All four signs would deviate from the standards for internal informational signs in TMC Title 19 (See Attachment B). Sign Dl will be located on the east side of East Marginal Way South at the corner of Museum of Flight Way (a private street). The sign will be 13 feet, nine inches tall, have a width of five feet, three inches, and a total sign area of 51 square feet. The primary color of the sign will be white and gray. The logo for the Museum of Flight will be located at the top of the sign and the sign will have an arrow and wording noting "main entry parking" (See Attachments D and E). Sign D2 will be located on the east side of East Marginal Way South near the entrance to the turn around for the Museum of Flight. The sign will have the same dimensions and size of sign D1 as well as the same color. The sign will also feature the Museum of Flight Logo and will note in black letters with and arrow, "Bus Drop Off' (See Attachments F and G). Sign D3 will be located on the west side of East Marginal Way South. Sign D4 will be located on the east side of East Marginal Way South just north of the main building. The sign will have the same appearance as sign D1 and D2. The sign will be 13 feet, nine inches tall, have a width of five feet, and a total sign area of 51 square feet. The primary color of the sign will be white and gray. The logo for King County Museum of Flight will be located at the top. The content will note where the main entrance to the Museum of Flight is located and will note that this particular curb cut is for deliveries only (See Attachment J). Signs D1 and D2 will feature an area along the bottom of the sign for temporary event signage, such as "Wedding Reception" and `Blue Angels Parking" (See Attachments E and G). Existing Development The site is currently used by King County Museum of Flight for museum operations. The Museum's main building is located on the east side of East Marginal Way South. Also, on the east side of East Marginal Way South is the old Red Barn which was the first building used by the Boeing Company. There is also an associated parking lot south of the main building. The Museum's complex also extends to west side of East Marginal Way and includes a library and the Museum's outdoor collection of airplanes. An overflow parking lot is also located near the library building. The Museum of Flight has four curb cuts along East Marginal Way that are utilized for the Museum's operations. Three of the curb cuts are located on the east side of East Marginal Way and one of the curb cuts is located on the west side of East Marginal Way. Each of the curb cut provides a different function to the operation of the Museum (See Attachment B). Curb Cut 1 is located at the intersection East Marginal Way South and Museum of Flight Way. Curb Cut 1 provides access to the main parking lot for the Museum of Flight. Curb Cut 2 is located directly in front of the main entrance of the Museum of Flight. Curb Cut 2 provides access to the unloading and loading zone for private vehicles and school buses. Curb Cut 3 is located just north of the main building and provides access to delivery vehicles only. Curb Cut 4 is located on the west side of East Marginal Way 3 Special Permission from the Planning Commission, L04 -079 The Museum of Flight Page 4 of 5 Surrounding Land Uses BACKGROUND SPECIAL PERMISSION CRITERIA and provides access to the Museum's Library and parking for the Airpark (See Attachment B). Surrounding land uses are industrial and include Boeing operations and King County Airport (Boeing Field). In May of 2004, the Museum of Flight submitted sign permit applications for three signs located along East Marginal Way. These are the three signs that the Museum has asked be considered internal informational signs. Under the City's sign code regulations, the Museum of Flight would be limited to three total signs. The three signs that have been installed now count towards the total number of sign allowed for the Museum of Flight. The Museum has requested that these signs be considered international informational signs and thus would not count towards the total number of permanent signs for the site. This would allow the Museum to have flexibility in adding wall signs or a freestanding sign to the premise. Freestanding internal informational signs are permitted outright under TMC 19.22. However, these signs must meet the following design requirements: 1. Freestanding signs shall not exceed an overall height of five feet above grade of adjacent street or driveway, unless otherwise approved by the Planning Commission. 2. The message conveyed by a freestanding sign may be located on a background area not to exceed eight square feet. 3. Freestanding signs which shall obscure vision between the height of three feet and ten feet of the street or driveway grade shall be setback at least 40 feet from the intersections of streets and/driveways. 4. All freestanding signs shall be located in a landscaped area or on a decorative base, unless approved by the Planning Commission. Additionally, TMC 19.22.020 notes that the content of internal informational signs is limited to only those letters and/or symbols necessary to convey the required message, in as brief as manner as possible and they cannot be used to advertise in any manner the facility occupying the premises nor goods or services available nor hours of operations. However, the Planning Commission may authorize waiver of the content restrictions in order to waive a locational or 4 Special Permission from the Planning Commission, L04 -079 The Museum of Flight Page 5 of 5 traffic hazard. The Museum's signs would be deviate from the above criteria as follows: 1. The signs will have an overall height of thirteen feet, eight feet taller than what is allowed under City Code. 2. The message area for the signs will greater than what is allowed. 3. The signs will feature the logo and name of the entity for which they are being used. DISCUSSION The proposed height deviation allows the signs to be easily viewed by vehicles on East Marginal Way. Given the nature of the speed of traffic on East Marginal Way lower signs would be difficult to see. Informational signs located in other areas of the City are located on roads that support lower speeds and thus would allow shorter signs to be visible. The need for the increase in the message is needed in order to allow the direction wording to be legible, to allow for the logo of the Flight Museum, and to allow a portion of the signs to be devoted to temporary event information. The content on the signs is devoted to aiding patrons coming and going from the site. The City does not normally allow logos and the name of the business to be placed on internal informational signs. The Museum of Flight has noted to City staff that up to 70 percent of their patrons are first time visitors to the site, which also means that this could be their first time on this portion if East Marginal Way S. This area of East Marginal Way as no way markers, such as other large signs which could be used by motorist in finding the site. STAFF RECOMMEDATIONS The size, content, and area restrictions for internal informational signs listed in TMC 19.22 does not allow the Museum to meet its sign needs. The Museum of Flight operations are significantly different than most commercial business within the City of Tukwila, and includes a large number of first time users, special events, and school field trips. The granting of the Museum's request would allow for patrons of the site to navigate along East Marginal Way safer. These signs would help reduce the number of U turns and unrestricted left turns on East Marginal Way by individuals who drive past the correct entrances. These signs would also help reduce the number of people who turn into Boeing entrances believing that they have arrived at the Museum of Flight. Council will not be making a decision on the matter, but Nil_ direction to staff and will likely have the matter sent to the Planning Commission. I have included one sign code amendment that is related to the MOF. Attached you will find the staff report. This is how I think we should proceed with MOF signs: MOF is permitted two signs, either one freestanding and one wall sign or two wall signs. With the freestanding signs that have been installed if MOF was to consider those as internal informational signs they would not count towards the total number of signs. However the signs as are cannot meet the specifications for an internal informational signs. Yet, the Planning Commission has the ability to waive certian requirements when there is a demonstrated need. MOF would submit for a special permission from the Planning Commission to allow those signs to remain or for some other informational signs. I think you were talking about possibility replacing those particular signs. ?f those signs are considered internal informational signs. MOF has two wall signs it :ould use. The banners that just note MOF could be permitted as wall signs. Subject to special permission from the Director the signs could be six percent of the wall area or •500 square feet, which ever is less. As for the event banners this is what the code change will address. In short the event banners could be six percent of the wall area or 500 square feet, which ever is less. There would be no time limits on the banners. Maximum number of banners would be two. in give I think going this approach allows for a minimum amount of change to the City's sign code and allows for the MOF to meet some its sign needs.
