CALL TO ORDER Council President Harris called the Tukwila City Council Committee
of the Whole Meeting to order.

Mayor Gary Van Dusen, Maxine Anderson (City Clerk), Alan Doerschel
(Finance Director), Moira Bradshaw (Associate Planner), Rick Beeler
(Planning Director), Ross Earnst (City Engineer), Larry Hard (City
Attorney), John Colgrove (City Attorney), Don Morrison (City
Administrator), Jack Pace (Senior Planner), Byron Sneva (Public
Works Director).
Wendy Morgan, 15144 65th Avenue South, representing the Tukwila
Historical Society, stated the Historical Society has received a
grant of $1,000. She stated the Council had previously determined
the grant money would be used for the placement of historical
markers along the Green Duwamish River where riverboats have landed
in the past.
Council President Harris stated two additional public hearings will
be held on the regional airport system. One public hearing will
be held Wednesday at J. F. Kennedy High School auditorium.
Rick Beeler, Planning Director, stated a revised ordinance to limit
building heights to 65' rather than 35' has been reviewed by the
Council. Councilmembers voting "no" explained the reasons for their
vote. Councilman Duffie recommended that the ordinance stay in
committee and be brought forward at a future date.
Councilmember Hernandez stated the committee toured the Police
and Finance Departments. They are presently discussing the
dangerous dog ordinance.
In committee they are studying the work plan of the engineering
department.
They are also discussing the TIP process and transportation portion
of the CIP so they overlay.
Mayor Van Dusen reported there will be a meeting on February 29
at Issaquah City Hall on the waste project.
Mayor Van Dusen reported he has received a request for a Sister
City in Chile. He stated he was not sure the City could support
another Sister City.
Don Morrison, City Administrator, stated Sunwood has filed a
suit against the City and the developer claiming $90,000 damages.
The Ad Hoc planning committee for the Centennial Celebration
will be planning activities.
There will be a meeting with the City of Renton to discuss the
portion of Fire District #1 that is within the Renton area.
Mayor Van Dusen stated that the cost of an annexation study is
minuscule in comparison to the potential liability, operational and
capital cost that may be incurred with this annexation. All aspects
of the incorporation or annexation of Sea -Tac should be thoroughly
reviewed. His recommendation is that the City contract for a
separate annexation study to address the relative impacts on
Tukwila. We can ask for a request for proposals from qualified
consultants, then select a firm and negotiate the scope of study
and cost.

Councilmember Bauch said the purpose of the study is for the
City Council information.
Rick Beeler, Planning Director, discussed its letter to the Council
dated February 19, 1988. He had researched the study the BRB is
going to do and how the City can participate in that study and how
much it may cost for the City to do their own study of the impacts
on Tukwila and Sea -Tac if incorporation or annexation takes place.
He stated the City can participate in the BRB study by suggesting
factors or level of detail of the studies, but the BRB is not
obligated to incorporate the City's suggestions.
Councilmembers asked questions of Mr. Beeler regarding the proposed
incorporation /annexation study and the areas it would affect.
MOVED BY ROBERTSON, SECONDED BY BAUCH, THAT THE CITY GO AHEAD
AND DO THE SEPARATE STUDY AND HAVE IT READY FOR THE BRB TO USE IN
THEIR STUDY AND IT BE MADE AVAILABLE TO THE CITIZENS TO INFORM THEM
WHEN THEY VOTE AND THIS MATTER BE ON THE AGENDA OF THE NEXT REGULAR
MEETING OF THE COUNCIL.
Terry Anderson, 3745 South 188th, representative from the area that
should be part of the study, stated the two studies will be
different. The people should know the area that will be involved.
Councilmember Stoknes asked if there is interest in the area to
annex to Tukwila?
Ms. Anderson said they have decided as a community they would like
"home rule." They do not wish to be broken up; they want to remain
as a whole area.
Barbara Blake, 18028 51st Avenue South, said they have been told
it will have to be an incorporation. They have talked to other
cities and none of them felt they wanted the entire area. They
want to study both options annexation and incorporation.

Council President Harris called for a five minute recess.
The Committee of the Whole Meeting was called back to order with
Councilmembers present as previously listed.
Rick Beeler, Planning Director, stated the EIS is an advisory docu-
ment. Using the overhead projector he showed Alternatives I,
I -A, and 2.
Alan Doerschel, Finance Director, gave a report on the financial
impact if the annexation takes place.
Don Morrison, City Administrator, reviewed the services that would
be affected and the services that would be needed.
Mayor Van Dusen reviwed the policies and transitions that would
occur due to the annexation.
Moira Bradshaw, Associate Planner, reported on the planning process
for elections, public hearings, and BRB schedules. The process
needs to get to the point where the City Council can determine if
they want the annexation.
Councilmember Robertson asked if there have been objections to the
annexation from the businesses? Moira Bradshaw said objections
have not been expressed at this point.
Mayor Van Dusen stated the public meeting will be announced in the
next issue of the Hazelnut. The date of March 28 was suggested.
The format would be a presentation.

Mayor Van Dusen explained the need for the proposed ordinance.
The ordinance will go to the Planning Commission.
Councilmember Moriwaki stated publicity may result from the
ordinance and could possibly end up in a law suit.
City Attorney Larry Hard said there will be a revision of
the language of the ordinance, permitting adult entertainment
facilities to locate in the M -2 (Heavy Industry) District.
MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT THE COUNCIL GO
INTO EXECUTIVE SESSION TO DISCUSS POSSIBLE PURCHASE OF PROPERTY.
MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY STOKNES, THAT THE COUNCIL GO OUT OF
EXECUTIVE SESSION. MOTION CARRIED.
Council President Harris adjourned the Committee of the Whole
Meeting.
