenance items which may affect the system's proper operation. h. INSTRUCTIONS FOR USE OF MAINTENANCE CHECKLISTS The following pages contain maintenance needs for most of the components that are part of your drainage system, as well as for some components that you may not have. Ignore the requirements that do not apply to your system. You should plan to complete a checklist for all system components on the following schedule: 1. Monthly from November through April 2. Once in late 'summer (preferable September) 3. After any major storm (use 1 -inch in 24 hours as a guideline), items marked "S" only. Using photocopies of these pages, check off the problems you looked for each time you did an inspection. Add comments on problems found and actions taken. Keep these "checked" sheets in your files. Some items do not need to be looked at every time an inspection is done. Use the suggested frequency at the left of each item as a guideline for your inspection. REQUIRED ACTIONS: The following actions shall be taken to ensure that pollution generated on site shall be minimized: 1. Warning signs (e.g., "Dump No Waste - Drains to Stream ") shall be painted or embossed on or adjacent to all storm drain inlets. They shall be repainted as needed. Contact the Municipality regarding availability of stenciling supplies. 2. Parking Tots shall be swept when necessary to remove debris and, at a minimum, twice a year. Use of newer model high - velocity vacuum sweepers is recommended as they are more effective in removing the more harmful smaller particles from paved surfaces. 3. Sediment removed from detention vaults shall be disposed of in a proper manner. Contact the Municipality for instruction prior to completing this task. 4. No activities shall be conducted on site that are likely to result in short-term high - concentration discharge of pollution to the stormwater system. Such activities may include, but not be limited to, vehicle washing, vehicle maintenance, and cleaning of equipment used in the periodic maintenance of buildings and paved surfaces. 5.
